CIRCULAR
ISSUING THE MINIMUM EQUIPMENT LIST FOR TRAINING AT THE COLLEGE AND HIGHER VOCATIONAL LEVELS FOR CERTAIN OCCUPATIONS IN THE ELECTRICITY, ELECTRONICS; INFORMATION TECHNOLOGY; AGRICULTURE, FORESTRY, FISHERIES; SERVICES AND PROCESSING GROUPS
On the basis of The Vocational Education Law on November 27, 2014;
Decree No. Decree No. 14/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;
Considering the proposal of the General Director of the General Department of Vocational Education;
The Minister of Labor, Invalids and Social Affairs issues this Circular to promulgate the minimum equipment list for training at the college and higher vocational levels for certain occupations in the electricity, electronics; information technology; agriculture, forestry, fisheries; services and processing groups.
Article 1. This Circular includes 58 minimum equipment lists for training at the college and higher vocational levels for 29 occupations in the electricity, electronics; information technology; agriculture, forestry, fisheries; services and processing groups, including:
1. The minimum equipment list for training the Electrical Installation Occupation at the college level is specified in Appendix 1a;
2. The minimum equipment list for training the Electrical Installation Occupation at the higher vocational level is specified in Appendix 1b;
3. The minimum equipment list for training the Industrial Electricity Occupation at the college level is specified in Appendix 2a;
4. The minimum equipment list for training the Industrial Electricity Occupation at the higher vocational level is specified in Appendix 2b;
5. The minimum equipment list for training the Industrial Electronics Occupation at the college level is specified in Appendix 3a;
6. The minimum equipment list for training the Industrial Electronics Occupation at the higher vocational level is specified in Appendix 3b;
7. The minimum equipment list for training the Hydroelectric Plant Operation Occupation at the college level is specified in Appendix 4a;
8. The minimum equipment list for training the Hydroelectric Plant Operation Occupation at the higher vocational level is specified in Appendix 4b;

Article 2. Repeal all, partially repeal the following legal normative documents:
1. Repeal Circular No. 44/2009/TT-BLDTBXH dated December 31, 2009 of the Ministry of Labor, Invalids and Social Affairs regarding industrial electrical equipment for vocational training at the intermediate and college levels.
2. Repeal Circular No. 27/2011/TT-BLDTBXH dated October 19, 2011 of the Ministry of Labor, Invalids and Social Affairs regarding household electrical equipment for vocational training at the intermediate and college levels.
3. Repeal 12 lists of vocational training equipment stipulated in Article 1 of Circular No. 18/2012/TT-BLDTBXH dated August 8, 2012 of the Ministry of Labor, Invalids and Social Affairs promulgating the list of vocational training equipment at the intermediate and college levels for the following professions: Rural Electromechanics; Electronic Mechanics; Industrial Electronics; Information Technology (Software Application); Computer Repair and Assembly Techniques; Graphic Design; E-commerce; Construction Engineering; Water Supply and Drainage; Wood Product Machining and Design, including:
a) List of vocational training equipment for Rural Electromechanics at the intermediate level;
b) List of vocational training equipment for Rural Electromechanics at the college level;
c) List of vocational training equipment for Electronic Mechanics at the intermediate level;
d) List of vocational training equipment for Electronic Mechanics at the college level;
đ) List of vocational training equipment for Industrial Electronics at the intermediate level;
e) List of vocational training equipment for Industrial Electronics at the college level;
g) List of vocational training equipment for Information Technology (Software Application) at the intermediate level;
h) List of vocational training equipment for Information Technology (Software Application) at the college level;
i) List of vocational training equipment for Graphic Design at the intermediate level;
k) List of vocational training equipment for Graphic Design at the college level;
l) List of vocational training equipment for E-commerce at the intermediate level;
m) List of vocational training equipment for E-commerce at the college level.
4. Repeal 06 lists of vocational training equipment stipulated in Article 1 of Circular No. 19/2012/TT-BLDTBXH dated August 8, 2012 of the Ministry of Labor, Invalids and Social Affairs promulgating the list of vocational training equipment at the intermediate and college levels for the following professions: Aquatic Products Processing and Preservation; Fashion Sewing; Tea Processing Technology; Coffee and Cocoa Processing; Freshwater Aquaculture; Brackish and Saltwater Aquaculture; Marine Fisheries Harvesting and Exploitation as follows:
a) List of vocational training equipment for Fashion Sewing at the intermediate level;
b) List of vocational training equipment for Fashion Sewing at the college level;
c) List of vocational training equipment for Freshwater Aquaculture at the intermediate level;
d) List of vocational training equipment for Freshwater Aquaculture at the college level;
đ) List of vocational training equipment for Brackish and Saltwater Aquaculture at the intermediate level;
e) List of vocational training equipment for Brackish and Saltwater Aquaculture at the college level.
5. Repeal 06 lists of vocational training equipment stipulated in Article 1 of Circular No. 12/2013/TT-BLDTBXH dated August 19, 2013 of the Ministry of Labor, Invalids and Social Affairs promulgating the list of vocational training equipment at the intermediate and college levels for the following professions: Hydroelectric Power Plant Operation; Road and Bridge Construction; Hydraulic Engineering Construction; Hydraulic Project Completion and Improvement; Livestock and Poultry Raising; Forestry Science as follows:
a) List of vocational training equipment for Hydroelectric Power Plant Operation at the intermediate level;
b) List of vocational training equipment for Hydroelectric Power Plant Operation at the college level;
c) List of vocational training equipment for Livestock and Poultry Raising at the intermediate level;
d) List of equipment for vocational training in Livestock and Poultry Farming, college level;
đ) List of equipment for vocational training in Forestry Technology, intermediate level;
e) List of equipment for vocational training in Forestry Technology, college level.
6. Repeal 04 Lists of equipment for vocational training specified in Article 1 of Circular No. 17/2013/TT-BLDTBXH dated September 9, 2013 issued by the Ministry of Labor, Invalids and Social Affairs on the list of equipment for vocational training at intermediate and college levels for the following trades: Wood Sculpture Techniques; Lacquer and Mother-of-Pearl Inlay Techniques; Industrial Wastewater Treatment; Construction Ceramic and Porcelain Production; Artificial Panel Manufacturing Technology; Building Carpentry and Interior Decoration; Plant Protection; Industrial Crop Cultivation; Veterinary Medicine; Pharmaceutical Technology; Rubber Processing;
a) List of equipment for vocational training in Veterinary Medicine, intermediate level;
b) List of equipment for vocational training in Veterinary Medicine, college level;
c) List of equipment for vocational training in Rubber Processing, intermediate level;
d) List of equipment for vocational training in Rubber Processing, college level.
7. Repeal 10 Lists of equipment for vocational training specified in Article 1 of Circular No. 20/2013/TT-BLDTBXH dated October 4, 2013 issued by the Ministry of Labor, Invalids and Social Affairs on the list of equipment for vocational training at intermediate and college levels for the following trades: Medical Electronic Equipment Technology; Medical Imaging Equipment Technology; Operation and Maintenance of Pump Stations; Operation and Maintenance of Refrigeration Equipment; Database Management; Office Computing; Tugboat Control; Topographic Surveying; Marine Environmental Protection; Biotechnology; Food and Crop Cultivation; Reception and Front Desk Management;
a) List of equipment for vocational training in Operation and Maintenance of Pump Stations, intermediate level;
b) List of equipment for vocational training in Operation and Maintenance of Pump Stations, college level;
c) List of equipment for vocational training in Database Management, intermediate level;
d) List of equipment for vocational training in Database Management, college level;
đ) List of equipment for vocational training in Office Computing, intermediate level;
e) List of equipment for vocational training in Office Computing, college level;
g) List of equipment for vocational training in Biotechnology, intermediate level;

8. Repeal Clause 21 and Clause 22 of Article 1 of Circular No. 18/2014/TT-BLDTBXH dated August 11, 2014 issued by the Ministry of Labor, Invalids and Social Affairs on the minimum list of equipment for vocational training at intermediate and college levels for the following trades: Electrical Equipment Installation; Metalworking Heat Treatment; Machine Tool Repair Heat Treatment; Mechanical Equipment Maintenance; Forging and Stamping; Computer-Aided Design and Drafting; Highway Testing and Quality Control; Foundation Construction Machinery Operation; Road Surface Construction Machinery Operation; Fashion Design; Business Management of Petroleum and Gas.
9. Repeal Clauses 13, 14, 15, 16, 21 and 22 of Article 1 of Circular No. 06/2015/TT-BLDTBXH dated February 25, 2015 issued by the Ministry of Labor, Invalids and Social Affairs on the list of key equipment for vocational training at intermediate and college levels for the following trades: Computer Repair and Assembly Techniques; Network Administration; Construction Engineering; Metal Cutting; Welding; Automotive Technology; Domestic Electrical Installations; Industrial Electrical Installations; Air Conditioning and Refrigeration Technology; Consumer Electronics; Industrial Electronics; Fashion Sewing; Restaurant Operations and Management; Culinary Arts.
10. Repeal Clause 25 and Clause 26 of Article 1 of Circular No. 12/2015/TT-BLDTBXH dated March 16, 2015 issued by the Ministry of Labor, Invalids and Social Affairs on the minimum list of equipment for vocational training at intermediate and college levels for the following trades: Electrical Operation in Power Plants; Electrical Measurement; Diesel Generator Operation; Overhead Line and Substation Installation up to 110kV; Electrical Testing; Mechanical and Electrical Equipment Maintenance; Pharmaceutical Equipment Technology; Medical Laboratory Equipment Technology; Petrochemical Equipment Operation; Oil and Gas Processing Equipment Operation; Oil and Gas Extraction Equipment Operation; Oil and Gas Drilling; Food Processing; Paper and Pulp Production Technology; Sewing Machine Repair.
11. Repeal Clauses 3, 4, 17, 18, 21, 22, 29, 30, 33 and 34 of Article 1 of Circular No. 20/2015/TT-BLDTBXH dated June 17, 2015 issued by the Ministry of Labor, Invalids and Social Affairs on the list of key equipment for vocational training at intermediate and college levels for the following trades: Wood Product Machining and Design; Information Technology (Software Application); Highway Bridge Construction; Machine Tool Repair Heat Treatment; Agricultural Machinery Technology; Construction Machinery Repair; Foundation Construction Machinery Operation; Road Surface Construction Machinery Operation; Rural Electromechanical Systems; Industrial Wastewater Treatment; Food Processing; Aquatic Product Processing and Preservation; Industrial Crop Cultivation; Livestock and Poultry Farming; Forestry Technology; Marine Fisheries Harvesting and Processing; Veterinary Medicine; Tour Guide Services; Inland Waterway Vessel Control; Marine Vessel Operation.
12. Repeal Clauses 47, 48, 51, 54, 62, 63 and 66 of Article 1 of Circular No. 10/2016/TT-BLDTBXH dated June 16, 2016 issued by the Ministry of Labor, Invalids and Social Affairs amending and supplementing Article 1 of Circular No. 20/2015/TT-BLDTBXH dated June 17, 2015 of the Ministry of Labor, Invalids and Social Affairs on the list of key equipment for vocational training at intermediate and college levels for the following trades: Wood Product Machining and Design; Information Technology (Software Application); Highway Bridge Construction; Machine Tool Repair Heat Treatment; Agricultural Machinery Technology; Construction Machinery Repair; Foundation Construction Machinery Operation; Road Surface Construction Machinery Operation; Rural Electromechanical Systems; Industrial Wastewater Treatment; Livestock and Poultry Farming; Forestry Technology; Marine Fisheries Harvesting and Processing; Veterinary Medicine; Tour Guide Services; Inland Waterway Vessel Control; Marine Vessel Operation.
13. Repeal Clause 28, Clause 32, and Clause 41 of Article 1 of Circular No. 11/2016/TT-BLDTBXH dated June 16, 2016 of the Ministry of Labor - Invalids and Social Affairs amending and supplementing Article 1 of Circular No. 18/2015/TT-BLDTBXH dated June 16, 2015 of the Ministry of Labor - Invalids and Social Affairs on the issuance of the minimum list of vocational training equipment for intermediate vocational occupations, higher vocational occupations, and the following occupations: Stone Carving; Underground Mine Excavation Technology; Underground Mine Electrical and Mechanical Technology; Railway Locomotive Operation; Railway Signaling; Railway Traffic Control; Metal Forming; Ferrous Metal Smelting; Steelmaking; Metal Rolling and Drawing Technology; Ship Painting Technology.
Article 3. This Circular takes effect from February 9, 2020.
Article 4. Ministries, ministerial-level agencies, government-affiliated agencies, political-social organizations, provincial People's Committees, municipal People's Committees under the Central Government, the General Department of Vocational Education and Training, intermediate vocational schools, higher vocational schools that have registered to provide vocational education and training for the aforementioned occupations, and related units shall be responsible for implementing this Circular.
In the course of implementation, if there are any difficulties, they are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
