Circular No. 26/2014/TT-BGDĐT amending and supplementing certain articles of the Regulation on Assessment and Classification of Students following the General Education Program for Lower Secondary School and Upper Secondary School levels issued together with Decision No. 02/2007/QĐ-BGDĐT dated January 23, 2007 of the Minister of Education and Training.

CIRCULAR

1. Amend and supplement Point d of Clause 2 of Article 24 as follows: Amending certain provisions of the Regulation on Evaluation and Classification of Students Pursuant to the Secondary Education Program and High School Education Program issued together with Decision No. 02/2007/QĐ-BGDĐT

of January 23, 2007 of the Minister of Education and Training

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government detailing functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;

Amending certain provisions of the Regulation on Evaluation and Classification of Students Pursuant to the Secondary Education Program and High School Education Program issued together with Decision No. 02/2007/QĐ-BGDĐT dated January 23, 2007 of the Minister of Education and Training.

Article 1. Amend and supplement certain provisions of the Regulation on Evaluation and Classification of Students Pursuant to the Secondary Education Program and High School Education Program issued together with Decision No. 02/2007/QĐ-BGDĐT dated January 23, 2007 of the Minister of Education and Training, as follows:

At the proposal of the Director of the Department of Continuing Education,

certain provisions of the Rules on Subject Classrooms of General Education Institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020 of the Minister of Education and Training "Article 6. Scale of Points and Forms of Examination

1. Examination points are based on a scale of 10. Examination points are whole numbers. Semester examination points may be decimal numbers, with the decimal part rounded to one digit, being either 0 or 5 according to rounding rules.

1. Article 6 shall be amended and supplemented as follows:

Forms of examination include oral examination (KTm), written examination for 15 minutes (abbreviated as KT15 minutes), written examination for one class period or longer (abbreviated as KT1 class period), practical examination (KTth), semester examination (KThk) combined with other forms of examination and evaluation of learning processes such as questionnaires, observation sheets, learning diaries, study plans, tracking records, learning files, interviews, feedback from peers, and cooperative learning.
3. The average semester grade and annual grade are whole numbers or decimal numbers, with the decimal part rounded to one digit according to rounding rules."
"Article 10. Average Semester Grade and Annual Grade
1. The average semester grade (TBhk) is the arithmetic mean of the semester grades of all subjects.

2. Article 10 is amended and supplemented as follows:

Average Annual Grade in Mathematics + Average Annual Grade in Physics + ...

3. Article 12 shall be amended and supplemented as follows:

2. Students falling under the following categories are not subject to moral evaluation and classification:

a) Students studying under the work-study program, including: - Civil servants, public officials, and employees of state agencies, political organizations, political-social organizations, social organizations. - Military personnel of armed forces. - Workers aged 20 years or older for secondary education and 25 years or older for high school education.

b) Self-study students with guidance."

4. Add Article 12a after Article 12 as follows:

"Article 12a. Evaluation of Students with Disabilities

1. Evaluation of students with disabilities shall follow the principle of encouraging effort and progress.

2. Students with disabilities who can meet the requirements of the Secondary Education Program and High School Education Program shall be evaluated and classified according to the regulations applicable to ordinary students.

3. For subjects or educational activities that students with disabilities cannot meet the general requirements, they shall be evaluated based on the results of their Personal Education Plan; no evaluation shall be conducted for exempted subjects or educational activities."

5. Point d Clause 3 and Clause 5 Article 15 shall be amended and supplemented as follows:

a) Point d Clause 3 Article 15 shall be amended and supplemented as follows:

"d) Lack of spirit of unity and assistance to friends."

b) Clause 5 Article 15 shall be amended and supplemented as follows:
"5. The classification of moral grades for the entire academic year mainly depends on the classification of moral grades in the second semester. In special cases, the head teacher shall report to the director of the regular education institution/president of the vocational college/president of the vocational college for decision."
6. Amend the phrase "no more than 35 class sessions" to "no more than 45 class sessions" at point a Clause 1 Article 16, point a Clause 2 Article 16, and Clause 1 Article 17.
7. Amend the phrase "director of the regular education institution" to "director of the regular education institution/president of the vocational college/president of the vocational college" at point c Clause 2 Article 16.

Repeal Clause 2 Article 8, point d Clause 2 Article 15.

1. This Circular takes effect from September 25, 2014.

Article 2. 2. The Director of the Office, Heads of the Department of Regular Education, Heads of relevant units under the Ministry of Education and Training; Chairmen of Provincial People's Committees; Directors of provincial Departments of Education and Training are responsible for implementing this Circular.

Article 3. Implementation Provisions

1. This Circular takes effect from September 25, 2014.

2. The Director of the Office, the Head of the Department of Continuing Education, the Heads of relevant units under the Ministry of Education and Training; the Chairpersons of the People's Committees of provinces and centrally governed cities; and the Directors of Departments of Education and Training shall be responsible for implementing this Circular.
