Amending and supplementing some contents of the Joint Circular No. 21/2010/TTLT/BTC-BGDĐT dated February 11, 2010, as follows:

/2012/TT-BGTVT dated November 7, 2012 issued by the Minister of Transport on training, examination, and issuance of motor vehicle driver's licenses., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Amend and supplement Section I of the Joint Circular No. 21/2010/TTLT/BTC-BGDĐT as follows:

1. "1. Scope of regulation: This Circular stipulates the collection and use of examination fees, admission fees (registration fees) for vocational secondary schools, colleges, universities, and postgraduate studies; including: the objects subject to fee collection, the level of fee collection, and the management and use of collected funds.

Objects of application: Actual candidates registering for examinations and admissions for vocational secondary schools, colleges, universities, and postgraduate studies at educational institutions under the national education system must organize entrance examinations and admissions according to regulations."đổ Amend and supplement Point 2 of Section III of the Joint Circular

2. 21/2010/TTLT/BTC-BGDĐT as follows:

2. "2. Level of examination and admission fees for universities, colleges, and vocational secondary schools at educational institutions under the national education system shall be regulated as follows: lAdmissions to universities, colleges, and vocational secondary schools:

) Candidates eligible for direct admission or direct enrollment into universities, colleges, and vocational secondary schools: 30,000 (thirty thousand) VND/application form.

a) a.2) Candidates registering for examinations and preliminary examinations and taking examinations into universities and colleges:

1. Supplementing Point 6a following Article 6 of Circular No. 02/2019/TT-BVHTTDL dated July 5, 2019 of the Minister of Culture, Sports and Tourism on the procedures for legal expertise regarding copyright and related rights as follows:1Registration for examinations: 60,000 (sixty thousand) VND/application form.

Preliminary examination (for schools that organize preliminary examinations before the main examination):

- + Preliminary examination for artistic and sports majors: 120,000 (one hundred twenty thousand) VND/application form (including all subjects).

- + Preliminary examination for other majors: 50,000 (fifty thousand) VND/application form (including all subjects).

Taking examinations:No.+ Taking examinations for general majors: 45,000 (forty-five thousand) VND/application form (including all subjects).

+ Taking examinations for artistic and sports majors: 300,000 (three hundred thousand) VND/application form (including all subjects).

- Postgraduate admissions:

Registration for examinations: 60,000 (sixty thousand) VND/candidate/application form.amendInformationaMaster's examination: 120,000 (one hundred twenty thousand) VND/candidate/exam subject.

Doctoral candidate admission: 200,000 (two hundred thousand) VND/candidate. trOverseas admissions funded by the state budget:

b) Registration for admissions: 200,000 (two hundred thousand) VND/candidate/application form."

- 3. Amend Clause 3 Article 2 as follows:amendSupplementing Paragraph a and Paragraph b of Point 1 of Section IV of the Joint Circular No. 21/2010/TTLT/BTC-BGDĐT as follows:

- "1. Allocation of the total amount of examination and admission fees for postgraduate, undergraduate, college, and vocational secondary school admissions:

- All registration fees for examinations and admissions to universities, colleges, and vocational secondary schools directly collected by Departments of Education and Training shall be allocated as follows:

c) Transferred to the Ministry of Education and Training to supplement funding for implementing the admission process and related work as follows:

- 8,000 (eight thousand) VND/application form for applications for university entrance examinations.

3. Amending and supplementing Article 3 of Circular No. 187/2016/TT-BTC, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP + 4,000 (four thousand) VND/application form for applications for vocational secondary school admissions.

Retained by Departments of Education and Training to supplement funding for implementing the admission process locally as follows:

a) + 8,000 (eight thousand) VND/application form for applications for university entrance examinations. tr+ 6,500 (six thousand five hundred) VND/application form for applications for vocational secondary school admissions.

- The remaining registration fees for examinations and admissions shall be transferred to the educational institution where the candidate registered for examinations and admissions.developmentAfter allocating funds for the admission process at the educational institution, if there is still money from the examination and admission fees (admission fees), it shall be paid into the state budget according to the law.

+ All registration fees for examinations and admissions to universities, colleges, and vocational secondary schools directly collected by educational institutions shall be allocated as follows:Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents of statistical indicators under the national statistical indicator system;c) Participating in assessing the conditions of food production and business establishments in the area according to the分级回复

During implementation, when the consumer price index fluctuates by more than 20% compared to the time this Circular takes effect, after reaching a consensus with the Ministry of Finance, the Ministry of Education and Training will decide to adjust the examination and admission fees up to 20% and adjust the allocation to the Ministry of Education and Training and Departments of Education and Training.

- Effective from 2013 and applied to admissions from 2013.

Other contents related to examination and admission fees not mentioned in this Circular shall continue to be implemented according to the provisions of the Joint Circular No. 21/2010/TTLT/BTC-BGDĐT dated February 11, 2010 of the Joint Circular of the Ministry of Finance - Ministry of Education and Training stipulating the collection and use of examination and admission fees (admission fees) for universities, colleges, and vocational secondary schools.Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents of statistical indicators under the national statistical indicator system;c) Participating in assessing the conditions of food production and business establishments in the area according to the分级回复

Organizations and individuals subject to fee payment and relevant agencies are responsible for implementing this Circular. In the course of implementation, if there are difficulties, organizations and individuals are requested to promptly report to the Ministry of Finance for review and supplementary guidance./. - After covering the costs associated with the admission process at the educational institution, if the collected examination registration fees (admission fees) have not been fully utilized, the excess amount shall be remitted to the state budget in accordance with the provisions of the law.

b) The total amount of examination registration fees collected directly by educational institutions for universities, colleges, and vocational colleges shall be distributed as follows:

- The remaining registration fees for examinations and admissions shall be transferred to the educational institution where the candidate registered for examinations and admissions.developmentAfter allocating funds for the admission process at the educational institution, if there is still money from the examination and admission fees (admission fees), it shall be paid into the state budget according to the law.

Other contents related to examination and admission fees not mentioned in this Circular shall continue to be implemented according to the provisions of the Joint Circular No. 21/2010/TTLT/BTC-BGDĐT dated February 11, 2010 of the Joint Circular of the Ministry of Finance - Ministry of Education and Training stipulating the collection and use of examination and admission fees (admission fees) for universities, colleges, and vocational secondary schools.Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents of statistical indicators under the national statistical indicator system;c) Participating in assessing the conditions of food production and business establishments in the area according to the分级回复

During implementation, when the consumer price index fluctuates by more than 20% compared to the time this Circular takes effect, after reaching a consensus with the Ministry of Finance, the Ministry of Education and Training will decide to adjust the examination registration fee up to a maximum of 20%, and adjust the allocation to the Ministry of Education and Training and the Department of Education and Training accordingly.

Article 2. Implementation clause

1. This Circular takes effect from the date of 25/4/2013 and applied to recruitment periods from 2013.

2. Matters related to examination registration fees not addressed in this Circular shall continue to be implemented in accordance with the provisions of Joint Circular No. 21/2010/TTLT/BTC-BGDĐT dated February 11, 2010, issued by the Joint Office of the Ministry of Finance and the Ministry of Education and Training on the collection and use of examination registration fees (admission fees) for universities, colleges, and vocational colleges.ngThis Circular is still implemented in accordance with the provisions of Joint Circular No. 21/2010/TTLT/BTC-BGDĐT dated February 11, 2010, of the Joint Office of the Ministry of Finance and the Ministry of Education and Training on the collection and use of examination and recruitment fees (admission fees) for universities, colleges, and vocational secondary schools.

3. Organizations and individuals subject to payment of fees and relevant authorities are responsible for implementing this Circular. In the course of implementation, if there are any difficulties, organizations and individuals are requested to promptly report them to the Ministry of Finance for review and supplementary guidance./.
