Issuing Regulations on Standards for Quality Assessment and Accreditation Procedures, Cycle of Early Childhood Education Institutions

Pursuant to the Law on Education dated June 14, 2005; the Law Amending and Supplementing Certain Provisions of the Law on Education dated November 25, 2009;

Pursuant to Decree No. 36/2012/ND-CP dated April 18, 2012 of the Government stipulating functions, tasks, powers and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/ND-CP dated March 19, 2008 of the Government stipulating functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding implementation of certain provisions of the Law on Education; Decree No. 31/2011/ND-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding implementation of certain provisions of the Law on Education; Decree No. 07/2013/ND-CP dated January 9, 2013 of the Government amending point b, clause 13, Article 1 of Decree No. 31/2011/ND-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding implementation of certain provisions of the Law on Education;

At the proposal of the Director of the Department of Testing and Quality Assurance in Education, the Minister of Education and Training issues this Circular stipulating Standards for Quality Assessment and Accreditation Procedures, Cycle of Early Childhood Education Institutions.

Article 1. This Circular hereby promulgates Regulations on Standards for Quality Assessment and Accreditation Procedures, Cycle of Early Childhood Education Institutions attached hereto.

Article 2. This Circular takes effect from September 22, 2014.

This Circular replaces Circular No. 07/2011/TT-BGDĐT dated February 17, 2011 issued by the Minister of Education and Training promulgating Regulations on Standards for Quality Assessment of Early Childhood Education Institutions; and Circular No. 45/2011/TT-BGDĐT dated October 11, 2011 issued by the Minister of Education and Training promulgating Regulations on Accreditation Procedures and Cycle of Early Childhood Education Institutions.

Article 3. The Director of the Office, the Director of the Educational Examination and Quality Assurance Department, the Heads of relevant units under the Ministry of Education and Training, the Chairpersons of the People's Committees of provinces and centrally-run cities, and the Directors of departments of education and training shall be responsible for implementing this Circular./.
