Amending and supplementing the economic and technical standards for managing and maintaining inland waterways issued together with Circular No. 64/2014/TT-BGTVT dated November 10, 2014, of the Minister of Transport. the responsibility to manage inland waterways as issued together with Circular No. 64/2014/TT-BGTVT dated November 10, 2014 of the Minister of Transport

 

Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004, amending and supplementing certain articles and the Law amending and supplementing certain articles;

of the Law on Inland Waterway Traffic dated June 17, 2014;

Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Infrastructure Department and the Director of the Vietnam Inland Waterway Administration;

The Minister of Transport hereby issues this Circular amending and supplementing the economic and technical standards for managing and maintaining inland waterways issued together with Circular No. 64/2014/TT-BGTVT dated November 10, 2014, of the Minister of Transport.

 

Article 1. Amending and supplementing the economic and technical standards for managing and maintaining inland waterways issued together with Circular No. 64/2014/TT-BGTVT dated November 10, 2014, of the Minister of Transport.

1. Amending and supplementing Points 1.3, 1.5, 1.9, 1.11, 2.27 and 2.28 of Section I Chapter II as follows:

"1.3. Spot inspection after natural disasters: The inland waterway management agency (Vietnam Inland Waterway Administration, Department of Transport or units under Vietnam Inland Waterway Administration, Department of Transport assigned the task) shall take the lead, together with the unit responsible for maintaining inland waterway works, and in coordination with relevant agencies, organize inspections to assess damage caused by sudden natural disasters with serious consequences."

"1.5 Preliminary survey of shallow areas and channels in complex zones: When inspecting the route, the inland waterway management agency in the area (District Inland Waterway Office or units under Vietnam Inland Waterway Administration, Department of Transport assigned the task) or the unit responsible for maintaining inland waterway works shall conduct preliminary surveys of shallow areas or sections of channels with complex changes; draw rough sketches of shallow areas or sections of channels that need inspection, serving timely adjustments to navigational aids and channel management of the route."

"1.9 Emergency response to natural disasters and search and rescue: When natural disasters have the potential to affect the managed area, the inland waterway management agencies shall take the lead, coordinating with the unit responsible for maintaining inland waterway works to arrange equipment and personnel on duty according to the emergency response and search and rescue regulations."

"1.11 Relations with localities: The inland waterway management unit at the appropriate level shall work with People's Committees of communes and towns along the inland waterway route, functional forces (police, border guards, traffic inspectors), and owners of works on the inland waterway route to cooperate in protecting navigational aids, disseminating and popularizing laws on inland waterways, protecting the infrastructure of inland waterways, as well as other related tasks on the managed inland waterway route."

"2.27 Maintenance of plastic and composite buoys: Cleaning, wiping, and washing buoys to ensure the brightness of their signaling colors. If painting is required (if applicable), apply the paint color standard for steel buoys."

"2.28 Maintenance of rectification works, basins, dams, column footings revetments riprap:

- Rectification basin and dam works shall be maintained according to the approved maintenance procedures for each individual work as stipulated by current regulations.

- Rectification revetment and column footing revetment works using riprap shall be maintained by patching and repairing eroded and displaced sections, cleaning and clearing vegetation growing on the revetment, or replanting vegetation cover on the revetment slope (if it is a vegetative revetment)."

- Tasks of deploying and removing buoys at positions affected by hydropower flood discharge, when water level changes with an amplitude ≥ 1.5 m, are added by 01 time/year;

- Adjustment tasks for buoys on the Tiền River, Hậu River, and rivers affected by hydropower flood discharge, when water level changes with an amplitude ≥ 1.5 m, are added by 01 time/year;

3. Supplement Clause 2a following Clause 2 of Section I Chapter III as follows:

2a. Preliminary survey of shoals using echo sounder and DGPS positioning

Components of work:

- Prepare equipment, machines, and tools;

- The vessel moves from the centerline of the channel to the first location to be surveyed;

- Conduct surveys according to technical requirements;

- After completing work, move the vessel back to the centerline of the channel;

- Prepare reports, draft sketches, and submit reports to the inland waterway management authority.

4. Amend and supplement Clause 5 of Section II Chapter III as follows:

"5. Maintenance of iron buoys

Components of work:

- Prepare scraping tools, grinding machines (rust removal); tools and materials for painting and bending, adjusting tools;

- Support buoy, clean buoy, remove buoy gasket; scrape, grind rust inside and outside the buoy. Clean the buoy and signboard before painting;

- Bend and adjust parts of the buoy that are dented (if any);

- Paint one coat of anti-rust paint inside and outside the buoy and signboard;

- Paint two coats of color outside the buoy and signboard according to signaling rules, mark the signaling number;

- Tighten the gasket to ensure watertightness;

- Place the buoy in the designated position;

- Collect tools, clean the workplace.

Maintenance at the workshop does not include the work of removing and placing buoys and transportation.
