 on latrines - hygiene assurance conditions

THE MINISTER OF HEALTH

Pursuant to Decree No. 188/2007/NĐ-CP dated December 27, 2007 and Decree No. 22/2010/NĐ-CP dated March 9, 2010 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to the Law on Technical Standards and Regulations dated June 29, 2006 and Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to the Environmental Protection Law dated November 29, 2005;

Considering the proposal of the Director of the Department of Environmental Health Management,

Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.

QCVN 01:2011/BYT - National Technical Regulation on Latrines - Hygiene Assurance Conditions.

Article 2. This Circular takes effect from January 1, 2012.

Article 3. The Director of the Department of Environmental Health Management, Heads of units under the Ministry of Health, units directly under the Ministry of Health; Directors of Provincial Health Services and organizations and individuals related shall be responsible for implementing this Circular./.

National technical regulation on

Hygienic conditions for Latrines

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

This standard specifies the hygiene assurance conditions for various types of latrines including dry latrines and water-flushed latrines.

This standard applies to agencies, organizations, individuals, and households constructing, using, and maintaining various types of latrines.

In this technical regulation, the following terms are understood as follows:

In these regulations, the following terms shall be understood as follows:

3.1. Latrine is a system for collecting and treatingon-sitehuman feces and urine.

3.2. Sanitary Latrine is a latrine that isolates human feces, prevents untreated feces from coming into contact with animals and insects, has the ability to eliminate pathogens present in feces, does not cause unpleasant odors, and does not pollute the surrounding environment.

3.3. Dry Latrine is a latrine that does not use waterto flush after each use. Feces are stored and treated under dry conditions.

3.4. Submerged Dry Latrine is a type of dry latrine where the feces storage pit is below ground level.

3.5. Floating Dry Latrine is a type of dry latrine with a feces storage tank above ground level.

3.6. Single Compartment Floating Dry Latrine is a floating dry latrine with only one compartment for storing and composting feces.

3.7. Multi-compartment Floating Dry Latrine is a floating dry latrine with two or more compartments for alternating use and composting, with at least one compartment always being used while others are composting.

3.8. Water-flushed Latrine is a latrine that uses water to flush after each use.

3.9. Septic Latrinet 03 of the annex issued together with this Circular.is a water-flushed latrine with a sealed container for holding and treating feces, preventing seepage of effluent, and storing and treating feces and urine in a watery environment.

3.10. Percolating Water-flushed Latrine is a water-flushed latrine where feces and water in the container or pit gradually seep into the soil.

3.11. Covering Material are materials used to cover and mix with feces, having the effect of absorbing moisture, odor, increasing porosity, and facilitating the decomposition of organic matter and elimination of pathogens in feces. Covering material includes one or a mixture of the following: stove ash, straw, rice husk, sawdust, wood shavings, leaves, fruit peels, leftover food.

3.12. Vent Pipeis a pipe for venting gases from the container or pit to the external environment.

1. DRY LATRINE

1.1. Submerged Dry Latrine:

1.1.1. Sanitation requirements during construction:

a) Not constructed in areas frequently flooded or waterlogged;

b) At least 10 meters away from drinking water sources and living areas;

c) The top of the feces pit must be at least 20 cm higher than the surrounding ground surface;

d) Rainwater must not overflow into the feces pit;

đ) The floor of the latrine and urine collection channel must be smooth, free of standing water, non-slippery, without cracks, breaks, or subsidence; urine must be directed to a container and not flow into the feces pit;

e) There must be a tightly fitting lid over all toilet openings;

g) There must be a roof to prevent rainwater; doors and surroundings of the latrine must be properly covered, ensuring aesthetics;

h) The vent pipe must have a diameterwithinof at least 90 mm, extending at least 400 mm above the roof of the latrine and equipped with insect screens and rain covers.

1.1.2. Sanitation requirements during use and maintenance:

a) The floor of the dry latrine must be clean and dry;

b) There should be no foul smell or flies, mosquitoes, cockroaches inside the latrine;

c) Animals must not dig up feces within the latrine;

d) There should be no mosquito larvae in urine containers;

đ) After each use, covering material must completely cover the feces;

e) Used toilet paper must be disposed of in the toilet opening (if it is biodegradable) or placed in a covered container for waste paper;

g) For dry latrines that do not compost feces on-site, hygiene must be maintained during the process of removing, transporting, and composting feces outside the latrine.

1.2. Floating Dry Latrine

1.2.1. Sanitation requirements during construction:

a) Not constructed in areas frequently flooded or waterlogged;

b) At least 10 meters away from drinking water sources and living areas;

c) Rainwater must not overflow into the feces storage tank;

d) Walls and bottom of the feces storage compartment must be sealed, without cracks or leaks;

đ) The manure removal door must always be sealed;

e) The floor of the latrine and urine collection channel must be smooth, free of standing water, non-slippery, without cracks, breaks, or subsidence; urine must be directed to a container and not flow into the feces storage tank;

g) There must be a tightly fitting lid over all toilet openings;

h) There must be a roof to prevent rainwater; doors and surroundings of the latrine must be properly covered, ensuring aesthetics;

i) The vent pipe must have a diameter inside of at least 90 mm, extending at least 400 mm above the roof of the latrine and equipped with insect screens and rain covers.

1.2.2. Sanitation requirements during use and maintenance:

a) The floor of the dry latrine must be clean and dry;

b) There should be no foul smell or flies, mosquitoes, cockroaches inside the latrine;

c) Animals must not dig up feces within the latrine;

d) There should be no mosquito larvae in urine containers;

đ) After each use, covering material must completely cover the feces;

e) Used toilet paper must be disposed of in the toilet opening (if it is biodegradable) or placed in a covered container for waste paper;

g)For multi-compartment floating dry latrines: The toilet opening of the currently used compartment must always be tightly closed, and the composting compartments must be sealed;

h) For latrines that do not compost feces on-site, hygiene must be maintained during the process of removing, transporting, and composting feces outside the latrine.

2. WATER-FLUSHED LATRINE

2.1. Septic Latrine:

2.1.1. Sanitation requirements during construction:

a) The feces storage and treatment tank must not sink, subside, crack, or leak;

b) The tank lids must be sealed, without cracks;

c) The floor of the latrine must be smooth, flat, and free of standing water and slipperiness;

d) The toilet seat must have a tight seal;

đ) There must be a roof to prevent rainwater; doors and surroundings of the latrine must be properly covered, ensuring aesthetics;

e) The vent pipe must have a diameter inside of at least 20 mm, extending at least 400 mm above the roof of the latrine;

g) Wastewater from the septic tank of the dry toilet must flow into the sewer or soak pit, and must not overflow onto the ground.

2.1.2. Sanitation requirements for use and maintenance:

a) The floor of the toilet and the toilet seat must be clean, free from feces and urine deposits;

b) There should be no foul smell or flies, mosquitoes, cockroaches inside the latrine;

c) There must be sufficient flushing water; the container for flushing water must not contain mosquito larvae;

d) Used toilet paper must be disposed of in the toilet hole (if it is a flushable toilet paper) or placed in a container for dirty paper with a lid;

đ) Disinfectant water must not be poured into the toilet hole;

e) Sludge must be removed when full; hygiene must be ensured during the removal and transportation of sludge.

2.2. Flush toilet:

2.2.1. Sanitation requirements for construction:

a) Not constructed in areas frequently flooded or waterlogged;

b) At least 10 meters away from drinking water sources and living areas;

c) The cover of the septic tank or pit must be sealed, without cracks;

d) The floor of the toilet must be smooth and flat, without standing water or slipperiness;

đ) The toilet seat must have a watertight flush valve;

e) There must be a roof to prevent rainwater; doors and surroundings of the toilet must be properly covered, ensuring aesthetics;

g) The vent pipe must have a diameter of at least 20mm, extending at least 400mm above the roof of the toilet;withinkhông小于20毫米，高于屋顶至少400毫米；

h) Wastewater from the septic tank or pit must not overflow onto the ground.

2.2.2. Sanitation requirements for use and maintenance:

a) The floor of the toilet and the toilet seat must be clean, free from feces and urine deposits;

b) There should be no foul smell or flies, mosquitoes, cockroaches inside the latrine;

c) There must be sufficient flushing water; the container for flushing water must not contain mosquito larvae;

d) Used toilet paper must be disposed of in the toilet hole (if it is a flushable toilet paper) or placed in a container for dirty paper with a lid;

đ) Sludge must be removed when full if the toilet continues to be used, ensuring hygiene during the removal and transportation of sludge; if not in use, it must be properly sealed.

III. PROVISIONS ON INSPECTION AND SUPERVISION

1. Organizations, individuals, and households constructing and using toilets are subject to regular or spot inspections by competent authorities according to current regulations.

2. The conduct of inspections for sanitation compliance, information dissemination, and reporting must comply with current regulations.

IV. IMPLEMENTATION

1. Organizations, individuals, and households must strictly adhere to sanitation requirements for construction, use, and maintenance of toilets as stipulated in this Standard.

2. The Department of Environmental Health Management shall take the lead and coordinate with relevant agencies to guide the implementation and organization of this Standard.

3. Provincial Departments of Health shall be responsible for guiding, inspecting, and supervising the implementation of this Standard by organizations, individuals, and households involved in the construction, use, and maintenance of toilets within their respective provinces.

4. In cases where provisions of this Standard are amended, supplemented, or replaced, they shall be implemented according to new legal documents issued by the Minister of Health.
