DIRECTIVE
Regarding the completion of outstanding work related to the summary and commendation of achievements in the resistance war Commendation for achievements prior to the August Revolution in 1945, during the resistance against France, and the resistance against America has been implemented by the Party and State from 1961 to the present but has not yet been completed. According to reports from 61 provinces and centrally governed cities, there are still hundreds of thousands of cases outstanding nationwide. There are many reasons for this situation, among which the main ones are:

The policy of commending achievements in the resistance war was implemented during years when the national economy was still very difficult (commending against France began in 1961, against America in 1981). The Party and State's policy was to primarily commend and motivate morale, without a basic material preferential system accompanying it, so a portion of cadres and people have not been proactive in declaring commendations.
Due to achievements in participating in the resistance war and assisting the revolution from the 1930s to 1975, many cases now lack sufficient evidence for verification and determination of correctness. Taking advantage of this situation, many people have falsely reported and confirmed facts, causing difficulties in reviewing and approving commendation files.
To implement well Directive No. 35-CT/TW dated June 3, 1998 of the Politburo on innovating the work of competition and commendation in the new period, including the need to complete the policy of commending achievements prior to the August Revolution in 1945 and achievements during the two resistance wars, and to adopt the recommendations of many National Assembly deputies at the third session of the 11th National Assembly, the Prime Minister instructs:
To assign the Chairpersons of People's Committees of provinces and centrally governed cities; compensation, heads of ministries equivalent to ministries, agencies under the Government, central agencies of mass organizations, within their scope of authority and responsibility, to continue organizing reviews and verifying files submitted to the State for commendation, ensuring that no person who meets the conditions and criteria for commendation is overlooked, nor anyone incorrectly or mistakenly commended. Strictly handle those who take advantage of opportunities to falsely report and confirm facts. The deadline for submission to the Prime Minister (through the National Competition and Commendation Office) is no later than December 31, 2004. For cases that do not meet the conditions and criteria and have no basis for commendation, leaders at all levels must clearly inform and explain, preventing appeals beyond jurisdiction.
1. For provinces with a large number of outstanding files, if the number of specialized staff familiar with the commendation policy is too small, if necessary, the Chairperson of the People's Committee of the province or centrally governed city may mobilize additional personnel to handle this task.
2. The objects, criteria, procedures, and files for commendation shall be carried out as already stipulated. Specifically for special cases due to historical conditions, they will be handled as follows:
3. a. In mountainous communes, remote areas in northern provinces where it is not possible to re-establish detailed labor organization records, re-establish lists of key commune-level cadres and heads of various departments as a basis for commendation. These lists must be posted for public participation, approved by the commune party committee and commune people's committee, confirmed by the district level, and submitted along with the commendation file.
b. Regarding commendation for guerrilla forces, civilian workers, and staff of various departments during the resistance against France; militia forces and staff of various departments, production team leaders, and trade teams during the resistance against America, these have generally been commended during widespread implementation in previous years, and there is no need to reconsider these cases for commendation now.
c. For northern provinces (from Quang Binh northward), there is no need to continue considering commendation for achievements in the resistance against France and assistance to the revolution before August 1945, except for truly special cases with objective and justifiable reasons, clear achievements, and sufficient evidence.
d. For civilians with achievements in the resistance against America in southern provinces, if there are no old cadres left to verify achievements, the Competition and Commendation Council at the commune, ward, town level should convene a consultation group consisting of veteran revolutionary cadres who have worked in the locality and cadres who have made contributions and achievements for the locality, together with the local party committee and grassroots administration to verify achievements and propose commendation (if they meet the standards).
e. Cases involving special missions in armed forces, the Ministers of Defense and Public Security shall propose to the Prime Minister appropriate methods and timing for review and commendation to proceed.
g. Cases meeting the criteria for commendation but having historical obstacles shall be clearly verified and proposed for consideration and decision by competent authorities by the local party committees and governments.
Along with resolving outstanding files, provinces and centrally governed cities, central ministries, and mass organizations shall compile cases requiring recovery or adjustment of commendation levels, prepare detailed explanations for each case along with a list to submit to the Government (through the National Competition and Commendation Office) for recovery or adjustment.
4. The National Competition and Commendation Office shall be responsible for urging and guiding, and assisting all levels and sectors in organizing implementation, ensuring completion within the prescribed time limit as stipulated in point 1. The Chairpersons of People's Committees of provinces and centrally governed cities, Ministers of ministries, heads of ministries equivalent to ministries, agencies under the Government, and central agencies of mass organizations shall be responsible for implementing this Directive.
5. The State Competition and Reward Affairs shall be responsible for urging and guiding, and assisting all levels and sectors to organize the implementation, ensuring completion within the time limit specified in Point 1. The Chairpersons of the People's Committees of provinces and centrally governed cities, Ministers of Ministries, Heads of ministerial-level agencies and agencies under the Government, and central agencies of social organizations shall be responsible for organizing the implementation of this Directive.
