Based on the Law on Science and Technology dated June 9, 2000;
BASED ON THE GOVERNMENT DECREE NO. 81/2002/NĐ-CP OF OCTOBER 17, 2002 DETAILING THE IMPLEMENTATION OF CERTAIN PROVISIONS OF THE LAW ON SCIENCE AND TECHNOLOGY;
BASED ON THE GOVERNMENT DECREE NO. 25/2008/NĐ-CP OF MARCH 4, 2008 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT, THE GOVERNMENT DECREE NO. 19/2010/NĐ-CP OF MARCH 8, 2010, AND THE GOVERNMENT DECREE NO. 89/2010/NĐ-CP OF AUGUST 16, 2010 AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF THE GOVERNMENT DECREE NO. 25/2008/NĐ-CP OF MARCH 4, 2008;
PURSUANT TO THE PROPOSAL OF THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT AND THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. ATTACHED HERETO IS THE "REGULATION ON THE MANAGEMENT OF SCIENTIFIC AND TECHNOLOGICAL TOPICS AND PROJECTS OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT" ACCOMPANYING THIS CIRCULAR.

Article 2. This Circular takes effect from August 20, 2011.

ABOLISH THE DECISION NO. 07/2006/QĐ-BTNMT OF JUNE 15, 2006 OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT ISSUING THE REGULATIONS ON THE MANAGEMENT AND IMPLEMENTATION OF SCIENTIFIC AND TECHNOLOGICAL TOPICS AT THE MINISTERIAL LEVEL.

Article 3. THE DIRECTOR OF THE MINISTRY’S OFFICE, HEADS OF THE DEPARTMENTS OF SCIENCE AND TECHNOLOGY, LEGAL AFFAIRS, PLANNING, FINANCE, AND HEADS OF ASSOCIATED AGENCIES AND UNITS SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR.
