OF THE PRIME MINISTER NO. 30/1998-CT-TTG DATED SEPTEMBER 1, 1998 ON AMENDING THE POLICY OF DIVIDING TRACKS IN UPPER SECONDARY SCHOOLS AND TWO-STAGE TRAINING AT UNIVERSITIES

IMPLEMENTING RESOLUTION 02/NQ-HNTW OF THE EIGHTH CONGRESS ON EDUCATION AND TRAINING AND THE CONCLUSIONS OF THE PARTY POLITBUREAU (ANNOUNCED IN COMMUNIQUE NO. 146/TB-TW ON JUNE 23, 1998 ON THE IMPLEMENTATION OF THE RESOLUTION OF THE CENTRAL COMMITTEE SESSION 2 FOR ONE AND A HALF YEARS) RELATING TO THE ADJUSTMENT OF THE POLICY OF DIVIDING TRACKS IN UPPER SECONDARY SCHOOLS AND TWO-STAGE TRAINING AT UNIVERSITIES, THE PRIME MINISTER ISSUES THE FOLLOWING DIRECTIVES:
1. REGARDING THE DIVISION OF TRACKS IN UPPER SECONDARY SCHOOLS.
a. For schools currently implementing the specialized track general secondary school curriculum, students admitted to grade 10 from the 1998-1999 academic year will follow the reformed curriculum; students in grades 11 and 12 will continue to follow the current specialized track curriculum until graduation but the content of the program must be adjusted. The Ministry of Education and Training shall guide this adjustment towards ensuring comprehensive, general, and vocational knowledge, reducing the disparity in the content of certain subjects between tracks.
b. The Ministry of Education and Training shall establish a research team to urgently develop a new specialized track upper secondary school curriculum based on the following directions:
- Content based on a standard curriculum and ensuring comprehensiveness, generality, and vocational orientation. In the short term, it will be divided into two tracks: Natural Sciences and Social Sciences and Humanities. The difference in knowledge content corresponding to subjects between the two tracks should not exceed 20%.
- Develop a proposal for the new specialized track curriculum in upper secondary schools, clearly stating the structure of the curriculum content, conditions, feasibility, costs, effectiveness, and steps. The time frame for developing the proposal must be urgent but must ensure scientific validity, feasibility, and must be approved by the National Education Council before being submitted to the Prime Minister.
- Based on the approved curriculum, organize the compilation of textbooks. Implementation of the new curriculum will only be carried out when adequate preparation has been made and permission is granted by the Prime Minister.
2. REGARDING TWO-STAGE TRAINING AT THE UNIVERSITY LEVEL AND GENERAL UNIVERSITY EDUCATION.
Abolish the rigid requirement for two-stage training and the stage transition examination as a national examination. The Ministry of Education and Training shall direct the Hanoi National University, Ho Chi Minh City National University, and Thai Nguyen, Hue, and Da Nang Universities to adjust their organization, eliminating the general university within these universities. The general education program shall be organized and implemented by the directors and principals of the universities proactively.
3. The Ministry of Education and Training shall study relevant measures and legal regulations to effectively guide the adjustment process.
