I. DIRECTION AND POLICY ON THE CONSTRUCTION OF SCHOOLS

II. IMPLEMENTATION MEASURES

A. Construction funds and directions for their use.

在教育部门的学校建设中,需要结合合理自愿的人民捐款和国家适当的投资。

1. Funds allocated for the construction of schools in the education sector include:

a) Local people's contributions in terms of labor, money, and materials. The Ministry of Finance and the Ministry of Education will cooperate to study specific policies to mobilize these contributions and submit them to the Government for approval by December 1973;

b) All tuition fees collected from secondary school students;

c) A portion of the welfare fund from factories, construction sites, agricultural cooperatives, forestry cooperatives, and public welfare funds from cooperative societies;

d) Part of the basic construction funds that the State allocates annually for the basic construction of the education sector, at an appropriate ratio, with at least 5% of the total annual basic construction funds of provinces and cities being set aside. Village budgets should also allocate funds according to the ratio guided by the provincial or municipal administrative committees.

2. Directions for using the above funds for the construction of various types of schools are as follows:

a) The repair, expansion, and construction of kindergarten, primary, and secondary schools shall be undertaken by construction sites, agricultural cooperatives, forestry cooperatives, factories, and community organizations through the use of factory welfare funds, agricultural cooperative welfare funds, and public welfare funds, along with people's contributions. In addition, village and provincial/city budgets will provide supplementary funding.

b) The repair, expansion, and construction of high schools shall be funded by provincial/city budgets. When necessary, additional contributions from the people can be mobilized in appropriate forms.

c) For new economic zones, newly established construction sites, agricultural cooperatives, forestry cooperatives, etc., the State will provide funds for the construction of kindergartens, primary, and secondary schools along with the overall construction of these facilities.

d) The construction of teacher training schools (for kindergarten, primary, and secondary education, as well as cultural supplementation) in provinces and cities shall be funded by central basic construction funds (if local budgets lack funds for construction). The Ministry of Education needs to reasonably rearrange the current network of teacher training schools in various regions.

e) Specifically for mountainous areas, if local budgets and people's contributions still cannot cover the construction of kindergartens and primary schools, the State budget has the responsibility to subsidize the difference.

B. Planning for school construction, design, construction, and supply of raw materials and building materials.

The Ministry of Education should guide provincial and municipal administrative committees in formulating plans for school construction in their respective regions and consolidate these into comprehensive plans to submit to the Government and incorporate into the national plan.

The Ministry of Construction, in conjunction with the Ministry of Education, should issue model designs and establish standards for land use and building materials. Based on local plans, planning commissions at all levels need to balance construction forces and essential building materials such as wood, steel, cement, coal, etc., to ensure adequate construction and equipment for schools.

Administrative committees at all levels are responsible for formulating and implementing plans for school construction in their respective regions. Specifically:

- The People's Administrative Committees of communes and towns shall direct the construction of kindergartens, primary schools, and secondary schools of grades 1 and 2;

- The People's Administrative Committees of districts and urban areas shall direct the construction of secondary schools of grade 3;

- The People's Administrative Committees of provinces and cities shall direct the construction of teacher training schools (for training and improvement);

It is necessary to encourage and organize teachers and students to participate in planting trees for timber, making bricks, tiles, lime, and contributing to the construction of school facilities in accordance with the Directive No. 237-TTg dated December 1, 1970 of the Prime Minister.

C. School Facility Preservation.

Preserving school buildings and equipment is the shared responsibility of teachers and students, primarily that of the School Management Board, with active assistance from local authorities and residents.

To create additional conditions for bringing school management into a regular system, from now on, each school shall be assigned two persons to handle: school facility and equipment preservation (school custodian); office work, tuition collection, statistics, accounting... (school office staff).

In primary and secondary schools in cities, towns, industrial zones, and all secondary schools of grade 3 (both in cities and rural areas), the school custodian shall be part of the state civil service; in primary and secondary schools in rural areas, the school custodian shall be paid according to the quota system applicable to commune officials. The Ministry of Education, the Ministry of Labor, and the Ministry of Finance need to issue a joint circular to guide the implementation of this staffing issue.

The Ministry of Education needs to promulgate regulations on managing educational school facilities. Ministries and administrative committees at all levels within their scope of responsibility must strictly implement and guide the implementation of this decision.
