Amending and supplementing some articles of Circular No. 48/2014/TT-BTNMT dated August 22, 2014 of the Minister of Natural Resources and Environment on technical regulations for determining administrative boundary lines, setting up boundary markers, and compiling administrative boundary files at all levels

Pursuant to the Land Law dated January 18, 2024 amended and supplemented by Law No. 43/2024/QH15, Law No. 47/2024/QH15, and Law No. 58/2024/QH15;

Pursuant to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly on handling certain issues related to the restructuring of the state apparatus;

Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the reorganization of provincial administrative units;

Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing some provisions of the Law on Surveying and Mapping amended and supplemented by some provisions of Decree No. 136/2021/NĐ-CP dated December 31, 2021 and Decree No. 22/2023/NĐ-CP dated May 12, 2023;

Pursuant to Decree No. 131/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the division of authority between two levels of local administration in the field of state management by the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

On the proposal of the Director of the Vietnam National Survey and Mapping Center;

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing some articles of Circular No. 48/2014/TT-BTNMT dated August 22, 2014 of the Minister of Natural Resources and Environment on technical regulations for determining administrative boundary lines, setting up boundary markers, and compiling administrative boundary files at all levels.

Article 1. Amending and supplementing some articles of Circular No. 48/2014/TT-BTNMT dated August 22, 2014 of the Minister of Natural Resources and Environment on technical regulations for determining administrative boundary lines, setting up boundary markers, and compiling administrative boundary files at all levels

1. Amending and supplementing Clause 6 and Clause 7 of Article 4 as follows:

"6. Preparing administrative boundary files at all levels; revising and supplementing administrative boundary files at all levels.

7. Quality control of products."

2. Amending and supplementing Clause 5 as follows:

"Article 5. Preparation Work

1. Collecting, studying, analyzing, and evaluating official documents from competent authorities regarding administrative boundaries at all levels, administrative boundary files of related administrative units, national topographic maps, cadastral maps, and other relevant materials and data.

2. Conducting on-site surveys to assess the current status of administrative units at all levels."

3. Amending and supplementing Subparagraph c Point 2.2 and Subparagraph c Point 2.3 Clause 2 of Article 6 as follows:

a) Amending and supplementing Subparagraph c Point 2.2 Clause 2 of Article 6 as follows:

"c) The number of administrative boundary markers along each administrative boundary line shall be agreed upon by the relevant localities, numbered sequentially from 1 to the end or continued from the existing marker numbers, based on the principle that there will be no duplicate numbers, including the following components in sequence:

- Abbreviations of the names of the localities within parentheses, with hyphens connecting the abbreviations of the directly managed administrative units.

- The number of directly managed administrative units.

- An abbreviation of the administrative level of the marker immediately following the number of directly managed units: provincial level is T, commune level is X.

Example: For the administrative boundary marker between Sin Ho Commune, Hong Thu Commune, Nam Tam Commune, Lai Chau Province when the marker is correctly placed on the administrative boundary line, its number would be (SH-HT-NT)3X.1.";

b) Amending and supplementing Subparagraph c Point 2.3 Clause 2 of Article 6 as follows:

"c) Notable points on the provincial administrative boundary line are administrative boundary markers of communes located on the provincial administrative boundary line and the intersection points of commune administrative boundary lines with the provincial administrative boundary line without markers. The identification number of notable points on the provincial administrative boundary line consists of abbreviations of the names of the communes or provinces involved.

Example: A notable point on the provincial administrative boundary line between Lai Chau Province and Dien Bien Province located at the junction of the administrative boundary lines of Mu Ca Commune, Ta Tong Commune, Lai Chau Province and Ho Thau Commune, Dien Bien Province has the identification number (MC-TT-HT)."

4. Amending and supplementing Clause 3 of Article 7 as follows:

"3. Regulations on preparing descriptions of provincial administrative boundary lines

a) Descriptions of provincial administrative boundary lines are prepared according to each administrative boundary line starting from the intersection point of the provincial administrative boundary line;

b) Descriptions of provincial administrative boundary lines are compiled and summarized from descriptions of commune administrative boundary lines at the same level;

c) Descriptions of provincial administrative boundary lines must clearly reflect the following contents:

- The sheet number of the map containing the administrative boundary line;

- Segments of the provincial administrative boundary line coinciding with the commune administrative boundary line;

- The starting point and endpoint of the provincial administrative boundary line;

- The number of administrative boundary markers and notable points on the provincial administrative boundary line;

- The number of segments of the administrative boundary line, their lengths, and directions."

5. Amending and supplementing Clause 5 of Article 8 as follows:

"5. Determining coordinates and elevations of administrative boundary markers and notable points on the provincial administrative boundary line.

a) Tables of coordinates for administrative boundary markers and notable points on the provincial administrative boundary line are established based on tables confirming the coordinates of commune administrative boundary markers. In these tables, commune administrative boundary markers on the provincial administrative boundary line and the intersection points of commune administrative boundary lines with the provincial administrative boundary line without markers are considered notable points on the provincial administrative boundary line;

b) If the mathematical basis of the commune administrative boundary map differs from that of the provincial administrative boundary map, the coordinate values must be converted to match the mathematical basis of the provincial administrative boundary map;

c) The coordinate table of administrative unit boundary markers and distinctive points on the administrative unit boundary line at the provincial level shall be established in accordance with Model No. 06 attached as an appendix to this Circular. Coordinate values and heights shall be accurate to 0.01 meters.

6. Amending and supplementing Article 9 as follows:

"Article 9. Establishment of Administrative Unit Boundary Maps at Various Levels

1. The base map used for establishing administrative unit boundary maps at various levels is the latest digital national topographic map provided by the competent state agency.

2. The scale of the base map used for establishing administrative unit boundary maps at various levels is specified as follows:

1:5.000  - 1.10.000

Provincial level

1:10.000 - 1:50.000

1:25.000 - 1:50.000

3. The sheet code of the administrative unit boundary map is the same as that of the corresponding base map sheet. In addition to the numbering according to the topographic map regulations, each administrative unit boundary map sheet must be numbered sequentially from left to right and from top to bottom according to the arrangement order of the sheets within each administrative unit. For example:

The administrative unit boundary map at the commune level is established using digital technology based on the digital base map, the original field administrative unit boundary map, the confirmed coordinate tables of administrative unit boundary markers, and the coordinate tables of distinctive points on the administrative unit boundary line. The administrative unit boundary map at the provincial level is established on a base map with a smaller scale, where the administrative unit boundary elements and related geographic elements are compiled from the administrative unit boundary map at the commune level.

5. Content of Administrative Unit Boundary Maps at Various Levels

a) Elements of the base map content;

b) Administrative unit boundary elements: Administrative unit boundary lines, administrative unit boundary markers, and distinctive points on the administrative unit boundary lines; in cases where there are disputes along the administrative unit boundary lines, the administrative unit boundary lines on the map must reflect the actual management status according to the perspective of each adjacent administrative unit and indicate the undetermined boundary lines;

c) Geographic elements related to the administrative unit boundary lines are used as orientation aids for determining positions and describing the administrative unit boundary lines;

d) Names of administrative units within the map sheet; names of residential areas, mountains, and water bodies within the administrative unit's scope and within a 2 cm range outside the administrative unit boundary lines at the time of map creation. All place names shown on the administrative unit boundary map within the administrative unit's scope must be recorded in the Residential Place Name Statistics Form, Mountain Place Name Statistics Form, and Water Place Name Statistics Form as stipulated in Model No. 10 attached as an appendix to this Circular;

đ) Islands, rocks, shoals, and submerged reefs must be annotated with the name of the administrative unit managing them in parentheses under the island name or next to the island. In cases where islands, rocks, shoals, and submerged reefs are far from the mainland beyond the map sheet's land area, explanatory diagrams must be prepared;

e) For administrative units with national borders, the administrative unit boundary lines must be shown up to the national border line.

6. Presentation of Administrative Unit Boundary Maps

a) Administrative unit boundary maps at various levels are bounded by the administrative unit boundary lines at each level, where the base map elements are presented according to the topographic map regulations, and the administrative unit boundary elements are displayed according to the administrative unit boundary map symbols; the administrative unit boundary map symbols are specified in Model No. 08 attached as an appendix to this Circular;

b) At the start or end points of the administrative unit boundary lines surrounding administrative units or territories, the boundary segments are extended by 2 cm at the map scale;

c) Administrative unit boundary lines at various levels must be outlined with bright pink bands (bo strips) ensuring that they do not obscure administrative unit boundary elements and related geographic elements. For administrative unit boundary lines surrounding administrative units, the bo strips are created only outwardly, while for internal administrative unit boundary lines, the bo strips are created on both sides of the boundary lines;

d) The width of the bo strip for the administrative unit boundary lines surrounding administrative units at various levels on the map is specified as follows:

- Provincial level is 15 mm;

- Commune level is 10 mm.

đ) The width of the bo strip for the administrative unit boundary line at the commune level on the provincial administrative unit boundary map is 8 mm, evenly divided on each side by 4 mm;

e) The presentation outside the frame of the administrative unit boundary maps at various levels is regulated as per Model No. 09 attached as an appendix to this Circular.

7. Regulations for Establishing Commune Level Administrative Unit Boundary Maps

a) Administrative unit boundary markers at various levels are depicted on the digital map according to the coordinate values in the confirmed coordinate tables of administrative unit boundary markers at the commune level;

b) Distinctive points are depicted on the digital map according to the coordinate values in the coordinate tables of distinctive points on the administrative unit boundary line;

c) Based on the original field administrative unit boundary map, eliminate elements that no longer exist in reality while editing and supplementing geographic elements according to the provisions of item b point 2.1 clause 2 Article 6 of this Circular;

d) Administrative unit boundary lines at various levels are depicted on the commune level administrative unit boundary map based on the original field administrative unit boundary map already uniformly determined by adjacent administrative units. On the digital map, the administrative unit boundary lines must pass through distinctive points and administrative unit boundary markers located on the boundary lines;

đ) The commune level administrative unit boundary line is drawn only to the coastline. The provincial level administrative unit boundary line must be shown up to the baseline;

e) Editing the digital format of the commune level administrative unit boundary map:

- The editing of digital administrative boundary maps at the commune level shall comply with current regulations on the editing of digital topographic maps at the corresponding scale, supplemented with administrative boundary elements into the group of border and boundary objects. Administrative boundary elements must be represented in digital form in accordance with point a, Clause 6, Article 9 of this Circular.

- Administrative boundary elements shall be organized and separated into distinct layers and edited according to the commune administrative unit. Other geographic elements shall remain unchanged according to the base map sheet units.

- In cases where there is a conflict regarding the position of administrative boundary markers compared to adjacent geographic elements, editing of these geographic elements on the map must be redone to ensure consistency.

- In areas with a high density of geographic features, when administrative boundary markers or distinctive points coincide with geographic elements on the map, priority shall be given to representing administrative boundary elements and geographic elements within the description of administrative boundaries and adjacent geographic elements that serve as orientation.

- When the administrative boundary line coincides with linear objects on the map, based on the description, standardize the linear object and related objects according to their geometric relationship while maintaining the original administrative boundary markers and distinctive points. After standardization, the administrative boundary line shall be copied precisely from the standardized linear object.

- Each administrative boundary line must be a continuous line (Linestring) or consist of multiple segments connected with a tolerance of 0.001 meters. Where administrative boundary lines at different levels overlap, they must be fully represented by copying them precisely.

- When editing digital administrative boundary maps, automatic cleaning tools may be used with a tolerance of 0.001 meters for administrative boundary markers and distinctive points on the boundary lines and intersection points between administrative boundary lines; 0.1 meters for other objects.

g) Editing of administrative boundary maps at the commune level for printing on paper

- Administrative boundary maps printed on paper shall establish legal validity in accordance with point 4.1, Clause 4, Article 10 of this Circular.

- Editing of administrative boundary maps at the commune level for printing on paper shall be carried out using the same software version and symbol library used in editing digital administrative boundary maps at the commune level.

- The accuracy and completeness of the data version serving printing on paper shall not be changed compared to the digital administrative boundary map data at the commune level.

- During editing, only the positions of annotations or representative symbols may be adjusted to clearly present contents related to administrative boundary lines at various levels on the printout.

- In cases where objects are too dense, abbreviations of annotations may be allowed according to traditional topographic map regulations, and in exceptional cases, they may be reduced to two-thirds of the specified size to accommodate necessary contents.

- When an administrative boundary line coincides with a linear object, the administrative boundary line symbol shall be edited diagonally across both sides of the coinciding linear object to clearly indicate the extent of the coinciding administrative boundary line. The diagonal symbol shall follow the representation rules of traditional topographic maps.

8. Provisions for establishing provincial administrative boundary maps

a) Provincial administrative boundary maps shall be established using digital technology from administrative boundary maps at the commune level for printing on paper.

b) Provincial administrative boundary markers and distinctive points shall be displayed according to the coordinate values in the table of administrative boundary markers and distinctive points along provincial administrative boundary lines. In cases of conflict regarding the position of markers compared to adjacent geographic elements, editing of related geographic elements on the map must be redone to ensure consistency.

c) Administrative boundary elements and related geographic elements from the results of editing administrative boundary maps at the commune level shall be generalized and displayed on the base map according to the relevant content and display requirements at the corresponding scale. Related content objects on the base map must be adjusted and edited appropriately without contradiction.

d) Administrative boundary lines at various levels in provincial administrative boundary maps shall be based on the results of editing administrative boundary maps at the commune level. In cases of conflict, adjustments and edits must be made appropriately, prioritizing administrative boundary elements while ensuring completeness as described in the administrative boundary line descriptions at the corresponding level.

đ) Editing of provincial administrative boundary maps for printing on paper shall be carried out in accordance with the provisions for editing administrative boundary maps at the commune level for printing on paper.

7. Amend and supplement some clauses of Article 10 as follows:

a) Amend and supplement point 4.2, Clause 4, Article 10 as follows:

"4.2. Establishing legal validity on location diagrams of administrative boundary markers at the commune level:

a) The Chairman of the People's Committee directly managing the administrative boundary markers at the provincial level shall sign to confirm the location diagram of provincial administrative boundary markers.

b) The Chairman of the People's Committee directly managing the administrative boundary markers at the commune level shall sign to confirm and the Chairman of the People's Committee at the provincial level shall sign to authenticate the location diagram of commune-level administrative boundary markers."

b) Amend and supplement paragraph b, point 4.5, Clause 4, Article 10 as follows:

"b) Representatives of specialized agencies at the provincial level including the Department of Home Affairs and the construction unit shall sign as witnesses."

c) Amend and supplement paragraph b, point 4.8, Clause 4, Article 10 as follows:

"b) The Chairman of the People's Committee at the commune level shall sign to confirm the recipient of the marker."

d) Amend and supplement point 4.9, Clause 4, Article 10 as follows:

"4.9. For copies of legal documents regarding the establishment, dissolution, merger, division of administrative units, and adjustment of administrative unit boundaries at all levels: the certification of true copies shall be carried out in accordance with the provisions of Government Decree No. 30/2020/NĐ-CP dated March 5, 2020 on archival work."

d) Amend and supplement Clause 5 of Article 10 as follows:

"5. Presentation and binding of new administrative boundary dossier

a) The list and sequence of documents in the administrative boundary dossier at all levels shall be bound according to Model No. 15a, Model No. 15b attached as an appendix to this Circular. The cover of the administrative boundary dossier at all levels shall be presented according to Model No. 16a, Model No. 16b attached as an appendix to this Circular;

b) Administrative boundary maps at all levels shall be bound in the order of pieces and other related documents (if any). The cover of the map set of administrative boundaries at all levels shall be presented according to Model No. 17a, Model No. 17b attached as an appendix to this Circular."

8. Amending and supplementing Article 11 as follows:

"Article 11. Revision and supplementation of administrative boundary dossiers for administrative units with adjusted administrative boundaries

1. Administrative units at all levels that change due to establishment, dissolution, merger, division of administrative units, and adjustment of administrative boundaries pursuant to the Resolution of the National Assembly, Standing Committee of the National Assembly shall establish new or revise and supplement administrative boundary dossiers.

2. In cases where new administrative units are established due to upgrading cities or mergers, divisions of administrative units leading to the dissolution of administrative units, new administrative boundary dossiers shall be established. Boundary markers relevant to the new administrative unit's boundary line and still suitable for their nature (two-sided, three-sided, four-sided markers) will continue to be used, only updating the marker face notes to match the relevant administrative units.

3. In cases where there is an adjustment of administrative boundaries but does not lead to the dissolution of administrative units, revision and supplementation of administrative boundary dossiers shall be carried out. The revision and supplementation shall be conducted according to the following principles:

a) Maintain the current status of the administrative boundary dossier being used after the Decision on adjusting the administrative boundary of the competent state agency is issued, without making changes, erasing, or tearing apart the existing dossier;

b) Documents and legal documents in the current dossier that are still consistent with the content of the new Decision on adjusting the administrative boundary of the competent state agency shall be photocopied and included in the revised and supplemented administrative boundary dossier;

c) For administrative boundary lines that do not change and do not require additional boundary markers, a copy of the new Decision on adjusting the administrative boundary of the competent state agency shall be added to the currently used administrative boundary dossier;

d) New documents in the administrative boundary dossier must be legally established according to Clause 4 of Article 10 of this Circular;

d) Additional documents and those related to the revision of the administrative boundary dossier must be bound into the currently used dossier.

4. In cases where there is an adjustment of the administrative boundary line and new boundary markers are installed, the following documents must be added to the currently used dossier:

a) A statistical list of newly added documents;

b) A copy of the document from the competent state agency regarding the adjustment of the administrative boundary;

c) A summary of changes to the administrative boundary;

d) Confirmation diagram of the position of new boundary markers;

e) Table confirming the coordinates of boundary markers and table of coordinates of characteristic points on the new administrative boundary line;

f) Minutes confirming the description of the new administrative boundary line;

g) Minutes of the handover of new boundary markers.

5. Legal documents used to revise and supplement administrative boundary maps include:

a) Copy of the decision of the competent authority regarding the adjustment of the administrative boundary;

b) Current administrative boundary map;

c) Base map provided by the competent state agency;

d) Confirmation diagram of the position of new boundary markers, minutes confirming the description of the new administrative boundary line, confirmation table of boundary marker coordinates, and table of coordinates of characteristic points on the new administrative boundary line.

6. Implementation of revision and supplementation of administrative boundary maps according to the following regulations:

a) Based on documents and legal documents regarding the adjustment of administrative boundaries, supplementary and corrective symbols for administrative boundary lines, boundary markers, administrative place names, residential place names, topographic features, hydrographic features shall be made appropriate, while supplementary and corrective geographic elements related to the administrative boundary line within a 2cm range on both sides of the administrative boundary line at the commune level shall also be made;

b) Present the administrative boundary map after revision and supplementation according to Model No. 09 attached as an appendix to this Circular, the northeast corner outside the map frame shall note the content: "This map piece has been revised and supplemented according to Resolution No... dated..., month..., year... of..." (fill in the name of the competent state agency regarding the adjustment of the administrative boundary accurately according to legal documents).

7. Establishing legal validity on the revised and supplemented documents of administrative boundary dossiers at all levels shall be carried out according to the following regulations:

a) Newly established documents shall be legally established according to Clause 3 of Article 10 of this Circular;

b) Documents whose content remains unchanged shall be photocopied and confirmed by the higher-level administrative agency directly managing the administrative unit with adjustments.

8. Binding of revised and supplemented administrative boundary dossier documents at all levels:

a) The newly revised and supplemented administrative boundary map shall be bound into the currently used administrative boundary map set or according to decisions of the competent state agency.

b) New revised and supplementary documents shall be added to the current administrative unit boundary dossier being used or according to decisions of competent state agencies.

9. Amend and supplement Article 12 as follows:

"Article 12. Product Quality Inspection

1. Requirements for product quality inspection:

a) The task of inspecting the administrative unit boundary dossier must be carried out immediately after completing each project phase or product.

b) When inspected, the administrative unit boundary dossier must be fully established in accordance with Article 10 of this Circular, data must be accurate, language used in documents must be concise, clear, understandable, and consistent across levels.

c) Ensure technical consistency and accuracy during the implementation of tasks to supplement boundary elements of administrative units, geographic elements from the field onto topographic maps, and in the preparation of boundary dossiers and maps of administrative units.

d) Clearly confirm the volume of completed tasks, compare with the Project, Technical Design - estimate to serve as a basis for settlement.

đ) Upon completion of the administrative unit boundary dossier inspection, a report must be prepared and submitted to the superior management agency detailing the quantity and quality of each document in the administrative unit boundary dossier. The report must include clear conclusions and evaluations on quality as good or meeting requirements, deficiencies that need to be supplemented, corrected, or redone, completion time, and when submitted to superiors, it must be complete and accurate.

e) Inspection opinion record, Quality inspection minutes of the administrative unit boundary dossier, List of reviewed documents shall be established in accordance with Model No. 18a, Model No. 18b, Model No. 18c attached to this Circular.

g) Opinions related to the central agency's (Ministry of Home Affairs, Ministry of Agriculture and Rural Development) handling recommendations must be documented in separate recommendation letters.

2. Procedures and responsibilities at various levels in product quality inspection:

a) The construction unit is responsible for inspecting all components of the product according to the technical criteria set forth in the content of this Circular.

b) People's Committees at all levels cooperate with the construction unit to inspect the quality of the administrative unit boundary dossier within their direct management responsibility and inspect the quality of the administrative unit boundary dossier of subordinate levels under their management authority.

c) Departments of Home Affairs, Departments of Agriculture and Rural Development are responsible for assisting provincial People's Committees in guiding and organizing the implementation of administrative unit boundary dossier quality inspection work at all levels.

d) Provincial People's Committees are responsible to the Government for the overall quality of administrative unit boundary dossiers at all levels under their management authority. To ensure long-term usability, if errors are discovered during use, the provincial People's Committee must promptly instruct relevant levels to correct and supplement and report to the superior management agency without delay.

đ) Administrative unit boundary dossiers at all levels before submission for inspection must be carefully examined regarding the quantity and quality of all related documents to ensure the four characteristics of completeness, accuracy, consistency, and legality of the dossier.

3. Organization of product quality inspection:

a) Each level People's Committee establishes a working group to implement the administrative unit boundary dossier quality inspection work within their direct management authority and to inspect the quality of the administrative unit boundary dossier of subordinate levels under their management authority. The working group has the following tasks:

- Monitoring the organization and preparation of necessary work for product quality inspection immediately after completion.

- Conducting legal and technical content inspections for products subject to inspection.

- Identifying deficiencies and requiring the construction unit to timely supplement, correct, or redo when necessary.

- Confirming corrections, supplements, or redos (if any); assisting the People's Committee at their own level to confirm the legality of the dossier, confirming the completion of the construction unit, and drafting a report on the results of the product quality inspection to submit to superiors.

b) Organizing comprehensive quality inspections on all components of the administrative unit boundary map and related documents as specified in the administrative unit boundary dossier, such as measurement books, adjustment results, calculation tables, machine testing records, and other relevant documents.

c) When inspecting the administrative unit boundary dossier of commune level, there must be a representative of the provincial People's Committee; for the provincial administrative unit boundary dossier, the provincial People's Committee organizes its own inspection.

d) Documents submitted for inspection:

- Administrative unit boundary map.

- Location diagram of administrative unit boundary markers.

- Confirmation table of coordinates of administrative unit boundary markers.

- Coordinate table of characteristic points on the administrative unit boundary line.

- Minutes confirming the description of the administrative unit boundary.

- Statistical sheets of place names.

4. Inspection level for commune-level administrative unit boundary dossiers:

a) The construction unit organizes self-inspection of 100% of all components and documents in the administrative unit boundary dossier.

b) Commune-level People's Committee is responsible for supervising the construction process on-site and inspecting 100% of all components and documents in the commune-level administrative unit boundary dossier during the construction unit's implementation.

c) Provincial People's Committee is responsible for inspecting 20% of all components and documents in the following administrative unit boundary dossier:

- Inspect documents and marker quality.

- Inspect the results of coordinate measurements of markers and characteristic points on the administrative unit boundary map.

- Inspect the consistency between the field and various types of documents: administrative unit boundary map, location diagram of boundary markers, confirmation minutes of the administrative unit boundary description, and statistical sheets of place names.

5. Inspection level for provincial-level administrative unit boundary dossiers:

a) The construction unit organizes self-inspection of 100% of all components and documents in the administrative unit boundary dossier implemented by the construction unit.

b) The provincial People's Committee shall inspect 100% of all items of work and documents in the administrative boundary dossier at the provincial level carried out by the implementing unit; the Ministry of Home Affairs shall take the lead in coordinating with the Ministry of Agriculture and Rural Development to decide on the extent of inspection of items of work and documents within the administrative boundary dossier at the provincial level during the review process based on specific circumstances.

6. Packaging administrative boundary dossier products at various levels

a) Before packaging the administrative boundary map products at various levels, a comprehensive review must be conducted according to the following contents:

- Information on qualitative and quantitative elements with the same name on the administrative boundary maps at various levels must not contradict each other, especially those related to the description of administrative boundary lines at various levels;

- Elements of administrative boundaries and geographic elements reflected on topographic maps that are related must be reviewed and standardized 100% for accuracy, ensuring consistency between digital maps, original field maps, and confirmed descriptions of administrative boundary lines at various levels;

- Administrative boundary maps at various levels printed on paper must have good quality, uniform tones, consistent symbols in terms of form and color throughout the product. Content elements regarding administrative boundaries must be clear and easily recognizable.

b) Borderline connections must be made before compiling the content of village-level maps up to the provincial level. All objects such as lines and areas intersecting with borderlines must be connected according to the principle that these objects should not be distorted, changed direction, or broken. Geographical features and place names with the same name among adjacent administrative units must be consistent;

c) Packaging and submission of products can only be carried out after passing the final product quality inspection of the entire project. Administrative boundary maps are packaged according to the regulations for establishing administrative boundary dossiers at various levels, including:

- Digital map data and editing results for printing on paper;

- Symbol libraries used to establish and edit administrative boundary maps at various levels;

- Tables and statistical charts of coordinates of boundary markers, characteristic points, and other intermediate products used in the process of establishing maps;

d) GPS measurement book according to Model No. 7 of the National Technical Regulation on Establishing Coordinate Grids (QCVN 04:2009/BTNMT);

đ) Results of coordinate and height adjustment calculations for administrative boundary markers at various levels;

e) Various digital product items recorded on high-quality CDs, DVDs, or other digital storage devices."

Article 2. Replacing and Revoking Certain Terms, Clauses, Points, Articles, and Appendices of Circular No. 48/2014/TT-BTNMT dated August 22, 2014, issued by the Minister of Natural Resources and Environment on technical regulations for determining administrative boundary lines, setting boundary markers, and establishing administrative boundary dossiers at various levels

1. Replace certain terms and phrases as follows:

a) Replace the abbreviation "ĐGHC" and the phrase "administrative boundary" with the phrase "administrative boundary of administrative units" in Articles: 1, 2, 3, 4, 5, 6, 7, 8, and 10;

b) Replace the phrase "Boundary markers of administrative boundaries are divided into three levels: commune, district, province" with the phrase "Boundary markers of administrative boundaries are divided into two levels: commune, province" in Clause 1, Article 8.

2. Remove the following terms and phrases:

a) Remove the phrase "district administrative boundary line, district, town, city under province (hereinafter referred to as district level)" in Clause 1, Article 3;

b) Remove the phrase "district-level boundary markers" in Clause 2, Article 3;

c) Remove the phrase "district-level administrative boundary dossier" in Clause 6, Article 3;

d) Remove the phrase "commune-level administrative boundary line coincides with the district-level administrative boundary line or" in Point 1.1, Clause 1, Article 7;

đ) Remove the phrase "district level" in Point 1.2, Clause 1, Subpoint c, Point 2.1, Clause 2, Point 3.4, and Point 3.5, Article 7;

e) Remove the word "district" in Subpoint a, Point 1.4, Clause 1, Article 8; Point c, Clause 1, and Point 4.1, Clause 4, Article 10.

3. Revoke the following points and clauses:

a) Revoke Subpoint b, Point 2.3, Clause 2, Article 6;

b) Revoke Clause 2, Article 10.

4. Replace and revoke the following appendices:

a) Replace the following appendices:

- Appendix 01 with Model No. 01 Appendix attached to this Circular.

- Appendix 02 with Model No. 02 Appendix attached to this Circular.

- Appendix 03a with Model No. 03a Appendix attached to this Circular.

Article 3. Effectiveness

This Circular shall take effect from July 1, 2025.

Article 4. Responsibilities for Implementation

1. Ministries, agencies equivalent to ministries, government agencies, provincial people's committees, centrally governed cities, and relevant organizations, institutions, and individuals are responsible for implementing this Circular.

2. During the implementation process, if there are difficulties or obstacles, relevant agencies, organizations, and individuals should report them to the Ministry of Agriculture and Rural Development for consideration and decision.
