Article 1. The Regular Training Program for management officials (CBQL) of secondary schools (THCS), high schools (THPT), and multi-grade general education schools is a program for upgrading knowledge and skills in specialized fields, including mandatory training content, elective training content, and guidance on implementing the program.

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

For multi-grade general education schools, the principal participates in training according to the program of the highest level in the school; the vice-principal responsible for a particular level participates in training according to the program of that level.

Article 3. Purpose of issuing the training program

1. It serves as the basis for managing, organizing the compilation of materials, and implementing training and self-training for management officials of high schools.

2. To enhance the leadership and management capabilities of management officials of high schools to achieve the goals of secondary and high school education, meeting the requirements for developing secondary and high school education towards fundamental and comprehensive educational reform and in accordance with the standards for principals of secondary schools, high schools, and multi-grade general education schools.

Article 4. Content of mandatory training

1. Training content that meets the requirements of implementing the annual tasks at the secondary and high school levels nationwide, including content on policies and guidelines for developing education and secondary and high school education; requirements for managing secondary and high school education as stipulated by the Ministry of Education and Training for each academic year (hereinafter referred to as Training Content 1).

2. Training content that meets the requirements of implementing the tasks of developing secondary and high school education during each period in localities, including content on developing secondary and high school education in the locality; managing the implementation of curricula, textbooks - local educational knowledge; coordinating with programs and projects (if any) as specified by the provincial education and training department for each academic year (hereinafter referred to as Training Content 2).

Article 3. Compulsory Training Content

1. The training content meets the requirements for implementing the academic year tasks of secondary education nationwide, including contents on educational development policies and secondary education; management work requirements for secondary education as stipulated by the Ministry of Education and Training for each academic year (hereinafter referred to as Training Content 1).

2. The training content meets the requirements for implementing tasks for developing secondary education during each period in each locality, including contents on local secondary education development; management of program implementation, textbooks - local educational knowledge; coordination with programs and projects (if any) as specifically stipulated by the Department of Education and Training for each academic year (hereinafter referred to as Training Content 2).

Chapter III

GUIDELINES FOR IMPLEMENTING THE PROGRAM

Article 5. Time and duration of regular training implementationThis Resolution takes effect from the date it is adopted by the National Assembly.1. The regular training program is implemented during the academic year and the annual summer training period, in accordance with the actual conditions of the school, locality, and individual needs of the secondary school managers.

2. Each secondary school manager must complete the training program specified in this Circular with a total of 120 class hours per academic year.

a) Training Content 1: approximately 30 class hours per academic year;

b) Training Content 2: approximately 30 class hours per academic year;

c) Training Content 3: approximately 60 class hours per academic year.

3. Departments of Education and Training, District Education and Training Departments may adjust the duration of training for each training content to suit the local educational requirements and plans for each academic year, but they must ensure that the total training duration complies with Clause 2 of this Article.

4. For Training Content 3, secondary school managers can choose appropriate modules based on their personal development needs or according to the regulations set by the Department of Education and Training and District Education and Training Departments regarding the implementation of this knowledge block for each academic year.

5. Secondary school managers are exempt from implementing the provisions of Circular No. 30/2011/TT-BGDĐT dated August 8, 2011, issued by the Minister of Education and Training on the regular training program for high school teachers; and Circular No. 31/2011/TT-BGDĐT dated August 8, 2011, issued by the Minister of Education and Training on the regular training program for junior high school teachers.

Article 6. Forms, materials, and implementation plan of the program

1. Implementation forms: self-study and guided self-study. Concentrated training classes (if any) mainly serve to provide additional guidance on new or difficult content, answer questions, guide self-study, and develop leadership and management skills.

2. Training materials:

Managers use training materials compiled by educational institutions responsible for training tasks or may utilize other suitable materials.

3. Implementation Plan: Based on guidelines from the Ministry of Education and Training, Departments of Education and Training, and District Education and Training Departments at different levels will develop regular training plans for secondary school managers to implement.

Article 7. Implementation of the regular training plan

1. Educational institutions responsible for regular training

a) Educational institutions responsible for regular training include universities, academies, and colleges with education management departments; educational institutions permitted by the Minister of Education and Training to train and develop educational managers under Article 78 of the amended Education Law (2009).

b) Educational institutions conducting regular training through methods assigned by the Department of Education and Training or through contracts when meeting the requirements for materials related to Training Content 3, facilities, equipment, and trainers for the regular training of secondary school managers.

2. Evaluation and recognition of training results

a) The educational management agency leads and collaborates with educational institutions responsible for training to establish evaluation criteria, organize assessments through tests, research assignments, or written summaries, specialized reports, etc., and classify results into two categories: satisfactory and unsatisfactory.

b) Managers participating in training programs are evaluated; if they meet the requirements, they will be awarded certificates by the Department of Education and Training and District Education and Training Departments at different levels, which will be recorded in their annual personnel files; regular training results serve as evidence for classifying managers according to the Principal Standards and implementing other policies for secondary school managers.

3. Regular training funding

Regular training funding is budgeted within the annual operating expenses, from national programs on education and training, from support funds of domestic and international programs, from other legitimate sources (if any), or voluntary contributions from participants.

Article 8. Implementation of the program

1. Responsibilities of agencies under the Ministry of Education and Training

a) Direct, inspect, supervise, and evaluate the work of regular training for school management staff at secondary schools;

b) Regularly organize mid-term and final reviews of the work of regular training for school management staff at secondary schools.

2. Responsibilities of provincial education and training departments

a) Direct the development and implementation of annual plans for regular training for school management staff at secondary schools in accordance with the provisions of this Circular;

b) Contract or assign tasks to educational institutions responsible for implementing regular training for school management staff at secondary schools;

c) Direct, inspect, supervise, and evaluate the work of regular training for school management staff at secondary schools and report the results annually to the Ministry of Education and Training (through the Department of Teachers and School Management Staff) before June 30 each year.

3. Responsibilities of district education and training departments

a) Direct the development and implementation of annual plans for regular training for school management staff at secondary schools in accordance with the provisions of this Circular;

b) Direct, inspect, supervise, and evaluate the work of regular training for school management staff at secondary schools according to their level of management and report the results annually to the provincial education and training department. The deadline for submitting reports is determined by the provincial education and training department.

4. Responsibilities of educational institutions implementing training tasks

Educational institutions implementing regular training tasks as stipulated in Clause 1, Article 7 of this Circular shall be responsible for coordinating the implementation of regular training activities for school management staff at secondary schools and reporting to the higher-level education management agency as prescribed.
