DECISION OF THE MINISTER OF AQUATIC RESOURCES

REGULATING FUNCTIONS, TASKS AND ORGANIZATIONAL STRUCTURE

of the Institute of Fisheries Economics and Planning

MINISTER OF AQUATIC RESOURCES

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 43/2003/ND-CP dated May 2, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Considering the proposal of the Director of the Organization and Cadre Department,

DECISION:

Article 1. Position and functions

The Institute of Fisheries Economics and Planning (hereinafter referred to as the Institute) is a public economic entity with the function of researching and consulting on policies for managing and planning the development of fisheries; serving the state management tasks of the Ministry of Fisheries.

The Institute has its own seal, is entitled to open bank accounts, and maintain accounts at the State Treasury.

English name for transactions: Viet Nam Institute of Fisheries Economics and Planning, abbreviated as VLFEP.

The Institute's headquarters is located at No. 10 Nguyen Cong Hoan Street, Ba Dinh District, Hanoi City.

Article 2. Tasks.

The main tasks of the Institute are as follows:

1. Researching issues related to the economy and society of the fisheries sector, including: resource economics, market economics, regional economics, local economics, environmental economics, and the management of various economic components in fisheries;

2. Studying and proposing mechanisms and policies, strategies for developing the fisheries sector;

3. Developing plans for the development of the fisheries sector, economic-ecological regions, environmental protection, and fishery resources;

4. Participating in reviewing and monitoring the implementation of plans and development programs of the fisheries sector and other sectors related to fisheries activities;

5. Leading or participating in implementing international cooperation projects within the scope of the Institute's functions and tasks, according to the division of labor by the Minister of Fisheries and in accordance with the law;

6. Participating in higher education and training for cadres in assigned fields;

7. Providing services consistent with the Institute's functions and tasks, as stipulated by law;

8. Managing and utilizing personnel, assets, and finances of the Institute in accordance with the law;

9. Performing other tasks assigned by the Minister of Fisheries.

Article 3. The organizational structure of the Institute of Fisheries Economics and Planning includes the Director and several Deputy Directors;

The organizational structure of the Institute includes:

1. Office;

2. Documentation and Map Room;

3. Policy and Strategy for Fisheries Department;

4. Economy and Society Department;

5. Planning Department;

6. Southern Fisheries Planning Branch;

7. Center for Consulting and Development Planning of Fisheries.

Article 4. Effectiveness

This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decision No. 311/TS-QĐ dated May 7, 1984 of the Minister of Fisheries regarding the tasks, powers, and organizational structure of the Institute of Fisheries Economics and Planning;

All previous regulations that conflict with this Decision are hereby abolished.

The Director of the Institute of Fisheries Economics and Planning is responsible for coordinating with relevant agencies and units to develop and promulgate regulations on the organization and operation of the Institute after obtaining approval from the Ministry.

Article 5. Responsibility for Implementation

The Head of the Ministry's Office, Heads of Departments, Bureaus, Inspectors General, Heads of subordinate units under the Ministry, Directors of Fisheries Departments, Departments of Agriculture and Rural Development that manage fisheries, and the Director of the Institute of Fisheries Economics and Planning are responsible for implementing this Decision./.
