Guidelines for certain contents of implementing the National Target Program on New Rural Development for the period 2021-2025 within the scope of management of the Ministry of Agriculture and Rural Development the Ministry of Agriculture and Rural Development

Circular No. 05/2022/TT-BNNPTNT dated July 25, 2022, of the Minister of Agriculture and Rural Development guiding certain contents of implementing the National Target Program on New Rural Development for the period 2021-2025 within the scope of management of the Ministry of Agriculture and Rural Development, amended and supplemented by:

Circular No. 07/2024/TT-BNNPTNT dated May 31, 2024, of the Minister of Agriculture and Rural Development amending and supplementing certain provisions of Circular No. 05/2022/TT-BNNPTNT dated July 25, 2022, of the Minister of Agriculture and Rural Development guiding certain contents of implementing the National Target Program on New Rural Development for the period 2021-2025 within the scope of management of the Ministry of Agriculture and Rural Development, which takes effect from May 31, 2024.

Pursuant to Decree No. 105/2022/NĐ-CP dated December 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 27/2022/NĐ-CP dated April 19, 2022, of the Government stipulating the management mechanism and organization of implementation of national target programs (hereinafter referred to as Decree No. 27/2022/NĐ-CP);

Implementing Decision No. 1689/QĐ-TTg dated October 11, 2021, of the Prime Minister promulgating the Plan to implement Resolution No. 25/2021/QH15 dated July 28, 2021, of the National Assembly approving the investment plan for the National Target Program on New Rural Development for the period 2021-2025;

Implementing Decision No. 263/QĐ-TTg dated February 22, 2022, of the Prime Minister approving the National Target Program on New Rural Development for the period 2021-2025 (hereinafter referred to as Decision No. 263/QĐ-TTg);

The Minister of Agriculture and Rural Development issues this Circular guiding certain contents of implementing the National Target Program on New Rural Development for the period 2021-2025 within the scope of management of the Ministry of Agriculture and Rural Development^[1].

Chapter I. GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. Scope of application: This Circular guides certain contents of implementing the National Target Program on New Rural Development for the period 2021-2025 as stipulated in Decision No. 263/QĐ-TTg dated February 22, 2022, of the Prime Minister approving the National Target Program on New Rural Development for the period 2021-2025 (hereinafter referred to as the New Rural Development Program) within the scope of management of the Ministry of Agriculture and Rural Development in rural areas throughout the country.

Article 2. Applicability: This Circular applies to organizations and individuals related to the implementation of the New Rural Development Program at villages, hamlets, ấp, bản, buôn, phum, sóc (hereinafter referred to as villages), communes, districts, towns, cities in the communes of 63 provinces and centrally-administered municipalities.

Article 2. Implementation Principles

1. ^[2]Implementation principles as prescribed in Article 4, Chapter I, Decree No. 27/2022/NĐ-CP.

Point 2. Closely integrate the New Rural Development Program with the National Target Program on Sustainable Poverty Reduction, the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, other ongoing programs and projects in rural areas; align with local socio-economic development plans and be consistent with approved rural new development planning schemes.

Article 3. Plan for Implementing the New Rural Development Program^[3]

The establishment, approval, and assignment of the plan for implementing the New Rural Development Program shall be carried out in accordance with the provisions of Chapter II of Decree No. 27/2022/NĐ-CP (amended and supplemented at Clause 2, Clause 3, Clause 4, Article 1 of Decree No. 38/2023/NĐ-CP) and related guiding documents.

Chapter II. ORGANIZATION AND IMPLEMENTATION OF PROGRAM CONTENTS

Section 1. DEVELOPMENT OF ECONOMIC AND SOCIAL INFRASTRUCTURE, INTEGRATED AND SUSTAINABLE, TO ENSURE CONNECTION BETWEEN RURAL AND URBAN AREAS AND REGIONS

Article 4. Improving and Enhancing the Quality of the Water Resources System and Disaster Prevention and Control at Commune and District Levels to Ensure Sustainability and Adaptation to Climate Change

1. Improving and Enhancing the Quality of the Water Resources System at Commune and District Levels:

a) Reviewing, improving mechanisms, policies, and guidelines for enhancing the quality of the water resources system; supporting key policy contents for small-scale water resource development, intra-field irrigation systems, and advanced water-saving irrigation methods as prescribed in Decree No. 77/2018/NĐ-CP dated May 16, 2018 of the Government;

b) Reviewing, adjusting, and supplementing water resources content into the planning for building district regions and general planning for commune construction;

c) Constructing new, renovating, and upgrading water resources works in line with the general planning for commune construction and district region construction, creating connections between communes;

d) Investing in constructing intra-field irrigation works linked with land consolidation, applying advanced farming techniques, water-saving irrigation, and reducing greenhouse gas emissions;

đ) Establishing and reinforcing organizations managing and operating water resources works to ensure effective and sustainable operation; Mobilizing community participation, applying scientific and technological advancements in investment, management, and operation of water resources works; Training and enhancing the capacity of organizations and individuals involved in managing and operating water resources works;

e) Carrying out maintenance of water resources works in accordance with regulations; conducting inventory, monitoring, and handling violations within the protected area of the works and wastewater discharged into the works, ensuring safety of the works and water quality in the works;

g) Building some models of smart irrigation and water-saving irrigation as a basis for replication and proposing appropriate mechanisms and policies;

h) Providing information and communication on state policies and laws regarding the management and operation of water resources works to raise public awareness about protecting the works, water quality, and water-saving usage;

i) ^[4]Developing national technical standards and economic-technical norms for investment, management, and operation of water resources works;

k) ^[5]Developing and disseminating technical guidance materials to serve the improvement and enhancement of the water resources system, implementing water resources criteria;

2. Improving and Enhancing the Quality of the Disaster Prevention and Control System at Commune and District Levels:

a) Reviewing, improving mechanisms, policies, and guiding documents for implementing the Law on Natural Disaster Prevention and Control, the Law Amending and Supplementing Certain Provisions of the Law on Natural Disaster Prevention and Control, and the Law on Dyke Management at the provincial level to ensure consistency, feasibility, and effective implementation in line with local conditions;

b) Integrating disaster prevention and control content into commune and district socio-economic development plans to meet requirements for proactive natural disaster prevention and control according to the "4-in-place" principle in new rural development;

c) Guiding, developing, and updating disaster prevention and control plans, emergency response plans, and disaster prevention maps in new rural development;

d) Preparing and maintaining regularly or having ready plans to mobilize materials, equipment, and supplies for disaster prevention and control activities according to approved plans; organizing community participation in risk assessment and mapping disaster prevention;

đ) Constructing, repairing, and upgrading disaster prevention and control works and essential infrastructure to reduce disaster risks serving disaster prevention and control in new rural development; arranging and resettling residents in areas frequently affected by disasters in conjunction with new rural development; installing guidance and warning signs at high-risk disaster points;

e) Strengthening, reinforcing, training, practicing, and investing in equipment to enhance the capacity of disaster prevention and control forces, provincial, district, and commune-level officials, disaster prevention and control teams, and residents to meet the needs of immediate disaster prevention and control at the grassroots level according to the "4-in-place" principle; developing training, guidance, and promotional materials and activities for disaster prevention and control in new rural development;

g) Reviewing, upgrading, and completing communication equipment to ensure information dissemination, guidance, and warnings to the public; promptly evacuating people and minimizing risks when disasters occur;

h) Building model projects as a basis for replication and proposing appropriate mechanisms and policies;

i) Popularizing knowledge and skills for disaster prevention and control among the public and communities; integrating disaster prevention and control content into new rural development activities in cultural events and communications;

k) Organizing inspections, reviews, preventing, and handling violations of laws concerning the protection of disaster prevention and control works in new rural development.

Article 5. Investment in building county-level agricultural product procurement-supply centers for safe agricultural products; agricultural technology centers; modern agricultural product supply systems.

Clause 1. Agricultural technology centers: Implemented in accordance with the provisions of Resolution No. 08/NQ-CP dated January 24, 2018 of the Government on the Program of Action of the Government to implement Resolution No. 19-NQ/TW dated October 25, 2017 of the Sixth Plenary Session of the Central Committee of the Communist Party of Vietnam's XIIth tenure on continuing to reform the organizational structure and management, improving the quality and efficiency of public service units; Decree No. 120/2020/NĐ-CP dated October 7, 2020 of the Government on the establishment, restructuring, dissolution of public service units and other relevant regulations.

2. ^[6]County-level agricultural product procurement-supply centers for safe agricultural products and modern agricultural product supply systems shall be implemented in accordance with the guidelines of the Ministry of Agriculture and Rural Development and current laws.

Article 6. Investment in synchronous infrastructure in concentrated raw material areas linked to value chains, infrastructure in clusters of rural craft villages and rural trades.

Clause 1. Concentrated investment in synchronous infrastructure in concentrated raw material areas linked to value chains.

a) ^[7]Effectively build and develop concentrated raw material areas in accordance with the orientations set out in Decree No. 98/2018/NĐ-CP dated July 5, 2018 of the Government on policies to encourage cooperation and linkage in production and consumption of agricultural products; Decision No. 100/QĐ-TTg dated January 19, 2019 of the Prime Minister approving the project to deploy, apply and manage traceability systems; Decision No. 1804/QĐ-TTg dated November 13, 2020 of the Prime Minister approving the program to support the development of collective economic organizations and cooperatives during the period 2021-2025; Decision No. 255/QĐ-TTg dated February 25, 2021 of the Prime Minister approving the plan to restructure the agriculture sector during the period 2021-2025; Decision No. 885/QĐ-TTg dated June 23, 2020 of the Prime Minister approving the project to develop organic agriculture during the period 2020-2030 and according to the planning of concentrated raw material areas of localities.

b) Consolidate, upgrade and develop production area infrastructure, including both agricultural production infrastructure and infrastructure serving the development of preliminary processing, processing, preservation and trade of agricultural products.

Clause 2. Investment in infrastructure for industrial clusters of rural craft villages and rural trades shall be carried out in accordance with the provisions of Decree No. 52/2018/NĐ-CP dated April 12, 2018 of the Government on developing rural trades (hereinafter referred to as Decree No. 52/2018/NĐ-CP).

Article 7. Construction and completion of centralized water supply works meeting quality standards as prescribed.

Clause 1. Investment in centralized rural clean water supply projects through socialization and public-private partnership models for plains, densely populated areas with favorable socio-economic conditions; support investment in construction of projects for remote, mountainous, ethnic minority areas, coastal fringe, border, island regions; ensure accurate pricing, cross-subsidy in investment transfer and management of centralized rural clean water supply projects.

Clause 2. Investment in construction of centralized rural clean water supply projects linked to sustainable exploitation and operation management after investment, in line with new rural development plans and other related plans, responding to water resource degradation, natural disasters, adapting to climate change.

Clause 3. Investment in repair, upgrading, expansion of existing centralized rural clean water supply projects to meet economic and social development needs; upgrade and replace water treatment equipment and technology lines to meet health ministry standards.

Clause 4. Investment in construction of large-scale centralized rural clean water supply projects spanning multiple communes and districts, integrated with rural infrastructure, connected to urban water supply systems where appropriate to ensure effective and sustainable operations; prioritize using water from irrigation systems, reservoirs, and dams for domestic water supply.

Clause 5. Investment in water supply source projects for areas with scarce and difficult water resources, regions frequently affected by drought, saline intrusion, and water pollution.

6. [8Organize monitoring and evaluation of rural clean water quality; apply the Rural Clean Water Monitoring-Evaluation Index System issued by the Ministry of Agriculture and Rural Development in the recognition of new rural areas at all levels; promote and mobilize people to participate in managing, protecting, and using clean water from centralized water supply projects.

Article 8. Developing household and village-scale models for treating domestic wastewater^[9]

1. Reviewing and developing plans to organize drainage and treat domestic wastewater, integrating them into the overall construction planning of communes and implementing drainage and domestic wastewater treatment projects according to the developed plans.

2. Applying and transferring advanced technologies for treating household and village-scale domestic wastewater suitable to regional conditions.

3. Building pilot models for treating domestic wastewater using ecological technology, low-cost, simple design; constructing and expanding household and village-scale domestic wastewater collection and treatment models in rural areas following the guidelines of the Ministry of Agriculture and Rural Development, ensuring ease of construction, use, operation, and suitability to local characteristics.

4. Promoting awareness campaigns to encourage residents to improve drainage systems and apply appropriate domestic wastewater treatment models based on actual conditions, minimizing untreated wastewater discharges into the environment.

Section 2. EFFECTIVELY IMPLEMENTING THE RESTRUCTURING OF THE AGRICULTURAL SECTOR AND DEVELOPING RURAL ECONOMIES; STRONGLY PROMOTING THE ONE-VILLAGE-ONE-PRODUCT PROGRAM; DEVELOPING RURAL HANDICRAFTS AND SERVICES; DEVELOPING RURAL TOURISM; IMPROVING THE EFFICIENCY OF COLLECTIVE ECONOMIC ORGANIZATION ACTIVITIES

Article 9. Implementing the restructuring of the agricultural sector and developing rural economies, small-scale industries, and services towards circular economy, ecological agriculture, leveraging geographical, climatic, natural landscape advantages, and socio-economic infrastructure.

Implementing Decision No. 150/QD-TTg dated January 28, 2022 of the Prime Minister approving the Strategy for Sustainable Development of Agriculture and Rural Areas from 2021 to 2030 with a vision to 2050; Decision No. 255/QD-TTg dated February 25, 2021 of the Prime Minister approving the Plan for Restructuring the Agricultural Sector from 2021 to 2025, and related guiding documents.

Article 10. Developing cooperation and linkage in agricultural production and consumption, and effectively building and developing concentrated raw material zones; supporting mechanization and high-tech application in modern agricultural production.^[10]

1. Developing cooperation and linkage in agricultural production and consumption

a) Reviewing and perfecting mechanisms and policies to promote the development of cooperation and linkage in agricultural production and consumption;

b) Providing information and communication about state policies, laws, models, and experiences in developing production and consumption linkages in agriculture;

c) Building pilot models as a basis for expansion and proposing appropriate mechanisms and policies;

d) Training to enhance the capacity, knowledge, and skills of officials responsible for managing state activities related to the development of cooperation and linkage in agricultural production and consumption, and farmers, groups, cooperatives, and enterprises participating in such development;

đ) ^[11]Supporting key policy contents for cooperation and linkage and the development of chain contracts for agricultural product consumption according to Decree No. 98/2018/NĐ-CP dated July 5, 2018 of the Government on policies encouraging the development of cooperation and linkage in agricultural production and consumption, and according to Article 21 of Decree No. 27/2022/NĐ-CP (amended and supplemented at Clause 12, Article 1 of Decree No. 38/2023/NĐ-CP);

e) Organizing surveys, evaluations, trade promotion, investment promotion activities to facilitate meetings, cooperation, and linkage in agricultural production and consumption.

2. Effectively building and developing concentrated raw material zones

a) Supporting the establishment, consolidation, and development of farmer cooperative organizations (cooperatives, associations, industry associations) within raw material zones;

b) Supporting agricultural extension work and the transfer of science and technology, developing community agricultural extension models following the guidelines of the Ministry of Agriculture and Rural Development;

c) ^[12]Supporting key policy contents for cooperation and linkage and the development of chain contracts for agricultural product consumption according to Decree No. 98/2018/NĐ-CP dated July 5, 2018 of the Government on policies encouraging the development of cooperation and linkage in agricultural production and consumption, and according to Article 21 of Decree No. 27/2022/NĐ-CP (amended and supplemented at Clause 12, Article 1 of Decree No. 38/2023/NĐ-CP);

d) ^[13]Supporting public services in raw material zones, such as: issuing planting area codes, tracing product origins; confirming and certifying quality standards, conformity marks (OCOP, ecological, organic...), providing weather and market information for agricultural products;

d) Prioritizing digital transformation activities in raw material zones, such as: creating digital agricultural maps (land, weather, climate, crop distribution, varieties, biodiversity...); mapping production plans, crop rotation, staggered planting according to consumption and processing capacities; tracing product origins; monitoring environmental conditions (soil, water...);

e) Encouraging the comprehensive application of machinery, equipment, and technology across agricultural production stages with trained human resources, ensuring labor safety, technical infrastructure, and organized agricultural production, including building and developing comprehensive mechanization projects in agriculture and regional mechanization center projects, in accordance with current laws and related guiding documents;

g) Training to enhance the capacity, knowledge, and skills of state management officials, enterprises, groups, cooperatives, and farmers participating in raw material zones;

h) Communicating policies and promoting the development of raw material zones, exchanging experiences through visits; organizing forums, roundtables, seminars, handbooks, leaflets, guidance materials... for managing and developing raw material zones;

i) Organizing trade promotion, investment promotion activities, agricultural product fairs; connecting consumption and developing markets for rural agricultural products; establishing a website to introduce and promote products; setting up and operating an electronic commerce portal for trade connections within raw material zones;

k) Organize conferences, seminars, inspections, and evaluations on the work of building and developing effective concentrated raw material areas, synchronized mechanization, enhancing processing and preservation capacity of agricultural products along value chains linked to quality standards and raw material region codes; applying high technology in modern agricultural production, restructuring production, contributing to promoting digital transformation in agriculture.

3. ^[14]Support mechanization and the application of high technology in modern agricultural production

a) Purchase machines, equipment, and technology for agricultural mechanization;

b) Train and educate operators of machines, equipment, and technology;

c) Provide production premises according to the provisions of Article 11 of the Small and Medium-sized Enterprise Support Law or Article 21 of the Cooperative Law;

d) Organize conferences, seminars, inspections, and evaluations on the degree of implementation of mechanization in agricultural production.

Article 11. Effectively implement policies on investment in forest protection and development, payment for forest environmental services, and the Sustainable Forestry Development Program for the period 2021-2025

1. Continue to effectively implement policies on investment in forest protection and development, and payment for forest environmental services

Implement the contents stipulated in Decree No. 156/2018/ND-CP dated November 16, 2018, of the Government detailing certain provisions of the Forest Law; Decree No. 83/2020/ND-CP dated July 15, 2020, of the Government amending and supplementing certain articles of Decree No. 156/2018/ND-CP dated November 16, 2018; Decree No. 75/2015/ND-CP dated September 9, 2015, of the Government on policies for forest protection and development linked with sustainable poverty reduction policies and support for ethnic minorities, and related guiding documents.

2. Develop sustainable forestry for the period 2021-2025

Implement the contents prescribed in Decision No. 809/QD-TTg dated July 12, 2022, of the Prime Minister approving the Sustainable Forestry Development Program for the period 2021-2025, guidelines of the Ministry of Agriculture and Rural Development, and related guiding documents.

Article 12. Develop rural industries; promote salt production along value chains; implement the One Commune One Product Program (OCOP)

1. Develop rural industries

Implement the contents stipulated in Decree No. 52/2018/ND-CP and related implementing documents, focusing on the following contents:

a) Implement the construction of models for developing rural industries; preserve and develop traditional craft villages; prioritize constructing models for preserving and developing traditional craft villages linked with tourism, developing handicraft products linked with tourism and export;

b) Organize the annual Vietnam Handicraft Products Competition;

c) Establish criteria for evaluating the activities of craft villages; establish criteria and guidelines for recognizing, developing, and honoring master craftsmen and skilled workers in craft villages;

d) Organize vocational training for laborers in craft villages; build a digital map of Vietnamese craft villages; promote digital transformation in the field of rural industries; update information and databases on craft villages; raise awareness about production linked with environmental protection in craft villages; produce documentary films about the production of rural industry products; develop product designs and promote rural industry products to promote rural tourism;

đ) Build an online information portal to introduce products and sell them online; design product models and packaging; build brands and geographical indications for origin of goods, protect trademark rights.

2. Preserve and promote traditional craft villages in rural areas

Implement the contents at Decision No. 801/QD-TTg dated July 7, 2022, approving the program for preserving and developing rural craft villages for the period 2021-2030 and related implementing documents, focusing on the following contents:

a) Review and recognize traditional craft villages: Conduct surveys, statistics, assessments, and classifications of the list of traditional craft villages that have not met recognition criteria to plan appropriate support for preservation and development. Accelerate the progress of establishing files and recognizing traditional craft villages that have met the criteria according to regulations to provide support under policy;

b) Restore and preserve traditional craft villages at risk of disappearing;

For those craft villages currently in decline and at risk of disappearing: Support conservation efforts; conduct investigations, identify, and develop projects to maintain households or groups of households engaged in "demonstration" activities to preserve and pass on skills and meet cultural and tourism needs.

For those craft villages facing difficulties: Support and create conditions for skilled artisans and production facilities to maintain the production of unique products serving community life and festivals, and aim to produce high-value premium products to meet domestic consumer preferences and for export.

Carry out collection, preservation, and innovation of exquisite and unique traditional techniques and patterns on products, and develop advanced and modern technologies suitable for production in craft villages.

Organize training, skill transmission, improve worker skills, refine product designs, enhance product quality, seek markets for product sales, and create conditions for craft villages to recover and develop. Establish and maintain the operation of craft village professional organizations.

c) Support the development of recognized traditional craft villages that are operating well and have the potential to spread to other areas.

Vigorously develop traditional craft villages producing products with high economic value, cultural content, and export potential such as processed agricultural, forestry, and aquatic products, rattan weaving, ceramics, embroidery, lacquerware, jewelry... Encourage the spread of traditional crafts to surrounding areas and strongly support creative new product development.

Invest in and support the application of new science and technology to certain production stages while combining traditional techniques without affecting the artistic value, aesthetic value, and traditional value of the products. Upgrade and improve environmental treatment measures and facilities.

Encourage and support large production facilities with capacity to move into industrial zones and clusters to invest in modern machinery and equipment, expand production scale, and develop products; small production facilities should link up with larger ones to market their products. Establish and effectively operate professional organizations for craft villages.

3. Promote salt production along the value chain

Implement the provisions set forth in Decree No. 40/2017/NĐ-CP dated April 5, 2017 of the Government on managing salt production and business; Decision No. 1325/QĐ-TTg dated August 31, 2020 of the Prime Minister approving the Salt Industry Development Program for the period 2021-2030, focusing on implementing the following contents:

a) Implement the construction of models and projects to restore, preserve, and develop traditional salt-producing craft villages, diversify salt-based products linked with rural tourism in localities. The contents that need to be implemented to restore, preserve, and develop the salt-making industry include:

Support the preservation and development of traditional salt production methods (sun-drying sand, sun-drying water dispersion) to enhance productivity, quality, and efficiency of salt production in traditional salt fields, increasing income for salt workers;

Support infrastructure for production, promote processing and trade, diversify salt-based products combined with serving good tourist activities at salt areas and fields;

Establish cooperatives and production and business associations for salt; production and consumption chains linked with rural tourism in localities;

Train and educate laborers in the region about salt production, processing, and preservation methods.

b) Invest in and support the construction and expansion of models linking salt production along the value chain from production, processing to consumption; pilot models of salt production combined with rural tourism and resort tourism; models applying advanced technologies in clean salt production; models producing salt rich in natural minerals and micronutrients with low sodium chloride (NaCl) content beneficial to health;

c) Invest in machinery and equipment for salt production and processing: Support investment in systems of equipment for salt processing, quality analysis, packaging design for medium and small salt production and processing facilities to meet market demands;

d) Support the renovation and upgrading of salt storage systems: Encourage and support individuals and organizations to invest in and renovate salt storage systems;

đ) Develop and promote One Commune One Product (OCOP) products for salt and salt-based products characteristic of localities; salt products rich in natural minerals and micronutrients with low sodium chloride (NaCl) content beneficial to health, environmentally friendly, and suitable for market demand, serving rural tourism and health care services;

e) Support the establishment of electronic information websites, QR code registration and usage for product introduction and online sales; design product packaging; build brands and geographical indications for salt products in localities, promoting trade in salt-based products.

4. Implement the One Commune One Product (OCOP) Program

Implement according to the contents stipulated in Decision No. 919/QĐ-TTg dated August 1, 2022 of the Prime Minister approving the One Commune One Product Program for the period 2021-2025, current laws, and related guiding documents. Build a National Exhibition and Development Space for OCOP Products to promote innovation, connect supply and demand, promote and introduce OCOP products domestically and internationally. Focus on implementing the following contents:^[15]

a) Organize production linked with developing distinctive raw material regions:

Prioritize reasonable investment in infrastructure for raw material regions based on natural conditions, cultural traditions, and production customs of rural residents, especially mountainous areas and ethnic minority groups, contributing to sustainable development and adaptation to climate change.

Develop OCOP products linked with building distinctive agricultural and medicinal raw material regions certified with planting area codes, oriented towards organic production, ecological agriculture, resource conservation, nature preservation, biodiversity, food safety, traceability, maintaining rural landscapes, and environmental protection.

Strengthen sustainable linkage and traceability between OCOP product producers and raw material regions.

b) Standardize processes, standards, and develop OCOP products along the value chain, in line with production advantages and market requirements:

Vigorously standardize products based on the advantages and conditions of each locality, including: Local specialties and traditional products linked with production advantages and local cultural values, particularly village crafts and traditional trades, rural tourism services; new products formed through the application of science and technology based on local advantages, with outstanding and distinctive quality, prioritizing: (i) Small-scale handicraft products and traditional trades created by artisans and communities, (ii) Products processed from local specialties and raw materials and indigenous knowledge, (iii) Products contributing to the preservation of traditional culture; establish a set of tools to guide the standardization of processes and product standards participating in the Program according to the OCOP criteria.

Developing OCOP products according to six groups, prioritizing agricultural, non-agricultural, distinctive traditional services with advantages in each locality, focusing on enhancing internal strength (creative intellect, labor, raw materials, local culture...), increasing value, and linking with community development: Investing in applying science and technology, innovating and perfecting production technology, processing, preservation, and product manufacturing processes to improve productivity and quality of OCOP products; producing according to advanced quality management procedures, forming characteristic, high-quality, safe food, environmentally friendly OCOP products that meet market requirements; building models for developing raw material regions linked with OCOP products along the value chain; building models for agricultural and rural tourism experiences linked with distinctive OCOP products by region, area, and ethnic group.

Upgrading and perfecting OCOP products that have been evaluated and ranked (reaching three stars or higher) in line with domestic market demand and export needs.

Establishing standards and testing, developing green OCOP products towards a circular economy linked with export markets based on unique advantages of natural conditions, socio-economic characteristics of each region.

c) Enhancing capacity and effectiveness of OCOP subjects:

Organizing training and workshops to enhance the capacity of OCOP subjects in community capacity and cooperative spirit; innovating production organization forms, management skills; product innovation; quality management, food safety; packaging design, labeling, and product appearance skills; intellectual property rights, traceability along the value chain, strengthening the use and exploitation of community brands for rural products.

Supporting to enhance the effectiveness of operations of cooperatives, small and medium enterprises linked with the OCOP product value chain.

d) ^[16]Regarding promotion, trade facilitation, supply-demand connection:

Strengthening trade promotion activities, connecting supply and demand for OCOP products through trade fairs, exhibitions, events honoring, promoting, and introducing distinctive annual OCOP products tied to national, regional, local, and international cultural events; promoting consumption of OCOP products linked with key tourism markets.

Building and managing the OCOP Vietnam brand comprehensively and effectively; strengthening protection of intellectual property rights, improving image, recognition, and value of OCOP products in the market.

Testing and expanding model points for introducing and selling OCOP products following the Ministry of Industry and Trade's guidelines on establishing OCOP product introduction and sales points (as assigned in Decision No. 919/QĐ-TTg dated August 1, 2022, approving the One Commune One Product Program for the 2021-2025 period by the Prime Minister). Prioritizing the establishment of OCOP product introduction and sales points linked with major cities, tourist centers, agricultural and rural tourism in localities.

Building a suitable distribution system, gradually establishing a specific and distinctive OCOP product introduction and sales system linked with gift and specialty local products.

Building a system for promoting trade and advertising OCOP products in the international market; enhancing logistics system capabilities in OCOP product trade; building and implementing programs for promoting trade, advertising, and brand recognition for national OCOP products.

Building a National Exhibition and Development Space for OCOP Products to promote, introduce, develop products, connect supply and demand, and the national OCOP product market.

Strengthening international cooperation activities in promotion, introduction, and trade promotion to develop OCOP products in foreign markets.

đ) ^[17]Building and perfecting the management and monitoring system for OCOP products:

Organizing annual evaluation and ranking of OCOP products according to Decision No. 148/QĐ-TTg dated February 24, 2023, issued by the Prime Minister on issuing criteria and procedures for evaluating and ranking products under the One Commune One Product Program; strengthening the application of digital technology in organizing evaluations and rankings of OCOP products.

Building a reporting system and managing databases on OCOP products at all levels (central, provincial, district). Strictly managing and supervising OCOP products to enhance quality, value, and promote supply-demand connections for OCOP products.

Establishing regulations and promoting inspection and supervision activities on the implementation of policies and regulations regarding product evaluation and ranking in localities, maintaining production conditions of subjects and product quality after evaluation and recognition.

Studying and building technical standards for monitoring and evaluating OCOP products.

Testing and building appropriate timelines for applying socialized mechanisms in monitoring, evaluation, and ranking OCOP products.

e) Enhancing the capacity of the support system for implementing the Program:

Organizing management and operation of activities of Regional Creative Design and OCOP Product Development Centers linked with the entrepreneurship, promotion, introduction, and trade of OCOP products across the country, aiming to attract participation from subjects and link with tourism.

Establishing criteria, enhancing capacity, and organizing management and supervision of the advisory network to form a professional, experienced, capable, united, and consistent advisory network for the OCOP Program nationwide.

Enhancing the capacity of vocational training institutions linked with the OCOP Program; creative design and OCOP product development centers; adjusting and supplementing vocational training regulations (program framework, training content, age for training...) linked with OCOP products; strengthening the capacity of agricultural officials at localities (agricultural extension, industrial promotion).

Promoting women and youth entrepreneurship movements, cooperative entrepreneurship linked with OCOP product development.

g) Strengthening digital transformation:

Promote the application of information technology and digital transformation in communication; build and manage data files for OCOP products, digitize the process of receiving applications, scoring, and ranking products; digitize products and establish a traceability system according to the value chain of OCOP products; aim to form a national database on the OCOP Program.

Promote the development of e-commerce for OCOP products through electronic trading platforms, online sales channels, and live-streaming sales, particularly for small-scale products, regional specialties, and local products.

Implement the initiative "Each farmer is a trader" to optimize the application of digital technology in the production and trade of OCOP products.

h)||| ^[18]Implement some pilot models under the OCOP Program regarding: Developing the value chain of OCOP products linked with local raw material areas, developing small and medium-sized processing; green OCOP products linked with community management goals in natural resource management, biodiversity conservation, and OCOP tourism services linked with enhancing the role of the community in accordance with the guidelines of the Ministry of Agriculture and Rural Development and current laws.

Article 13. Enhance the effectiveness of production organization activities.

Support agricultural cooperatives applying high-tech to link along the value chain; promote the implementation of insurance in agriculture.

1. Enhance the effectiveness of production organization activities.

a) Implement the provisions stipulated in Decree No. 193/2013/ND-CP dated November 21, 2013 of the Government detailing certain articles of the Law on Cooperatives; Decree No. 107/2017/ND-CP dated September 15, 2017 amending and supplementing certain articles of Decree No. 193/2013/ND-CP dated November 21, 2013 of the Government detailing certain articles of the Law on Cooperatives; Decision No. 1804/QD-TTg dated November 13, 2020 of the Prime Minister approving the program to support the development of collective economy and cooperatives during the period 2021-2025; Decision No. 167/QD-TTg dated February 3, 2021 of the Prime Minister approving the project to select, improve, and expand effective new cooperative models across the country during the period 2021-2025 and related guiding documents;

c) Support the construction and expansion of exemplary agricultural cooperative models in agriculture;

d) Support the construction and implementation of digital transformation programs in agricultural cooperatives, prioritizing high-tech agricultural cooperatives in production and product consumption;

đ) Support quality certification, brand building, trademark establishment, production logs, product traceability; planting area codes; create QR Codes for printing on product labels and packaging;

e) Support agricultural cooperatives participating in OCOP products; agricultural cooperatives collaborating with businesses in production linkage with market outlets for agricultural products; support young laborers who have graduated from college, university, and postgraduate studies working at cooperatives;

g) Enhance organizational and managerial capacity; knowledge about the market; intellectual property rights and the value of intellectual property for cooperatives as well as the direct management team at the local level;

Organize propaganda, training, and consolidation of the Party's policies and state laws on production organization forms and cooperatives; support the innovation of training methods for cooperative management cadres towards practical training, emphasizing the dissemination of experiences from effective domestic cooperative models;

2. Promote the implementation of insurance in agriculture.

Implement the policy of supporting agricultural insurance as prescribed in Decree No. 58/2018/ND-CP dated April 18, 2018 of the Government and the Prime Minister's Decision on the policy of supporting agricultural insurance for the period 2022-2025, focusing on the following contents:

a) Organize communication activities to raise awareness among the people and society about risk management in agriculture and the benefits of agricultural insurance;

b) Organize training and capacity building for state management agencies in the agriculture sector on the procedures and tasks of the agriculture sector in implementing the agricultural insurance policy as stipulated in Circular No. 09/TT-BNNPTNT dated July 24, 2020 of the Ministry of Agriculture and Rural Development guiding the confirmation of natural disasters and epidemics in the implementation of the agricultural insurance support policy; for enterprises, cooperatives, and farmers on compliance with technical procedures and risk management in production when participating in agricultural insurance in localities;

c) Develop and compile materials and publications on agricultural insurance for production raw material regions;

d) Coordinate in implementing the construction and expansion of agricultural insurance models linked with the implementation of new rural construction: Direct, assess needs, supervise the implementation of agricultural insurance; coordinate in evaluating the implementation of agricultural insurance; study and learn from experience; prioritize the implementation of solutions linking commercial agricultural insurance with credit in agricultural raw material regions; enhance the capacity of people, cooperatives participating in models to organize and manage production to meet requirements when participating in agricultural insurance.

Article 14. Development of the market and promotion of agricultural trade

Enhance the effectiveness of activities of connection systems and promotion of agricultural product consumption; diversify distribution channels to ensure sustainability against natural disasters, epidemics, prioritizing the development of e-commerce.

1. Trade information and publicity

a) Collecting information and statistical data on agricultural products both domestically and internationally;

b) Maintaining and regularly updating the electronic information website of the lead unit to serve state management of agricultural trade promotion; providing domestic and international agricultural market information and related regulations;

c) Organizing the production of specialized market news programs through publications, CDs, DVDs for broadcasting on television, media outlets, and other dissemination methods;

d) Surveying, researching, analyzing, and synthesizing information requirements regarding market standards to advise on the development of agricultural products and markets;

đ) Cooperating with international experts and media organizations to build content and reports in newspapers, magazines, radio, television, and internet platforms to promote Vietnamese agricultural products in international markets.) to promote Vietnamese agricultural products in international markets.

2. Organize short-term training courses to enhance the capacity and skills of officials, civil servants, employees involved in market development and agricultural trade promotion at agencies, units, organizations, and individuals.

3. Organize and participate in domestic and international conferences, seminars, forums to introduce, connect trading, and promote the consumption of agricultural products.

4. Organize and participate in trade fairs, exhibitions, market days, and special product weeks to introduce regional specialties, key products, potential products, OCOP products, organic products both domestically and internationally.

5. Conduct market surveys, evaluate markets, resolve technical barriers, trade obstacles, and open export markets for agricultural products in various countries.

6. Other tasks to develop e-commerce serving market development and agricultural trade promotion.

Article 15. Effectively Implementing the Science and Technology Program for New Rural Areas Construction from 2021 to 2025

Implement according to the contents stipulated in Decision No. 923/QĐ-TTg dated August 2, 2022, approving the Science and Technology Program for New Rural Areas Construction from 2021 to 2025 by the Prime Minister, current laws, and relevant guiding documents. Focus on implementing the following contents:^[19]

1. Research and propose solutions to improve and innovate mechanisms and policies, enhancing the effectiveness of the National Target Program for New Rural Areas Construction

a) Improving mechanisms and policies for sustainable new rural area construction linked with urbanization, international integration, and the implementation of sustainable development goals, developing national criteria for new rural areas for subsequent stages; studying innovations in monitoring and evaluating program outcomes;

b) Improving support mechanisms and policies for new rural area construction towards integrating local programs and projects with the National Target Program for New Rural Areas Construction to unify support mechanisms and policies for localities to effectively implement program contents, contributing to improving investment efficiency, ensuring no overlap, redundancy, or wastage of resources;

c) Promoting socialization and public-private partnerships in investment, development, management, and exploitation of environmental protection works, rural infrastructure, and commercial infrastructure serving agricultural production and sustainable rural development;

d) Leveraging the role of authorities, enhancing the capacity of cadres at all levels (especially grassroots level) in implementing the New Rural Areas Construction Program; solutions to leverage the main subject role of people and communities; solutions to raise awareness and shift thinking among cadres and people about new rural area construction; solutions to develop and promote the role of social organizations in new rural area construction, highlighting cultural identity and environmental protection towards sustainable development goals combined with green growth;

2. Research and propose solutions to develop rural economy and build sustainable rural areas

a) Developing agricultural and rural economy:

Applying digital technology in supporting rural governance; socializing information technology in community management, connecting villages, cooperatives, better meeting community service needs in rural areas;

Developing circular economy, reducing emissions suitable for each industry, profession, and region;

Promoting the development of farm model economies, sharing economy models, cooperative economies, production and business linkages along value chains;

Developing ecological agriculture models, smart villages with appropriate rural services aiming at sustainable development, green growth, and climate change adaptation solutions in midland and northern mountainous regions, central coastal areas, Central Highlands, and the Mekong Delta;

Developing non-agricultural economy in rural areas, promoting rural-urban connectivity, solutions to narrow the gap between rural and urban areas and between regions;

b) Building villages and communes that meet water security requirements, adapt to climate change, prevent natural disasters, and ensure sustainable development of agriculture and rural areas;

b) Building villages and communes that meet water security, adapt to climate change, prevent natural disasters, and ensure sustainable agricultural and rural development;

c) Preserving and promoting cultural values and landscape architecture in new rural area construction suitable for each region and linked with urbanization;

đ) Improving education quality; solutions for community health care and disease prevention.

e) Protecting the rural environment in the trend of industrialization, modernization, and urbanization; focusing on waste collection and treatment, plastic waste, domestic wastewater, and village crafts;

g) Developing commercial infrastructure, supporting industries, and logistics services to serve commodity agricultural production, enhancing the application of quality certifications in agricultural production and trade;

3. Building new rural models based on applying scientific and technological solutions to develop the economy and society;

a) Models of cooperation and linkage applying advanced technologies, high-tech agriculture, precision agriculture, new materials; applying comprehensive mechanization and modernizing irrigation work to develop production, processing, and value addition of agricultural, forestry, and aquatic products towards safety, organic, and ecological development;

b) Models of applying digital technology in production, trade of agricultural, forestry, and aquatic products, and rural management;

c) Ecological villages, smart villages meeting water security requirements and adapting to climate change, preventing natural disasters, ensuring sustainable rural and agricultural development;

d) Models of sustainable exploitation of natural resources and biodiversity; developing forest economies; planting and protecting forests; developing circular economies in agriculture;

đ) Models of landscape construction and rural environmental protection;

e) Socialized models, public-private partnership models in investment, management, operation of rural infrastructure projects, and environmental protection;

4. Implementing communication activities to raise social awareness and promote scientific and technological achievements serving the construction of new rural areas;

Publishing books, documents, publications (paper and electronic versions) about transferred processes and technologies; organizational and management models, and applications of science and technology in production, which are products of research topics/projects under the Science and Technology Program for New Rural Area Construction from 2021 to 2025, to disseminate and expand the results of the Program;

Implementing communication activities to popularize scientific and technical knowledge through central and local mass media to enhance social awareness and promote scientific and technological achievements serving the construction of new rural areas;

Article 16. Implementation of the Rural Tourism Development Program in the Construction of New Rural Areas from 2021 to 2025;

Implementing according to the contents stipulated in Decision No. 922/QĐ-TTg dated August 2, 2022 of the Prime Minister approving the Rural Tourism Development Program in the Construction of New Rural Areas from 2021 to 2025, current laws, and related guiding documents. Among them, focus on implementing the following contents:^[20]

1. Upgrading and investing in the development of rural tourism sites linked with the implementation of criteria for new rural area construction;

a) Directing, arranging, and organizing territorial space of tourist areas and rural tourism sites in accordance with tourism development potential and ensuring connectivity with key routes of the region and locality;

b) Designing and renovating architectural landscapes and environments throughout the entire space of tourism sites, preserving traditional identity while ensuring hygiene conditions, convenience, and ecology; saving investment through the use of local materials that are environmentally friendly;

c) Constructing and completing synchronized infrastructure (transportation, electricity and clean water systems, healthcare infrastructure, restrooms, parking lots, signage systems, digital infrastructure and telecommunication connections, waste collection and treatment, sewage treatment...) at tourism sites, suitable for tourists' needs, ensuring harmony with spatial and landscape characteristics tied to regional cultural features;

d) Planning and building exhibition, introduction, and sales points (agricultural products, OCOP products, traditional craft village products, souvenirs, etc.), reaching quality standards to serve tourists;

đ) Improving the quality of organization and management of tourist destinations (tourist management, accommodation management, tourism business management; ensuring security, order, food safety, rural tourism environmental protection,...);

e) Building and developing service infrastructure (rest stops, specialty product display points, dining and refreshment facilities, sanitation, etc.) along transportation routes connected to tourism sites at reasonable intervals;

2. Developing rural tourism products with distinctive regional characteristics;

a) Concentrating on developing high-quality, diverse, unique tourism products linked with regional identity, offering experiential value and high added value, aligned with market trends and the needs of different tourist groups (international, domestic; by age, etc.). Diversifying products, emphasizing the development of competitive new products that keep up with tourist trends and preferences;

b) Supporting the upgrading and completion of accommodation facilities and service structures to ensure service quality and minimize environmental impact;

c) Supporting the conservation, restoration, and development of traditional craft villages, cuisine, costumes, agricultural activities, cultural and sports performances; developing artisans; restoring models of producing traditional specialty products to serve tourists through practical experiences; conserving and promoting cultural spaces, historical and revolutionary cultural relics;

d) Building and digitizing information and explanatory materials about cultural and historical sites, eco-tourism spots, and traditional craft villages, linked with rural tourism;

3. Developing qualified human resources for rural tourism;

a) Enhancing the quality of grassroots cadres in managing and developing rural tourism activities;

b) Establishing training programs and organizing vocational training for rural residents linked with tourism investment directions and business activities to provide them with alternative livelihoods beyond agriculture and rural trades;

c) Strengthening the enhancement of professional skills, vocational skills, soft skills, and knowledge for tourism for individuals and communities involved in rural tourism activities, building a professional, friendly, safe, and civilized tourism culture.

d) Professionalize the provision, inspection, and control of high-quality tourism services and the management of rural tourist sites.

4. Communication and Promotion of Rural Tourism

a) Develop and implement programs to promote and support the development of rural tourism products based on the advantages of agricultural production activities, local cultural characteristics, and ecological features; build, develop, and position the brand of rural tourist destinations;

b) Strengthen research and construction of tools, methods, and contents for promoting rural tourism suitable for various types of tourism and target tourists; apply information technology and multimedia communication for the promotion of rural tourist sites and rural tourism products, access to tourism markets, and connect with target customers;

c) Focus on supporting and enhancing business linkages in rural tourism between newly developed rural communes and counties with potential for tourism development and travel companies to market rural tourism products to domestic and international tourists.

5. ^[21]Develop and implement pilot models for the development of rural tourism towards green, responsible, and sustainable tourism

Pilot the development of some models of rural tourism according to types such as community tourism, agricultural tourism, eco-tourism, nature conservation tourism, craft village tourism, smart village tourism, zero-emission tourism. Prioritize models with distinctive tourism products for each region that have economic efficiency; aim to enhance awareness and responsibility of all stakeholders in the tourism value chain (managers, travel businesses, communities, and tourists) in preserving and promoting cultural values and protecting the environment; use local materials and labor; apply digital transformation solutions; mobilize the participation of women, the poor, ethnic minorities, and vulnerable groups to improve the livelihoods and incomes of the people.

Implement some pilot models under the Program for the Development of Rural Tourism towards Green, Responsible, and Sustainable Tourism according to the guidelines of the Ministry of Agriculture and Rural Development and current laws.

Section 3. IMPROVING ENVIRONMENTAL QUALITY; MAINTAINING AND BUILDING RURAL LANDSCAPES AS BEAUTIFUL, GREEN, CLEAN, SAFE

Article 17. Improving Environmental Quality^[22]

Implement regulations on the collection, recycling, and reuse of various types of waste; collect and treat packaging of plant protection chemicals and veterinary drugs after use; manage plastic waste in agricultural, forestry, and fisheries activities, as stipulated in the following documents: Decree No. 08/2022/ND-CP dated January 10, 2022 detailing certain provisions of the Law on Environmental Protection; Decision No. 491/QD-TTg dated May 7, 2018 of the Prime Minister approving the adjustment of the National Strategy on Integrated Solid Waste Management until 2025, vision to 2050; Decision No. 1746/QD-TTg dated December 4, 2019 of the Prime Minister on the issuance of the National Action Plan on Marine Plastic Waste Management until 2030; Decision No. 1121/QD-TTg dated September 25, 2023 of the Prime Minister approving the National Strategy on Antimicrobial Resistance Prevention and Control in Vietnam from 2023 to 2030, vision to 2045; Circular No. 12/2021/TT-BNNPTNT dated October 26, 2021 guiding the collection, treatment, and reuse of livestock waste and agricultural by-products for other purposes; Circular No. 19/2019/TT-BNNPTNT dated November 15, 2019 regulating the collection, treatment, and use of crop by-products; Circular No. 02/2022/TT-BTNMT dated January 10, 2022 of the Minister of Natural Resources and Environment detailing the implementation of certain provisions of the Law on Environmental Protection and related guidance documents.

2. Develop technical guidelines for the treatment, recycling, and reuse of organic waste, agricultural waste, agricultural by-products, and plastic waste according to the circular economy principle; reduce plastic waste emissions.

3. Develop models for the circular economy, reuse, and treatment of agricultural waste, agricultural by-products, and plastic waste in rural areas.

Article 18. Rural green development; maintaining and building landscapes; constructing model residential areas

1. Develop plans for maintaining and building rural landscapes that are consistent with architectural requirements for rural areas as stipulated by the Law on Architecture and local regulations on architectural management in rural settlements.

2. Maintain and build living spaces and cultural spaces that are suitable to natural conditions, living customs, and traditional cultural practices of ethnic communities within the area.

3. Plant scattered trees (wooden trees) in places where conditions permit (along transportation routes, offices, schools, public facilities...), in accordance with the provisions at point c, Clause 1, Article 1 of Decision No. 524/QĐ-TTg dated April 1, 2021 of the Prime Minister approving the Plan to plant one billion trees during the period 2021-2025.

4. Plant flowers, ornamental plants, and other types of greenery in places where conditions permit and are suitable to the distinctive ecological characteristics of each locality.

5. Construct and expand models of villages and hamlets that are bright, green, clean, beautiful, and safe (with lighting systems along roads; ensuring environmental hygiene conditions; ensuring cleanliness; green fences; cool, clean, and beautiful landscapes; spaces that are appropriate to local cultural traditions).

6. Construct model residential areas in at least one of the most prominent fields (production, education, culture, community tourism, environmental landscape, security and public order...) reflecting the distinctive values of the locality.

7. Construct and renovate ecological ponds and lakes within residential areas; for existing ponds and lakes in the locality, they need to be regularly dredged, eliminating disease-carrying insects, and changing water if it has been polluted.

Article 19. Ensuring environmental sanitation at livestock breeding facilities and aquaculture farms

1. Ensuring environmental sanitation at livestock breeding facilities

a) Requirements for animal housing: Arrange disinfection pits for people entering and exiting the breeding area, antiseptic substances must be replenished or replaced daily; regularly clean, disinfect, and sterilize animal housing and surrounding areas; collect and treat waste, ensuring that drainage from animal housing to waste treatment areas is enclosed.

b) Requirements for feed, drinking water, and sanitation in breeding: Use feed with clear origins, not spoiled, moldy, and still within their expiration date, ensuring quality and safety; water used for breeding must meet the standard QCVN 01 - 39: 2011/BNNPTNT dated May 6, 2011 of the Ministry of Agriculture and Rural Development; clean feeding and watering troughs daily. Equipment, tools, and means serving breeding must be disinfected regularly.

c) Requirements for treating livestock waste: Follow the provisions of Article 5 of Circular No. 12/2021/TT-BNN&PTNT dated October 26, 2021 of the Ministry of Agriculture and Rural Development on guidelines for collecting and treating livestock waste for reuse for other purposes.

2. Ensuring environmental sanitation at aquaculture facilities: Comply with legal provisions on environmental protection, veterinary health, and labor safety as stipulated in Decree No. 26/2019/NĐ-CP dated March 8, 2019 of the Government detailing certain articles and measures to implement the Law on Fisheries and adhere to current standards on conditions for ensuring veterinary health, environmental protection, and food safety for aquaculture facilities.

3. ^[23]Environmental protection activities for livestock breeding facilities and aquaculture farms include:

a) Developing and disseminating technical guidance materials, training manuals, and handbooks on environmental protection for livestock breeding and aquaculture facilities suitable to regional conditions.

b) Supporting communication and training costs for recycling, reusing, and treating waste at livestock breeding and aquaculture facilities.

c) Supporting the construction of models ensuring environmental sanitation, waste recycling at livestock breeding and aquaculture facilities; models on managing, reusing, recycling, treating, and reducing plastic waste.

Article 20. Effectively implement the Program on Strengthening Environmental Protection, Food Safety, and Rural Clean Water Supply in Building New Rural Areas for the period 2021-2025 Implement the contents stipulated in Decision No. 925/QĐ-TTg dated August 2, 2022, approving the Program on Strengthening Environmental Protection, Food Safety, and Rural Clean Water Supply in Building New Rural Areas for the period 2021-2025 issued by the Prime Minister; Decision No. 1384/QĐ-BNN-QLCL dated April 15, 2022, approving the Project on Ensuring Food Safety and Improving the Quality of Agricultural, Forestry, and Aquatic Products for the period 2021-2030 issued by the Ministry of Agriculture and Rural Development; and related guiding documents. Among which, focus on implementing the following contents:

1. Rural clean water supply^[24]

a) Review, adjust, and update the content of rural clean water supply in the rural planning to ensure sustainable rural domestic water supply, adaptable to climate change and water resource degradation;

b) Support investment in some models of clean water supply in special regions, areas with scarce and difficult access to water sources (drought-prone, water-scarce, saline intrusion, flood-prone, inundation, waterlogging, remote mountainous, coastal fringe, border, and island areas);

c) Repair, upgrade, expand centralized clean water supply facilities that already exist (with a focus on upgrading water quality treatment technology, increasing capacity, expanding distribution networks, stabilizing water extraction under the impact of natural disasters and climate change);

d) Build and pilot some models of household or group household safe water collection, treatment, and storage, and household clean water supply models adaptable to climate change for residents in special regions who have not yet had access to centralized water supply, areas with scarce and difficult access to water sources.

2. Solid waste from households

a) Provide technical support, equipment, and biological products to implement solid waste sorting at household level; build and implement models of solid waste sorting and collection suitable for different population densities and post-sorting waste utilization purposes;

b) Organize comprehensive and effective collection networks; form and complete appropriate collection methods for each locality; plan and invest in infrastructure for solid waste collection points and transfer stations; equip public areas with waste storage facilities ensuring convenience, environmental friendliness, and aesthetics;

c) Build, implement, and complete market linkage models to recover, produce, and consume recycled and reusable products from waste;

d) Support investment in building models of household waste treatment at district or inter-district scale, applying appropriate technology to meet environmental technical standards in each province and centrally-administered city.

3. Domestic wastewater

a) Review, develop plans for organizing drainage and treating domestic wastewater, integrate them into village construction planning, and implement drainage and wastewater treatment projects according to the developed plans;

b) Develop and replicate models of rural domestic wastewater collection and treatment suitable for each locality's characteristics;

c) Pilot models of rural domestic wastewater collection and treatment using low-cost ecological technologies; models of charging fees for domestic wastewater treatment in rural residential areas.

4. Agricultural waste and by-products

a) Develop and replicate models of agricultural waste and by-product treatment towards circular waste management for agricultural production and other purposes;

b) Models of providing and exchanging livestock waste to form a waste exchange market or transfer to organic fertilizer producers;

c) Develop and replicate models of managing plastic waste in agricultural production.

5. Pesticide packaging

a) Invest in equipment, tools, means for collecting, storing, and transporting pesticide packaging after use to ensure they do not spread into the environment;

b) Improve technology and build pilot models applying technology to process used pesticide packaging into general waste;

c) Improve and replicate models of managing used pesticide packaging suitable for local conditions.

6. Environmental protection in traditional craft villages

a) Support investment in upgrading, building, and operating systems for collecting and treating wastewater and solid waste suitable for environmental protection requirements of each traditional craft village, focusing on groups of villages processing grains, food, animal husbandry, slaughter, silk reeling, weaving, dyeing, and leather processing;

b) Support building models to address pollution and improve the environment in severely polluted craft villages; treat pollution in areas where craft villages have been relocated after severe pollution.

7. Rural environmental landscape

a) Build, approve, and implement district-level programs to improve the quality and landscape of surface water in public areas; organize monitoring of the quality of ponds and lakes in rural residential areas; restore the quality of water when it is polluted;

b) Support building and replicating multi-functional landscape improvement models; enhance tree planting in public areas and along transportation routes; link landscape development with rural tourism development and grassroots cultural life construction.

8. Food safety for agricultural, forestry, and aquatic products

a) Communes and districts reaching the advanced new rural area standard have approved organic agriculture production projects;

b) Organize training to enhance community capacity in food safety supervision; develop self-managing groups on food hygiene and safety; promote training to raise awareness and capacity of producers in complying with food safety regulations.

Support building food safety model markets at district, inter-district, provincial, and inter-provincial levels meeting hygiene and safety requirements.

c) ^[25]9. Sanitation work

9. Sanitation work

a) Gradually eliminate unsanitary toilets, end open defecation, prioritize women's and vulnerable groups' hygiene safety, ensure sanitation for people with disabilities; mobilize and encourage support for poor and near-poor households to build and use sanitary toilets;

b) Improve, disseminate, and expand simple sanitary toilet models that can respond to natural disasters and climate change, suitable for local customs and residents' payment capacity; pilot multifunctional toilet models at some schools, cultural houses, and offices.

10. ^[26]Implement measures to effectively carry out the contents of the Program on Strengthening Environmental Protection, Food Safety, and Rural Clean Water Supply in Building New Rural Areas during the period of 2021-2025, focusing on the following solutions:

a) Communication and Capacity Building: Develop special programs and regular columns on environmental protection, food safety, and rural clean water supply, broadcast regularly on television, radio, newspapers, and online media. Launch special competition movements to commend and reward collectives and individuals with outstanding achievements and innovative solutions to reduce pollution, improve the environment, ensure food safety, and provide clean water in rural areas; organize beauty contests for bright, green, clean, and beautiful rural areas. Train and enhance the capacity of community communication and propaganda teams on agricultural and rural environmental protection work and operation of water supply and waste treatment facilities. Develop model communication products and designs on environmental protection, food safety, and rural clean water supply.

b) Establish national technical standards, economic-technical norms, and technical guidelines on environmental protection, food safety, and rural clean water supply in building new rural areas during the period of 2021-2025.

c) Review, update, transfer, and apply technologies related to water supply and environmental protection suitable for local conditions towards reducing investment and operational costs, simple operation techniques, and environmentally friendly approaches; prioritize domestic production technologies, modern, circular, and environmentally friendly technologies.

d) Develop guidance, implement, summarize, evaluate, and expand models on mobilizing the participation of businesses, political-social organizations, cooperatives, teams, and community residents in rural environmental protection.

e) Continue maintaining, improving quality, and developing the grassroots-level environmental protection propaganda network.

11. ^[27]Implement some central pilot models on environmental protection, food safety, and rural clean water supply according to the guidance of the Ministry of Agriculture and Rural Development and current laws.

Section 4. PROMOTE THE DIGITAL TRANSFORMATION PROCESS IN NEW RURAL AREAS, BUILD SMART NEW RURAL AREAS

Article 21. Promote the digital transformation process in new rural areas, build smart new rural areas

Implement the contents stipulated in Decision No. 924/QĐ-TTg dated August 2, 2022, of the Prime Minister approving the Program on Digital Transformation in Building New Rural Areas towards Smart New Rural Areas during the period of 2021-2025, current laws, and relevant guiding documents. Focus on implementing the following contents:^[28]

1. Promote awareness of digital transformation in building new rural areas

a) Vigorously promote publicity, raise awareness, and shift thinking about digital transformation in building new rural areas for party committees, governments, cadres, and community residents;

b) Diversify communication forms on digital platforms: websites, social networks, newsletters, special topics, materials; intensify integration with publicity activities in building new rural areas.

2. Promote the construction of digital government in building new rural areas

a) Strengthen the construction and application of interlinked and synchronized online public service systems at provincial, district, and commune levels; improve services for citizens using online public services; strengthen administrative reform linked with electronic government and online public services at level 3-4 at commune level;

b) Enhance access to telecommunications services, support residents in using information technology devices (free wireless internet (WiFi) in central commune areas, cultural activity points in communities, rural tourist spots, etc.);

c) Vigorously apply information technology in management and operation activities at all levels (districts, communes), especially in rural planning management and economic, health, education, culture, and environmental sectors;

d) Strengthen the application of digital technology in the management and organization of the National Target Program on Building New Rural Areas:

Vigorously apply digital technology in organizing implementation, information dissemination, training, and instruction in carrying out the National Target Program on Building New Rural Areas to ensure synchronization and consistency from the central to local levels (provinces, districts, communes).

Apply online management software in tasks: Planning, reviewing, recognizing communes meeting new rural area standards, and reporting results of the National Target Program on Building New Rural Areas; supporting management, monitoring, evaluation, classification, One Commune One Product (OCOP) and rural tourism products; monitoring environmental quality, managing pollution sources, and rural clean water supply.

3. Promote digital economy in rural economic development

a) Strengthen the application of digital technology in rural economic development towards a circular and digital economy;

b) Accelerate the digitization process, build digital maps of agriculture and rural areas, synchronized databases, implement management of origin codes for key agricultural products, traceability for OCOP products, village craft products, and rural tourism services.

c) Enhance online application, virtual reality, and augmented reality technology in promoting and marketing key agricultural products, OCOP products, and rural tourism.

d) Encourage innovative startups and develop value-added services on digital platforms, particularly organic agriculture production, circular economy, and rural tourism.

4. Focus on developing a digital society in building new rural areas.

a) Vigorously apply digital technology in activities to gather citizens' satisfaction opinions regarding the results of building new rural areas.

b) Support organizations and businesses providing digital services to invest in and develop online services related to healthcare, education, culture, social affairs, and the rural environment in localities.

5. Pilot models of smart new rural communes/villages

a) Model: Smart new rural commune/village linked with prominent sectors in localities (planning and construction management, economy, health care, education, culture, public security, rural tourism...).

b) Central pilot model for building smart new rural communes, e-commerce villages for agricultural and rural products according to the list approved by competent authorities.

6. ^[29]Implement some central pilot models for smart new rural communes and e-commerce villages in accordance with guidelines from the Ministry of Agriculture and Rural Development and current laws.

Section 5. SUPERVISION AND EVALUATION OF PROGRAM IMPLEMENTATION; ENHANCEMENT OF CAPACITY IN BUILDING NEW RURAL AREAS; PUBLICITY ON BUILDING NEW RURAL AREAS

Subsection 1. IMPROVEMENT OF QUALITY AND EFFECTIVENESS OF INSPECTION, SUPERVISION, AND EVALUATION WORK; CONSTRUCTION OF A COMPREHENSIVE AND HOLISTIC MONITORING AND EVALUATION SYSTEM MEETING MANAGEMENT REQUIREMENTS FOR THE PROGRAM, ESPECIALLY BUILDING A MONITORING SYSTEM THROUGH DIGITAL MAPS AND DATABASES; EXPANDING MODERN SECURITY MONITORING MODELS AND COMMUNITY MONITORING

Article 22. Improvement of quality and effectiveness of inspection and supervision work

1. Responsibilities for inspecting and supervising the Program for Building New Rural Areas

a) The Ministry of Agriculture and Rural Development, agencies assigned to lead program components, and agencies authorized to manage the Program for Building New Rural Areas shall inspect and supervise the entire process of implementing the Program for Building New Rural Areas according to their functions and tasks.

b) People's Committees at all levels shall inspect and supervise the entire process of implementing the Program for Building New Rural Areas within their jurisdiction.

2. Procedures for inspecting and supervising the Program for Building New Rural Areas

a) Draft and submit for approval the Inspection and Supervision Plan;

b) Form an Inspection Team (if necessary);

c) Notify the Inspection and Supervision Plan and request preparation of materials for inspection. The inspected entity must have at least 20 days to prepare the required materials from the date of receipt of the notification;

d) Conduct inspection and supervision. The on-site inspection period by the Inspection Team shall not exceed 20 days;

đ) Summarize and report the results of inspection and supervision. The time for summarizing and reporting the inspection results shall not exceed 20 days;

e) Announce the results of inspection and supervision. The implementation period shall not exceed 10 days from the date of receipt of the Inspection and Supervision Team's report.

3. Content of inspection and supervision of the Program for Building New Rural Areas shall be carried out in accordance with Article 30 of Chapter VII of Decree No. 27/2022/NĐ-CP.

4. ^[30]Purchase office equipment to serve the activities of the Steering Committee, Working Group, and assisting agencies at all levels according to the approved decision of the competent authority, in accordance with the bidding regulations and state asset management and utilization regulations.

Article 23. Evaluation of the New Rural Development Program

1. Responsibilities for organizing the evaluation of the New Rural Development Program

a) The Ministry of Agriculture and Rural Development, the leading agency for the components of the New Rural Development Program, shall be responsible for organizing the evaluation of the New Rural Development Program according to the contents specified in Clause 3 of this Article and send it to the Ministry of Planning and Investment and the Ministry of Finance;

b) People's Committees at all levels shall be responsible for organizing the evaluation of the New Rural Development Program within their jurisdiction according to the contents specified in Clause 3 of this Article.

2. Procedures for implementing the evaluation of the New Rural Development Program

a) Establish and submit for approval the Evaluation Plan;

b) Form an Evaluation Team (if necessary), hire consulting units for evaluation (if necessary);

c) Notify the Evaluation Plan and request preparation of materials for the evaluation;

d) Prepare detailed evaluation plans;

đ) Collect and analyze data;

e) Report on evaluation results;

g) Announce the evaluation results.

3. Contents of the evaluation of the New Rural Development Program shall be implemented in accordance with Article 31 of Chapter VII of Decree No. 27/2022/ND-CP.

4. ^[31]The set of indicators for monitoring and evaluating the implementation of the National Target Program on New Rural Development for the period 2021-2025, including indicators reflecting output results, responsibility for tracking, summarizing, and reporting (details in Appendices I and II attached hereto).

Article 24. Building a comprehensive and integrated monitoring and evaluation system to meet management requirements of the Program, especially through digital maps and databases

1. Building a comprehensive and integrated monitoring and evaluation system to meet management requirements of the Program: Implemented in accordance with Clause 1 and Clause 2 of Article 32 of Chapter VII of Decree No. 27/2022/ND-CP.

2. Building a monitoring system through digital maps and databases:

The Ministry of Agriculture and Rural Development shall coordinate with central agencies in charge of the components of building a monitoring system for the implementation of the New Rural Development Program through digital maps and databases.

Article 25. Organizing the assessment, review, examination, consideration, recognition, and revocation of decisions recognizing communes, districts, provinces achieving new rural standards, advanced new rural areas, exemplary new rural areas, and completing new rural development tasks

Implemented in accordance with the Prime Minister's Decision promulgating regulations on conditions, procedures, formalities, files for examination, recognition, announcement, and revocation of decisions recognizing localities achieving new rural standards, advanced new rural standards, exemplary new rural standards, and completion of new rural development tasks for the period 2021-2025.

Article 26. Widespread modern security surveillance models and community surveillance

1. ^[32]Pilot and widely implement modern security surveillance models and community surveillance linked to the implementation of the digital transformation program in new rural development towards smart new rural areas for the period 2021-2025 in accordance with Decision No. 924/QD-TTg dated August 2, 2022 of the Prime Minister and the Program to improve the quality and effectiveness of security and public order criteria in new rural development for the period 2021-2025 in accordance with Decision No. 926/QD-TTg dated August 2, 2022 of the Prime Minister and related guiding documents.

2. Community surveillance for the new rural development program: Implemented in accordance with Article 33 of Chapter VII of Decree No. 27/2022/ND-CP.

Subsection 2. IMPROVING CAPACITY, TRANSFORMING CONSCIOUSNESS AND THINKING FOR THE RURAL DEVELOPMENT WORKFORCE AT ALL LEVELS; TRAINING AND TRAINING TO ENHANCE AWARENESS AND TRANSFORM THINKING OF THE PEOPLE AND COMMUNITY ON AGRICULTURAL ECONOMIC DEVELOPMENT AND NEW RURAL DEVELOPMENT

Article 27. Training and capacity building to enhance capabilities, transform perceptions, and thinking for cadres at all levels working on new rural development, particularly grassroots cadres.

1. Content of training and capacity building

a) In accordance with the topics in the Training and Capacity Building Program issued by the Ministry of Agriculture and Rural Development and other central agencies related to this matter;

b) New contents in new rural development during the period from 2021 to 2025.

2. Target audience for training and capacity building

a) Cadres at all levels working on new rural development (central, provincial, district, commune levels, etc.), including cadres of political-social organizations; priority given to training and capacity building for cadres in difficult communes, particularly extremely difficult ones, mountainous areas, coastal regions, islands, and ethnic minority regions;

b) Management, research, and teaching staff of research institutes and schools; cadres of communication agencies (newspapers, radio stations, television stations, etc.).

3. Implementation forms

a) Training and capacity building through direct or online courses;

b) Visiting and learning experiences from other localities;

c) Visiting and learning experiences abroad.

4. Central ministries, agencies, and localities (provincial and district levels) shall develop and implement training and capacity building plans according to needs and actual conditions in each locality.

5. ^[33]Develop and disseminate training materials for cadres at all levels working on new rural development

a) Develop, compile, edit, revise, and widely distribute training materials (handbooks, manuals, etc.) to enhance capabilities, transform perceptions, and thinking for cadres at all levels working on new rural development, particularly grassroots cadres (general knowledge of the National Target Program on New Rural Development and specialized fields of the Program);

b) Develop, compile, edit, revise, and widely distribute training materials to raise awareness and transform thinking among farmers and communities about agricultural economic development and new rural development.

Article 28. Training and enhancing awareness and transforming thinking among farmers and communities regarding agricultural economic development and new rural development

1. Main content of training

a) Specialized training and capacity building topics issued by the Ministry of Agriculture and Rural Development;

b) Transition from agricultural production thinking to agricultural economic thinking, linking production with markets, meeting market demands, and protecting the environment;

c) Developing agriculture towards commodity production based on high-tech application, ecological agriculture, organic agriculture, circular agriculture, smart agriculture, and climate-smart agriculture;

d) Establishing models of collaboration and cooperation in agricultural production and business, models of integrated multi-value economic development in rural areas (economic, cultural, environmental) in implementing new rural development;

e) Contents on new rural development according to needs and practical conditions of each locality approved by competent authorities.

2. Target audience for training

a) Village Party Branch Secretaries, village chiefs, heads of village mass organizations, members of the Village Development Board, and Community Supervision Board;

b) Agricultural cooperative cadres; leaders of agricultural cooperative groups; farm owners; community extension groups;

c) Outstanding farmers in the locality.

d) Other individuals and organizations with needs (enterprises, banks, non-governmental organizations, cooperative directors, farm owners, outstanding farmer households, etc.).

3. Training methods

a) Training through on-site or online courses;

b) Discussion sessions and experience exchanges;

c) Visiting and learning experiences from other localities.

4. Localities shall proactively develop and implement specific training plans according to needs and actual conditions in each locality.

Subsection 3. STRENGTHENING AND DIVERSIFYING INFORMATION AND COMMUNICATION FORMS; EFFECTIVELY IMPLEMENTING COMMUNICATION WORK ON NEW RURAL DEVELOPMENT

Article 29. Implementation of Information and Communication Activities

1. Focus on disseminating information and communication on the contents of new rural development:

a) The objectives, tasks, and key solutions of the New Rural Development Program to concretize the Resolution of the 13th National Congress of the Party and the Resolution of the 5th Plenary Session of the 13th Central Committee of the Party on agriculture, farmers, and rural areas, especially the new contents aimed at the effectiveness, quality, and sustainability of the New Rural Development Program, with emphasis on enhancing the capacity, quality of life, and knowledge of rural residents;

b) Models and approaches to shift thinking about rural economic development from agricultural production to agricultural economy, developing value chains towards circular economy, leveraging the multi-value of agriculture and rural areas, sustainable development with responsibility, adapting to climate change, ecological agriculture, organic agriculture; developing rural tourism linked to preserving and promoting fine cultural values; publicizing and disseminating regulations on standards, conditions for ensuring food safety, intellectual property rights, traceability, packaging, labels, product information for food production and business establishments.

2. Diversify forms of information and communication

a) Coordinate with relevant agencies and units to promote the application of information technology, digital technology, and digital transformation in information and communication such as social networks, entertainment applications on smart devices, virtual reality technology, augmented reality... to enhance the quality and effectiveness of communication in new rural development;

b) Coordinate with news agencies, media organizations, event organizing units... to diversify forms of communication through various mass media channels, including social networks, visual propaganda through images, banners, slogans, posters, billboards, paintings, photographs, flags, publications, seminars, forums, competitions, documentaries, films, exhibitions... with a multidimensional approach focusing on key topics;

c) Expand and diversify the target audience for communication, promoting awareness and information dissemination to grassroots cadres, communities, and people both in rural and urban areas; particularly consumers, trade organizations, and tourists to develop agricultural product markets, OCOP products, and rural tourism, contributing to sustainable rural economic development.

3. Effectively implement communication work

a) Implement Decision No. 1828/BNN-VPĐP dated May 23, 2022 of the Ministry of Agriculture and Rural Development approving the Communication Program serving the New Rural Development Program for the period 2021-2025;

b) Develop annual communication plans, including key activities according to annual themes to improve the quality of implementing the New Rural Development Program and raise awareness among cadres and people, especially grassroots cadres and rural residents;

c) Build, upgrade, manage, and update information and promotional articles on the electronic portals of the New Rural Development Program and related websites and social networks to reflect the results of new rural development, record difficulties and challenges during implementation, and promptly provide solutions and support;

d) Enhance the capacity of cadres at all levels in communication and information work in new rural development through training courses, seminars, practical surveys on communication skills and knowledge;

e) Organize conferences and seminars; allocate funds for organizing deployment meetings, mid-term reviews, and final summaries of the implementation of the Program; travel expenses for cadres attending central, provincial, and district-level conferences, seminars, roundtables, and training sessions shall be implemented in accordance with current laws.

Subsection 4^[34]"MAINTENANCE AND OPERATION OF INFRASTRUCTURE PROJECTS AFTER COMPLETION AND PUTTING INTO USE"

Article 29a. Maintenance, repair, and operation of works after completion of investment^[35]

1. Works subject to maintenance and repair are those funded from the National Target Program for New Rural Development that have been completed and put into use.

2. Management, operation, and maintenance of works after completion of investment shall be carried out in accordance with the provisions of Clause 1 and Clause 2 of Article 19 of Decree No. 27/2022/NĐ-CP (amended and supplemented by Clause 10 of Article 1 of Decree No. 38/2023/NĐ-CP) and other related guiding documents.

Chapter III. REPORTING REGIME FOR IMPLEMENTATION OF THE NEW RURAL DEVELOPMENT PROGRAM

Article 30. Content and deadlines for reporting on implementation of the New Rural Development Program

1. The content of mid-term, final, periodic (six months, one year) and ad hoc reports on the implementation of the New Rural Development Program shall be carried out in accordance with the guidance of the Ministry of Agriculture and Rural Development.

2. Deadlines for mid-term and final reports:

a) By September 1, 2023, ministries, sectors, central agencies, and localities shall submit mid-term evaluation reports (for the period 2021-2023) to the Ministry of Agriculture and Rural Development, the Ministry of Planning and Investment, the Ministry of Finance, and central agencies responsible for the components.

b) By September 1, 2025, ministries, sectors, central agencies, and localities shall submit final evaluation reports (for the period 2021-2025) to the Ministry of Agriculture and Rural Development, the Ministry of Planning and Investment, the Ministry of Finance, and central agencies responsible for the components.

3. Deadlines for periodic reports (six months, one year):

a) People's Committees of communes shall prepare reports (in accordance with Form No. 04 attached to this Circular) and submit them to the People's Committee of the district before June 15 of the same year for six-month reports; before December 15 of the planning year for annual reports.

b) Departments, People's Committees of districts, and relevant units shall prepare reports (in accordance with Form No. 03 attached to this Circular) and submit them to the People's Committee of the province before June 20 of the same year for six-month reports; before December 20 of the planning year for annual reports.

c) People's Committees of provinces shall prepare reports (in accordance with Form No. 03 attached to this Circular) and submit them to the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Agriculture and Rural Development, and central agencies responsible for the components before June 30 of the same year for six-month reports; before December 25 of the planning year for annual reports.

d) Ministries and central agencies responsible for the components of the New Rural Development Program shall prepare reports (in accordance with Form No. 02 attached to this Circular) and submit them to the Ministry of Planning and Investment, the Ministry of Finance, and the Ministry of Agriculture and Rural Development before June 30 of the same year for six-month reports; before December 31 for annual reports.

đ) The Ministry of Agriculture and Rural Development shall compile and submit reports to the Ministry of Planning and Investment and the Ministry of Finance before July 15 of the same year for six-month reports; before January 15 of the planning year for annual reports.

Chapter IV. IMPLEMENTING PROVISIONS^[36]

Article 31. Effective Date

1. This Circular takes effect from the date of issuance. This Circular abolishes Circular No. 05/2017/TT-BNNPTNT dated March 1, 2017, issued by the Minister of Agriculture and Rural Development guiding the implementation of certain contents of the National Target Program for New Rural Development for the period 2016-2020, and Circular No. 04/2019/TT-BNNPTNT dated April 1, 2019, issued by the Minister of Agriculture and Rural Development amending and supplementing certain articles of Circular No. 05/2017/TT-BNNPTNT dated March 1, 2017, guiding the implementation of certain contents of the National Target Program for New Rural Development for the period 2016-2020.

2. Specific documents cited in this Circular will be applied according to new documents when the new regulating documents take effect.

3. In the course of implementation, if there are arising issues or difficulties, relevant agencies, units, organizations, and individuals shall reflect these to the Ministry of Agriculture and Rural Development for research, amendment, and supplementation to ensure appropriateness.

Article 2. Effective Date

1. This Circular shall take effect from May 31, 2024.

2. For tasks approved by competent authorities for implementation prior to the effective date of this Circular, they shall continue to be implemented according to the approval decisions of the competent authorities and relevant laws.

3. Specific documents cited in this Circular shall be applied according to new promulgated documents when new regulating documents come into effect.

4. During the implementation process, if any issues arise or difficulties occur, related agencies, units, organizations, and individuals shall report to the Ministry of Agriculture and Rural Development for study, amendment, and supplementation to ensure appropriateness./.
