RESOLUTION

On certain special mechanisms and policies

to enhance the effectiveness of international integration

OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to the Law on Issuing Legal Normative Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;

RESOLUTION:

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Resolution stipulates certain special mechanisms and policies and ensures financial resources, human resources, and material infrastructure to enhance the effectiveness of international integration.

Article 2. Applicability

1. Agencies, organizations, and individuals belonging to agencies and organizations directly and regularly engaged in foreign affairs and international integration within the political system.

2. Business leaders, scientists, experts in international integration, and other individuals directly participating in special foreign affairs and international integration tasks as prescribed by the Government.

Enterprises and industry associations participating in international integration activities.

Article 3. Explanation of Terms

1. Agencies and organizations directly and regularly engaged in foreign affairs and international integration are agencies and organizations with functions and regular responsibilities to study strategies, advise on policy formulation for foreign affairs and international integration; directly implement foreign affairs and international integration activities.

2. Individuals directly and regularly engaged in foreign affairs and international integration work are civil servants, public officials, officers of the armed forces working at agencies and organizations directly and regularly engaged in foreign affairs and international integration as specified in Clause 1, Article 22 of this Resolution.

3. Individuals occasionally engaged in foreign affairs and international integration work are civil servants, public officials, officers of the armed forces, individuals working at political-social organizations, political-social-professional organizations, social organizations, social-professional organizations not falling under the categories specified in Clause 2 of this Article and assigned tasks to participate in or support foreign affairs and international integration activities; implement international exchange and cooperation activities consistent with the Party's foreign policy and state laws.

4. Scientists and experts in international integration are Vietnamese or foreign nationals, including retired civil servants, public officials, and officers of the armed forces, possessing specialized knowledge, interdisciplinary skills, and practical experience in fields related to the country's process of international integration; capable of analyzing, advising, negotiating, formulating, and implementing international policies, initiatives, and commitments to promote national interests and strengthen the country's position on the international stage.

5. Rare foreign languages are foreign languages rarely taught in Vietnam and are the official languages of neighboring countries or strategic partnership countries, comprehensive partnership countries with Vietnam, and in those countries, the official languages of the United Nations are not widely used.

6. Diplomatic scholars are supplementary activities for foreign affairs and international integration through organizing seminars, conferences, academic exchanges, and interactions with foreign scholars and political figures, aiming to inform about the Party's policies and state laws on foreign affairs and international integration.

Article 4. Principles for Applying Special Mechanisms and Policies

1. Enhance the quality and effectiveness of international integration work; create a favorable situation and environment for the country to enter a new era commensurate with its historical, cultural stature and national position, in accordance with the Constitution and international treaties to which the Socialist Republic of Vietnam is a member; contribute to ensuring the highest national and ethnic interests, comprehensively promote foreign relations with countries and important partners; avoid passivity and surprise regarding strategic issues.

2. Promote the role of the people and businesses as the center, subject, driving force, and main force in international integration work.

3. Ensure preferential treatment systems and policies for those directly and regularly engaged in foreign affairs and international integration work, and who perform certain tasks and activities related to international integration in conjunction with their functions, duties, activities, and job positions.

4. Apply special mechanisms and policies accurately to the target group, with clear objectives, transparency, efficiency, and thrift; prevent and combat corruption, waste, negativity, group interests, and parochialism; strictly handle according to regulations all forms of profiteering in foreign affairs and international integration work and in implementing the special mechanisms and policies stipulated in this Resolution.

5. Exempt from civil liability and refrain from refunding state budget funds used for cases where organizations and individuals have fully and properly implemented the content, procedures, and relevant regulations in performing tasks and activities but the results of such tasks and activities fail to achieve the desired outcome or are not recognized due to changes in state policy or due to objective factors and unforeseeable events. Ensure rights and benefits in risky situations for those directly and regularly engaged in foreign affairs and international integration work, and support relatives in areas and regions of operation with high risk levels.

Chapter II
GENERAL POLICIES ON INTERNATIONAL INTEGRATION

Article 5. Participation in Multilateral Cooperation Organizations and Forums Without Signing International Treaties or Agreements

1. The Standing Committee of the National Assembly decides on participation in multilateral cooperation organizations and forums of the National Assembly without signing international treaties or agreements based on the consent of the competent authority and meeting requirements for national defense, security, and effectiveness; report to the National Assembly at the nearest session.

2. The Chairman of the National Ethnic Council, the Chairperson of the National Assembly's Committees, and the Chairperson of the National Assembly's Office decide on participation in multilateral cooperation organizations and forums of their respective agencies without signing international treaties or agreements based on the consent of the competent authority and meeting requirements for national defense, security, and effectiveness.

3. The Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, and the State Auditor General decide on participation in multilateral cooperation organizations and forums of their respective agencies without signing international treaties or agreements based on the consent of the competent authority and meeting requirements for national defense, security, and effectiveness.

4. The Government shall provide detailed regulations on participation in multilateral organizations and forums of the Government, Ministries, and equivalent ministries without signing international treaties or agreements based on ensuring requirements for national defense, security, and effectiveness.

Article 6. National Database on International Commitments

The Ministry of Foreign Affairs shall take the lead and coordinate with relevant agencies and organizations to build and operate the National Database on International Commitments including international treaties to which the Socialist Republic of Vietnam is a party, international agreements of the State, the National Assembly, the Government, central-level state agencies and provincial-level agencies, and declarations by key leaders of the Party and the State, based on upgrading and expanding the International Treaty Database.  

Article 7. Mechanism for Dispatching Forces to Participate in Activities for Restoration, Reconstruction, and Construction Abroad

In cases where there are special requirements concerning national defense, security, diplomacy, humanitarian purposes, peace, search and rescue operations, upon the consent of the competent authority within their functions and tasks, the Ministry of National Defense and the Ministry of Public Security shall take the lead and coordinate with the Ministry of Foreign Affairs and other relevant agencies to dispatch forces to participate in construction projects, carry out activities to restore and mitigate the consequences of emergency situations, search and rescue operations abroad according to agreements with countries, territories, or international organizations concerned from the state budget and other lawful sources as prescribed by the Government.

Article 8. Encouraging the Presence of International Organizations and Special Delegations in Vietnam and Enhancing Understanding and Research on Vietnam

1. The Government decides to apply necessary tax, fee, visa, work permit, rent, and office usage fee exemptions for the offices in Vietnam of intergovernmental international organizations established based on international treaties; international organizations with members including the Government and other agencies, organizations, and individuals; international organizations with legal personality and recognized with a status similar to that of intergovernmental international organizations under Vietnamese law or international law; offices established based on international treaties to which the Socialist Republic of Vietnam is a party or offices of organizations established by foreign states or governments.

The Government updates and adjusts land use planning, construction planning, and specialized planning to meet the requirements for establishing headquarters in Vietnam or transferring headquarters to Vietnam of the offices specified in this Article.

2. Special delegations dispatched by countries or intergovernmental international organizations to visit and work in Vietnam upon invitation or approval of the Party and State Leaders, the Government, or the Minister of Foreign Affairs to address specific tasks related to those countries or international organizations, and influential and impactful foreign individuals invited by competent authorities or under the Guest Program of the Party and State Leaders and the Government shall enjoy privileges and immunities in accordance with international law and practice or based on agreements with the Government of the Socialist Republic of Vietnam.

3. The Government develops a Vietnam Research Program and a Guest Program for Party and State Leaders and the Government.

Article 9. National Trade Promotion Program and Free Trade Agreement (FTA) Ecosystem Utilization Program

1. The Government organizes a national trade promotion program under favorable conditions and based on ensuring stable and sustainable funding sources appropriate to the goal of increasing import and export growth during each period to promote enterprises expanding business activities, bidding, investment abroad, import and export, technology transfer, and introducing culture, country, people, and business cooperation opportunities.

2. The Government ensures resources for building and operating the FTA Ecosystem Utilization Program suitable to economic and social conditions to support businesses, cooperatives, and individual households in taking advantage of benefits and advantages provided by FTAs.

Article 10. Handling difficulties and obstacles in implementing cooperation projects with foreign partners of key and strategic nature

In urgent cases where obstacles in implementing cooperation projects with foreign partners of key and strategic nature affect diplomatic relations, based on the directive of the competent authority, the Government shall decide on measures to resolve legal obstacles within the jurisdiction of the National Assembly and the Standing Committee of the National Assembly. The Government shall be responsible for reporting to the National Assembly and the Standing Committee of the National Assembly at the nearest session or meeting.

Article 11. Direct application of internationally published standards

In cases where there are no national technical regulations for new fields or where laws have not provided provisions, the Government shall decide to directly apply international standards published by international organizations and widely adopted, on the basis of ensuring compatibility with Vietnam's actual conditions and international treaties to which the Socialist Republic of Vietnam is a party.

Chapter III
INTERNATIONAL INTEGRATION OF ENTERPRISES

Article 12. Supporting enterprises in conducting business abroad

1. Enterprises shall be facilitated to expand their business operations, bidding, and investment abroad according to suitable models that meet the business environment in new areas with significant political, economic, and social changes, consistent with international treaties to which the Socialist Republic of Vietnam is a party. Enterprises shall be provided with market information, laws, public procurement activities, capabilities and needs for cooperation from foreign agencies, organizations, and enterprises, and support in verifying information related to the activities and legal status of foreign partners.

2. Enterprises may establish a Fund for International Integration Enterprise Development with special policies on capital mobilization to support enterprises' deeper involvement in global production chains, value chains, and supply chains, enhancing the international integration capacity of Vietnamese enterprises on the basis of ensuring transparency, operating in accordance with their objectives, and complying with the law.

3. Enterprises are encouraged to establish pilot representative organizations and protect the rights of Vietnamese enterprises abroad in accordance with the law and in line with Vietnam's foreign policy guidelines and policies. Representative organizations protecting the rights of Vietnamese enterprises abroad must comply with the laws of the host country and relevant Vietnamese laws.

4. Industry associations shall be supported to participate in anti-dumping lawsuits abroad, protecting the legitimate rights and interests of Vietnamese enterprises affected when foreign parties accuse them of operating under non-market economic mechanisms, consistent with international treaties to which the Socialist Republic of Vietnam is a party.

Article 13. Export Promotion Fund for Commodity Groups

The State encourages commodity groups with high export shares to establish Export Promotion Funds without profit-making objectives to promote research, development, and innovation; build brands; support trade defense; and meet technical and environmental standards of foreign partners.

Chapter IV
INTERNATIONAL INTEGRATION OF LOCAL ADMINISTRATIONS

Article 14. Pilot establishment of provincial People's Committee representative offices abroad

1. Provincial People's Committees may pilot the establishment of representative offices abroad in accordance with the laws of the country where the office is located. The operating funds for the representative office shall be guaranteed from the local budget.

2. The Government shall specify the conditions, procedures, and mechanisms for establishing, functions, tasks, organizational structure, and management of provincial People's Committee representative offices abroad.

Article 15. Participation in cooperation mechanisms, forums, and networks of major cities and urban areas of local authorities

1. The Chairman of the provincial People's Committee decides on participation in cooperation mechanisms, forums, and networks of major cities and urban areas of the provincial People's Committee and commune People's Committees without entering into international treaties or agreements, based on the foreign policy guidelines of the Party, consistent with the Constitution, laws, national interests, and ethnic benefits, meeting requirements for national defense, security, and effectiveness.

2. Funds for participating in cooperation mechanisms, forums, and networks of major cities and urban areas and implementing activities within the framework of such cooperation shall be guaranteed from the local budget.

Article 16. Ensuring the budget for external activities and international integration of the locality

Expenditure for external activities and international integration is a budgetary expenditure task of the local budget, using regular budget sources. Funding for local external activities and international integration from the local budget and other lawful sources shall be in accordance with the State Budget Law and related laws.

Chapter V
VIETNAMESE REPRESENTATIVE AGENCIES ABROAD

Article 17. Issuance of Criminal Record Certificates at Vietnamese Representative Agencies Abroad

Vietnamese representative agencies abroad issue Criminal Record Certificates to Vietnamese citizens residing abroad. The head of the Vietnamese representative agency abroad has the authority to decide to provide free Criminal Record Certificates in cases that promote Vietnam's international integration.

Article 18. Real Estate Purchase Projects and Construction Investment Projects of Vietnamese Agencies Abroad

1. The Minister of Foreign Affairs and the Ministers of Ministries with agencies abroad have the authority to decide and bear responsibility for purchasing real estate outside the approved medium-term public investment program when there is an urgent need, following emergency project procedures.

2. Construction investment projects of Vietnamese agencies abroad, including headquarters, housing for staff, and private residences for the heads of Vietnamese agencies abroad, are special construction projects.

The authorized decision-maker for investment shall decide and bear responsibility for the procedures and processes during the project preparation phase, implementation phase, and completion phase of construction projects of Vietnamese agencies abroad. Final settlement of investment capital shall be carried out in accordance with the law on public investment.

3. The Minister of Foreign Affairs and the Ministers of Ministries with agencies abroad shall decide to hire legal advisory services for the decision-making and implementation of real estate purchase, construction, and repair projects of agencies under their jurisdiction abroad.

Chapter VI
IMPROVING THE QUALITY OF TRAINING AND RESEARCH

Article 19. Development of educational and training institutions for international integration

1. The State shall have policies to support the development of specialized educational and training institutions for international integration.

2. The Government shall develop the Diplomatic Academy under the Ministry of Foreign Affairs into a specialized national institution for training on diplomacy and international integration, combining strategic research and academic diplomacy.

3. The Minister of Foreign Affairs shall be responsible for drafting and approving the training and capacity-building program on foreign affairs and international integration for officials, civil servants, and employees working in foreign affairs and international integration at ministries, ministerial-level agencies, government agencies, and provincial people's committees, as well as those participating in elections for international organizations.

Article 20. Allocation of expenses for implementing strategic research and research to promote initiatives serving international integration

1. State budget funds for implementing tasks related to strategic research in the field of international integration according to the requirements of competent authorities and research to promote initiatives serving international integration according to the approval of competent authorities shall be allocated on a per-task or per-activity basis.

2. Strategic research tasks in the field of international integration shall be implemented through cost allocation to the final product when the organization responsible for the task commits to the product outcome. Research tasks to promote initiatives serving international integration shall be implemented through cost allocation when the initiative is approved by international organizations and forums and put into implementation.

3. The allocation of expenses for strategic research and research to promote initiatives serving international integration shall be specified in Appendix 2 issued together with this Resolution.

4. The Government shall stipulate the level of cost allocation for research work, project proposals, strategies, and orientations for key foreign affairs and international integration tasks in each sector, ministry, and locality, as issued by the Government, ministers, heads of ministerial-level agencies, and chairpersons of provincial people's committees.

5. Tasks that already have project plans and budgets approved by competent authorities shall be implemented according to the approved budget in those plans and schedules.

Chapter VII
SECURING RESOURCES

Article 21. Strengthening human resources for international integration

1. Based on the decision of the competent authority, and on the proposal of the state management agency in the relevant field and the consensus opinion of the Ministry of Foreign Affairs, the Ministry of National Defense, the Ministry of Public Security, and other relevant ministries and sectors, the Prime Minister shall submit to the President for the appointment of the position of "Ambassador" or "Special Envoy of the President" for certain fields and tasks of strategic importance in foreign affairs and international integration.

2. On the basis of the proposal of the state management agency in the relevant field and the consensus opinion of the Ministry of Foreign Affairs, the Ministry of National Defense, the Ministry of Public Security, and relevant ministries and sectors, the Prime Minister shall appoint the position of "Special Envoy of the Prime Minister" for certain fields and tasks of strategic importance in foreign affairs and international integration, and decide to assign individuals holding this position to serve as the head of negotiation delegations or to undertake other diplomatic tasks.

3. In cases where Vietnam has not established a representative office abroad and based on agreements with the receiving country, the appointment of a "Mobile Special Ambassador" shall be piloted. The process of appointing a "Mobile Special Ambassador" shall be carried out similarly to the process of appointing a Special Ambassador according to the law on representative offices.

4. The State shall have special policies to attract and utilize scientists and experts in international integration in foreign affairs and international integration in priority, key, and strategic areas of the country. The Ministry of Foreign Affairs shall take the lead and coordinate with relevant ministries, sectors, and localities to build and manage a list of scientists and experts in international integration.

Article 22. Treatment and policies for persons engaged in direct and regular international integration work within the country

1. Persons engaged in direct and regular international integration work within the country shall be entitled to monthly support equivalent to 100% of their current salary level (excluding allowances) until the State issues new wage regulations, including:

a) Those conferred diplomatic rank; leaders and those assigned to specialized positions in foreign affairs, international integration, and international cooperation; those directly involved in strategic research, policy advisory on foreign affairs and international integration; those directly implementing foreign affairs and international integration activities at agencies, organizations, and units specified in Appendix 1 attached to this Resolution.

In cases where agencies, organizations, and units specified in Appendix 1 attached to this Resolution change their names, functions, or organizational models, the determination of beneficiaries under this provision shall be carried out according to the Government's regulations;

b) Other subjects belonging to Party agencies and Vietnam Fatherland Front organizations as prescribed by authorized Party agencies;

c) Other subjects belonging to Ministries, ministerial-level agencies, and local authorities as prescribed by the Government;

d) The identification of beneficiaries entitled to monthly support under points a, b, and c of this clause must ensure that they are directly and regularly engaged in foreign affairs and international integration work, consistent with the principles stipulated in Article 4 of this Resolution. The heads of agencies managing civil servants, officials, and military officers shall decide and bear responsibility for the list of individuals receiving monthly support within their jurisdiction.

2. The provisions of Clause 1 of this Article shall not apply to those holding leadership positions from Deputy Minister and equivalent levels or higher.

3. The State ensures that at least 40% of the total number of cadres directly and regularly engaged in foreign affairs and international integration work receive annual training and updates on foreign affairs knowledge and skills organized by the Ministry of Foreign Affairs in collaboration with relevant ministries and sectors.

4. Civil servants, officials, and military officers proficient in rare foreign languages shall be entitled to monthly support equivalent to 300% of their current salary level (excluding allowances) when performing direct and regular foreign affairs and international integration work at agencies and organizations directly and regularly operating in the field of foreign affairs and international integration.

5. Vietnamese scientists and experts in international integration who are within the working age as defined by labor laws, if they wish to work long-term at agencies and organizations directly and regularly operating in the field of foreign affairs and international integration, may be considered for recruitment as civil servants or officials by authorized agencies and shall be supported with 300% of their current salary level (including: basic salary according to grade, rank, position, title, and occupational title, and allowances as prescribed by law).

Article 23. Treatment and policies for persons engaged in non-regular foreign affairs and international integration work

The State supports from the State budget the activities of training, training sessions, internships, academic exchanges, participation in conferences and seminars related to non-regular foreign affairs and international integration work, in accordance with the national and local priorities, key areas, and strategic fields.

Article 24. Treatment and policies for civil servants, public officials, and military officers seconded to work at international organizations

1. Civil servants, public officials, and military officers seconded to work at international organizations who receive salaries shall have their positions retained and be given priority in consideration for appointment to leadership and management positions when returning to work at their agencies, organizations, or units.

2. Civil servants, public officials, and military officers dispatched to work or intern for a long term at international organizations without receiving salaries or support from those organizations shall be subject to the treatment of members of representative offices in the same area or equivalent, including the treatment for spouses and minor children accompanying them.

Chapter VIII
IMPLEMENTING PROVISIONS

Article 25. Implementation organization

The Government shall provide detailed regulations for Articles 8, 9, 11, 12, 13, 15, 17, 18, 19, 20, 21, 22, 23, 24, and other contents assigned in this Resolution.

Article 26. Implementation Provisions

1. This Resolution shall take effect from January 1, 2026 until December 31, 2030, except as provided in Clause 2 of this Article.

2. The provisions of Article 10 of this Resolution shall take effect from January 1, 2026 until June 30, 2028.

3. In cases where there are different provisions on the same issue between this Resolution and other laws or resolutions of the National Assembly, the provisions of this Resolution shall apply, except in cases where another document provides a more favorable mechanism or policy than that of this Resolution, in which case such mechanism or policy shall apply.

4. Income specified in Articles 20 and 22 of this Resolution shall be exempt from personal income tax and other financial obligations to the State.

5. The monthly allowance specified in Article 22 shall be paid together with the salary and shall not be used as a basis for calculating social insurance contributions. In cases where the person receiving the allowance is entitled to multiple concurrent monthly support policies for the same purpose, they shall only enjoy the highest support policy.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th Session, the 10th Meeting, on December 10, 2025.
