DIRECTIVE

ON THE CELEBRATION OF THE 1000TH ANNIVERSARY OF THANG LONG - HA NOI

The ancient capital of Thang Long - today's Hanoi is a place of great spiritual and human resources with thousands of years of history, where the finest elements of the nation converge and spread throughout the country, developing into a symbol of Vietnam's cultural heritage. Celebrating the 1000th anniversary of Thang Long - Hanoi is a significant event in the history of the nation. To express gratitude and respect for our ancestors who built and defended the country; to educate the historical and revolutionary traditions of the nation, to motivate the entire Party, people, and military to strive for building the country along the socialist orientation towards prosperity, strength, social equity, democracy, and civilization; to organize the celebration of the 1000th anniversary of Thang Long - Hanoi effectively and practically, linked to the national economic and social development program, the Prime Minister issues the following directive:

1. People's Committee of Hanoi City:

Develop the outline of activities leading up to the celebration of the 1000th anniversary of Thang Long - Hanoi to be submitted to the Prime Minister for approval as the basis for detailed planning of the celebration of the 1000th anniversary of Thang Long - Hanoi; preserve and renovate some representative relics; construct and renovate parks, entertainment areas, and tourist sites; build a green, clean, beautiful, civilized, and elegant Hanoi while preserving the national cultural identity; intensify propaganda and education on the historical tradition of the 1000th anniversary of Thang Long - Hanoi, launch practical movements towards the celebration of the 1000th anniversary of Thang Long - Hanoi; coordinate, assist, and support other provinces and centrally-administered cities in their commemorative activities; complete the dossier to request UNESCO to recognize the Central Imperial Citadel of Thang Long - Hanoi as a world cultural heritage and submit it to the Prime Minister for recognition as a special national relic; call for and mobilize socialization of commemorative projects for the 1000th anniversary of Thang Long - Hanoi; successfully organize the Grand Ceremony celebrating the 1000th anniversary of Thang Long - Hanoi in 2010.

2. People's Committee of Ho Chi Minh City and provinces: Thua Thien Hue, Bac Ninh, Ninh Binh, Phu Tho:

Proactively coordinate with the Ministry of Culture, Sports and Tourism, People's Committee of Hanoi City to develop specific plans for activities leading up to the celebration of the 1000th anniversary of Thang Long - Hanoi, build traditional festival programs and cultural arts performances to participate in and support the Grand Ceremony celebrating the 1000th anniversary of Thang Long - Hanoi at local levels; construct some commemorative projects for the 1000th anniversary of Thang Long - Hanoi locally, concentrate on directing and prioritizing financial resources to ensure completion before the Grand Ceremony celebrating the 1000th anniversary of Thang Long - Hanoi; coordinate and support some projects in Hanoi Capital; intensify propaganda and education on self-awareness, pride, and responsibility of the people towards the country and Hanoi Capital in activities leading up to the celebration of the 1000th anniversary of Thang Long - Hanoi; organize labor creativity competitions; encourage and promote literary and artistic works about Hanoi Capital; mobilize the construction of civilized and elegant life at local levels.

3. Provincial People's Committees under the Central Government:

Develop plans for activities commemorating the 1000th anniversary of Thang Long - Hanoi suitable to local conditions and circumstances; launch competitions to achieve outstanding results to celebrate the 1000th anniversary of Thang Long - Hanoi; intensify propaganda and education on the historical traditions of Hanoi Capital and localities; contribute to the Grand Ceremony celebrating Hanoi Capital according to the division of the National Steering Committee for the 1000th Anniversary of Thang Long.

4. Suggest the Central Propaganda Department:

Direct the development of a plan for promoting and broadcasting activities commemorating the 1000th anniversary of Thang Long - Hanoi.

Approve the political and ideological content of activities commemorating the 1000th anniversary of Thang Long - Hanoi and major festivals in 2010.

5. Ministry of Culture, Sports and Tourism:

Take the lead, coordinate with the People's Committee of Hanoi City and relevant agencies to complete the dossier to request the Prime Minister to recognize the Central Imperial Citadel of Thang Long - Hanoi as a special national relic and propose UNESCO to recognize it as a world cultural heritage; coordinate with the People's Committee of Hanoi City to develop an overall plan for the celebration of the 1000th anniversary of Thang Long - Hanoi; urge, coordinate, and support provinces and centrally-administered cities in developing plans for local celebrations; coordinate with the People's Committee of Hanoi City and the National Union of Literature and Art Associations to launch a movement for creating cultural and artistic works serving the celebration of the 1000th anniversary of Thang Long - Hanoi; advise, propose, and take the lead in developing projects for constructing artistic and architectural works that highlight the historical value of the 1000th anniversary of Thang Long and the era of President Ho Chi Minh in provinces and centrally-administered cities; organize cultural and artistic activities; the program for the Grand Ceremony celebrating the occasion in October 2010.

6. Ministry of Transport:

Focus on directing infrastructure projects and constructions in Hanoi City to ensure completion before the Grand Ceremony celebrating the 1000th anniversary of Thang Long - Hanoi; complete the Urban Rail Project in Hanoi to start construction in 2009; proactively coordinate closely with Hanoi City to resolve difficulties and obstacles when implementing projects and constructions in the city, especially land clearance work.

7. Ministry of Construction:

Complete the adjustment of the Ba Dinh Political Center Master Plan (eastern expansion to Nguyen Tri Phuong Street); complete the architectural design of the National Assembly Building for Hanoi City to complete the dossier to request UNESCO to recognize the Central Imperial Citadel of Thang Long - Hanoi as a world cultural heritage; transfer management of the Archaeological Relic Area at 18 Hoang Dieu to the People's Committee of Hanoi City in 2008; take the lead, coordinate with the People's Committee of Hanoi City and related ministries and sectors to study the general master plan for expanded Hanoi Capital.

8. Ministry of Defense:

Transfer the remaining area at the Hanoi Citadel (west of Nguyen Tri Phuong Street), currently under the management of the Ministry, to the People's Committee of Hanoi City in the second quarter of 2009; coordinate with Hanoi City to unify the buffer zone of the Thang Long Imperial Citadel relic site to serve the completion of the dossier for UNESCO to recognize the Central Area of the Thang Long Imperial Citadel - Hanoi as a world cultural heritage; urgently establish a project to construct the National Military History Museum.

9. The Ministry of Information and Communications:

Take the lead and coordinate with the People's Committee of Hanoi City to organize publicity and promotion activities commemorating the 1000th anniversary of Thang Long - Hanoi through mass media; plan to organize a national contest on understanding the history and culture of Thang Long - Hanoi.

10. The Ministry of Foreign Affairs:

Direct and guide Vietnamese embassies in friendly countries to promote and invite participation in commemorative activities marking the 1000th anniversary of Thang Long - Hanoi; coordinate with the Ministry of Culture, Sports and Tourism and the People's Committee of Hanoi City in efforts to have UNESCO recognize the Central Area of the Thang Long Imperial Citadel - Hanoi as a world cultural heritage.

11. The Ministry of Planning and Investment, the Ministry of Finance:

Allocate funds promptly to implement projects and works commemorating the 1000th anniversary of Thang Long - Hanoi to ensure timely progress and quality.

12. Central Ministries and Agencies:

Organize labor competitions for creative work and build civilized and elegant cultural lives within units; coordinate and assist Hanoi City in implementing activities towards the commemoration of the 1000th anniversary of Thang Long; proactively and promptly resolve difficulties and issues related to the management scope of their units concerning projects and works serving the commemoration of the 1000th anniversary of Thang Long - Hanoi; strive to complete projects and works serving the commemoration of the 1000th anniversary of Thang Long - Hanoi in Hanoi City before the grand celebration in 2010; carry out tasks related to the grand celebration of the 1000th anniversary of Thang Long - Hanoi according to the directives of the Government and the division of responsibilities of the National Steering Committee for the Commemoration of the 1000th Anniversary of Thang Long.

13. Request the Vietnam Fatherland Front Central Committee and social organizations:

- Develop and implement activity plans commemorating the 1000th anniversary of Thang Long - Hanoi within units they directly manage.

- Promote and mobilize political and social organizations, and the people across the country to participate in commemorative activities "to intensify the nationwide movement for building a civilized life" and the movements of various organizations and localities; achieve achievements to commemorate the 1000th anniversary of Thang Long - Hanoi.

14. During the implementation process, the Prime Minister requests the People's Committee of Hanoi City, central ministries and agencies, provinces, and centrally-administered cities to actively and proactively organize and implement tasks related to the commemoration of the 1000th anniversary of Thang Long - Hanoi; manage and use funds for projects and works commemorating the 1000th anniversary of Thang Long - Hanoi purposefully, practically, and effectively.

15. The National Steering Committee for the Commemoration of the 1000th Anniversary of Thang Long is responsible for inspecting and urging the implementation of this Directive, reporting periodically every three months to the Prime Minister.
