Issuing National Technical Regulations on safety for industrial explosive products - signal cable

pursuant to Article 249/2025/NĐ-CP of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

On the basis of Law on Standards and Technical Regulations June 29, 2006;

On the basis of Law on Management and Use of Weapons, Explosive Materials, and Supporting Tools dated June 20, 2017;

On the basis of Law on Product Quality on November 21, 2007;

Decree No. 96/2022/NĐ-CP dated November 29, 2022, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Decree No. Decision No. 127/2007/NĐ-CP August 1, 2007 of the Government detailing implementation of certain provisions of Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. Decision No. 127/2007/NĐ-CP pursuant to Article 31/2008/TT-NĐ of the Government detailing implementation of certain provisions of the Law on Product Quality;

Decree No. 132/2008/NĐ-CP dated December 31, 2008, issued by the Government detailing the implementation of certain provisions of the Law on Product Quality and Goods; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain provisions of Decree No. 132/2008/NĐ-CP pursuant to Decree number 119/2018/ND-CP of the Government amending, supplementing, and abolishing certain provisions regarding investment and business conditions in the field of state management by the Ministry of Science and Technology and certain provisions on specialized inspection; 154/2018/NĐ-CP The Minister of Industry and Trade issues this Circular on issuing National Technical Regulations on safety for industrial explosive products - signal cable.

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

Along with this Circular, National Technical Regulations on safety for industrial explosive products - signal cable are hereby issued.

Article 1. Issuance of the National Technical Regulation

Designation: QCVN 12 - 15:2023/BCT.

2. National Technical Regulations on safety for industrial explosive products - signal cable designated as QCVN 12-15:2023/BCT shall take effect from July 1, 2024.

Article 2. Effective Date

1. This Circular takes effect from July 1, 2024.

3. Abolish Circular number 15/2012/TT-BCT dated June 12, 2012 of the Minister of Industry and Trade on National Technical Regulations on signal cable.

4. Signal cables that have been certified compliant according to National Technical Regulations on signal cable designated as QCVN 06:2012/BCT before July 1, 2024 may continue to be used within their declared shelf life.

The Head of the Ministry's Office, Directors of relevant Departments: Industrial Safety and Environmental Technology, Chemicals; Heads of the Department of Science and Technology; Directors of Provincial and Municipal Industry and Trade Departments; Heads of related agencies, organizations, and individuals are responsible for implementing this Circular./.
