Providing for the National Database on Cadres, Civil Servants, and Public Officials

On the proposal of the Minister of Home Affairs;
The Government promulgates this Decree providing for the National Database on Cadres, Civil Servants, and Public Officials.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Decree provides for the construction, collection, updating, management, exploitation, and use of the National Database on Cadres, Civil Servants, and Public Officials; the establishment, updating, use, and storage of electronic files of cadres, civil servants, and public officials in agencies, organizations, units under the state administrative system from central to commune level (hereinafter referred to as commune level).
Article 2. Applicability
1. Cadres, civil servants, and public officials as defined in this Decree include:
a) Cadres and civil servants as defined in Article 1 of the Law on Cadres and Civil Servants;
b) Public officials as defined in Article 1 of the Law on Public Officials;
2. Agencies, organizations, and units as defined in Article 1 of this Decree include:
a) Office of the President;
b) Agencies of the National Assembly, Office of the National Assembly;
c) Supreme People's Court, Supreme People's Procuracy, State Audit Office;
d) Ministries, ministerial-level agencies, agencies under the Government;
đ) People's Councils, People's Committees at provincial and commune levels;
e) Public service units under the agencies, organizations, and units specified in points a, b, c, d, and đ of this clause.
3. This Decree does not apply to agencies, organizations, and persons working in the Vietnam People's Army, the Vietnam People's Public Security Force, and official organizations.
4. Cadres, civil servants, and public officials in agencies of the Communist Party of Vietnam and Vietnam Fatherland Front at all levels shall implement according to the regulations of the competent authority.
Article 3. Explanation of Terms
In this Decree, the following terms are understood as follows:
1. National Database on Cadres, Civil Servants, and Public Officials is a national shared database containing data reflecting the most common information about cadres, civil servants, and public officials in the management work of agencies, organizations, and units; stored centrally, shared, and exploited for use nationwide. The National Database on Cadres, Civil Servants, and Public Officials is connected and synchronized with the cadre, civil servant, and public official management information systems to collect, update, and unify data.
2. Information System for Managing Cadres, Civil Servants, and Public Officials is an information system established by agencies managing cadres, civil servants, and public officials to manage, update, store data, and electronic files and perform cadre, civil servant, and public official management tasks within their jurisdiction in an electronic environment. Data in the information system for managing cadres, civil servants, and public officials includes all components of cadre, civil servant, and public official data in the National Database on Cadres, Civil Servants, and Public Officials and other components serving specific management needs.
3. Electronic file of cadres, civil servants, and public officials is a file created, updated, used, and stored electronically, including information about cadres, civil servants, and public officials during their employment period from election or recruitment until retirement or resignation.
4. Electronic curriculum vitae of cadres, civil servants, and public officials is a curriculum vitae created and stored electronically, including information in the curriculum vitae as prescribed by law.
5. Data exploitation is the activity of accessing, searching, analyzing, and summarizing data from the National Database on Cadres, Civil Servants, and Public Officials. Data exploitation activities can be carried out directly or indirectly through other information systems.
6. Data utilization is the activity of applying information and data extracted from the National Database on Cadres, Civil Servants, and Public Officials to management, leadership, guidance, and operation tasks of authorized agencies; administrative procedure handling, public service provision; state management of cadres, civil servants, and public officials, and other lawful purposes of organizations and individuals using data.
7. Data synchronization is a process including activities connecting and sharing data between the National Database on Cadres, Civil Servants, and Public Officials and related databases and information systems to collect, compare, and update data ensuring accuracy and consistency among databases and information systems.
Chapter II
NATIONAL DATABASE ON CADRES, CIVIL SERVANTS, AND PUBLIC OFFICIALS
Section 1
CONSTRUCTION OF THE NATIONAL DATABASE ON CADRES, CIVIL SERVANTS, AND PUBLIC OFFICIALS
Article 4. Principles of Construction
1. Data in the National Database on Cadres, Civil Servants, and Public Officials must be regularly updated and utilized.
2. Clearly define the scope of cadre, civil servant, and public official data in the National Database and clearly delineate the roles of data components to determine the data sources and responsibilities for data synchronization and sharing among agencies and organizations to ensure unified and shared data across information systems and databases.
3. Ensure effective and timely support for state management work; policy and legal planning work; leadership, guidance, and operational work of management levels regarding cadres, civil servants, and public officials; simplification of files and documents in administrative procedures related to cadres, civil servants, and public officials, and support for national digital transformation.
4. Clearly define the scope and responsibility for constructing the National Database on Cadres, Civil Servants, and Public Officials with the information systems for managing cadres, civil servants, and public officials.
5. Adhere to the provisions of laws on data, electronic transactions, personal data protection; cybersecurity; state secrets protection, and laws on investment in information technology applications and digital transformation.
Article 5. Data in the National Database on Cadres, Civil Servants, and Public Officials
1. Data on cadres, civil servants, and public officials in the National Database includes:
a) Data reflecting basic information about the individual, including information to determine identity, origin, identification of cadres, civil servants, and public officials;
b) Data reflecting family relationship information;
c) Data reflecting personal history information;
d) Data reflecting information on recruitment, election, appointment, planning, transfer, rotation, assignment, resignation, retirement;
đ) Data reflecting information on education, professional qualifications, training process; professional and vocational training process, including political theory; national defense and security; state management, professional skills and vocational skills;
e) Data reflecting information on the agency, unit where working; job position; title, position; basic salary, allowance; quality assessment, classification; commendation, reward; discipline;
g) Data reflecting information on participation in political organizations, political-social organizations;
h) Data reflecting information on previous service in armed forces;
i) Data reflecting information on assets, income;
k) Data reflecting health information.
2. The data specified in Clause 1 of this Article and the main data, reference data of the National Database on Cadres, Civil Servants, and Public Officials shall be specifically stipulated in the Appendix attached to this Decree.
Article 6. Information System of the National Database on Cadres, Civil Servants, and Public Officials
1. The information system of the National Database on Cadres, Civil Servants, and Public Officials includes the following components:
a) The Cadre, Civil Servant, and Public Official Information Portal performs the function of providing information on policies and laws related to cadres, civil servants, and public officials; management activities and implementation of policies and laws related to cadres, civil servants, and public officials; announcements of recruitment results for civil servants and public officials from agencies, organizations, units; provision of information and data on cadres, civil servants, and public officials to agencies, organizations, units, and individuals;
b) Other components perform the functions of managing and storing electronic files of cadres, civil servants, and public officials collected and synchronized from related information systems and databases; exploiting and analyzing data to compile statistics, analyze structure, changes, quality of the workforce, forecast human resources; coordinating the provision and sharing of information and data; verifying user identities;
c) Components for connecting and sharing data with other databases and information systems.
2. The Ministry of Home Affairs shall develop and promulgate the Architecture of the National Database on Cadres, Civil Servants, and Public Officials, which includes data architecture and information system architecture suitable for the National Digital Architecture Framework and the National Data Architecture Framework.
Article 7. Technical Infrastructure of the National Database on Cadres, Civil Servants, and Public Officials
1. The technical infrastructure of the National Database on Cadres, Civil Servants, and Public Officials includes: server systems, workstations, equipment ensuring network connectivity, devices ensuring cybersecurity, data encryption devices, storage devices, transmission systems, and related equipment.
2. The National Database on Cadres, Civil Servants, and Public Officials is stored and operated on the infrastructure of the National Data Center.
Section 2
COLLECTION AND UPDATE OF DATA INTO THE NATIONAL DATABASE ON CADRES, CIVIL SERVANTS, AND PUBLIC OFFICIALS
Article 8. Sources of Data Collection and Update
The National Database on Cadres, Civil Servants, and Public Officials collects and updates data from the following sources:
1. Information and data provided by cadres, civil servants, and public officials.
2. Information and data from management operations, digitalization, standardization of files and documents by agencies, organizations, and units.
3. Direct data from management operations, electronic files of cadres, civil servants, and public officials on the cadre management information system.
4. Data shared from other databases and information systems containing data on cadres, civil servants, and public officials.
Article 9. Methods of Collecting and Updating Data into the National Database on Cadres, Civil Servants, and Public Officials
1. Collecting and updating data through system connection to synchronize electronic files from cadre management information systems.
2. Collecting and updating data through system connection to synchronize shared data from other databases and information systems into electronic files of cadres, civil servants, and public officials.
3. Cadres, civil servants, public officials, and agencies using cadres, civil servants, and public officials directly update into the electronic files of cadres, civil servants, and public officials.
4. Synchronizing electronic files of cadres, civil servants, and public officials in the National Database with cadre management information systems to ensure accurate and consistent data.
Article 10. Connection and Sharing of Data to Serve Collection, Update, and Synchronization of Data into the National Database on Cadres, Civil Servants, and Public Officials
1. The National Database on Cadres, Civil Servants, and Public Officials connects, synchronizes, and shares data with related databases and information systems through intermediary systems in accordance with legal provisions on data sharing.
2. Data connection and sharing activities must ensure efficiency, security, cybersecurity, and compliance with the functions, tasks, and authorities of agencies, organizations, and individuals as prescribed by law.
Article 11. Requirements for the Information System for Managing Cadres, Civil Servants, and Public Officials to Serve Collection and Update of Data into the National Database on Cadres, Civil Servants, and Public Officials
When developing, the information system for managing cadres, civil servants, and public officials of cadre management agencies must meet at least the following requirements:
1. Support the creation, updating, management, storage, and circulation of electronic files of cadres, civil servants, and public officials during their work and service at agencies, organizations, and units.
2. Have the capability to connect and synchronize electronic files into the National Database on Cadres, Civil Servants, and Public Officials regularly as required to ensure continuous data updates.
3. Comply with technical standards and data standards for cadres, civil servants, and public officials.

Section 3
MANAGEMENT, EXPLOITATION AND USE OF THE NATIONAL DATABASE ON CIVIL SERVANTS, PUBLIC OFFICIALS AND CIVIL SERVANTS
Article 12. Management of the National Database on Civil Servants, Public Officials and Civil Servants
1. The Government is the owner and exercises unified management over the National Database on Civil Servants, Public Officials and Civil Servants.
2. The Ministry of Home Affairs is the managing agency of the National Database on Civil Servants, Public Officials and Civil Servants; it is responsible for leading the development, operation, exploitation, and use of the National Database on Civil Servants, Public Officials and Civil Servants.
3. Data in the National Database on Civil Servants, Public Officials and Civil Servants are regularly monitored, supervised, and evaluated to ensure the quality and effectiveness of data exploitation, maintenance, and use.
Article 13. Exploitation and Use of the National Database on Civil Servants, Public Officials and Civil Servants
1. Subjects exploiting and using the National Database on Civil Servants, Public Officials and Civil Servants:
a) Administrative agencies managing and utilizing civil servants, public officials, and civil servants exploit and use the National Database on Civil Servants, Public Officials and Civil Servants to serve leadership, guidance, and administrative functions of authorized agencies; policy orientation, strategic planning for development; administrative procedure resolution, improving the quality of public services, and management of civil servants, public officials, and civil servants within their jurisdiction.
b) The Ministry of Home Affairs exploits and uses the National Database on Civil Servants, Public Officials and Civil Servants to serve state administration; statistical and comprehensive work on staffing, organizational structure, civil servants, public officials, and civil servants; administrative procedure resolution, improving the quality of public services; leadership, guidance, and administrative functions of authorized agencies, and policy and legal planning for the development of civil servants, public officials, and civil servants.
c) Civil servants, public officials, and civil servants exploit and use the National Database on Civil Servants, Public Officials and Civil Servants in accordance with this Decree and laws governing the exploitation and use of the National Database and the National Comprehensive Database.
d) Other related agencies and organizations may exploit and use the National Database on Civil Servants, Public Officials and Civil Servants in accordance with the law.
2. Requirements for the exploitation and use of the National Database on Civil Servants, Public Officials and Civil Servants:
The managing agency of the National Database on Civil Servants, Public Officials and Civil Servants, and agencies, organizations, and individuals exploiting and using data from the National Database have the responsibility to apply technical measures and solutions to ensure safe and effective exploitation and use of data; in accordance with the purpose and scope of data exploitation and use.
Article 14. Methods of Exploiting the National Database on Civil Servants, Public Officials and Civil Servants
Agencies, organizations, units, and individuals exploit the National Database on Civil Servants, Public Officials and Civil Servants through the following methods:
1. Connecting relevant databases and information systems of agencies, organizations, and units to the National Database on Civil Servants, Public Officials and Civil Servants through intermediary systems for data sharing in accordance with the law to exploit and use data.
2. Searching, using information and data provided through the National Database via accounts assigned to agencies, organizations, and individuals.
3. Through the National Comprehensive Database in accordance with regulations on the exploitation and use of the National Comprehensive Database.
4. Sending written requests for information to the managing agency of the national database. Based on the content, scope, and purpose of the requested information, the managing agency of the National Database on Civil Servants, Public Officials and Civil Servants provides information in accordance with regulations. Information provision ensures compliance with laws protecting personal data and state secrets.
Article 15. Information and Data about Civil Servants, Public Officials and Civil Servants Provided on the National Database on Civil Servants, Public Officials and Civil Servants
1. Providing to agencies, organizations, and units:
a) Shared data for the purpose of administrative procedure resolution for civil servants, public officials, and civil servants;
b) Synchronized data to standardize and unify data between relevant databases and information systems of agencies, organizations, and units with data in the National Database on Civil Servants, Public Officials and Civil Servants;
c) Comprehensive, statistical, and analytical data on civil servants, public officials, and civil servants; extracts and abstracts of electronic files of civil servants, public officials, and civil servants serving leadership, guidance, and administrative functions and management of civil servants, public officials, and civil servants by authorized agencies;
d) Shared data for training, capacity building, and policy, legal, and strategic planning for civil servants, public officials, and civil servants; research activities to improve the quality of training and human resource development;
đ) Electronic files of civil servants, public officials, and civil servants serving planning, transfer, appointment, rotation, and other management requirements of authorized agencies;
e) Confirmation according to authority of the contents specified in point a, Clause 2 of this Article. Confirmation and information request procedures for confirmed content are carried out in accordance with laws on electronic transactions.
2. Providing to civil servants, public officials, and civil servants:
a) Searching, extracting information, data, and electronic files of civil servants, public officials, and civil servants; electronic curriculum vitae, extracts and abstracts of electronic files, information on career progression, salary changes, performance results, commendations and awards; training and capacity building history;
b) Notifications regarding rights and obligations of civil servants, public officials, and civil servants: salary increments based on years of service, end of appointment term, updating of electronic files; surveys of civil servants, public officials, and civil servants; information on relevant documents and policies concerning civil servants, public officials, and civil servants and other prescribed contents.
3. The exploitation and use of information and data provided to agencies, organizations, and individuals as stipulated in Clause 1 and Clause 2 of this Article shall be implemented in accordance with the methods prescribed in Article 14.
4. The information and data provided to agencies, organizations, and individuals as stipulated in Clause 1 and Clause 2 of this Article are appropriate to the authority, role, and scope of exploitation and use of agencies, organizations, and individuals to ensure information security and protect personal data, preventing misuse of exploitation and use for improper purposes.
5. The Ministry of Home Affairs guides the exploitation and use of information and data on civil servants, public officials, and civil servants during the implementation of information and data provision on the National Database on Civil Servants, Public Officials and Civil Servants.
Chapter III
ELECTRONIC FILES OF CIVIL SERVANTS AND PUBLIC OFFICIALS
Article 16. Electronic Files
1. The electronic files of civil servants and public officials include:
a) Electronic curriculum vitae;
b) Other file components created from data on civil servants and public officials.
2. Each civil servant and public official has an electronic file assigned a unique identification code (electronic file identification code) for management purposes and electronic retrieval.
3. A unified personal identification number shall be used as the electronic file identification code for civil servants and public officials.
4. The retention period for electronic files shall be carried out in accordance with laws on archives and records management; laws on civil servants and public officials; and laws on data, ensuring the integrity, availability, and accessibility of the data.
Article 17. Electronic Curriculum Vitae
1. The electronic curriculum vitae is established concurrently with the creation of the electronic file and linked to a single electronic file. The electronic curriculum vitae code is uniformly used with the electronic file identification code.
2. The structure of the electronic curriculum vitae is established in compliance with legal regulations on managing civil servant files. The source data for creating the electronic curriculum vitae comes from data on civil servants and public officials.
Article 18. Creation of Electronic Files
1. Responsibility for creating electronic files:
The agency managing civil servants and public officials or the agency authorized to create electronic files of civil servants and public officials shall establish such files through the information management system for civil servants and public officials.
2. Time limit for creating electronic files:
Within three days from the date of announcement or issuance of decisions on election, approval, appointment, designation, or recruitment, the competent authority specified in Clause 1 of this Article must complete the creation of the electronic file.
3. In cases where the appointment, acceptance, or recruitment process of civil servants and public officials is conducted through the information management system for civil servants and public officials, the electronic file of civil servants and public officials will be established simultaneously with the issuance of the appointment, acceptance, or recruitment decision.
Article 19. Updating the Electronic File of Civil Servants and Public Officials
1. Initial declaration of the electronic file:
After the electronic file is established, within three working days, civil servants and public officials are responsible for declaring all information and data on the electronic file and bear legal responsibility for the truthfulness and accuracy of the declared data.
2. Updating the electronic file during work and service:
a) Civil servants and public officials are responsible for regularly updating their personal information when changes occur in the electronic file and bear legal responsibility for the truthfulness and accuracy of the updated information;
b) The agency employing civil servants and public officials is responsible for regularly updating information and data generated from personnel management activities of civil servants and public officials into the electronic file and synchronizing it with the National Database on Civil Servants and Public Officials within three working days from the date of information generation;
c) For data related to civil servants and public officials generated from the information management system for civil servants and public officials, the system must update the data into the electronic file and synchronize it with the National Database on Civil Servants and Public Officials no later than one day after the business process is completed;
d) For data related to civil servants and public officials generated from the management activities of other agencies and organizations, the agency managing the National Database on Civil Servants and Public Officials shall coordinate with the agency managing the database and information system containing these data to periodically synchronize data to collect, compare, and update into the electronic file of civil servants and public officials. In cases where databases or information systems have not been formed or do not meet connection requirements, civil servants and public officials or the employing agency shall directly update the data into the electronic file of civil servants and public officials;
đ) Information and data updated by civil servants and public officials, and the employing agency according to points a, b, and d of this clause are stipulated in the Appendix attached to this Decree;
e) Civil servants and public officials, and the employing agency are responsible for fully and truthfully updating information and data as prescribed in this Article and bear legal responsibility for the truthfulness and accuracy of the updated data.
3. Approval of the electronic file:
a) The agency managing and employing civil servants and public officials or the agency or unit authorized to do so is responsible for checking and verifying the information and data updated by civil servants and public officials to ensure completeness, validity, and consistency, and approve it through digital signature within two working days from the date of notification of the update;
b) After approval, the updated information and data will be uploaded to the electronic file and synchronized with the National Database on Civil Servants and Public Officials.
4. When there are changes in the electronic file of civil servants and public officials, the system must record the updates, including at least the information about the organization or individual making the update, the time of update, and the content of the change, to serve file retrieval, inspection, supervision, and management. At the same time, there must be a convenient and timely method to notify civil servants and public officials of changes in their electronic files.
Article 20. Use of the Electronic File of Civil Servants and Public Officials
1. The components of the electronic file in the National Database on Civil Servants and Public Officials can replace paper file components in the management of civil servants and public officials as prescribed by law and authorized bodies.
2. In cases where paper files are required due to business needs, the managing agency or the employing agency may extract the electronic file of civil servants and public officials from the National Database on Civil Servants and Public Officials, convert it to a paper version for use. The conversion from electronic to paper files shall comply with laws on electronic transactions. Civil servants and public officials do not need to prepare again the components already included in the electronic file.
3. The managing and employing agencies shall not require civil servants and public officials to provide information or file components already available in the National Database on Civil Servants and Public Officials, except when necessary to protect the legitimate rights and interests of individuals, agencies, or organizations. In case of discovering discrepancies in information or data, civil servants and public officials, as well as the managing and employing agencies, shall update the information or data within their jurisdiction onto the electronic file of civil servants and public officials.
4. Authorized agencies, organizations, or individuals may only access and view the electronic file of civil servants and public officials as prescribed by law upon the consent of the person concerned via electronic message. Civil servants and public officials have the right to withdraw their consent. In cases serving personnel management, the managing agency or the employing agency may access and view the electronic file of civil servants and public officials within their jurisdiction and duties and have the obligation to keep information confidential and protect personal data in accordance with the law.
Article 21. Archiving of electronic files of civil servants
The electronic files of civil servants shall be managed and stored in accordance with the provisions of laws on file management for civil servants and laws on archiving.
Article 22. Management and use of data and electronic files of civil servants listed in the State secrets directory
1. For electronic data and files of civil servants listed in the State secrets directory, the managing agencies of the National Database on Civil Servants and the managing agencies of the information management system for civil servants shall have the responsibility to implement measures and methods to ensure confidentiality when managing, storing, transmitting, and using such data and files in an electronic environment in accordance with the provisions of the law.
2. The backup, extraction, management, and use of data and electronic files listed in the State secrets directory shall be carried out in accordance with the provisions of laws on protecting State secrets and laws on cryptography.
Chapter IV
ENSURING FINANCIAL RESOURCES FOR THE CONSTRUCTION, MANAGEMENT, EXPLOITATION AND USE, AND SECURITY OF THE NATIONAL DATABASE ON CIVIL SERVANTS
Article 23. Ensuring financial resources
Financial resources for the construction, development, updating, maintenance, exploitation, and use of the National Database on Civil Servants shall be ensured through the state budget and other legitimate sources of funding in accordance with the provisions of the law.
Article 24. Ensuring security and safety of transmission infrastructure
Utilizing the Specialized Data Transmission Network in Party and State agencies as the transmission infrastructure to connect and share data between the National Database on Civil Servants and other information management systems for civil servants, related databases, and information systems to enhance the security and safety of data for the National Database on Civil Servants.
Article 25. Ensuring data security and confidentiality for civil servants
1. Implementing encryption and decryption measures in accordance with the provisions of laws on protecting State secrets and laws on cryptography when storing and transmitting classified State information.
2. Implementing access control, verification, inspection, and evaluation measures for the security and confidentiality of information and data for the National Database and information management systems for civil servants in accordance with the provisions of laws on cybersecurity and network security.
3. Implementing regular data backup and recovery measures, ensuring data integrity and continuous operation in case of security incidents.
Chapter V
IMPLEMENTATION ORGANIZATION
Article 26. Responsibilities of the Ministry of Home Affairs
1. Taking the lead and coordinating with relevant agencies to organize the implementation, guidance, inspection, and urging of compliance with this Decree.
2. Developing and promulgating technical standards and data formats for civil servants to facilitate data connection between the National Database on Civil Servants and other related databases and information systems.
3. Developing and promulgating regulations on the management, exploitation, and use of the National Database on Civil Servants.
4. Taking the lead and coordinating with relevant agencies to build, regularly update, expand, upgrade, and develop the National Database on Civil Servants to meet the requirements of electronic civil servant management and the requirements for managing, exploiting, and using electronic data and files.
5. Taking the lead and coordinating with relevant ministries, sectors, and agencies to organize the connection of the National Database on Civil Servants with other related databases and information management systems for civil servants, digital platforms, and related information systems to collect and synchronize data.
6. Taking the lead and coordinating with the Ministry of Public Security to synchronize data between the National Database on Civil Servants and the National Population Database to ensure the accuracy and consistency of basic information and data on civil servants.
7. Taking the lead and coordinating with relevant agencies to manage, monitor, supervise, and evaluate the quality of civil servant data from various agencies and organizations.
8. Applying modern scientific and technological platforms to analyze and process civil servant data; in activities related to state administration of civil servants to serve digital transformation and improve administrative efficiency.
9. Coordinating with the Ministry of Public Security and the Government Cryptographic Office to develop, promulgate, and implement regulations on ensuring security, safety, and operation of technical infrastructure serving the National Database on Civil Servants.
Article 27. Responsibilities of the Ministry of Public Security
1. Ensuring infrastructure, security, and safety of the system and data, and being responsible for operating technical infrastructure serving the National Database on Civil Servants located at the National Data Center.
2. Ensuring the safety and operation of the Data Sharing and Coordination Platform to serve the connection, synchronization, and sharing of data between the National Database on Civil Servants and other national databases as prescribed.
3. Implementing technical measures to protect infrastructure, monitor information security, provide early warnings of risks, prevent cyber attacks, respond to incidents, and ensure the integrity, availability, and confidentiality of data during the operation of the National Database on Civil Servants at the National Data Center.
4. Coordinating with the Ministry of Home Affairs:
a) Connecting the National Population Database with the National Database on Civil Servants to synchronize data and ensure the accuracy and consistency of basic information and data on civil servants;
b) Connecting and synchronizing data between the National Population Database, other databases, and information systems under the management of the Ministry of Public Security containing data on civil servants to match, clean, share, and update data to ensure accuracy and consistency.
5. Taking the lead and coordinating with the Ministry of Home Affairs and the Government Cryptographic Office to develop, promulgate, and implement regulations on cooperation to ensure security, safety, and operation of technical infrastructure serving the National Database on Civil Servants.
6. Coordinating with the Ministry of Science and Technology and the Government Cryptographic Office to ensure the security and safety of the Specialized Data Transmission Network in Party and State agencies to meet the operational requirements of the National Database on Civil Servants.
Article 28. Responsibilities of the Ministry of Science and Technology
1. To take the lead and coordinate with the Ministry of Public Security and the Government Cryptographic Committee to ensure security, safety, and development and smooth operation of the Specialized Data Transmission Network for Party and State agencies, meeting the requirements for the National Database on Cadres, Civil Servants, and Public Officials.
2. To ensure security and operation of the National Data Integration and Sharing Platform serving the connection, synchronization, and sharing of data between the National Database on Cadres, Civil Servants, and Public Officials and other related databases and information systems.
Article 29. Responsibilities of the Government Cryptographic Committee
1. To take the lead and coordinate with relevant ministries, sectors, and agencies to implement encryption and decryption solutions in accordance with laws on state secrets protection and cryptographic regulations to ensure security, safety, and confidentiality of cadre, civil servant, and public official information during storage and transmission.
2. To coordinate with the Ministry of Public Security and the Ministry of Home Affairs to develop, issue, and implement regulations on cooperation to ensure security, safety, and technical infrastructure operation serving the National Database on Cadres, Civil Servants, and Public Officials.
Article 30. Responsibilities of Ministries, Agencies Equivalent to Ministries, Government Agencies; Provincial People's Committees and Other State Agencies
1. To ensure necessary conditions for building, maintaining, updating, and developing information management systems for cadres, civil servants, and public officials within their jurisdiction to serve the collection, updating, synchronization of data and electronic files of cadres, civil servants, and public officials into the National Database on Cadres, Civil Servants, and Public Officials.
2. To direct and guide subordinate agencies, organizations, units, and individuals to regularly review, update, and use data within their authority; to ensure timely updates of cadre, civil servant, and public official electronic data; to be responsible for reviewing, checking, and verifying data before updating and synchronizing it into the National Database on Cadres, Civil Servants, and Public Officials.
3. To cooperate with the Ministry of Home Affairs in collecting and updating data into the National Database on Cadres, Civil Servants, and Public Officials; to connect and synchronize data between databases and information systems under their management containing related cadre, civil servant, and public official data for matching, cleaning, sharing, and updating data accurately and consistently; to monitor and evaluate the quality and effectiveness of data synchronization regarding cadres, civil servants, and public officials.
4. To frequently exploit and use information and data provided on the National Database on Cadres, Civil Servants, and Public Officials in management activities, implementation of reporting, compilation, statistics, administrative procedures, and other activities related to cadres, civil servants, and public officials to enhance the efficiency of cadre, civil servant, and public official management and utilization; advisory work, policy planning, training, and development of the cadre, civil servant, and public official workforce.
Chapter VI
IMPLEMENTATION PROVISIONS
Article 31. Effective Date
This Decree shall take effect from July 1, 2026.
Article 32. Responsibility for Implementation
Ministers, Heads of agencies equivalent to ministries, Heads of government agencies; Chairpersons of provincial people's committees directly under the central government and relevant agencies, organizations, and individuals shall be responsible for implementing this Decree.
