The Minister of Industry and Trade issues this Circular to repeal certain regulatory legal documents issued by the Minister of Industry and Trade, jointly issued.

At the request of the Director of the Legal Department,

Article 1. Repeal the following certain regulatory legal documents issued by the Minister of Industry and Trade, jointly issued:

1. Decision No. 90/NL-KHKT dated February 22, 1994 of the Minister of Energy Issuing the Operation Procedures for the 500kV Load System.

2. Decision No. 772/2003/QĐ-BTM dated June 24, 2003 of the Minister of Trade Regarding the issuance of a model market regulation.

3. Decision No. 1059/2005/QĐ-BTM dated November 25, 2005 of the Minister of Trade Guidelines for registering manufacturer codes for textile and garment exports to the United States.

4. Decision No. 17/2007/QĐ-BTM dated July 27, 2007 of the Minister of Trade Regarding the temporary suspension of temporary import re-export and transfer of textile and garment goods.

5. Circular No. 02/1998/TT-BCN dated March 9, 1998 of the Minister of Industry Guidelines for inspecting and testing pressure equipment and lifting devices in industry.

6. Circular No. 06/2003/TT-BTM dated August 15, 2003 of the Minister of Trade Regarding the guidelines for the functions, tasks, powers, and organization of the Market Management Board.

7. Circular No. 02/2007/TT-BTM dated February 2, 2007 of the Minister of Trade Regarding detailed classification of raw materials, spare parts, and components exempt from import tax under Clause 15, Article 16 of Decree No. 49/2005/NĐ-CP dated December 8, 2005 of the Government detailing the implementation of the Export Tax, Import Tax Law.

8. Circular No. 02/2009/TT-BCT dated January 21, 2009 of the Minister of Industry and Trade Guidelines for allocating and using funds to support anti-smuggling, commercial fraud, and counterfeit goods management work of the Market Management Force.

27. Circular No. 34/2017/TT-BCT dated December 29, 2017 of the Minister of Industry and Trade amending and supplementing certain articles of Circular No. 39/2013/TT-BCT dated December 30, 2013 of the Minister of Industry and Trade on the procedures and formalities for supplementing, adjusting planning, and managing investment in projects for the construction of fuel storage facilities, liquefied petroleum gas storage facilities, and liquefied natural gas storage facilities.

28. Circular No. 51/2018/TT-BCT dated December 19, 2018 of the Minister of Industry and Trade amending and supplementing certain articles of Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011 of the Minister of Industry and Trade and the Minister of Natural Resources and Environment on the management of imports, exports, and temporary imports for re-export of ozone-depleting substances as prescribed by the Montreal Protocol on Substances that Deplete the Ozone Layer.

Circular No. 05/2020/TT-BCT dated March 16, 2020 of the Minister of Industry and Trade amending and supplementing certain articles of Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011 of the Minister of Industry and Trade and the Minister of Natural Resources and Environment on the management of imports, exports, and temporary imports for re-export of ozone-depleting substances as prescribed by the Montreal Protocol on Substances that Deplete the Ozone Layer.

30. Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011 of the Minister of Industry and Trade and the Minister of Natural Resources and Environment on the management of imports, exports, and temporary imports for re-export of ozone-depleting substances as prescribed by the Montreal Protocol on Substances that Deplete the Ozone Layer.

Article 2. Implementation clause

1. This Circular takes effect from December 31, 2024.

2. The Head of the Legal Department, the Director of the Office of the Ministry, the Heads of units under the Ministry of Industry and Trade, and related agencies, organizations, and individuals are responsible for implementing this Circular.
