CIRCULAR NO. 2600-P/2 OF JULY 18, 1949 ISSUED BY THE MINISTRY OF INTERNAL AFFAIRS EXPLAINING THE SALARY REGIME FOR OFFICIALS ON LONG-TERM LEAVE DUE TO TUBERCULOSIS OR LEPROSY

RESPECTFULLY SUBMITTED TO: Mr. Chairman of the Resistance Administration Committee of Regions 1, 3, 4, and 10 in South Central Vietnam

Director General of the Vietnamese Police Department

Director General of the Vietnamese Information Department

Director General of the Overseas Vietnamese Affairs Department

Pursuant to Decree No. 74 dated December 17, 1945, officials on long-term leave due to tuberculosis or leprosy shall receive salary as follows:

"For the first six periods (each period being six months): full salary including temporary allowances and full family allowance."

"For the last four periods: half salary and allowances including temporary salary allowances and full family allowance."

Some agencies have proposed that officials on long-term leave should receive an additional rice price subsidy.

The Ministry considers it necessary to clarify that according to the aforementioned Decree, officials on long-term leave due to tuberculosis or leprosy can only receive salary calculated as either full or half (depending on the period) of their monthly salary at their rank level (refer to Column 4 of Table 1 attached to the Decree dated May 29, 1948), and cannot receive a rice price subsidy. This subsidy is paid only to officials in active service based on the monthly rice price at their place of work.

The Ministry also needs to remind that the salary regime established by Decree No. 74 mentioned above does not apply to officials with tuberculosis or leprosy who have been transferred out of the regular cadre to assist a private office. Conversely, officials seconded to help in another department different from their original one are entitled to this regime.
