Article 1.||| Issued together with this Decision is the Estimated Cost Level for Construction Works - Testing Materials, Components and Building Structures.
Article 2The Estimated Cost Level for Construction Works - Testing Materials, Components and Building Structures issued together with this Decision replaces the Set of Estimated Costs and Unit Prices for Testing Materials and Construction Components issued together with Decision No. 32/2001/QĐ-BXD dated December 20, 2001 of the Minister of Construction.
Article 3.The Estimated Cost Level for Construction Works - Testing Materials, Components and Building Structures issued together with this Decision serves as the basis for the project owner, contractor, and consulting organization to establish unit prices for approval by the project owner as the basis for preparing the budget estimate and managing investment costs for construction projects using state funds..
Article 4.Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision. This Decision takes effect 15 days from the date of publication in the Official Gazette.

EXPLANATION AND APPLICATION PROVISIONS
The Estimated Cost Level for Construction Works - Testing Materials, Components and Building Structures (hereinafter referred to as the Testing Standards) is an economic and technical indicator specifying the direct consumption level necessary to complete one unit of testing work for materials, components, and building structures (one sample, one component, etc.) from preparation to completion according to technical standards, procedures, and regulations.
Basis for establishing testing standards: Construction standards, technical norms, design and construction acceptance regulations, general mechanization levels in the construction industry, technical equipment, construction methods, and scientific and technological advancements in construction (new materials, advanced equipment and construction technologies, etc.)
1. Content of the testing standards:
Material consumption rate:
Is the quantity of main materials, auxiliary materials directly including fuel and energy consumption for testing machines and equipment necessary to complete one unit volume of testing work.
Labor consumption rate:
Is the number of hours of labor of technical staff directly performing the test (including labor consumption for operating testing machines and equipment), and service workers necessary to complete the testing work.
The number of working hours includes both primary and secondary direct labor to complete one unit volume of testing work from preparation to completion and cleanup of the testing site.
The skill level of workers specified in the set of standards is the average skill level of workers participating in the testing work.
Machine and equipment testing consumption rate:
Is the number of hours of direct use of testing machines and equipment necessary to complete one unit volume of testing work.
2. Structure of the testing standards
The testing standards are presented by groups and types of testing works and are uniformly coded, consisting of two chapters.
Chapter 1: Testing of Construction Materials;
Chapter 2: Testing of Construction Components and Structures.
Each quota is summarized to include the components of work, technical conditions, testing conditions, and testing methods, and is determined according to appropriate units of measurement for performing such testing tasks.
3. Application Provisions:
Testing quotas are applied to establish testing unit prices, serving as a basis for preparing estimates for testing works of construction materials, components, and structures.
Testing quotas are specifically calculated for each required test index. When conducting testing works, they are based on testing requirements and quality management regulations, material quality standards, component, and structure quality standards to determine suitable test indices, avoiding duplication.
A single sample provides a complete test result for each index according to technical standards, procedures, and specifications.
When testing construction materials with more than 10 samples, labor quotas and testing equipment quotas are adjusted with a factor K=0.8.
Quotas do not include transportation costs for sample and testing material delivery to the laboratory. Costs for transporting machines and equipment to the site for outdoor testing are determined by specific estimates.
For foreign-funded construction projects in Vietnam that have different testing standards, technologies, and test indices from those of Vietnam, the Investor and the testing entity shall agree on expenses to apply.
For test indices not specified in this set of testing quotas, interpolation methods can be applied according to the specified test indices to determine testing quotas for that type of construction material or component, or new ones can be established and submitted for approval by the competent authority as prescribed.
