DIRECTIVE

Regarding the promotion of the role of the Vietnam Association for Promoting Education

in developing the education sector

To implement Directive No. 50/CT-TW dated August 24, 1999 of the Politburo on strengthening the Party's leadership over the Vietnam Association for Promoting Education, the Government Prime Minister requests relevant ministries, sectors, and People's Committees at all levels to carry out the following tasks:

1. The Government Organizational and Cadre Affairs Department, local authorities at all levels within their jurisdiction as prescribed by law shall examine and create necessary conditions to support the activities of the Vietnam Association for Promoting Education aimed at promoting the education sector, particularly in areas where educational activities still face many difficulties.

2. Information and press agencies from central to local levels shall cooperate with the Vietnam Association for Promoting Education in publicizing the Party and State's policies on education development, the Education Law, and exemplary cases in the study encouragement movement, thereby gradually forming a "learning society" and raising the education sector to meet the demands of national industrialization and modernization.

3. The Ministry of Education and Training together with relevant sectors (Planning and Investment, Finance, Labor - Invalids and Social Affairs, National Defense...) shall develop plans and appropriate forms of cooperation to enable the Association to contribute positively to education development, especially participating in eradicating illiteracy and universalizing primary education in remote, mountainous, border, and island regions.

4. The Ministry of Education and Training and the Ministry of Science and Technology and Environment shall proactively create conditions for the Association to effectively perform its advisory function in formulating policies related to education.

5. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Foreign Affairs, the Government Organizational and Cadre Affairs Department, the Committee for Overseas Vietnamese, the Vietnam Federation of Friendship Organizations... and People's Committees at all levels shall create conditions for the Vietnam Association for Promoting Education Fund to operate in accordance with the Fund's objectives and state regulations on social fund activities.

6. Annually, the Ministry of Education and Training and the Central Vietnam Association for Promoting Education shall develop plans for coordinated action to fulfill the annual educational tasks and contribute to the development of the country's education and training system.
