RESOLUTION

Issuing the Operational Regulations of the Standing Committee of the National Assembly

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
 

On the basis of the Constitution of the Socialist Republic of Vietnam;

Based on the Law on the Organization of the National Assembly number 57/2014/QH13 amended and supplemented by some articles according to Law No. 65/2020/QH14;

RESOLUTION:

Article 1

The Operational Regulations of the Standing Committee of the National Assembly are issued together with this Decision.

Article 2

The Standing Committee of the National Assembly, the President of the National Assembly, Vice Presidents of the National Assembly, Members of the Standing Committee of the National Assembly, the Secretary-General of the National Assembly, the National Ethnic Council, Committees of the National Assembly, the Office of the National Assembly, agencies under the Standing Committee of the National Assembly, relevant agencies, organizations, and individuals are responsible for implementing this Decision and the Operational Regulations issued together with this Decision.

Article 3

1. This Decision shall take effect from February 1, 2023.

2. Decision No. 1075/2015/UBTVQH13 dated December 11, 2015 of the Standing Committee of the National Assembly issuing the Operational Regulations of the Standing Committee of the National Assembly shall cease to be effective from the date this Decision takes effect.

This Decision was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, the 15th term, on December 12, 2022./.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

These Regulations stipulate the principles, systems, forms of work, working relationships, procedures, and responsibilities for handling tasks of the Standing Committee of the National Assembly; the implementation of duties and powers of

Article 2. Principles and Systems of Work of the Standing Committee of the National Assembly

1. The Standing Committee of the National Assembly operates under a collective system and decides by majority. Decisions of the Standing Committee of the National Assembly must be approved by more than half of the total number of members of the Standing Committee of the National Assembly.

2. Activities of the Standing Committee of the National Assembly and its members must ensure the leadership of the Party and comply with the Constitution and laws.

3. The Standing Committee of the National Assembly builds a work program to proactively handle tasks within its jurisdiction, in accordance with the procedures and formalities prescribed by these Regulations and other relevant laws.

4. Members of the Standing Committee of the National Assembly actively handle tasks within their assigned scope and fields, in accordance with these Regulations; ensuring requirements for cooperation in work and information exchange in handling tasks, and collectively bearing responsibility for the implementation of the duties and powers of the Standing Committee of the National Assembly, and individually bearing responsibility before the Standing Committee of the National Assembly for issues assigned by the Standing Committee of the National Assembly.

5. Activities of the Standing Committee of the National Assembly are guaranteed to be transparent, except where otherwise provided by law.

Article 3. Forms of Work of the Standing Committee of the National Assembly

1. Sessions of the Standing Committee of the National Assembly.

2. The Standing Committee of the National Assembly examines, gives opinions, and decides by written means.

3. Conferences and meetings organized by the Standing Committee of the National Assembly.

4. Working delegations of the Standing Committee of the National Assembly.

5. Activities of

Article 4. Implementation of Duties and Powers of the President of the National Assembly

1. Leading and directing the organization to implement the duties and powers of the Standing Committee of the National Assembly;

2. Directing the construction and implementation of the work program of the Standing Committee of the National Assembly;

3. Summoning and chairing sessions of the Standing Committee of the National Assembly; chairing conferences of specialized representatives of the National Assembly and other conferences organized by the Standing Committee of the National Assembly; chairing meetings with leaders of ministries, sectors, localities, agencies, organizations, and individuals;

4. Summoning and chairing meetings and conferences with the Secretary-General of the National Assembly - Chairman of the Office of the National Assembly, Chairman of the National Ethnic Council, Chairmen of Committees of the National Assembly, heads of agencies under the Standing Committee of the National Assembly regarding the programs and contents of work of the National Assembly, agencies of the National Assembly, the Secretary-General of the National Assembly, the Office of the National Assembly, agencies under the Standing Committee of the National Assembly; attending sessions of the National Ethnic Council, Committees of the National Assembly, meetings of the Office of the National Assembly, and agencies under the Standing Committee of the National Assembly when necessary;

5. Directing the preparation of content to be submitted to the National Assembly and the Standing Committee of the National Assembly;

6. Signing ordinances and resolutions of the Standing Committee of the National Assembly;

7. Representing the Standing Committee of the National Assembly to maintain working relations with

8. Regularly, monthly, chairing coordination meetings with Vice

Directing the organization of external activities of the Standing Committee of the National Assembly; directing, coordinating, and cooperating in external activities and international cooperation of the National Ethnic Council, Committees of the National Assembly, the State Audit Agency, the Office of the National Assembly, agencies under the Standing Committee of the National Assembly, the Vietnam Friendship Parliamentarian Group, friendship parliamentary groups, and other representative groups of the National Assembly;

10. Participating in discussions and voting on matters of work of the Standing Committee of the National Assembly;

11. Implementing other duties and powers as prescribed by law, these Regulations, and assignments by the Standing Committee of the National Assembly.

Article 5. The performance of duties and powers of the Vice Chairman of the National Assembly

Host meetings with the Secretary-General of the National Assembly, the Standing Committee of the National Ethnic Council, the Standing Committees of National Assembly’s Committees, leaders of the National Assembly Office, and leaders of agencies under the Standing Committee to direct the implementation of tasks within the assigned field of responsibility; attend sessions of the National Ethnic Council, National Assembly’s Committees, the Standing Committee of the National Ethnic Council, the Standing Committees of National Assembly’s Committees, meetings of the National Assembly Office, and agencies under the Standing Committee when necessary.

Article 6. The performance of duties and powers of Members of the Standing Committee of the National Assembly

1. Carry out tasks according to the assignment of the Standing Committee of the National Assembly.

2. Direct the organization and implementation of work contents according to the assignment of the Standing Committee of the National Assembly.

3. In cases where assigned by the Standing Committee of the National Assembly or

4. Assist the Standing Committee of the National Assembly in maintaining working relations with the Secretary-General of the National Assembly, the National Ethnic Council, National Assembly’s Committees, the National Assembly Office, and agencies under the Standing Committee.

5. Participate in discussions and vote on the content of work of the Standing Committee of the National Assembly.

6. Perform other duties and powers as prescribed by law, this Regulation, and the assignment of the Standing Committee of the National Assembly.

Article 7. Working relationships between the Standing Committee of the National Assembly and the National Ethnic Council, National Assembly’s Committees

1. Assign and adjust the assignment for the National Ethnic Council, National Assembly’s Committees to be responsible for reviewing draft laws, ordinances, resolutions, reports, projects, bills, and other drafts in accordance with their respective fields of responsibility, except where decided by the National Assembly.

2. Assign the National Ethnic Council, National Assembly’s Committees to implement the oversight program of the National Assembly, the oversight program of the Standing Committee of the National Assembly, and other contents in accordance with their respective fields of responsibility, except where decided by the National Assembly.

3. Coordinate and harmonize activities of the National Ethnic Council, National Assembly’s Committees occurring at the same time, location, agency, or organization.

4. Direct, coordinate, and harmonize annual external activities and international cooperation of the National Ethnic Council, National Assembly’s Committees.

5. Direct, coordinate, and harmonize the organization of citizen reception activities of the National Ethnic Council, National Assembly’s Committees.

6. Examine and respond to recommendations of the National Ethnic Council, National Assembly’s Committees.

7. Issue a model Work Regulation for the National Ethnic Council, National Assembly’s Committees and guide the organization and implementation of other activities of the National Ethnic Council, National Assembly’s Committees.

Article 8. Working relations of the Standing Committee of the National Assembly with the Secretary-General of the National Assembly, the Office of the National Assembly, and agencies under the Standing Committee of the National Assembly

1. Directing the Secretary-General of the National Assembly to prepare draft work programs, session agendas, and oversight programs of the Standing Committee of the National Assembly; advising on the development, implementation, and execution of programs and activities of the Standing Committee of the National Assembly; coordinating and harmonizing the activities of the National Ethnic Council and the Committees of the National Assembly; advising on procedures and processes for the activities of the Standing Committee of the National Assembly and performing other tasks and powers assigned by the Standing Committee of the National Assembly.

2. Directing the Office of the National Assembly to organize services for sessions and other activities of the Standing Committee of the National Assembly; ensuring material infrastructure and other conditions for the activities of the Standing Committee of the National Assembly.

3. Directing agencies under the Standing Committee of the National Assembly to advise and assist the Standing Committee of the National Assembly in their respective fields of responsibility.

Article 9. Working relations of the Standing Committee of the National Assembly with the State President

Article 11. Working relations of the Standing Committee of the National Assembly with the National Election Council

1. Representatives of the National Election Council shall be invited to attend meetings of the Standing Committee of the National Assembly when discussing the proposed number and allocation of elected members of the National Assembly; determining the structure and composition of candidates for election as members of the National Assembly; guiding the determination of the proposed structure and composition, allocation of the number of candidates for election as members of People's Councils at all levels, and other related issues.

2. The Standing Committee of the National Assembly shall cooperate with the National Election Council in establishing inspection teams for the election of members of the National Assembly and People's Councils at all levels. The Standing Committee of the National Assembly shall appoint personnel to participate in the inspection team of the National Election Council regarding the election process; the National Election Council shall appoint personnel to participate in the supervision team of the Standing Committee of the National Assembly regarding the election process.

3. The Standing Committee of the National Assembly shall define the organizational structure assisting the National Election Council after soliciting opinions from the National Election Council.

4. In necessary cases, when considering and promulgating resolutions interpreting constitutional provisions, laws, and issuing detailed regulations and guidance related to the election process, the Standing Committee of the National Assembly shall seek the opinion of the National Election Council. The Standing Committee of the National Assembly shall provide comments on draft guidance documents on the election process upon the request of the National Election Council.

5. The Standing Committee of the National Assembly shall provide comments on the report of the National Election Council on the nationwide election summary and results of confirming the qualifications of elected members of the National Assembly before submitting it to the National Assembly.

6. The Standing Committee of the National Assembly shall be responsible for receiving and processing complaints and reports related to elected members of the National Assembly, final reports, and election-related documents transferred by the National Election Council before the Council concludes its term.

7. In necessary cases, the Standing Committee of the National Assembly,

Article 12. The working relationship between the Standing Committee of the National Assembly and the Chairman's Board of the Vietnam Fatherland Front Central Committee, the Chairman of the Vietnam Fatherland Front Central Committee, and the heads of the member organizations of the Front.

1. The Chairman of the Vietnam Fatherland Front Central Committee and the heads of the member organizations of the Front shall be invited to attend meetings of the Standing Committee of the National Assembly and express their opinions on related issues.

2. The Standing Committee of the National Assembly shall provide comments on the draft report of the Chairman's Board of the Vietnam Fatherland Front Central Committee regarding the consolidation of citizens' and people's opinions and recommendations to be reported to the National Assembly.

Article 13. The working relationship between the Standing Committee of the National Assembly and the President of the Supreme People's Court, the Procurator-General of the Supreme People's Procuracy, and the State Auditor General.

1. The President of the Supreme People's Court, the Procurator-General of the Supreme People's Procuracy, and the State Auditor General shall be invited to attend meetings of the Standing Committee of the National Assembly and express their opinions on related issues.

2. The Standing Committee of the National Assembly shall notify the President of the Supreme People's Court, the Procurator-General of the Supreme People's Procuracy, and the State Auditor General about the session program, resolutions of the National Assembly; work programs, meeting agendas, resolutions, and conclusions of the Standing Committee of the National Assembly that fall within the responsibility of the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office.

3. The President of the Supreme People's Court, the Procurator-General of the Supreme People's Procuracy, and the State Auditor General shall report their work to the Standing Committee of the National Assembly during periods when the National Assembly is not in session.

4. In necessary cases, the Standing Committee of the National Assembly,

Article 14. The working relationship between the Standing Committee of the National Assembly and the People's Councils at the provincial level.

2. The Standing Committee of the National Assembly shall organize annual conferences to review the activities of the People's Councils at the provincial level, mid-term reviews, and term-end summaries; thematic conferences; other conferences related to the activities of the People's Councils.

The Standing Committee of the National Assembly shall supervise and guide the activities of the People's Councils; direct the organization of training for the knowledge and skills of People's Council representatives according to the proposal of the Provincial People's Council Standing Committee.

4. The Provincial People's Council Standing Committee shall invite representatives of the Standing Committee of the National Assembly to attend sessions of the People's Council.

5. The Provincial People's Council Standing Committee shall send resolutions, projects, reports, minutes of sessions, and semi-annual and annual activity reports of the People's Council to the Standing Committee of the National Assembly.

Section 1 MEETINGS OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 15. Organization of meetings of the Standing Committee of the National Assembly

1. The Standing Committee of the National Assembly shall examine and decide on matters within its duties and powers at the meeting, except as provided for in Article 27 of this Regulation.

2. Meetings of the Standing Committee of the National Assembly include:

a) Regular sessions;

b) Specialized sessions;

c) Extraordinary meetings;

d) Other meetings.

3. Regular meetings begin on the tenth day of each month; if the tenth day coincides with a public holiday as prescribed by law, the meeting will commence on the next working day. In case the meeting starts at another time due to

Article 18. Participants in the Standing Committee of the National Assembly Meeting

a) Members of the Standing Committee of the National Assembly who are responsible for attending all meetings of the Standing Committee of the National Assembly; in case they cannot attend, they must obtain approval from

b) Representatives of agencies, organizations, and individuals presenting and reviewing agencies, and agencies preparing opinions who are responsible for attending the meeting on their respective areas of responsibility;

d) Representatives of relevant agencies, organizations invited to attend the Standing Committee of the National Assembly meeting when discussing matters related to their responsibilities, who are responsible for attending the meeting or appointing authorized persons to attend; in case they cannot attend, they must notify the General Office of the National Assembly in writing for reporting;

e) Deputy General Secretaries of the National Assembly, Deputy Chairpersons of the Ethnic Council, Deputy Heads of the Committees of the National Assembly, representatives of the leadership of the National Assembly Office, and representatives of the leadership of agencies under the Standing Committee of the National Assembly are invited to attend the Standing Committee of the National Assembly meetings;

g) Full-time members and specialized members of the Ethnic Council, Committees of the National Assembly are invited to attend the Standing Committee of the National Assembly meetings to discuss matters within the jurisdiction of the Ethnic Council and Committees of the National Assembly.

2. The General Secretary of the National Assembly shall coordinate with the Standing Committee of the Ethnic Council, the Standing Committee of the Committees of the National Assembly, the leadership of the National Assembly Office, and agencies under the Standing Committee of the National Assembly to host the content in the proposed agenda of the meeting to propose participants, report

Article 19. Documents for the Standing Committee of the National Assembly Meeting

1. Official documents of the Standing Committee of the National Assembly Meeting are prepared by related agencies, organizations, and individuals according to the proposed agenda of the meeting. Other documents (if any) are prepared by

2. Agencies presenting, reviewing projects, draft laws, proposals, and reports shall send electronic and paper versions of all types of meeting documents to the National Assembly Office.

a) For regular sessions and specialized sessions, the submitting agency must send documents to the main reviewing agency at least twenty days before the start of the session, except in cases where the law provides otherwise; documents must be sent to members of the Standing Committee of the National Assembly within the time limit prescribed by the Law on the Organization of the National Assembly and the Law on Enacting Legal Normative Documents, except in cases provided for in point c of this clause and where the law provides otherwise;

a) For regular meetings and special topic meetings, documents submitted to the Standing Committee of the National Assembly shall be simultaneously sent to the main reviewing agency at least 20 days before the start of the meeting, except where otherwise provided by law; meeting documents shall be sent to Standing Committee members in accordance with the Law on the Organization of the National Assembly and the Law on Legislative Procedures, except as provided in point d of this clause and where otherwise provided by law;

b) For other meetings, documents submitted to the Standing Committee of the National Assembly shall be simultaneously sent to the main reviewing agency at least 5 days before the start of the meeting; meeting documents shall be sent to Standing Committee members at least 2 days before the start of the meeting, except as provided in point d of this clause;

c) For extraordinary meetings, the time for sending documents is determined by

c) Proposing topics for the Standing Committee of the National Assembly to focus on discussing;

d) Inviting members of the Standing Committee of the National Assembly to speak in the order of registration or inviting representatives attending the session to express their opinions;

đ) Deciding to extend or shorten the discussion time on the agenda of the session;

e) Concluding the discussion content at the session;

g) Proposing issues for the Standing Committee of the National Assembly to vote on;

h) Managing the voting process;

i) Ensuring the implementation of the session program and signing the minutes of the session.

Article 23. Providing opinions on matters to be submitted to the National Assembly at the session of the Standing Committee of the National Assembly

1. The Standing Committee of the National Assembly provides opinions on matters to be submitted to the National Assembly at the session in the following sequence:

a) The agency, organization, or individual submitting the project, draft law, plan, or report, or the agency assigned to lead the research, explanation, adoption, and revision of the project, draft law, plan, or report presents the proposal and report;

b) The Ethnic Council and Committees of the National Assembly present the review report or opinion report (if applicable); the Secretary-General of the National Assembly, the Office of the National Assembly, and the Departments under the Standing Committee of the National Assembly present the opinion report (if applicable);

d) The Standing Committee of the National Assembly shall discuss;

đ) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions may express their opinions (if applicable);

đ) The agency, organization, or individual submitting or the agency assigned to lead the research, explanation, adoption, and revision expresses opinions (if applicable);

2. The issuance of documents concluding the content of the session is carried out according to the provisions of Article 26 of this Regulation.

Article 24. Examination and Decision on Matters within the Authority at the Session of the Standing Committee of the National Assembly

b) The Ethnic Council and Committees of the National Assembly shall present review reports or opinion reports (if applicable); the General Secretary of the National Assembly - Director of the National Assembly Office and the National Assembly Office shall present opinion reports (if applicable);

b) The Ethnic Council and Committees of the National Assembly present the review report or opinion report (if applicable); the Secretary-General of the National Assembly, the Office of the National Assembly, and the Departments under the Standing Committee of the National Assembly present the opinion report (if applicable);

d) The Standing Committee of the National Assembly shall discuss;

đ) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions may express their opinions (if applicable);

đ) The agency, organization, or individual submitting the project, draft law, plan, or report expresses opinions on explanations and adoptions (if applicable);

g) The Standing Committee of the National Assembly votes;

h) In cases where the Standing Committee of the National Assembly has not approved or decided not to vote but needs to continue considering and deciding at the next session,

2. The Standing Committee of the National Assembly considers and decides on contents that have been commented on at previous sessions in the following sequence:

a) The agency, organization, or individual assigned to lead the research, explanation, adoption, and revision presents the report;

b) Representatives invited to attend the session are given the opportunity to express their opinions;

c) The Standing Committee of the National Assembly shall discuss.

d) The agency, organization, or individual assigned to lead the research, explanation, adoption, and revision expresses opinions on explanations and adoptions (if applicable);

e) The Standing Committee of the National Assembly votes.

3. If necessary, based on the opinions of the Standing Committee of the National Assembly,

Article 25. Voting at the session of the Standing Committee of the National Assembly

1. The Standing Committee of the National Assembly decides to apply one of the following voting methods:

a) Secret ballot voting;

b) Hand-raising voting;

c) Electronic voting system.

2. Secret ballot voting shall be conducted in the following sequence:

a)

b) The Secretary-General of the National Assembly proposes the list of the Counting Board for the Standing Committee of the National Assembly to consider and decide; in cases of voting on personnel matters, the list of the Counting Board is proposed by the Delegation Work Committee;

c) The Standing Committee of the National Assembly discusses and votes to approve the list of the Counting Board through hand-raising method;

d) The Counting Board guides the recording of ballots and disseminates the rules of secret ballot voting;

đ) Members of the Standing Committee of the National Assembly present at the session cast their votes;

e) The Counting Board conducts the vote counting and reports the results to the Standing Committee of the National Assembly.

3. Hand-raising voting or electronic voting system shall be conducted in the following sequence:

b) Members of the Standing Committee of the National Assembly present at the session vote; they have the right to vote in favor, against, or abstain from voting;

Article 26. Conclusion Documents on Contents of Sessions of the Standing Committee of the National Assembly

Section 2 REVIEWING, COMMENTING, DECIDING BY WRITTEN DOCUMENTS

Article 27. Cases of reviewing, commenting, deciding by written documents

1. The Standing Committee of the National Assembly reviews and comments by written documents in the following cases:

a) Written responses to agencies, organizations, and individuals requesting opinions from the Standing Committee of the National Assembly, except for cases stipulated in Article 53 of this Regulation;

b) Draft laws, resolutions of the National Assembly, draft ordinances, resolutions, proposals, projects, plans of the Standing Committee of the National Assembly after being prepared, adopted, and revised according to the conclusions of the Standing Committee of the National Assembly;

c) Session program, activity plan of the Standing Committee of the National Assembly;

d) Draft report on explanation, adoption, revision, and draft laws, resolutions of the National Assembly completed based on the opinions of National Assembly deputies at the session of the National Assembly to be submitted to the National Assembly for approval;

đ) Reviewing reports on the activities of the People's Councils at provincial level;

e) Guiding specific contents in the activities of the People's Councils;

g) Other necessary cases as determined by

2. The Standing Committee of the National Assembly reviews and decides by written documents in the following cases:

a) Deciding on the establishment, dissolution, organization, and operation of the Vietnam Friendship Parliamentarian Organization, friendship parliamentary groups, Young Deputies Group, Women Deputies Group, other deputy groups;

b) Reviewing, approving, and deciding on personnel issues of the Delegation of National Assembly deputies;

c) Reviewing, approving, and deciding on personnel issues of the Chairperson and Vice-Chairpersons of the People's Councils at provincial level;

d) Issuing resolutions, programs, plans to implement the resolutions of the National Assembly;

đ) Deciding on the establishment of drafting committees for laws, ordinances, draft resolutions;

e) Other necessary cases as determined by

Article 28. Documents to be submitted to the Standing Committee of the National Assembly for consideration, comments, and decision in writing

1. For cases prescribed in point a, Clause 1, Article 27 of this Regulation, the documents include:

a) Documents and materials sent by agencies, organizations, or individuals requesting opinions from the Standing Committee of the National Assembly;

b) Reporting documents of the agency assigned to lead the research and prepare responses, clearly stating viewpoints and proposals on issues requiring opinions from the Standing Committee of the National Assembly;

c) Draft documents of the Standing Committee of the National Assembly or draft documents of the Secretary-General of the National Assembly announcing the opinions of the Standing Committee of the National Assembly;

d) Other documents (if any).

2. For cases prescribed in point b, Clause 1, Article 27 of this Regulation, the documents include:

a) Reporting documents requesting opinions from the Standing Committee of the National Assembly;

b) Draft laws, resolutions of the National Assembly, draft ordinances, resolutions, reports, projects, programs prepared, adopted, and revised;

c) Draft reports explaining, adopting, and revising draft laws and resolutions of the National Assembly; reports explaining, adopting, and revising draft ordinances, resolutions, reports, projects, programs of the Standing Committee of the National Assembly;

d) Other documents (if any).

3. For cases prescribed in point c, Clause 1, Article 27 of this Regulation, the documents include:

a) Reporting documents requesting opinions from the Standing Committee of the National Assembly;

b) Draft agendas and activity plans;

c) Other relevant materials (if any).

4. For cases prescribed in point d, Clause 1, Article 27 of this Regulation, the documents include:

a) Reporting documents requesting opinions from the Standing Committee of the National Assembly of the Permanent Office of the leading inspection agency;

b) Draft reports of the Standing Committee of the National Assembly explaining, adopting, and revising draft laws and resolutions of the National Assembly;

c) Draft laws and resolutions of the National Assembly that have been adopted and revised;

d) Reports summarizing the discussions of National Assembly deputies, provincial-level delegations, agencies, and organizations;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

5. For cases prescribed in point đ, Clause 1, Article 27 of this Regulation, the documents include:

a) Reports on the opinions of the Deputies' Working Group;

b) Reports on the activities of the People's Council at the provincial level;

c) Other relevant materials (if any).

6. For cases prescribed in point e, Clause 1, Article 27 of this Regulation, the documents include:

a) Presenting documents of the Deputies' Working Group;

b) Draft guiding documents of the Standing Committee of the National Assembly;

c) Requesting documents of the People's Council at the provincial level (if any);

d) Opinion participation documents of the Permanent Office of the Ethnic Council, Permanent Office of the relevant Committee of the National Assembly;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

7. For cases prescribed in points a and đ, Clause 2, Article 27 of this Regulation, the documents include:

a) Proposals of the Standing Committee of the National Assembly;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Voting sheets;

d) Other documents (if any).

8. For cases prescribed in points b and c, Clause 2, Article 27 of this Regulation, the documents include:

a) Reporting documents of the Deputies' Working Group;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Voting sheets;

d) Copies of proposals and materials from agencies, organizations, or authorized individuals sent to the Standing Committee of the National Assembly;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

9. For cases prescribed in point d, Clause 2, Article 27 of this Regulation, the documents include:

a) Reporting documents requesting opinions from the Standing Committee of the National Assembly;

b) Draft resolutions, programs, plans;

c) Voting sheets;

d) Other documents (if any).

10. For cases prescribed in point g, Clause 1, and point e, Clause 2, Article 27 of this Regulation, the documents submitted to the Standing Committee of the National Assembly shall be carried out according to the provisions of Clause 1 of this Article and draft resolutions, voting sheets (if any).

Article 29. Procedure and formalities for the Standing Committee of the National Assembly to examine, provide opinions, and decide in writing

1. The leading agency responsible for organizing research and preparing draft documents or draft resolutions of the Standing Committee of the National Assembly on matters to be examined, provided with opinions, and decided upon shall organize the relevant materials and draft voting sheets (if applicable), and report to the Deputy

2. Members of the Standing Committee of the National Assembly shall have the responsibility to study and clearly express their views in writing or through voting sheets and return them to the leading agency within at least two working days from the date of receipt of the files and materials, except in cases

3. Within three working days from the end of the period for soliciting opinions, except in cases

4. Documents submitted for examination include

a) Draft documents submitted for examination

b) Draft documents sent for opinions according to Clause 1 of this Article, after being incorporated and completed;

c) A consolidated report, explanation, incorporation of opinions of members of the Standing Committee of the National Assembly or a summary of voting results; opinions of the Deputy

d) Documents expressing opinions of members of the Standing Committee of the National Assembly.

5. Based on the content and nature of the documents,

Section 3 MEETINGS ORGANIZED BY THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 30. Specialized meetings of National Assembly deputies

1. Based on the planned agenda of the National Assembly session and the work program of the Standing Committee of the National Assembly, the Secretary-General of the National Assembly shall coordinate with the Standing Committee of the National Ethnic Council, the Standing Committees of the National Assembly, and agencies under the Standing Committee of the National Assembly to develop a Plan for organizing the meeting to be decided by the Standing Committee of the National Assembly.

2. The plan for organizing the meeting shall be sent to the Standing Committee of the National Ethnic Council, the Standing Committees of the National Assembly, the National Assembly Office, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly deputies, and related agencies and organizations at least ten days before the scheduled date of the meeting and shall be publicly announced on the National Assembly's electronic information portal.

3. The Standing Committee of the National Assembly shall decide to convene representatives to attend the meeting at least seven days before the opening of the meeting.

4. Participants in the meeting include:

a) Specialized National Assembly deputies who are responsible for attending the meeting; in case of absence, they must state the reason and notify the Secretary-General of the National Assembly for reporting

b) Representatives of agencies, organizations, individuals submitting projects, drafts, proposals, reports;

c) Non-specialized National Assembly deputies have the right to register to attend the meeting, sending registration documents to the Secretary-General of the National Assembly at least five days before the opening of the meeting for consolidation and reporting

d) Managers, experts, scientists, and representatives of related agencies and organizations may be invited to attend the meeting based on the proposal of the leading agency, the Secretary-General of the National Assembly, or the request of

6. Meeting documents shall be sent to participants at least three working days before the opening of the meeting, including:

a) For laws, draft resolutions, proposals, and reports that have been reviewed by the National Assembly in previous sessions, the file includes: revised draft laws, resolutions, proposals, and reports; reports from the agency assigned to lead research, explanation, incorporation, and revision or the agency submitting major issues still having differing opinions in the draft, proposal, or report; draft reports on explanation, incorporation, and revision; consolidated reports on opinions of National Assembly deputies; other documents (if applicable);

b) For laws, draft resolutions, proposals, and reports to be submitted for review and approval at one session, the file includes: submission files for laws, draft resolutions, proposals, and reports to the National Assembly; reports from the reviewing agency; other documents (if applicable).

7. Agencies submitting and reviewing agencies shall have the responsibility to report and explain issues raised by deputies at the meeting; to study opinions at the meeting to incorporate and revise draft laws, draft resolutions, proposals, and reports.

Article 31. Other Meetings and Conferences

1. The Standing Committee of the National Assembly decides to organize other meetings and conferences upon the proposal of Standing Committee members, the Secretary-General of the National Assembly, the Permanent Delegation of the National Assembly's Ethnic Council, the Permanent Delegation of the National Assembly's Committees, the National Assembly Office, and agencies under the Standing Committee of the National Assembly for the implementation of tasks and powers as prescribed.

Based on the conclusions of the chairperson, the Secretary-General of the National Assembly, the Permanent Delegation of the National Assembly's Ethnic Council, the Permanent Delegation of the National Assembly's Committees, the National Assembly Office, and agencies under the Standing Committee of the National Assembly, the agency responsible for the content shall draft the conclusion document of the meeting or conference for each content item, submit it to the Secretary-General of the National Assembly for comments from the chairperson before presenting it.

Section 4 THE DELEGATION OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 32. Forms of Organization of the Delegation of the Standing Committee of the National Assembly

Section 5 ACTIVITIES OF THE CHAIRMAN AND VICE-CHAIRMEN OF THE NATIONAL ASSEMBLY WHEN PERFORMING THE TASKS AND POWERS OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 35. Regular Briefings of the Chairman and Vice-Chairmen of the National Assembly

The Chairman and Vice-Chairmen of the National Assembly Working with the Secretary-General of the National Assembly, the Permanent Delegation of the National Assembly's Ethnic Council, the Permanent Delegation of the National Assembly's Committees, the Leadership of the National Assembly Office, and the Leadership of Agencies Under the Standing Committee of the National Assembly

Article 38. The Chairman of the National Assembly, Vice Chairmen of the National Assembly shall work with leaders of Ministries, sectors, localities, agencies, organizations, and individuals.

Article 39. Members of the Standing Committee of the National Assembly shall work with leaders of Ministries, sectors, localities, agencies, organizations, and individuals.

Article 40. Receiving domestic and international guests

Chapter III PROCEDURES AND RESPONSIBILITIES IN HANDLING WORK OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Section 1 IN THE LEGISLATIVE FIELD

Subsection 1 ESTABLISHING, AMENDING, AND IMPLEMENTING THE PROGRAM TO BUILD LAWS AND ORDINANCES OF THE NATIONAL ASSEMBLY

Article 41. Establishing the proposed program to build laws and ordinances

1. After receiving the file proposing to build laws, ordinances, resolutions, and suggestions regarding laws, ordinances, and resolutions, based on the areas under the responsibility of the Ethnic Council, Committees of the National Assembly, and the Standing Committee of the Legal Affairs Committee, they shall propose the division of responsibilities for the competent agency to review and report to the Deputy

2. The Standing Committee of the Legal Affairs Committee shall transfer the file proposing to build laws, ordinances, and resolutions, and suggestions regarding laws, ordinances, and resolutions to the competent agency for review, while also transferring it to the Ethnic Council and other Committees of the National Assembly for their opinions.

3. The Legal Affairs Committee shall take the lead in reviewing and preparing the review report on the proposal to build laws, ordinances, and resolutions, and suggestions regarding laws, ordinances, and resolutions; the review report must reflect the review opinions and opinions of the Ethnic Council and other Committees of the National Assembly.

4. Documents submitted to the Standing Committee of the National Assembly for consideration of proposals to build laws, ordinances, and resolutions, and suggestions regarding laws, ordinances, and resolutions include:

a) The proposal of the Government, agencies, organizations, and National Assembly deputies;

b) The file proposing to build laws, ordinances, and resolutions, and suggestions regarding laws, ordinances, and resolutions;

c) The review report of the Legal Affairs Committee;

d) Copies of the review opinions and opinions of the Ethnic Council and other Committees of the National Assembly;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

5. The procedure for the Standing Committee of the National Assembly to consider proposals to build laws, ordinances, and resolutions, and suggestions regarding laws, ordinances, and resolutions shall be implemented in accordance with Clause 1 of Article 48 of the Law on Enacting Legislative Instruments.

6. Based on the conclusion at the meeting, the Standing Committee of the Legal Affairs Committee shall take the lead and coordinate with relevant agencies and organizations to draft the proposal to the National Assembly of the Standing Committee of the National Assembly, and the draft resolution of the National Assembly on the program to build laws and ordinances, reporting to the Deputy

7. The procedure for the Standing Committee of the National Assembly to consider and decide on the proposal to the National Assembly and the draft resolution of the National Assembly on the program to build laws and ordinances shall be implemented in accordance with Article 29 of these Regulations.

Article 42. The Standing Committee of the National Assembly adjusts the legislative drafting program and ordinances

1. During the period between two sessions of the National Assembly, the Standing Committee of the National Assembly examines and decides to adjust the legislative drafting program and ordinances in the following cases:

a) Supplementing legislative projects, ordinances, and draft resolutions into the legislative drafting program and ordinances based on the proposal of agencies, organizations, or National Assembly deputies who have the right to submit legislative projects or draft resolutions;

b) Changing the scope of regulation, time for submission, or removing legislative projects, ordinances, and draft resolutions from the legislative drafting program and ordinances based on the proposal of agencies, organizations, or National Assembly deputies submitting legislative projects or draft resolutions;

c) Adjusting the time for submission or removing legislative projects, ordinances, and draft resolutions from the program based on the examination of the preparation situation of relevant agencies and organizations.

2. The examination and adjustment of the legislative drafting program and ordinances in the case provided for in point a of Clause 1 of this Article shall be carried out as follows:

a) Based on the areas under the responsibility of the National Ethnic Council, Committees of the National Assembly, the Standing Committee of the Legal Affairs Committee transfers the dossier proposing the drafting of laws, ordinances, and resolutions to the National Ethnic Council, Committees of the National Assembly for review, and to other agencies for comments. In cases where the proposal for drafting laws, ordinances, and resolutions involves overlapping areas under the responsibility of the National Ethnic Council and Committees of the National Assembly, the Standing Committee of the Legal Affairs Committee proposes the reviewing agency to report to the Deputy;

b) The Legal Affairs Committee leads the review and prepares a review report on the proposal for drafting laws, ordinances, and resolutions; the review report must reflect the opinions of the review, and the opinions of the National Ethnic Council and other Committees of the National Assembly;

c) Based on the results of the review, the Legal Affairs Committee prepares the draft resolution of the Standing Committee of the National Assembly regarding the adjustment of the legislative drafting program and ordinances (if necessary);

d) The materials submitted to the Standing Committee of the National Assembly for examining the proposal for drafting laws, ordinances, and resolutions include the materials prescribed in Clause 4 of Article 41 of this Regulation and the draft resolution of the Standing Committee of the National Assembly (if necessary);

đ) The procedure for the Standing Committee of the National Assembly to examine the proposal for drafting laws, ordinances, and resolutions to decide on supplementing into the legislative drafting program and ordinances is implemented according to the provisions of Clause 1 of Article 48 of the Law on Enacting Legal Normative Documents; in cases of necessity, the Standing Committee of the National Assembly provides opinions to submit to the National Assembly for examination and decision on supplementing legislative projects, ordinances, and draft resolutions into the legislative drafting program and ordinances.

3. The examination and adjustment of the legislative drafting program and ordinances in the case provided for in point b of Clause 1 of this Article shall be carried out according to the procedures stipulated in Clause 2 of this Article.

4. The examination and adjustment of the legislative drafting program and ordinances in the case provided for in point c of Clause 1 of this Article shall be carried out as follows:

a) Based on the conclusions of the Standing Committee of the National Assembly or of

b) The procedure for the Standing Committee of the National Assembly to examine and issue a resolution adjusting the legislative drafting program and ordinances is implemented according to the provisions of Article 24 of this Regulation.

5. The Standing Committee of the Legal Affairs Committee coordinates with the Secretary-General of the National Assembly to assist the Standing Committee of the National Assembly in preparing the content of the report to the National Assembly at the nearest session regarding the adjustment of the legislative drafting program and ordinances.

Article 43. Implementation of the legislative program

1. The Standing Committee of the National Assembly shall issue a resolution to implement the National Assembly's resolution on the legislative program. The Standing Committee of the Legal Affairs Committee shall take the lead and coordinate with the General Secretary of the National Assembly, the Standing Committee of the National Ethnic Council, other Standing Committees of the National Assembly, and relevant agencies to prepare the draft resolution of the Standing Committee of the National Assembly, including the proposed allocation of agencies, organizations, and National Assembly deputies responsible for presenting, the main drafting agency (for legislative projects and draft resolutions submitted by the Standing Committee of the National Assembly), the main reviewing agency, participating reviewing agencies, and the proposed timeline for submitting legislative projects and draft resolutions to the Standing Committee of the National Assembly.

2. The procedure for the Standing Committee of the National Assembly to consider and issue a resolution to implement the National Assembly's resolution on the legislative program shall be carried out in accordance with the provisions of Article 29 of this Regulation.

3. Based on actual circumstances, the Standing Committee of the National Assembly shall coordinate with the Government and relevant agencies to organize meetings to implement the legislative program. The Standing Committee of the Legal Affairs Committee shall take the lead and coordinate with relevant agencies and organizations to assist the Standing Committee of the National Assembly in preparing the meeting agenda. The National Assembly Office shall be responsible for preparing the conditions to ensure the meeting.

4. The Standing Committee of the Legal Affairs Committee shall act as the focal point to assist the Standing Committee of the National Assembly in monitoring, summarizing, and reporting on the implementation of the legislative program.

5. The Standing Committee of the National Ethnic Council and the Standing Committees of the National Assembly assigned to review shall be responsible for coordinating, monitoring, urging the presenting agency, the main drafting agency, and regularly sending monthly reports on the preparation of legislative projects and draft resolutions to the Standing Committee of the Legal Affairs Committee for consolidation and reporting to the Standing Committee of the National Assembly.

Subsection 2 SEEKING OPINIONS ON LEGISLATIVE PROJECTS AND DRAFT RESOLUTIONS BEFORE SUBMISSION TO THE NATIONAL ASSEMBLY

Article 44. Seeking opinions on legislative projects and draft resolutions of the National Assembly

1. The materials and time for submitting legislative project and draft resolution materials to the Standing Committee of the National Assembly for consideration shall be implemented in accordance with the provisions of Article 19 of this Regulation.

2. In cases where necessary,

3. The procedure for the Standing Committee of the National Assembly to seek opinions on legislative projects and draft resolutions of the National Assembly shall be carried out in accordance with the provisions of Article 71 of the Law on Enacting Legal Normative Documents.

4. The conclusion of the Standing Committee of the National Assembly on legislative projects and draft resolutions of the National Assembly must clearly state whether the legislative project or draft resolution has met the conditions or not yet met the conditions for submission to the National Assembly.

Article 45. Seeking opinions on explanations, adoption, and revision of draft laws and draft resolutions of the National Assembly according to the opinions of National Assembly deputies

1. After the legislative project and draft resolution have been discussed and given opinions by the National Assembly, the Standing Committee of the main reviewing agency shall take the lead and coordinate with the main drafting agency and relevant agencies to organize research, propose explanations, adoption, and revision of the draft law and draft resolution to report to the Standing Committee of the National Assembly.

2. Upon the request of the Standing Committee of the main reviewing agency or when it is deemed necessary, the Standing Committee of the National Assembly shall examine and give opinions on the explanations, adoption, and revision of the draft law and draft resolution at one or more sessions. The procedure for the Standing Committee of the National Assembly to give opinions on the explanations, adoption, and revision of the draft at the session shall be carried out in accordance with the provisions of Article 23 of this Regulation.

3. After the session, the Standing Committee of the main reviewing agency shall take the lead and coordinate with the main drafting agency and relevant agencies to adopt the opinions of the Standing Committee of the National Assembly, complete the draft law and resolution to seek opinions at the Conference of Full-time National Assembly Deputies (if any), send to seek opinions from the Delegations of National Assembly Deputies and relevant agencies and organizations to adopt and revise the draft law and resolution and complete the draft report on explanations, adoption, and revision, report to the Deputy

Subsection 3 REVIEWING AND APPROVING LEGISLATIVE PROJECTS AND DRAFT RESOLUTIONS OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 46. Examination and Approval of Draft Ordinances and Draft Resolutions by the Standing Committee of the National Assembly

1. The documents and time for submitting draft ordinances and draft resolutions to the Standing Committee of the National Assembly shall be carried out in accordance with the provisions of Article 19 of this Regulation.

2. In cases where necessary,

The procedure for the Standing Committee of the National Assembly to examine and approve draft ordinances and draft resolutions of the Standing Committee of the National Assembly shall be implemented in accordance with the provisions of Article 77 of the Law on Enacting Legal Normative Documents.

4. The permanent office of the leading agency responsible for examination shall coordinate with relevant agencies to perfect the ordinance and resolution adopted by the Standing Committee of the National Assembly for submission.

Article 47. Reconsidering Ordinances Already Passed Upon Proposal of the State President

1. The Standing Committee of the National Assembly assigns the leading agency responsible for examination of the draft ordinance or another agency of the National Assembly to lead and coordinate with related agencies and organizations to study the proposal of

Subsection 4 CONSIDERATION AND DECISION ON OTHER CONTENTS WITHIN AUTHORITY

Article 48. Establishment of Drafting Board for Draft Laws, Ordinances, and Draft Resolutions

1. The Standing Committee of the National Assembly establishes the Drafting Board for draft laws, ordinances, and draft resolutions in cases provided for in Clause 1 of Article 52 of the Law on Enacting Legal Normative Documents.

2. The agency assigned by the Standing Committee of the National Assembly to lead the drafting prepares the dossier to request the establishment of the Drafting Board in accordance with Clause 7 of Article 28 of this Regulation for submission to the Standing Committee of the National Assembly.

3. The procedure for the Standing Committee of the National Assembly to examine and approve the resolution establishing the Drafting Board shall be carried out in accordance with the provisions of Article 29 of this Regulation.

Article 49. Examination and Decision on the Dossier of Draft Laws and Draft Resolutions Submitted by the Standing Committee of the National Assembly to the National Assembly

1. The leading agency responsible for drafting builds the dossier of draft laws and draft resolutions, reports to Deputy

2. The Standing Committee of the National Assembly examines and gives opinions on the contents and dossier of draft laws and draft resolutions at one or more sessions.

3. The procedure for the Standing Committee of the National Assembly to examine and decide on the dossier of draft laws and draft resolutions shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Article 50. Perfecting the Text After Approval by the National Assembly and the Standing Committee of the National Assembly

1. For laws, ordinances, and resolutions containing legal norms that have been approved by the National Assembly and the Standing Committee of the National Assembly, the permanent office of the leading agency responsible for examination shall lead and coordinate with the permanent office of the Committee for Legal Affairs, the leading agency responsible for drafting, and related agencies to review and perfect the technical aspects of the text, seek opinions according to point c of this clause, and report to Deputy

a) The document submitted by the permanent office of the leading agency responsible for examination;

b) The completed law, ordinance, or resolution, signed off by the head of the leading agency responsible for examination at the end of the document;

c) The record of opinions of the Deputies

2. For other resolutions that have been approved, the Standing Committee of the National Assembly assigns the agency responsible for the content to coordinate with related agencies to perfect the text, and report to Deputy

a) The document submitted by the agency responsible for the content;

b) The approval opinion of Deputy

c) The completed resolution, signed off by the head of the agency responsible for the content at the end of the document.

Article 51. Interpretation of the Constitution, laws, and ordinances

1. On the basis of the proposal from agencies, organizations, or National Assembly deputies as stipulated in Clause 1 of Article 159 of the Law on Enacting Legal Normative Documents, or when it deems necessary, the Standing Committee of the National Assembly shall consider and decide on the interpretation of the Constitution, laws, and ordinances.

2. The procedure for the Standing Committee of the National Assembly to consider and decide on the interpretation of the Constitution, laws, and ordinances shall be carried out according to the provisions of Article 23 of this Regulation. The conclusion of the Standing Committee of the National Assembly regarding the decision to interpret the Constitution, laws, and ordinances must clearly state the reasons and requirements for interpretation; assign the agency responsible for drafting, the agency responsible for reviewing, and the agency participating in reviewing the draft resolution on interpreting the Constitution, laws, and ordinances.

3. At least twenty days before the scheduled start date of the Standing Committee of the National Assembly's session, the agency responsible for drafting must submit the dossier of the draft resolution on interpreting the Constitution, laws, and ordinances to the Standing Committee of the National Assembly, while simultaneously sending it to the agency responsible for reviewing and the agency participating in reviewing to conduct the review.

4. The dossier submitted to the Standing Committee of the National Assembly includes:

a) The report on the draft resolution from the agency responsible for drafting;

b) The draft resolution on interpreting the Constitution, laws, and ordinances;

c) Examination report for the draft submitted by the Government; opinions of the Government on the draft not submitted by the Government;

d) A copy of opinions contributed; a consolidated report, explanation, and adoption of opinions from agencies and organizations;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

5. The agency responsible for reviewing and the agency participating in reviewing shall conduct the review to report to the Standing Committee of the National Assembly for consideration and decision.

6. The procedure for the Standing Committee of the National Assembly to consider and pass the draft resolution on interpreting the Constitution, laws, and ordinances shall be carried out according to the provisions of Clause 2 of Article 160 of the Law on Enacting Legal Normative Documents.

Article 52. Decision on organizing public opinion solicitation on draft laws

1. After the draft law has been discussed at the first session of the National Assembly, based on the nature and content of the draft law, the Standing Committee of the National Assembly decides on organizing public opinion solicitation, the content, scope, format, and time for soliciting public opinion on the draft law.

2. At least twenty days before the scheduled start date of the Standing Committee of the National Assembly's session, the agency, organization, or National Assembly deputy submitting the draft law must send the dossier on organizing public opinion solicitation on the draft law to the Standing Committee of the National Assembly, while simultaneously sending it to the agency responsible for reviewing the draft law for study and preparation of opinions.

3. The dossier submitted to the Standing Committee of the National Assembly includes:

a) The report from the agency, organization, or National Assembly deputy submitting the draft law on organizing public opinion solicitation;

b) The draft resolution of the Standing Committee of the National Assembly on organizing public opinion solicitation on the draft law;

c) The draft law that has been revised and adjusted according to the opinions of National Assembly deputies, the draft report explaining, adopting, and adjusting the draft law, and the report on the proposed content for soliciting public opinion;

d) Other documents (if any).

4. The agency responsible for reviewing the draft law organizes research and prepares opinions to report to the Standing Committee of the National Assembly for consideration and decision.

5. The procedure for the Standing Committee of the National Assembly to consider and decide on organizing public opinion solicitation on the draft law shall be carried out according to the provisions of Article 24 of this Regulation.

Article 53. Soliciting opinions on the issuance of decrees concerning necessary issues within the jurisdiction of the National Assembly or the Standing Committee of the National Assembly but not yet meeting the conditions for drafting into laws or ordinances.

1. The Standing Committee of the National Assembly assigns the National Ethnic Council and the National Assembly's Committee to be responsible for reviewing and participating in reviewing the draft decree.

2. The dossier submitted to the Standing Committee of the National Assembly shall comply with the provisions of Clause 2 of Article 95 of the Law on Enacting Legal Normative Documents.

3. The procedure for the Standing Committee of the National Assembly to examine, solicit opinions, and decide on allowing the issuance of the decree shall be carried out according to the provisions of Article 24 of this Regulation.

4. Opinions should focus on the necessity of promulgation; basic policies and main contents of the draft document; scope and objects regulated by the document; issues requested for opinions by the Government or still having differing opinions, and other issues of concern to the Standing Committee of the National Assembly.

SECTION 2 IN THE FIELD OF SUPERVISION

Article 54. Supervisory Activities of the Standing Committee of the National Assembly

The Standing Committee of the National Assembly conducts supervisory activities and implements procedures and formalities as prescribed by the Law on the Activities of Supervision of the National Assembly and People's Councils, the Rules for Implementing Certain Supervisory Activities of the National Assembly, the Standing Committee of the National Assembly, the Ethnic Council, Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Deputies.

Article 55. Reviewing Ordinances and Resolutions of the Standing Committee of the National Assembly That Appear to Contravene the Constitution, Laws, or Resolutions of the National Assembly

1. When discovering or receiving proposals or recommendations from agencies, organizations, or individuals regarding the review of ordinances and resolutions of the Standing Committee of the National Assembly that appear to contravene laws or resolutions of the National Assembly, the Standing Committee of the National Assembly assigns the Ethnic Council and Committees of the National Assembly to lead and participate in the examination; for proposals or recommendations to review ordinances and resolutions of the Standing Committee of the National Assembly that appear to contravene the Constitution, the Legal Affairs Committee of the National Assembly leads the examination, with the Ethnic Council and other Committees of the National Assembly participating in the examination as assigned by the Standing Committee of the National Assembly.

2. The procedure for the Standing Committee of the National Assembly to review ordinances and resolutions that appear to contravene the Constitution, laws, or resolutions of the National Assembly shall be implemented according to the provisions of Article 24 of this Regulation.

3. In cases where it is determined that ordinances and resolutions of the Standing Committee of the National Assembly contravene the Constitution, laws, or resolutions of the National Assembly, the Standing Committee of the National Assembly suspends the implementation of the ordinances and resolutions; assigns the agency, organization, or individual that submitted the ordinances and resolutions to study and propose amendments to ensure compliance with the Constitution, laws, and resolutions of the National Assembly. Amendments to the ordinances and resolutions shall be carried out in accordance with the provisions of the Law on Enacting Legal Normative Documents.

Article 56. Considering and Deciding on Matters Relating to the Proposal to the National Assembly for Confidence Votes Against Individuals Appointed or Approved by the National Assembly

1. The Representative Work Committee proposes a list of individuals subject to confidence votes, coordinates with relevant agencies to prepare the dossier for the Standing Committee of the National Assembly to consider the proposal to the National Assembly for confidence votes against individuals appointed or approved by the National Assembly.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Presenting documents of the Deputies' Working Group;

b) Draft report of the Standing Committee of the National Assembly;

c) List of individuals subject to confidence votes;

d) Report of the individual subject to confidence votes;

đ) Report of the Vietnam Fatherland Front Central Committee summarizing opinions and recommendations of voters related to the individual subject to confidence votes;

e) Sample ballots for each position or group of positions;

g) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to consider the proposal to the National Assembly for confidence votes against individuals appointed or approved by the National Assembly shall be carried out according to the provisions of Article 24 of this Regulation.

4. Based on the conclusions of the Standing Committee of the National Assembly, the Representative Work Committee assists the Standing Committee of the National Assembly in completing the dossier and documents to be sent to National Assembly deputies in accordance with the National Assembly's regulations on confidence votes against individuals appointed or approved by the National Assembly.

Article 57. Examination and decision on submitting to the National Assembly for confidence vote against individuals holding positions elected or approved by the National Assembly

1. The Delegation Work Board shall coordinate with relevant agencies to assist the Standing Committee of the National Assembly in preparing files to submit to the National Assembly regarding the confidence vote against individuals holding positions elected or approved by the National Assembly, in accordance with the National Assembly's regulations on confidence votes against such individuals.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Presenting documents of the Deputies' Working Group;

b) Draft report of the Standing Committee of the National Assembly on the individual proposed for the confidence vote;

c) Summary report of opinions and recommendations from relevant agencies and National Assembly deputies concerning the individual proposed for the confidence vote;

d) Notification document of the competent authority's opinion on the individual proposed for the confidence vote (if applicable);

đ) Sample ballot for the individual proposed for the confidence vote;

e) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to examine and decide on submitting to the National Assembly for confidence vote against individuals holding positions elected or approved by the National Assembly shall be carried out in accordance with the provisions of Article 24 of this Regulation.

4. Based on the conclusion of the Standing Committee of the National Assembly, the Delegation Work Board shall assist the Standing Committee of the National Assembly in perfecting the files and documents to submit to the National Assembly for the confidence vote against individuals holding positions elected or approved by the National Assembly.

Section 3 ISSUES ON PERSONNEL AND ORGANIZATIONAL STRUCTURE OF THE STATE APPARATUS

Subsection 1 PREPARATION FOR SUBMISSION TO THE NATIONAL ASSEMBLY FOR EXAMINATION AND DECISION ON PERSONNEL AND ORGANIZATIONAL STRUCTURE OF THE STATE APPARATUS

Article 58. Examination and decision on personnel issues submitted by the Standing Committee of the National Assembly to the National Assembly for examination and decision

1. The Delegation Work Board shall coordinate with relevant agencies to assist the Standing Committee of the National Assembly in preparing files to propose the National Assembly to elect, remove, dismiss, approve, or relieve individuals from their duties as National Assembly deputies, according to the proposal of the Standing Committee of the National Assembly.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Presenting documents of the Deputies' Working Group;

b) Draft report of the Standing Committee of the National Assembly;

c) Personnel file of the individual proposed for each position, except in cases of removal, dismissal, and relief from duties as a National Assembly deputy;

d) Draft resolution of the National Assembly;

đ) Resignation letter, request to relieve from duties as a National Assembly deputy (if applicable);

e) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to examine and decide on personnel issues proposed to the National Assembly for election, removal, dismissal, approval, or relief from duties as a National Assembly deputy shall be carried out in accordance with the provisions of Article 24 of this Regulation.

4. Based on the conclusion of the Standing Committee of the National Assembly, the Delegation Work Board shall assist the Standing Committee of the National Assembly in perfecting the files to submit to the National Assembly.

Article 59. Examination and decision on submitting to the National Assembly for establishment of the National Election Council

1. The Delegation Work Board shall coordinate with relevant agencies to assist the Standing Committee of the National Assembly in preparing files to propose the National Assembly to establish the National Election Council.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Presenting documents of the Deputies' Working Group;

b) Draft report of the Standing Committee of the National Assembly;

c) Draft resolution of the National Assembly;

d) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to examine and decide on submitting to the National Assembly for establishment of the National Election Council shall be carried out in accordance with the provisions of Article 24 of this Regulation.

4. Based on the conclusion of the Standing Committee of the National Assembly, the Delegation Work Board shall assist the Standing Committee of the National Assembly in perfecting the files to submit to the National Assembly.

Article 60. Comments on the organizational structure of the Government and the number of members of the Government

1. The Standing Committee of the National Assembly shall provide comments on the organizational structure of the Government and the number of members of the Government to be submitted to the National Assembly for examination and decision. The files to be submitted to the Standing Committee of the National Assembly include:

a) Report of the Government on the organizational structure of the Government, report of

b) Draft resolution of the National Assembly;

c) Proposal on related issues (if applicable);

d) Other documents (if any).

2. The Legal Affairs Committee shall review the report of the Government on the organizational structure of the Government, report of

3. The procedure for the Standing Committee of the National Assembly to provide comments on the organizational structure of the Government and the number of members of the Government shall be carried out in accordance with the provisions of Article 23 of this Regulation.

4. Based on the conclusion of the Standing Committee of the National Assembly, the Government,

Article 61. Giving opinions on matters to be submitted to the National Assembly for consideration and decision regarding personnel as proposed by the Chairman of the National Election Council, the President, and the Prime Minister

1. The Delegation Work Committee shall coordinate with relevant agencies to receive files from the Chairman of the National Election Council.

2. The procedure for the Standing Committee of the National Assembly to give opinions on proposals made by the Chairman of the National Election Council.

3. Based on the conclusions of the Standing Committee of the National Assembly, the Chairman of the National Election Council,

Article 62. Giving opinions on matters to be submitted to the National Assembly for approval regarding the proposal of the Chief Justice of the Supreme People's Court to appoint Justices of the Supreme People's Court

1. The Chief Justice of the Supreme People's Court shall submit to the Standing Committee of the National Assembly for opinions on matters to be submitted to the National Assembly for approval regarding the appointment of Justices of the Supreme People's Court. The file to be submitted to the Standing Committee of the National Assembly includes:

a) A report from the Chief Justice of the Supreme People's Court;

b) Personnel files of the proposed individual;

c) Draft resolution of the National Assembly;

d) A sample of the National Assembly's approval form;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

2. The Committee on Legal Affairs shall review the proposal of the Chief Justice of the Supreme People's Court regarding the appointment of Justices of the Supreme People's Court to be submitted to the National Assembly for consideration and approval.

3. The procedure for the Standing Committee of the National Assembly to give opinions on matters to be submitted to the National Assembly for approval regarding the proposal of the Chief Justice of the Supreme People's Court to appoint Justices of the Supreme People's Court shall be carried out according to the provisions of Article 23 of this Regulation.

4. Based on the conclusions of the Standing Committee of the National Assembly, the Chief Justice of the Supreme People's Court shall coordinate with relevant agencies to complete the file to be submitted to the National Assembly.

Article 63. Giving opinions on matters to be submitted to the National Assembly for consideration and decision regarding the establishment, dissolution, merger, division, and adjustment of administrative boundaries of provinces, centrally-administered cities, and special administrative-economic zones

1. The Government shall submit to the Standing Committee of the National Assembly for opinions on matters to be submitted to the National Assembly for consideration and decision regarding the establishment, dissolution, merger, division, and adjustment of administrative boundaries of provinces, centrally-administered cities, and special administrative-economic zones.

2. The file to be submitted to the Standing Committee of the National Assembly for opinions on matters to be submitted to the National Assembly for consideration and decision regarding the establishment, dissolution, merger, division, and adjustment of administrative boundaries of provinces, centrally-administered cities, and special administrative-economic zones shall include the documents specified in Article 133 of the Law on Organization of Local Administration.

3. The Committee on Legal Affairs shall review the report and project of the Government regarding the establishment, dissolution, merger, division, and adjustment of administrative boundaries of provinces, centrally-administered cities, and special administrative-economic zones. In necessary cases, the Standing Committee of the National Assembly may submit to the National Assembly to decide to establish a temporary committee to review the report and project of the Government regarding the establishment and dissolution of special administrative-economic zones.

4. The procedure for the Standing Committee of the National Assembly to give opinions on matters to be submitted to the National Assembly for consideration and decision regarding the establishment, dissolution, merger, division, and adjustment of administrative boundaries of provinces, centrally-administered cities, and special administrative-economic zones shall be carried out according to the provisions of Article 23 of this Regulation.

Article 64. Considering and deciding on matters to be submitted to the National Assembly for decision on the national election date for the election of National Assembly deputies and the election of People's Council deputies at all levels

1. The Delegation Work Committee shall coordinate with relevant agencies to assist the Standing Committee of the National Assembly in preparing the file to be submitted to the National Assembly for decision on the national election date for the election of National Assembly deputies and the election of People's Council deputies at all levels.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Presenting documents of the Deputies' Working Group;

b) Draft report of the Standing Committee of the National Assembly;

c) Draft resolution of the National Assembly;

d) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to consider and decide on matters to be submitted to the National Assembly for decision on the national election date for the election of National Assembly deputies and the election of People's Council deputies at all levels shall be carried out according to the provisions of Article 24 of this Regulation.

4. Based on the conclusion of the Standing Committee of the National Assembly, the Delegation Work Board shall assist the Standing Committee of the National Assembly in perfecting the files to submit to the National Assembly.

Article 65. Examination and Decision on Matters to be Submitted to the National Assembly for Decision and Announcement of the Date of Supplementary Election of National Assembly Deputies, Establishment of the Supplementary Election Board of National Assembly Deputies

1. The Representative Work Committee shall report to the Standing Committee of the National Assembly for examination and submission to the National Assembly for decision and announcement of the date of supplementary election of National Assembly deputies.

2. The dossier for the Standing Committee of the National Assembly to examine and submit to the National Assembly for decision and announcement of the date of supplementary election of National Assembly deputies shall include:

a) The Representative Work Committee's report on the situation and number of National Assembly deputies; the necessity and basis for conducting the supplementary election of National Assembly deputies and other related issues;

b) Draft report of the Standing Committee of the National Assembly;

c) Draft resolution of the National Assembly;

d) The draft plan of the Standing Committee of the National Assembly on organizing the supplementary election of National Assembly deputies;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

3. The procedure for the Standing Committee of the National Assembly to examine and decide on matters to be submitted to the National Assembly for decision and announcement of the date of supplementary election of National Assembly deputies shall be carried out in accordance with the provisions of Article 24 of this Regulation.

4. The Standing Committee of the National Assembly's examination and decision on matters to be submitted to the National Assembly for decision on establishing the Supplementary Election Board of National Assembly deputies shall be carried out in accordance with the provisions of Article 59 of this Regulation.

Article 66. Examination and Decision on Matters to be Submitted to the National Assembly for Decision on Shortening or Extending the Term of the National Assembly, the Term of the People's Council

1. The Representative Work Committee shall coordinate with relevant agencies to submit to the Standing Committee of the National Assembly for examination and decision on matters to be submitted to the National Assembly for decision on shortening or extending the term of the National Assembly, the term of the People's Council.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Presenting documents of the Deputies' Working Group;

b) Draft report of the Standing Committee of the National Assembly;

c) Draft resolution of the National Assembly;

d) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to examine and decide on matters to be submitted to the National Assembly for decision on shortening or extending the term of the National Assembly, the term of the People's Council shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Subsection 2 EXAMINATION AND DECISION ON PERSONNEL AND ORGANIZATIONAL STRUCTURE OF STATE ADMINISTRATION WITHIN AUTHORITY

Article 67. Examination and Decision on the Number and Approval of Lists of Vice Chairpersons of the National Ethnic Council, Deputy Heads of Committees, Permanent Members, Specialized Members, and Other Members of the National Ethnic Council, Committees of the National Assembly; Approval of Resignation from Membership of the National Ethnic Council, Committees of the National Assembly

1. At the first session of the National Assembly, after being elected by the National Assembly, the Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly shall cooperate with the Representative Work Committee to propose to the Standing Committee of the National Assembly for examination and decision on the number and approval of lists of members of the National Ethnic Council, Committees of the National Assembly; examination and decision on the number and approval of lists of Vice Chairpersons of the National Ethnic Council, Deputy Heads of Committees, Permanent Members, Specialized Members of the National Ethnic Council, Committees of the National Assembly. During the term of the National Assembly, the Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly shall submit to the Standing Committee of the National Assembly for approval of Vice Chairpersons of the National Ethnic Council, Deputy Heads of Committees, Permanent Members, Specialized Members, and other members of the National Ethnic Council, Committees of the National Assembly; examination and approval of resignation from Vice Chairperson, Deputy Head, Permanent Member, Specialized Member, and other members of the National Ethnic Council, Committees of the National Assembly.

2. The Representative Work Committee shall assist the Standing Committee of the National Assembly in compiling proposals from the Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly; coordinating in preparing personnel files and draft resolutions of the Standing Committee of the National Assembly.

3. The Standing Committee of the National Assembly shall examine and decide on the number, approve lists, approve resignation from Vice Chairperson of the National Ethnic Council, Deputy Head of Committee, Permanent Member, Specialized Member, and other members of the National Ethnic Council, Committees of the National Assembly according to the following procedures:

a) The Head of the Representative Work Committee shall present a consolidated report on the proposals from the Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly;

b) The Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly may make statements (if any);

c) Delegates attending the meeting may make statements (if applicable);

đ) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions may express their opinions (if applicable);

d) The Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly, the Head of the Representative Work Committee shall report and explain (if requested);

e)

g) The Standing Committee of the National Assembly shall vote to adopt the draft resolution.

Article 68. Examination, Approval, and Decision on Personnel Issues of the National Assembly Delegation

1. The Representative Work Committee shall submit to the Standing Committee of the National Assembly for designation to convene a session chairperson to preside over the first session of the National Assembly delegation to elect the Head and Deputy Head of the delegation.

2. The National Assembly delegation shall send to the Standing Committee of the National Assembly a report requesting approval, the minutes of the election results for the Head and Deputy Head of the delegation; a report on the assignment of full-time activities for National Assembly members within the delegation (if applicable); a report requesting resignation from the position of Head and Deputy Head of the delegation; a report requesting disciplinary action against the Head and Deputy Head of the delegation, and disciplinary action against former Heads and Deputy Heads of the delegation who have retired. The Representative Work Committee shall compile the delegation's proposals and prepare files according to Clause 8 of Article 28 of this Regulation to submit to the Standing Committee of the National Assembly.

3. The transfer of membership activities of National Assembly members shall be regulated as follows:

a) In cases where a National Assembly member is decided by competent authorities to be transferred or appointed to a leading position in a province or centrally governed city other than the current delegation, the Representative Work Committee shall handle the procedures to submit to the Standing Committee of the National Assembly for examination and decision on the transfer of membership activities of that National Assembly member;

b) In cases where a National Assembly member transfers to work in another province or centrally governed city and wishes to transfer their membership activities to the delegation in the new location, they shall submit a written request to the Standing Committee of the National Assembly. The Representative Work Committee shall consult with the Provincial Vietnam Fatherland Front Committee, the delegation where the National Assembly member currently belongs, and the delegation where the member intends to transfer to, to submit to the Standing Committee of the National Assembly for examination and decision.

4. The procedure for the Standing Committee of the National Assembly to examine, approve, and decide on personnel issues of the National Assembly delegation shall be carried out according to the provisions of Article 29 of this Regulation.

Article 69. Examination, Approval, and Decision on Personnel Issues of the Chair and Vice-Chair of the People's Council at the provincial level

1. The People's Council at the provincial level shall send to the Standing Committee of the National Assembly the file requesting approval of the election results, removal, or dismissal of the Chair and Vice-Chair of the People's Council at the provincial level; the file requesting designation of the acting Chair of the People's Council at the provincial level; the file requesting disciplinary action against the Chair and Vice-Chair of the People's Council at the provincial level, and disciplinary action against former Chairs and Vice-Chairs of the People's Council at the provincial level who have retired.

2. The Representative Work Committee shall compile the requests of the People's Council at the provincial level and prepare files according to Clause 8 of Article 28 of this Regulation to submit to the Standing Committee of the National Assembly.

3. The procedure for the Standing Committee of the National Assembly to examine, approve, and decide on personnel issues of the Chair and Vice-Chair of the People's Council at the provincial level shall be carried out according to the provisions of Article 29 of this Regulation.

Article 70. Examination and Decision on Issues Related to Members of the National Assembly and Successful Candidates for Members of the National Assembly During the Period When the National Assembly Is Not in Session

1. In cases where a National Assembly member requests to resign from their representative duties, they shall submit a written request to the Standing Committee of the National Assembly and simultaneously to the Representative Work Committee. In cases of arrest, detention, or prosecution of a National Assembly member; search of the residence or workplace of a National Assembly member, the Procurator General of the Supreme People's Procuracy shall submit the file requesting to the Standing Committee of the National Assembly and simultaneously to the Representative Work Committee and the Standing Committee of the Justice Committee for study and reporting opinions to the Standing Committee of the National Assembly for examination and decision. In cases where a National Assembly member is temporarily detained due to committing a crime on the spot, the detaining authority shall submit a written report to the Standing Committee of the National Assembly and simultaneously to the Representative Work Committee and the Standing Committee of the Justice Committee for study and reporting opinions to the Standing Committee of the National Assembly for examination and decision.

2. In cases of arrest, detention, or prosecution of a person elected as a National Assembly member, the Procurator General of the Supreme People's Procuracy shall submit the file requesting to the Standing Committee of the National Assembly, the National Election Council, and simultaneously to the Representative Work Committee and the Standing Committee of the Justice Committee for study and reporting opinions to the Standing Committee of the National Assembly for examination and decision.

3. In cases where a National Assembly member is indicted, upon receiving the indictment decision, the Representative Work Committee shall immediately report to the Standing Committee of the National Assembly to decide on temporarily suspending the performance of duties and powers of the National Assembly member.

4. In cases where the competent authority decides to terminate the investigation or terminate the case against a National Assembly member, or from the date when the court's judgment or decision declaring the National Assembly member not guilty or exempted from criminal responsibility becomes legally effective, upon receiving the judgment or decision, the Representative Work Committee shall immediately report to the Standing Committee of the National Assembly for examination and decision on resuming the performance of duties and powers of the National Assembly member.

5. The procedure for the Standing Committee of the National Assembly to examine and decide on issues related to members of the National Assembly and successful candidates for members of the National Assembly shall be carried out according to the provisions of Article 24 of this Regulation.

6. At the most recent session of the National Assembly, the Standing Committee of the National Assembly shall report to the National Assembly on accepting the resignation requests of National Assembly members; agreeing to the requests for arrest, detention, prosecution of National Assembly members or persons elected as National Assembly members; searching the residences or workplaces of National Assembly members; decisions on temporarily suspending and resuming the performance of duties and powers of National Assembly members in cases where they are indicted; and the loss of National Assembly member status due to being convicted by a court judgment or decision that has become legally effective. The Representative Work Committee shall assist the Standing Committee of the National Assembly in preparing the report to submit to the National Assembly.

Article 71. Examination and Decision on Personnel for Leadership Positions at the National Assembly Office, Deputy General Secretaries of the National Assembly, Leadership Positions within Agencies under the Standing Committee of the National Assembly, Deputy State Auditors; Approval of Members of the Secretariat Board

1. The Representative Work Committee shall submit to the Standing Committee of the National Assembly proposals for appointment, dismissal, or removal from office of the Director of the National Assembly Office, Heads of Departments under the Standing Committee of the National Assembly, and the President of the Legislative Research Institute.

2. The General Secretary of the National Assembly shall submit to the Standing Committee of the National Assembly proposals for appointment, dismissal, or removal from office of Deputy General Secretaries of the National Assembly; approval, dismissal, or termination of membership in the Secretariat Board.

3. The Director of the National Assembly Office, Heads of Departments under the Standing Committee of the National Assembly, the President of the Legislative Research Institute, and the State Auditor shall submit to the Standing Committee of the National Assembly proposals for appointment, dismissal, or removal from office of deputy positions within their respective agencies.

4. The Representative Work Committee shall assist the Standing Committee of the National Assembly in compiling proposals from the agencies specified in Clause 2 and Clause 3 of this Article, preparing files for submission to the Standing Committee of the National Assembly.

5. The procedures for the Standing Committee of the National Assembly to examine and decide on personnel for leadership positions at the National Assembly Office, Deputy General Secretaries of the National Assembly, leadership positions within agencies under the Standing Committee of the National Assembly, Deputy State Auditors; approval of members of the Secretariat Board shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Article 72. Approval of Proposals by the Prime Minister Regarding Appointment and Dismissal of Ambassadors Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam

2. The file submitted to the Standing Committee of the National Assembly for approval of the proposal to appoint Ambassadors Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam includes:

a) The proposal of

đ) The draft resolution of the Standing Committee of the National Assembly;

e) Other documents (if any).

3. The file submitted to the Standing Committee of the National Assembly for approval of the proposal to dismiss Ambassadors Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam includes the documents specified in points a, b, d, đ, and e of Clause 2 of this Article.

4. The Foreign Affairs Committee shall review the proposal of

Article 73. Examination and Decision on the Establishment and Dissolution of High People's Courts, Provincial People's Courts, District People's Courts, Military Regional Courts and Equivalent Courts, Military Area Courts, High People's Procuracy, Provincial People's Procuracies, District People's Procuracies, Military Regional Procuracies and Equivalent Procuracies, Military Area Procuracies

1. The Chief Justice of the Supreme People's Court shall submit to the Standing Committee of the National Assembly for examination and decision on the establishment and dissolution of High People's Courts, Provincial People's Courts, District People's Courts, Military Regional Courts and Equivalent Courts, Military Area Courts. The Prosecutor General of the Supreme People's Procuracy shall submit to the Standing Committee of the National Assembly for examination and decision on the establishment and dissolution of High People's Procuracies, Provincial People's Procuracies, District People's Procuracies, Military Regional Procuracies and Equivalent Procuracies, Military Area Procuracies. The file submitted to the Standing Committee of the National Assembly shall include:

a) The report of the Chief Justice of the Supreme People's Court regarding the establishment and dissolution of High People's Courts, Provincial People's Courts, District People's Courts, Military Regional Courts and Equivalent Courts, Military Area Courts. The report of the Prosecutor General of the Supreme People's Procuracy regarding the establishment and dissolution of High People's Procuracies, Provincial People's Procuracies, District People's Procuracies, Military Regional Procuracies and Equivalent Procuracies, Military Area Procuracies;

b) The opinion document of the Minister of Defense concerning the establishment and dissolution of Military Regional Courts and Equivalent Courts, Military Area Courts, Military Regional Procuracies and Equivalent Procuracies, Military Area Procuracies;

c) Draft resolution of the Standing Committee of the National Assembly;

d) Other documents (if any).

2. The Legal Affairs Committee shall review the reports of the Chief Justice of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy regarding the establishment and dissolution of High People's Courts, Provincial People's Courts, District People's Courts, Military Regional Courts and Equivalent Courts, Military Area Courts, High People's Procuracies, Provincial People's Procuracies, District People's Procuracies, Military Regional Procuracies and Equivalent Procuracies, Military Area Procuracies.

3. The procedures for the Standing Committee of the National Assembly to examine and decide on the establishment and dissolution of High People's Courts, Provincial People's Courts, Military Regional Courts and Equivalent Courts, Military Area Courts, High People's Procuracies, Provincial People's Procuracies, District People's Procuracies, Military Regional Procuracies and Equivalent Procuracies, Military Area Procuracies shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Article 74. Examination and Decision on Establishing, Dissolving, Merging, Dividing, and Adjusting Administrative Boundaries of Units Below Provincial Level and Central-Supervised Cities

1. The Government shall submit to the Standing Committee of the National Assembly for examination and decision on establishing, dissolving, merging, dividing, and adjusting administrative boundaries of units below provincial level and central-supervised cities.

2. The dossier submitted to the Standing Committee of the National Assembly for examination and decision on establishing, dissolving, merging, dividing, and adjusting administrative boundaries of units below provincial level and central-supervised cities shall include the documents prescribed in Article 133 of the Law on Organization of Local Administration.

3. The Legal Committee shall examine the proposal and project of the Government regarding the establishment, dissolution, merging, division, and adjustment of administrative boundaries of units below provincial level and central-supervised cities.

4. The procedure for the Standing Committee of the National Assembly to examine and decide on establishing, dissolving, merging, dividing, and adjusting administrative boundaries of units below provincial level and central-supervised cities shall be carried out in accordance with the provisions of Article 24 of this Regulation. The examination and decision on establishing, dissolving, merging, dividing, and adjusting administrative boundaries of district-level units shall be conducted concurrently with the examination and decision on establishing, dissolving People's Courts and People's Procuratorates at the district level.

Article 75. Examination and Decision on Dissolution of the People's Council at the Provincial Level; Approval of Dissolution of the People's Council at the District Level

1. The Standing Committee of the National Assembly shall itself or upon the proposal of the Government examine and decide on the dissolution of the People's Council at the provincial level in accordance with the provisions of Article 139 of the Law on Organization of Local Administration. In case the Standing Committee of the National Assembly decides on the dissolution of the People's Council at the provincial level itself, the Delegation Work Board shall coordinate with relevant agencies to prepare the dossier for reporting to the Standing Committee of the National Assembly. The dossier submitted to the Standing Committee of the National Assembly includes:

a) The proposal of the Government or the Delegation Work Board;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Other relevant materials (if any).

2. The Standing Committee of the National Assembly shall examine and approve the dissolution of the People's Council at the district level upon the proposal of the People's Council at the provincial level. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Proposal of the People's Council at the provincial level;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Other relevant materials (if any).

3. The Legal Committee shall examine the proposal of the Government and the Delegation Work Board on the dissolution of the People's Council at the provincial level; the proposal of the People's Council at the provincial level on the approval of the dissolution of the People's Council at the district level.

4. The procedure for the Standing Committee of the National Assembly to examine and decide on the dissolution of the People's Council at the provincial level and the approval of the dissolution of the People's Council at the district level shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Article 76. Guidance on the Operation of the People's Council

1. The Standing Committee of the National Assembly shall itself or upon the proposal of the People's Council at the provincial level decide on guidance on the operation of the People's Council.

2. The Delegation Work Board shall take the lead and coordinate with the Standing Committee of the Ethnic Minority Affairs Committee and the Standing Committees of relevant committees of the National Assembly to prepare the dossier in accordance with Clause 6 of Article 28 of this Regulation for submission to the Standing Committee of the National Assembly.

3. The procedure for the Standing Committee of the National Assembly to examine and decide on guidance on the operation of the People's Council shall be carried out in accordance with the provisions of Article 29 of this Regulation. In case the Standing Committee of the National Assembly issues normative legal documents to guide the operation of the People's Council, it shall be carried out in accordance with the Law on Issuance of Normative Legal Documents.

Article 77. Examination, decision, and announcement of the election date for People's Council deputies in cases of dissolution of provincial People's Councils

1. The Government shall submit to the Standing Committee of the National Assembly for examination, decision, and announcement of the election date for People's Council deputies in cases of dissolution of provincial People's Councils. The dossier submitted to the Standing Committee of the National Assembly includes:

a) The proposal of the Government;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Draft plan for organizing the election of provincial People's Council deputies;

d) Other documents (if any).

2. The Delegation Work Board shall report opinions on the Government's dossier.

3. The procedure for the Standing Committee of the National Assembly to examine, decide, and announce the election date for People's Council deputies in cases of dissolution of provincial People's Councils shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Article 78. Examination, decision, and announcement of the supplementary election date for provincial People's Council deputies

1. The Government shall submit to the Standing Committee of the National Assembly for examination, decision, and announcement of the supplementary election date for provincial People's Council deputies. The dossier submitted to the Standing Committee of the National Assembly includes:

a) The proposal of the Government;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Draft plan for organizing the supplementary election of provincial People's Council deputies;

d) Other documents (if any).

2. The Delegation Work Board shall report opinions on the Government's dossier.

3. The procedure for the Standing Committee of the National Assembly to examine, decide, and announce the supplementary election date for provincial People's Council deputies shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Article 79. Examination and decision on issues related to the organization and operation of People's Courts, Military Courts, People's Procuratorates, Military Procuratorates, State Audit Office, National Assembly Office, agencies under the Standing Committee of the National Assembly, and the Secretariat

1. The President of the Supreme People's Court shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of People's Courts and Military Courts. The Prosecutor General of the Supreme People's Procuracy shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of People's Procuratorates and Military Procuratorates. The State Auditor shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of the State Audit Office. The Secretary-General of the National Assembly, the Director of the National Assembly Office, and the head of agencies under the Standing Committee of the National Assembly shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of the National Assembly Office, agencies under the Standing Committee of the National Assembly, and the Secretariat. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Proposal of the submitting agency;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Project on the relevant issue (if any);

d) Other documents (if any).

2. The Justice Committee shall review the proposal of the President of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy regarding the organization and operation of People's Courts and Military Courts, People's Procuratorates, and Military Procuratorates. The Finance and Budget Committee shall review the proposal of the State Auditor concerning the activities of the State Audit Office; the Legal Affairs Committee shall review the proposal of the State Auditor concerning the organization of the State Audit Office. The Delegation Work Board shall prepare opinions when assigned on the proposals of the Secretary-General of the National Assembly, the Director of the National Assembly Office, and the head of agencies under the Standing Committee of the National Assembly regarding the organization and operation of the National Assembly Office, agencies under the Standing Committee of the National Assembly, and the Secretariat.

3. The procedure for the Standing Committee of the National Assembly to examine and decide on issues related to the organization and operation of People's Courts, Military Courts, People's Procuratorates, Military Procuratorates, State Audit Office, National Assembly Office, agencies under the Standing Committee of the National Assembly, and the Secretariat shall be carried out in accordance with the provisions of Article 24 of this Regulation.

Article 80. Examination and decision on the establishment, dissolution, organization, and operation of the Vietnam Friendly Parliamentarian Organization, friendly parliamentary groups, the Young Deputies Group, the Women Deputies Group, and other deputy groups.

Clause 1. The Foreign Affairs Committee shall coordinate with the Deputy Work Board and relevant agencies to prepare files concerning the establishment, dissolution, organization, and operation of the Vietnam Friendly Parliamentarian Organization and friendly parliamentary groups as stipulated in Clause 7 of Article 28 of this Regulation for submission to the Standing Committee of the National Assembly.

Clause 2. The Deputy Work Board shall coordinate with relevant agencies to prepare files concerning the establishment, dissolution, organization, and operation of the Young Deputies Group, the Women Deputies Group, and other deputy groups as stipulated in Clause 7 of Article 28 of this Regulation for submission to the Standing Committee of the National Assembly.

Clause 3. The procedure for the Standing Committee of the National Assembly to examine and decide on the establishment, dissolution, organization, and operation of the Vietnam Friendly Parliamentarian Organization, friendly parliamentary groups, the Young Deputies Group, the Women Deputies Group, and other deputy groups shall be carried out in accordance with the provisions of Article 29 of this Regulation.

Section 4 ECONOMIC-SOCIAL ISSUES, FINANCE, BUDGET, INVESTMENT POLICY FOR NATIONAL TARGET PROGRAMMES, IMPORTANT NATIONAL PROJECTS AND OTHER IMPORTANT ISSUES

Article 81. Provide opinions on reports on the implementation of the National Assembly's resolutions on annual and five-year socio-economic development plans before submitting them to the National Assembly.

Clause 1. The Government shall submit to the Standing Committee of the National Assembly for opinions on reports on the implementation of the National Assembly's resolutions on annual and five-year socio-economic development plans. The files submitted to the Standing Committee of the National Assembly shall include:

Point a) Report of the Government;

Point b) Draft resolution of the National Assembly (if any);

c) Other relevant materials (if any).

Clause 2. The Economic Committee shall review reports on the implementation of the National Assembly's resolutions on annual and five-year socio-economic development plans.

Clause 3. The procedure for the Standing Committee of the National Assembly to provide opinions on reports on the implementation of the National Assembly's resolutions on annual and five-year socio-economic development plans shall be carried out in accordance with the provisions of Article 23 of this Regulation.

Article 82. Provide opinions or examine and decide on financial and budgetary matters.

Clause 1. The Government shall submit to the Standing Committee of the National Assembly for opinions or examination and decision on financial and budgetary matters and send the files to the Finance and Budget Committee for review. The files submitted to the Standing Committee of the National Assembly shall include:

a) The proposal of the Government;

Point b) Draft resolution of the Standing Committee of the National Assembly in cases where the matter falls within the authority to decide of the Standing Committee of the National Assembly or draft resolution of the National Assembly in cases where it is submitted to the Standing Committee of the National Assembly for opinions before submission to the National Assembly;

c) Other relevant materials (if any).

Clause 2. The Finance and Budget Committee shall review the Government's report on financial and budgetary matters.

Clause 3. The Standing Committee of the National Assembly shall provide opinions on financial and budgetary matters to be submitted to the National Assembly according to the procedures stipulated in Article 23 of this Regulation and conclude whether the submitted files are sufficient or insufficient for submission to the National Assembly. The Standing Committee of the National Assembly shall examine and decide on financial and budgetary matters according to the procedures stipulated in Article 24 of this Regulation.

Article 83. Soliciting Opinions on Investment Policies for National Target Programs, Important National Projects, and Investment Projects within the Approval Authority of the National Assembly

1. At least 60 days before the opening of a session of the National Assembly, the Government shall submit files to the Standing Committee of the National Assembly for opinions on investment policies for national target programs and important national projects as stipulated in Article 20 of the Public Investment Law, and on investment projects within the approval authority of the National Assembly as stipulated in Article 34 of the Investment Law.

2. Upon receiving the Government's files, the Standing Committee of the National Assembly shall assign the leading agency to review and the participating agencies to conduct the review.

3. The procedure for the Standing Committee of the National Assembly to solicit opinions on investment policies for national target programs, important national projects, and investment projects within the approval authority of the National Assembly shall be carried out according to the provisions of Article 23 of this Regulation.

Article 84. Considering and Soliciting Opinions on Proposals for Referenda and Organizing Referenda

1. The Standing Committee of the National Assembly considering and soliciting opinions on proposals for referenda as stipulated in Article 14 of the Referendum Law shall be implemented as follows:

a) The proposing agency shall be responsible for preparing the file. In cases where the Standing Committee of the National Assembly proposes or at least one-third of the total number of National Assembly deputies request the National Assembly to decide on holding a referendum, the Standing Committee of the National Assembly shall assign an agency to assist the Standing Committee of the National Assembly in preparing the file according to the provisions of Clause 3, Article 14 of the Referendum Law;

b) Based on the content of the proposal for a referendum, and based on the assigned field of responsibility or actual circumstances, the Standing Committee of the National Assembly shall assign the Ethnic Council and the Committees of the National Assembly to conduct the review;

c) The procedure for the Standing Committee of the National Assembly to consider and solicit opinions on proposals for referenda shall be carried out according to the provisions of Article 23 of this Regulation and the Referendum Law.

2. After the National Assembly discusses the proposal for a referendum, the leading reviewing agency shall assist the Standing Committee of the National Assembly in organizing research, explanation, adoption, and revision of the draft resolution on the referendum to be submitted to the National Assembly for consideration and approval.

3. Based on the decision of the National Assembly, the Standing Committee of the National Assembly shall organize the referendum according to the provisions of the Referendum Law.

Article 85. Considering and Soliciting Opinions on Issues Related to Foreign Affairs Work

1. Content related to foreign affairs work includes:

a) Report of

b) The Government's report on foreign affairs work;

c) Decisions to host meetings of world and regional inter-parliamentary organizations in Vietnam; decisions to join or withdraw from world and regional inter-parliamentary organizations and other international organizations;

d) Reviewing the annual results of foreign affairs activities and international cooperation of the National Assembly; reviewing reports on the outcomes of visits and working trips of foreign delegations organized by the Standing Committee of the National Assembly;

đ) Deciding the foreign affairs program of the National Assembly.

3. The files and procedures for considering and soliciting opinions on issues related to foreign affairs work shall be carried out according to the provisions of the National Assembly's Foreign Affairs Operation Regulations issued by the Standing Committee of the National Assembly.

Article 86. Commenting on issues related to international treaties

2. The dossier submitted to the Standing Committee of the National Assembly shall be regulated as follows:

a) Documents prescribed in Article 31 of the Law on International Treaties for the dossier submitted to the National Assembly for approval of international treaties;

b) Documents prescribed in Article 45 of the Law on International Treaties for the dossier submitted to the National Assembly for decision on joining international treaties;

c) Documents prescribed in Article 55 of the Law on International Treaties for the dossier submitted to the National Assembly for termination of effect, renunciation, withdrawal from, or temporary suspension of implementation of international treaties;

d) Documents prescribed in Article 17 of the Law on International Treaties and draft resolutions of the Standing Committee of the National Assembly for the dossier submitted for signing or joining international treaties.

3. The Foreign Affairs Committee reviews the report.

4. In case of necessity, based on the review opinion of the Foreign Affairs Committee, the agency submitting shall revise and complete the dossier to send to the Standing Committee of the National Assembly.

5. The procedure for the Standing Committee of the National Assembly to comment on the submission to the National Assembly for approval, decision to join, or terminate effect, renunciation, withdrawal from, or temporary suspension of implementation of international treaties shall be carried out according to the provisions of Article 23 of this Regulation. The conclusion of the Standing Committee of the National Assembly clearly states whether the international treaty dossier is sufficient or insufficient for submission to the National Assembly. The procedure for the Standing Committee of the National Assembly to comment on the signing or joining of international treaties shall be carried out according to the provisions of Article 24 of this Regulation.

Article 87. Commenting or examining and deciding other important matters

1. The dossier and documents sent to the Standing Committee of the National Assembly for commenting or examination and decision on other important matters include:

a) Report or Report of the competent authority, organization, or person with authority;

b) Draft resolution of the National Assembly or the Standing Committee of the National Assembly (if applicable);

c) Copy of the opinions of relevant agencies (if applicable);

d) Other documents (if any).

2. The Standing Committee of the National Assembly assigns the agency to review or prepare opinions to report to the Standing Committee of the National Assembly.

3. The Standing Committee of the National Assembly comments to submit to the National Assembly according to the procedures stipulated in Article 23 of this Regulation and concludes clearly whether the submitted dossier is sufficient or insufficient for submission to the National Assembly; examines and decides according to the procedures stipulated in Article 24 of this Regulation.

Chapter IV PROGRAM OF WORK OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY, THE PRESIDENT OF THE NATIONAL ASSEMBLY, THE VICE-PRESIDENTS OF THE NATIONAL ASSEMBLY AND THE MEMBERS OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 88. Programs of work

1. Annual and quarterly programs of work of the Standing Committee of the National Assembly.

2. Monthly and weekly programs of work of

Article 89. Building the annual program of work of the Standing Committee of the National Assembly

1. The construction of the annual program of work is carried out as follows:

a) By the latest on November 15 each year, the Secretary-General of the National Assembly assists the Standing Committee of the National Assembly to send a document requesting

b) Based on the tasks and powers of the Standing Committee of the National Assembly, laws, ordinances, resolutions, and proposals of agencies, the Secretary-General of the National Assembly forecasts the annual program of work of the Standing Committee of the National Assembly, sends a document seeking opinions of the agencies specified in point a of this clause, and reports

c) The Standing Committee of the National Assembly considers and approves the next year's program of work at the December session of the previous year according to the procedures stipulated in Article 24 of this Regulation.

2. Based on the forecast of the annual program of work for building the first quarter program of work and based on the annual program of work for building the second, third, and fourth quarter programs of work, taking into account the proposals of agencies (if any) and actual conditions, the Secretary-General of the National Assembly forecasts the quarterly program of work of the Standing Committee of the National Assembly and sends a document seeking opinions of relevant agencies by the latest on the 5th day of December, March, June, and September to report

Based on the annual and quarterly programs of work of the Standing Committee of the National Assembly, the Secretary-General of the National Assembly takes the lead, coordinates with the Permanent Delegation of the National Ethnic Council, the Permanent Committees of the National Assembly, and related agencies and organizations to build the forecasted regular session program, special session program, and other sessions (if any) of the Standing Committee of the National Assembly, seeks opinions of Deputy

Article 90. Development of the Work Program of the Chairperson of the National Assembly, Vice Chairpersons of the National Assembly, and Members of the Standing Committee of the National Assembly

The work program of a Member of the Standing Committee of the National Assembly shall be integrated into the work program and plan of the National Ethnic Council, the Committee of the National Assembly, the Office of the National Assembly, and the Departments under the Standing Committee of the National Assembly, which shall submit it to the Office of the National Assembly for reporting.

Article 91. Implementation and Evaluation of the Work Program

1. Members of the Standing Committee of the National Assembly shall direct and bear responsibility for implementing tasks within their areas of responsibility in the work program of the Standing Committee of the National Assembly; they shall request relevant agencies, organizations, and individuals to strictly implement the work program.

2. The Secretary-General of the National Assembly shall take the lead and coordinate with the Permanent Delegation of the National Ethnic Council, the Permanent Delegation of the Committees of the National Assembly, and the Departments under the Standing Committee of the National Assembly to assist the Standing Committee of the National Assembly in summarizing and evaluating the results of the quarterly and annual work programs.

Chapter V INFORMATION AND COMMUNICATION WORK TO SERVE THE ACTIVITIES OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND OTHER ISSUES

Article 92. Requirements for Information Work on the Activities of the Standing Committee of the National Assembly

3. News media may be invited to attend and report on meetings and other activities of the Standing Committee of the National Assembly, except for closed sessions and matters classified as state secrets.

4. Questioning sessions of the Standing Committee of the National Assembly shall be broadcast live on radio and television, unless the Standing Committee decides otherwise.

5. Information about the meetings of the Standing Committee of the National Assembly shall be carried out according to the Project on Organizing Information, Press, and Propaganda Work for Meetings.

Article 93. Responsibility for Providing Information on the Activities of the Standing Committee of the National Assembly

2. The Secretary-General of the National Assembly is the spokesperson of the Standing Committee of the National Assembly; organizing the provision of information on the activities of the Standing Committee of the National Assembly,

a) Deciding on the publication of the program and documents of public meetings of the Standing Committee of the National Assembly on the National Assembly's Electronic Portal;

b) Developing a project on organizing information, press, and propaganda work for Standing Committee meetings at least three days before the start of the meeting;

c) Deciding to invite news media to attend and report on public meetings, conferences, and other activities of the Standing Committee of the National Assembly, and its activities;

d) Organizing press conferences on Standing Committee meetings and other activities, or issuing press releases to serve information and propaganda work when necessary.

3. The Permanent Delegation of the National Ethnic Council, the Permanent Delegation of the Committees of the National Assembly, Departments under the Standing Committee of the National Assembly, and related agencies and organizations shall cooperate with the Secretary-General of the National Assembly in providing information on the activities of the Standing Committee of the National Assembly; sending representatives to participate and answer questions within their areas of responsibility at press conferences upon the Secretary-General's request.

4. The People's Representative Newspaper and Vietnam National Assembly Television have the responsibility to provide images from Standing Committee meetings, conferences, and other meetings for news media to use after obtaining the consent of the Secretary-General of the National Assembly.

Article 94. Information for the Activities of National Assembly Deputies and National Assembly Delegation

1. The following information must be promptly sent to National Assembly deputies and National Assembly delegation:

a) Major policies of the Party and State, important issues, major issues emerging from media reports, public opinion, and the concerns of voters and the people that are necessary to serve the activities of National Assembly deputies and National Assembly delegation;

b) Information on the activities of the Standing Committee of the National Assembly,

c) Documents used at the Standing Committee of the National Assembly meetings, documents seeking opinions of the Standing Committee of the National Assembly, documents, resolutions already approved by the Standing Committee of the National Assembly shall be made public on the application providing information for National Assembly deputies and the internal information page of the National Assembly Office, except for documents classified as state secrets.

2. The National Assembly Office is responsible for organizing the provision of information to serve the activities of National Assembly deputies and National Assembly delegation as stipulated in Clause 1 of this Article according to the directives of the Standing Committee of the National Assembly. In case of necessity, the National Assembly Office may request agencies, organizations, and individuals to provide information and documents to send to National Assembly deputies and National Assembly delegation.

Article 95. Minutes, Recording, Audio Recording, Videotaping, Proceedings, Archiving

1. Standing Committee of the National Assembly meetings must be recorded in minutes, videotaped, audio recorded, and videotaped; the minutes must fully reflect the participants, time, location, proceedings of the meeting, statements, voting results of the Standing Committee of the National Assembly (if any), with signatures of the Chairperson and the Secretary-General of the National Assembly. Conferences and meetings organized by the Standing Committee of the National Assembly shall be recorded in minutes, videotaped, audio recorded, and videotaped upon the request of the Chairperson.

2. The Secretary-General of the National Assembly organizes the recording of minutes, videotaping, audio recording, and videotaping of Standing Committee of the National Assembly meetings, conferences, and meetings.

3. The documents of Standing Committee of the National Assembly meetings shall be published in the proceedings of the meetings carried out by the National Assembly Office.

4. Documents on the activities of the Standing Committee of the National Assembly shall be archived in accordance with the laws on archiving.

Article 96. Announcing Resolutions of the Standing Committee of the National Assembly

The Secretary-General of the National Assembly shall announce the resolution of the Standing Committee of the National Assembly no later than fifteen days from the date the resolution was adopted; for resolutions established and issued through simplified procedures, the Secretary-General of the National Assembly shall announce the resolution no later than five days from the date the resolution was adopted. The announcement shall be conducted through press conferences or sending documents to news agencies for publication.

Article 97. Handling Incoming and Outgoing Documents of the Standing Committee of the National Assembly

1. Documents of the Standing Committee of the National Assembly, documents announcing the opinions of the Standing Committee of the National Assembly shall be issued no later than one working day after signing the document. The National Assembly Office is responsible for ensuring that the document is sent to the correct recipients.

2. Immediately upon receipt of incoming documents of the Standing Committee of the National Assembly, the National Assembly Office shall transfer the documents to the assigned agency; simultaneously, copies of the documents and reports
