CIRCULAR
REGULATIONS ON THE SYSTEM OF REPORTING AND STATISTICAL AGGREGATION APPLICABLE TO UNITS UNDER THE MINISTRY OF CULTURE, SPORTS AND TOURISM
Based on the Statistics Law dated June 17, 2003;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013 of the Government on the functions, tasks, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 03/2010/NĐ-CP dated January 13, 2010 of the Government on the tasks, powers, and organization of statistics for ministries, ministerial-level agencies, and government agencies;
Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister promulgating the National Statistical Indicators System;
Considering the proposal of the Director of the Department of Planning and Finance,
The Minister of Culture, Sports and Tourism promulgates this Circular regulating the system of reporting and statistical aggregation applicable to units under the Ministry of Culture, Sports and Tourism.
Article 1. Scope of Statistics, Applicability
1. Scope of Statistics:
Data reported in the system of forms within the scope of state management in cultural, family, sports, and tourism fields shall be covered. This Circular guides the forms of statistical reports applicable to units under the Ministry of Culture, Sports and Tourism.

a) Units under the Ministry of Culture, Sports and Tourism assigned by the Ministry to be responsible for collecting and aggregating statistical indicators according to Decision No. 5139/QĐ-BVHTTDL dated December 28, 2012 of the Minister of Culture, Sports and Tourism on the issuance of the System of Statistical Indicators for the Cultural, Sports and Tourism Sector;
b) Individuals tasked with performing statistical work at units under the Ministry of Culture, Sports and Tourism.
Article 2. Reporting System
b) Agencies and organizations under the management of the district People's Committee that implement HIV/AIDS prevention and control activities report quarterly and annually on intervention activities to reduce harm, HIV testing counseling, HIV/AIDS prevention and control communication, methadone substitution therapy for opiate addiction treatment, antiretroviral therapy (ART) management, co-infection management between HIV and Tuberculosis and Hepatitis C, mother-to-child transmission prevention, pre-exposure prophylaxis (PrEP), and high-risk population counts according to corresponding forms specified in Appendices 2 and 3 attached to this Circular.
The system of reporting and statistical aggregation of the Ministry of Culture, Sports and Tourism applies to 17 units under the Ministry, including a total of 64 statistical forms, divided into two parts: Part I - Forms and Part II - Guidance and Explanation of Forms. Units assigned to report statistics shall implement the Statistical Report Forms listed in Appendix 1 and the Guidance and Explanation of Statistical Report Forms in Appendix 2 issued together with this Circular.
2. Reporting Periods and Time Limits for Submission
a) Reporting Deadline:
The reporting date is specifically noted in the upper left corner of each statistical form. Specifically:
- Monthly report: By the 10th day of the month following the reporting month;
- Quarterly report: By the 20th day of the month following the reporting quarter;
- Six-monthly report: By the 25th day of the month following the six-month period;
- Annual report: By February 28 of the following year;
- Survey report: After the survey year.
b) Reporting Period:
The reporting period for statistics is a fixed time frame during which the reporting entity must demonstrate its activities through data according to the criteria set out in the statistical report forms. The reporting period for statistics is calculated based on the Gregorian calendar, including:
- Monthly statistical report: The monthly statistical report covers from the first day to the last day of the reporting month;
- Quarterly statistical report: The quarterly statistical report covers from the first day of the first month of the reporting period to the last day of the third month of that period;
- Six-monthly statistical report: The six-monthly statistical report covers from the first day of the first month of the reporting period to the last day of the sixth month of that period;
- Annual statistical report: The annual statistical report covers from the first day of the first month of the reporting period to the last day of the twelfth month of that period.
3. Method of Submitting Reports:
Reports shall be submitted to the recipient in both of the following forms:
a) The statistical report shall be in writing and must bear the signature and stamp of the head of the unit;
b) In the form of a data file report (sent via email) to the receiving unit.
Article 3. Reporting unit, responsibilities and obligations of the reporting unit
1. Reporting Units:
Units under the Ministry of Culture, Sports and Tourism shall be assigned by the Ministry to be responsible for collecting and compiling statistical indicators according to Decision No. 5139/QD-BVHTTDL dated December 28, 2012 of the Minister of Culture, Sports and Tourism on issuing the Statistical Indicator System for the Culture, Sports and Tourism sector. The name of the reporting unit shall be specifically recorded at the top right corner of each statistical form.
2. Responsibilities and obligations of the reporting unit:
a) Fulfilling full and accurate reporting of the indicators specified in each reporting form;
b) Preparing reports in accordance with the prescribed reporting deadlines and periods;
c) Submitting reports to the receiving units within the stipulated timeframes.
Article 4. Receiving unit
Ministry of Culture, Sports and Tourism (Department of Planning and Finance).
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. This Circular takes effect from February 16, 2015.
2. Units under the Ministry shall be responsible for collecting, compiling, and reporting the forms assigned to them in accordance with the prescribed timelines and regulations set forth in this Circular.
3. Any amendments or supplements to the reporting system for the Statistical Indicator System of the Culture, Sports and Tourism sector shall be proposed by the Head of the Department of Planning and Finance for consideration and decision by the Minister of Culture, Sports and Tourism.
4. During the implementation of this Circular, if there are any difficulties, they should be reported to the Ministry of Culture, Sports and Tourism (Department of Planning and Finance) for timely review and adjustment.
