Issuing the Labor - Social Affairs Statistics Indicators System

Pursuant to the Statistics Law No. 04/2003/QH11 dated June 17, 2003;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decision No. 312/QĐ-TTg dated March 2, 2010 of the Prime Minister approving the Project for Comprehensive Reform of Statistical Indicators Systems;
Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on the issuance of the National Statistical Indicators System;

The Ministry of Labor - Social Affairs stipulates the Labor - Social Affairs Statistics Indicators System as follows:
Article 1. Issuing the Labor - Social Affairs Statistics Indicators System
1. The Labor - Social Affairs Statistics Indicators System consists of a set of statistical indicators reflecting the main results of the management activities of the Labor - Social Affairs sector aimed at serving the evaluation, forecasting of the situation, strategic planning, policy formulation, and the development of economic and social plans for the country and the Labor - Social Affairs sector during each period; meeting the statistical information needs of organizations and individuals requiring such information from the Labor - Social Affairs sector.
2. The Labor - Social Affairs Statistics Indicators System is detailed in the Appendix attached to this Circular.
Article 2. Implementation
1. Assignment of Responsibilities
a) The Planning and Finance Department is responsible for taking the lead and coordinating with relevant units to develop and submit to the Ministry for issuance:
- The concepts, contents, scope, calculation methods, and data sources of the statistical indicators issued in this Circular;
- Statistical reporting systems and initial record-keeping and administrative file systems serving statistical work;
- Programs and procedures for statistical surveys conducted by the Ministry and sector; - Regulations on the publication and use of statistical information in the sector.
b) Heads of units under the Ministry, Directors of Provincial Departments of Labor - Social Affairs, and heads of related units shall organize the collection, compilation, and reporting of statistical information to the Ministry of Labor - Social Affairs.
2. Implementation Schedule
a) National indicators and indicator groups for which the Ministry is responsible for collecting, compiling, and publishing will be standardized, guided, and implemented in 2011.
b) The remaining indicators and indicator groups will be implemented starting from 2012.
Article 3. Effectiveness
1. This Circular shall take effect 45 days from the date of signature.
2. In case of difficulties during implementation, the reporting units shall report to the Ministry of Labor, Invalids, and Social Affairs for consolidation and resolution./.
