DECISION OF THE MINISTER OF EDUCATION AND TRAINING

On issuing Regulations on Assessment and Classification of Primary School Students

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Directive No. 14/2001/CT-TTg dated June 11, 2001 of the Prime Minister on renewing the general education program to implement Resolution No. 40/2000/QH10 of the National Assembly;

Pursuant to Decision No. 22/2000/QĐ-BGD&ĐT dated July 11, 2000 of the Minister of Education and Training on issuing the Charter of Primary Schools;

Pursuant to Decision No. 43/2001/QĐ-BGD&ĐT dated November 9, 2001 of the Minister of Education and Training on issuing the primary school curriculum,

Pursuant to the proposal of the Director of the Primary Education Department,

 

DECISION:

 

Article 1. These Regulations on assessment and classification of primary school students are hereby promulgated together with this Decision.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

This Decision replaces Decision No. 29/2004/QĐ-BGD&ĐT dated September 1, 2004 of the Minister of Education and Training on temporarily issuing regulations on assessment and classification of first, second, and third grade students. The Director of the Department of Primary Education shall be responsible for guiding the implementation of this Decision.

Article 3The Chairpersons of the People's Committees of provinces and centrally governed cities, the Heads of the Office, the Directors of the Department of Primary Education, the Heads of units related to the Ministry of Education and Training, and the Directors of Departments of Education and Training shall be responsible for implementing this Decision.

 

REGULATIONS

 

Assessment and Classification of Primary School Students

(Issued together with Decision No. 30/2005/QĐ-BGD&ĐT dated September 30, 2005

of the Minister of Education and Training)

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This document stipulates the assessment and classification of primary school students, including: assessment and classification of conduct; assessment and classification of academic performance; utilization of assessment results; responsibilities of principals, teachers, and students in assessment and classification.

Article 2. Purpose of Assessment and Classification

1. To contribute to achieving the goals, contents, and activities of the educational program.

2. To contribute to implementing new teaching and learning methods aimed at fostering students' positivity, creativity, and self-confidence.

3. To encourage continuous learning among students and ensure fairness in education for all children within the compulsory primary education age group.

Article 3. Principles of Assessment and Classification

1. Combining quantitative and qualitative assessments in evaluation and classification.

2. Conducting evaluations openly, fairly, objectively, accurately, and comprehensively.

3. Emphasizing encouragement and motivation for students' progress.

4. Promoting students' dynamism, creativity, self-study, and self-assessment abilities; building confidence and cultivating traditional Vietnamese morals.

Chapter II

ASSESSMENT AND CLASSIFICATION OF CONDUCT

Article 4. Content of Assessment

Students are assessed on their conduct based on the results of fulfilling four tasks of primary school students as specified below:

1. Respecting teachers; being polite in daily interactions; uniting, loving, and helping classmates.

2. Adhering to school rules; attending classes regularly and punctually; actively participating in study activities; maintaining textbooks and study materials.

3. Maintaining personal hygiene; keeping hair, clothing neat and clean; eating hygienically.

4. Participating in collective activities inside and outside class hours; protecting school and classroom property and public places; initially learning to protect the environment, traffic safety rules, and social order.

Article 5. Evaluation Method

1. Students who fulfill all four tasks of elementary school students according to the evaluation by comments shall be recorded as fully fulfilled (D).

2. Students who have not fulfilled all four tasks of elementary school students according to the evaluation by comments shall be recorded as not fully fulfilled (CD).

3. Teachers shall record specific comments on points that students have not fulfilled in their observation books to plan assistance and encourage students to be confident in training. Teachers may meet with parents individually to discuss, exchange, and agree on measures to coordinate education for students.

Article 6. Evaluation Time

Students are evaluated for conduct at the end of the first semester and at the end of the academic year. Evaluation is a regular activity of teachers, who need to pay attention to the progress of students. The final-year evaluation is the most important.

Chapter III

EVALUATION AND CLASSIFICATION OF STUDENT ACHIEVEMENT

Article 7. Evaluation by Scores

1. Subjects evaluated by scores include: Mathematics, Vietnamese, Science, History and Geography, Foreign Language, Ethnic Language, Computer Science, and elective subjects.

2. Subjects evaluated by scores are given scores from 1 to 10, without giving zero or decimal scores during tests.

Article 8. Evaluation by Comments

1. Subjects evaluated by comments include:

a) For grades 1, 2, 3: Morality, Physical Education, Natural and Social Studies, Arts.

b) For grades 4, 5: Morality, Physical Education, Music, Fine Arts, Technology.

2. Subjects evaluated by comments are assessed at two levels:

a) Completed (A): meeting basic requirements regarding knowledge and skills of the subject, achieving 50% or more of comments in each semester or throughout the academic year. Students who achieve the Completed level but show clear signs of learning ability in the subject, achieving 100% of comments in each semester or throughout the academic year will be rated as Well Completed (A+) by teachers, with detailed comments recorded in the student's transcript for the school to develop plans for further development.

b) Not Completed (B): failing to meet the requirements as specified, achieving less than 50% of comments in each semester or throughout the academic year.

Evaluation by comments should be gentle, not creating pressure for both teachers and students. For subjects evaluated by comments, it is necessary to view them as awakening the learning potential of students.

Article 9. Regular Evaluation

1. Regular evaluation is conducted in all lessons as stipulated by the program with the aim of monitoring, encouraging, motivating, or reminding students to improve their studies, while allowing teachers to innovate teaching methods, adjust teaching activities, and educational activities to achieve practical effectiveness.

2. Regular evaluation is carried out through regular checks (KTTX), including: oral exams, observing students' study or activities, practical exercises, written exams (under 20 minutes).

3. The minimum number of KTTX for each subject in a month is as follows:

a) Vietnamese has 4 times;

b) Mathematics has 2 times;

c) Science, other subjects, and elective contents have 1 time;

d) History and Geography, each sub-discipline has 1 time;

e) Other subjects (sub-disciplines) follow the evaluation by comments as specifically guided in the Student Assessment and Monitoring Record Book.

Article 10. Periodic Assessment

1. The periodic assessment of students' academic results shall be conducted after each learning stage (midway through the first semester, at the end of the first semester, midway through the second semester, and at the end of the second semester). The purpose of periodic assessment is to provide information for management levels to guide the management of students' learning process and teachers' teaching.

2. The periodic assessment shall be carried out in the form of regular tests (RT), including:

a) Oral examination, observation of students' study activities or operations, practical exercises for subjects assessed by comments.

b) Written examination in the form of multiple-choice or essay questions within one class period for subjects assessed by scores.

3. The number of regular tests for each subject is as follows:

a) For Vietnamese Language and Mathematics, there are four RTs each school year, conducted midway through the first semester (MS1), at the end of the first semester (ES1), midway through the second semester (MS2), and at the end of the second semester (ES2).

b) For Science, History, Geography, and other elective subjects, there are two RTs each school year, conducted at ES1 and ES2.

c) For the remaining subjects (sub-disciplines), they shall be implemented according to the evaluation by comments regulations (specifically guided in the Student Academic Performance Monitoring Booklet).

d) In cases where students have irregular test results compared to their daily academic performance or do not meet the required number of test points, they shall be arranged to retake the test to have a basis for assessing their subject proficiency and considering rewards. to have grounds for evaluating subject proficiency and considering rewards.

Article 11. Assessment and Classification of Subject Proficiency

Students are classified into subject proficiency levels for the first semester (SPL1), second semester (SPL2), and full year (SPLY) in all subjects.

1. For subjects evaluated by scores

a) Determining the subject proficiency score:

- Vietnamese Language and Mathematics:

+ SPL1 is the average of the RT scores from MS1 and ES1.

+ SPL2 is the average of the RT scores from MS2 and ES2.

+ SPLY is the average of SPL1 and SPL2.

- Science, History, Geography, and other elective subjects:

+ SPL1 is the RT score from ES1.

+ SPL2 is the RT score from ES2.

+ SPLY is the average of SPL1 and SPL2.

b) Classifying subject proficiency level:

- Excellent: subject proficiency score from 9 to 10.

- Good: subject proficiency score from 7 to under 9.

- Average: subject proficiency score from 5 to under 7.

- Weak: subject proficiency score below 5.

2. For subjects evaluated by comments

- SPL1 is based on the assessment results from comments obtained during the first semester.

- SPL2 is based on the assessment results from comments obtained throughout the year.

- SPLY is SPL2.

Article 12. Other Provisions

1. For subjects:

a) Vietnamese Language: Each RT for Vietnamese Language consists of two tests: Reading and Writing. The scores of these two tests are converted into a single score which is the average of the two scores (rounded 0.5 up to 1).

b) History and Geography: Each RT for History and Geography consists of two tests: History and Geography. The scores of these two tests are converted into a single score which is the average of the two tests (rounded 0.5 up to 1).

2. For students with difficult circumstances:

a) For disabled students, all regular and periodic tests are kept in the student's academic record. Disabled students who integrate into mainstream classes are assessed in subjects they can follow normally. Other subjects only require assessment based on the student's progress.

b) For homeless students in charity classes who are eligible to transfer to regular classes, two subjects, Mathematics and Vietnamese Language, are organized for testing. If the average score of Mathematics and Vietnamese Language is 5 or above, with no score below 4, they will be placed in an appropriate class or confirmed to have completed the primary school curriculum.

Chapter IV

USE OF ASSESSMENT RESULTS AND CLASSIFICATION

Article 13. Promotion Assessment

1. Students who have all subjects' KTĐK.CKII scores evaluated by numerical grades reaching 5 or higher and subject (sub-subject) HLM.N evaluations by comments reaching the Completed (A) level or higher shall be promoted directly.

2. Students with KTĐK.CKII scores below 5 according to numerical grade evaluations must retake exams; if the average score of retaken subjects reaches 5 or higher (rounding 0.5 up to 1), and none of the subjects has a score below 4, they will be promoted..

Each student has the right to review and retake exams for subjects evaluated by numerical grades up to three times at the end of the school year or after summer. The Principal is responsible for requiring teachers to guide and organize review sessions for weak students to meet the requirements of each subject.

Students classified as Not Completed (B) in HLM.KI according to comment-based evaluations need immediate assistance from teachers during the second semester to achieve HLM.KII and HLM.N levels of Completed (A).

3. The HLM.N scores of subjects such as Foreign Language, Ethnic Language, Computer Science, and other elective contents are used for rewarding and encouraging students but do not participate in promotion assessments.

Article 14. Reward Assessment

1. Rewards are given to students promoted directly based on the following levels:

a) Awarding the title of Excellent Student to those students who are assessed to fulfill all four tasks of a student and whose HLM.N scores in subjects: Mathematics, Vietnamese (for grades 1, 2, 3); Mathematics, Vietnamese, Science, History, and Geography (for grades 4, 5) reach the Excellent level, and the HLM.N scores of subjects (sub-subjects) evaluated by comments reach the Completed (A) level;

b) Awarding the title of Advanced Student to those students who are assessed to fulfill all four tasks of a student and whose HLM.N score in one of the subjects evaluated by numerical grades reaches the Excellent level, while the remaining subjects reach the Good level or higher, and the HLM.N scores of subjects (sub-subjects) evaluated by comments reach the Completed (A) level.

2. Assess rewards for individual subject achievements and aspects for students who have not reached the above titles based on the following levels:

a) Awarding rewards to students who achieve the Excellent level in HLM.N scores of individual subjects;

b) Awarding rewards to students who show progress in various aspects of study and training generally (especially for disabled students). .

Chapter VI

RESPONSIBILITIES OF THE PRINCIPAL, TEACHERS AND

STUDENTS IN ASSESSMENT AND CLASSIFICATION

Article 15. Responsibilities of the Principal

1. Organize, urge, and inspect the implementation of regulations on student assessment and classification by class teachers.

2. Approve the results of assessments, comments, and classifications at the end of the first semester and the end of the school year for classes, and direct the promotion assessment or retake examination for students. Sign to confirm the results in the student record after the end of the school year.

3. Receive and resolve students' opinions and parents' or guardians' complaints about assessments, comments, and classifications within their scope and authority. The time to respond to complaints is no later than 10 days from the date of receiving the complaint letter.

4. Organize and manage files on comments, assessments, and classifications of students. Manage regular student tests throughout five years at the primary level.

5. Together with the teaching staff, decide on the number of outstanding students selected from the excellent students of the school based on a comprehensive assessment of educational, training aspects, and other activities.

Article 16. Responsibilities of the Class Teacher

1. Bear primary responsibility for evaluating and classifying students according to regulations.

2. Notify parents or guardians of the results of evaluations and classifications of conduct and academic performance of each student, record them fully in the relevant student management files as prescribed. Do not announce beforehand in class or at parent meetings the shortcomings of each student.

3. Complete evaluation and classification records for students, retain mid-term and regular test papers of disabled students, hand over learning and discipline outcomes of each student to the next class teacher.

Article 17. Responsibilities and Benefits of Students

1. Fulfill well the tasks stipulated in the Elementary School Charter issued pursuant to Decision No. 22/2000/QĐ-BGD&ĐT dated July 11, 2000 of the Minister of Education and Training; absorb school education to continuously progress.

2. Have the right to express opinions and receive explanations and guidance from the class teacher and the Principal of the school when they feel that they have not been evaluated, commented on, or classified accurately and fairly./.
