ISSUING THE LIST OF WASTE MATERIALS PERMITTED FOR IMPORT FROM FOREIGN COUNTRIES TO BE USED AS RAW MATERIALS FOR PRODUCTION

||| Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Environmental Protection Law on June 23, 2014;

At the proposal of the Minister of Natural Resources and Environment;

The Prime Minister issues this Decision on the List of Waste Materials Permitted for Import from Abroad as Raw Materials for Production.

Article 1.

Attached to this Decision is the List of Waste Materials Permitted for Import from Abroad as Raw Materials for Production.

Article 2.

Regulations on the transition period for certain types of waste materials permitted for import from foreign countries to be used as raw materials for production until December 31, 2021:

1. Recovered paper or board (waste and trimmings): Other types, including unsorted waste and trimmings (HS Code 4707.90.00);

2. Slag granules (slag sand) from iron or steel smelting industries (blast furnace slag granules including small slag granules and slag sand from pig iron, steel, and blast furnace industries) (HS Code 2618.00.00).

Article 3. Transitional Provisions

Types of waste materials permitted for import from foreign countries according to the Certificate of Environmental Protection Conditions for Importing Waste Materials as Raw Materials for Production issued by competent authorities in accordance with the law shall continue to be imported until the expiry date of the Certificate.

Article 4. Implementation provisions

1. This Decision takes effect from November 15, 2020 and replaces Decision No. 73/2014/QĐ-TTg dated December 19, 2014 of the Prime Minister regarding the List of Waste Materials Permitted for Import from Foreign Countries to be Used as Raw Materials for Production.

2. During implementation, if any issues arise or difficulties occur, relevant agencies, organizations, enterprises should report to the Ministry of Natural Resources and Environment for consolidation and reporting to the Prime Minister for consideration and decision. The Minister of Natural Resources and Environment is fully responsible before the Prime Minister for the content of this Decision and the List of Waste Materials Permitted for Import from Foreign Countries to be Used as Raw Materials for Production attached hereto.

3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and related organizations and individuals are responsible for implementing this Decision.
