Regarding the issuance of training cost standards for certain trades at three levels of qualification for demobilized soldiers learning trades pursuant to Decision No. 121
Citing Decision No. 121/2009/QĐ-TTg dated October 9, 2009 of the Prime Minister on the operational mechanism of vocational training institutions under the Ministry of National Defense and support policies for demobilized soldiers learning trades;

Pursuant to Decision No. 257/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating regulations on frequency band allocation for economic and social purposes, national defense, and security;
Citing Circular Joint Circular No. 04/2010/TTLT-BQP-BTC dated January 14, 2010 of the Ministry of National Defense - Ministry of Finance guiding the implementation of support policies for demobilized soldiers learning trades;
At the proposal of the Chief of the General Staff,
Issuing training cost standards for certain trades at college, intermediate, and basic levels as a basis for implementing support policies for demobilized soldiers learning trades pursuant to Decision No. 121/2009/QĐ-TTg dated October 9, 2009 of the Prime Minister
CIRCULAR:
Article 1. (with detailed standards attached). The standards issued in this Circular are the highest training costs for a trade that demobilized soldiers are currently studying at vocational training institutions within and outside the military; while comprehensive training cost standards for each trade at each level have not yet been issued, vocational training institutions may apply these standards to similar trades and groups of trades with similar training periods and courses.
Article 2. Demobilized soldiers learning trades at military vocational training institutions, in addition to receiving training cost support according to the standards issued in this Circular of the Ministry of National Defense, also receive meal allowances, travel allowances, living expense guarantees, and other expenses as stipulated.
Article 3. Assigning the Education Department/GST to take the lead and coordinate with relevant agencies to continue guiding military vocational training institutions in establishing training cost standards for other trades; revising and supplementing existing training cost standards that are no longer appropriate, and submitting them to the Chief of the Ministry for promulgation.
Article 4. Chiefs of the General Staff, military regions, corps, units, and vocational training institutions under the Ministry of National Defense and related agencies are responsible for enforcing this Circular.
Article 5. 1. The Director of the Finance and Planning Department is responsible for guiding and supervising the implementation of this Circular.
