Guidelines for Special Management Regime for Provincial and District Mobile Propaganda Teams
Circular Joint No. 46/2016/TTLT-BTC-BVHTTDL dated March 11, 2016, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism guiding the special management regime for Provincial and District Mobile Propaganda Teams, amended and supplemented by:
Circular No. 48/2024/TT-BTC dated July 16, 2014, issued by the Ministry of Finance abolishing part of Circular Joint No. 46/2016/TTLT-BTC-BVHTTDL dated March 11, 2016, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism guiding the special management regime for Provincial and District Mobile Propaganda Teams, which takes effect from September 5, 2024.
Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003, promulgated by the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Minister of Finance and the Minister of Culture, Sports and Tourism issue this Circular Joint to guide the special management regime for Provincial and District Mobile Propaganda Teams.[2]
Article 1. Scope and Applicability
Article 1. Scope of Application: This Circular guides the special management regime for Mobile Propaganda Teams established at Cultural Centers, Exhibition Information Centers, or Cultural-Sports Centers of provinces and centrally-administered cities, districts, towns, and provincial cities (hereinafter referred to collectively as Mobile Propaganda Teams).
Article 2. Applicability Objectives: This Circular applies to propagandists within and outside the establishment of Mobile Propaganda Teams and other relevant agencies and organizations.

The People's Committee of the province or centrally-administered city decides on the activity standards based on the proposal of the Director of the Department of Culture, Sports and Tourism (Department of Culture and Sports) in accordance with the actual situation in the locality. Specific activity standards in each province may be lower or higher than those set out in this Circular, but the increase or decrease shall not exceed 20% of the activity standard framework prescribed in this Circular.

Article 5. Implementation Organization
1. This Circular takes effect from May 1, 2016, and replaces Circular Joint No. 191/2011/TTLT/BTC-BVHTTDL dated December 21, 2011, jointly issued by the Ministry of Finance and the Ministry of Culture, Sports and Tourism guiding the special management regime for Provincial, City, District, Town, and County Mobile Propaganda Teams.

- Circular No. 48/2024/TT-BTC dated July 16, 2014, issued by the Ministry of Finance abolishing part of Circular Joint No. 46/2016/TTLT-BTC-BVHTTDL dated March 11, 2016, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism guiding the special management regime for Provincial and District Mobile Propaganda Teams, effective from September 5, 2024.
This consolidated document does not replace the above two Circulars.
[2] Circular No. 48/2024/TT-BTC is based on the following grounds:
Pursuant to the State Budget Law dated June 25, 2015;
Pursuant to the Law on Legislative Acts dated June 22, 2015; and the Law Amending and Supplementing Certain Provisions of the Law on Legislative Acts dated June 18, 2020;
Pursuant to Decree No. 163/2016/NĐ-CP dated December 21, 2016, issued by the Government, detailing the implementation of certain provisions of the State Budget Law;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government detailing certain provisions and measures for implementing the Law on Legislative Acts; Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government detailing certain provisions and measures for implementing the Law on Legislative Acts; and Decree No. 59/2024/NĐ-CP dated May 25, 2024, promulgated by the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016, detailing certain provisions and measures for implementing the Law on Legislative Acts, which has been amended and supplemented by Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government;

The Minister of Finance issues this Circular to abolish part of Circular Joint No. 46/2016/TTLT-BTC-BVHTTDL dated March 11, 2016, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism guiding the special management regime for Provincial and District Mobile Propaganda Teams.
[3] This provision is repealed pursuant to Article 1 of Circular No. 48/2024/TT-BTC, and shall take effect from September 5, 2024.

[5] Article 2 of Circular No. 48/2024/TT-BTC provides as follows:
Article 2. Implementation clause
1. This circular shall take effect from September 5, 2024.
2. For tasks that have been approved and allocated budget estimates for implementation before this circular takes effect, they shall continue to be implemented according to the Joint Circular No. 46/2016/TTLT-BTC-BVHTTDL until the end of the 2024 fiscal year.
3. During the implementation process, if there are difficulties or obstacles, it is requested that agencies, organizations, and individuals report them to the Ministry of Finance for timely resolution./.
[6] This clause is repealed pursuant to Article 1 of Circular No. 48/2024/TT-BTC, and shall take effect from September 5, 2024.
