CIRCULAR

Amending and supplementing certain provisions of the Regulations on standards, procedures for compiling and revising textbooks; standards for organizations and individuals compiling textbooks; organization and operation of the National Council for Textbook Review issued together with Circular No. 33/2017/TT-BGDĐT dated December 22, 2017 of the Minister of Education and Training, which has been amended and supplemented according to Circular No. 23/2020/TT-BGDĐT dated August 6, 2020 and Circular No. 05/2022/TT-BGDĐT dated March 19, 2022 of the Minister of Education and Training.

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No.86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Secondary Education Department and the Director of the Primary Education Department;

The Minister of Education and Training issues this Circular amending and supplementing certain provisions of the Regulations on standards, procedures for compiling and revising textbooks; standards for organizations and individuals compiling textbooks; organization and operation of the National Council for Textbook Review issued together with Circular No. 33/2017/TT-BGDĐT dated December 22, 2017 of the Minister of Education and Training, which has been amended and supplemented according to Circular No. 23/2020/TT-BGDĐT dated August 6, 2020 and Circular No. 05/2022/TT-BGDĐT dated March 19, 2022 of the Minister of Education and Training.

Article 1. Amending and supplementing certain provisions of the Regulations on standards, procedures for compiling and revising textbooks; standards for organizations and individuals compiling textbooks; organization and operation of the National Council for Textbook Review issued together with Circular No. 33/2017/TT-BGDĐT dated December 22, 2017 of the Minister of Education and Training, which has been amended and supplemented according to Circular No. 23/2020/TT-BGDĐT dated August 6, 2020 and Circular No. 05/2022/TT-BGDĐT dated March 19, 2022 of the Minister of Education and Training:

1. Amend and supplement Clause 1 of Article 2 as follows:

"1. A textbook is a publication compiled according to subjects and educational activities in the general education program, concretizing the requirements of the general education program; it is approved and permitted for use as the main teaching material in general education institutions by the Minister of Education and Training."

2. Amending and supplementing Clause 11 as follows:

"Clause 11. Standards for individuals compiling textbooks.1. Individuals compiling textbooks must have a university degree or higher in a relevant field corresponding to the subject or educational activity for which the textbook is being compiled; they must be knowledgeable about educational science; and they must have at least three years of direct teaching or research experience in the relevant field.2. They must be Vietnamese citizens with good moral character and ideological qualities."

3. Supplementing Clause 4 to Article 13 as follows:

"4. Not to compile, edit, print, or provide comments on draft textbooks or organize the compilation, editing, printing, or provision of comments on draft textbooks of organizations or individuals applying for textbook review as prescribed in this Circular."

4. Supplementing Clause 3, Clause 4 to Article 17 as follows:

"3. The application dossier for reviewing revised textbooks includes:a) An application form for reviewing revised textbooks according to the model prescribed in Point a, Clause 1 of this Article;b) The draft revised textbook to be reviewed;c) An explanation of the draft revised textbook to be reviewed, including: the name of the textbook; the contents that have been revised along with the reasons for revision; the experimental process and results (if any); other related information (if any);d) Scientific curriculum vitae of the chief editor, co-editors, authors, and editors added (if any);e) In case the draft revised textbook needs to be reviewed again, the application dossier shall be as prescribed in Clause 2 of this Article.4. The number of dossiers and the time for receiving dossiers for reviewing textbooks, re-reviewing textbooks, and reviewing revised textbooks:a) The number of dossiers for reviewing textbooks, re-reviewing textbooks, and reviewing revised textbooks shall be equal to the number of members of the National Council for Textbook Review;b) The time for receiving dossiers for reviewing textbooks and reviewing revised textbooks is in May each year. The time for receiving dossiers for re-reviewing textbooks is in September each year."

5. Amending and supplementing Clause 1 of Article 20 as follows:

"1. The entity applying for textbook review shall send the application through postal service or directly to the Ministry of Education and Training."

6. Supplementing Clause 7 to Article 20 as follows:

"7. Within a period not exceeding sixty working days from the date of receipt of complete and valid dossiers, the entity organizing the review shall send the review results to the entity applying for textbook review through postal service or directly."

Article 2. Replacing certain phrases in the Standards and Procedures for Compiling and Editing Textbooks; Standards for Organizations and Individuals Compiling Textbooks; Organization and Activities of the National Council for Textbook Appraisal issued together with Circular No. 33/2017/TT-BGDĐT dated December 22, 2017 of the Minister of Education and Training, which has been amended and supplemented according to Circular No. 23/2020/TT-BGDĐT dated August 6, 2020 and Circular No. 05/2022/TT-BGDĐT dated March 19, 2022 of the Minister of Education and Training:

1. Replace the phrase "publication product" with the phrase "textbook on content presentation; printing paper (weight, whiteness, opacity, smoothness, durability, dust, moisture); format; printing technology and finishing technology" in Clause 1, Article 4 of the Standards and Procedures for Compiling and Editing Textbooks; Standards for Organizations and Individuals Compiling Textbooks; Organization and Activities of the National Council for Textbook Appraisal issued together with Circular No. 33/2017/TT-BGDĐT dated December 22, 2017 of the Minister of Education and Training.

2. Replace the phrase "publication product" with the phrase "textbook on content presentation; printing paper (weight, whiteness, opacity, smoothness, durability, dust, moisture); format; printing technology and finishing technology" in Point 1.1, Section 1 of the Criteria for Evaluating Textbooks attached to Circular No. 05/2022/TT-BGDĐT dated March 19, 2022 of the Minister of Education and Training.

Article 3. Implementation Provisions

1. This Circular takes effect from February 9, 2025.

2. Transitional Provisions Textbooks that have been published and distributed before this Circular takes effect shall continue to be used.

3. The Director of the Office, the Heads of the Department of Secondary Education, the Department of Primary Education, the Department of Ethnic Minority Education, the Department of Continuing Education, the Department of National Defense and Security Education under the Ministry of Education and Training, the Chairpersons of the People's Committees of provinces and centrally-run cities, the Directors of Departments of Education and Training, and related organizations and individuals are responsible for implementing this Circular.
