Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated June 14, 2005; the Law Amending and Supplementing Certain Provisions of the Education Law dated November 25, 2009;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 1 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;

Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government regarding the National University;

promulgates a Decree stipulating the criteria for stratification, ranking framework, and ranking standards for higher education institutions.

The Prime Minister issues this Decision to issue the Regulation on the organization and operation of the National University and member higher education institutions.

Clause 4 of Article 6Attached to this Decision is the Regulation on the organization and operation of the National University and member higher education institutions.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decision takes effect from May 20, 2014.

This Decision replaces Decision No. 16/2001/QD-TTg dated February 12, 2001 of the Prime Minister issuing the Regulation on the organization and operation of the National University.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees, Rectors of National Universities, and Heads of member higher education institutions of the National University are responsible for implementing this Decision./.
