CIRCULAR

Guidelines for awarding the titles of People's Doctor and Outstanding Doctor

WHEREAS pursuant to the Law on Competition and Rewards dated November 26, 2003; the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards dated June 14, 2005;

Based on Decree No. 42/2010/NĐ-CP dated April 15, 2010 of the Government detailing and guiding the implementation of certain provisions of the Law on Competition and Rewards and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards;

Based on Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health and Decree No. 22/2010/NĐ-CP dated March 9, 2010 of the Government amending and supplementing Article 3 of Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Based on Circular No. 02/2011/TT-BNV dated January 24, 2011 of the Ministry of Home Affairs guiding the implementation of Decree No. 42/2010/NĐ-CP dated April 15, 2010 of the Government detailing the implementation of certain provisions of the Law on Competition and Rewards and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards;

After reaching consensus with the Ministry of Home Affairs, the Ministry of Health guides the process of awarding the titles of People's Doctor and Outstanding Doctor as follows:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular provides detailed guidelines on the criteria, procedures, and dossier requirements for awarding the titles of People's Doctor and Outstanding Doctor in the healthcare sector.

Article 2. Recipients

1. Doctors engaged in medical examination and treatment, pharmaceutical production, medical and pharmaceutical research, disease prevention, and health management at state-owned healthcare units, health administration agencies from central to grassroots levels and within the health sector, private hospitals, and private pharmaceutical enterprises must meet the standards set forth in this Circular.

2. Doctors involved in training who primarily engage in direct medical work at practical training facilities, express willingness, obtain approval from their direct managing unit, meet the standards set forth in this Circular, and have not participated in the awarding of the title of National Teacher or Outstanding Teacher.

3. Retired doctors who meet the standards set forth in this Circular up to the time of awarding.

Article 3. Explanation of Terms

1. Doctors include medical doctors; pharmacists; medical technicians, nurses, nursing assistants, medical and pharmaceutical technical staff, midwives with a minimum of a specialized intermediate-level degree in medicine or pharmacy.

2. Health management officials are doctors engaged in management at healthcare units, health administration agencies from central to grassroots levels and within the health sector.

3. Direct engagement in medical technical work refers to direct involvement in medical examination and treatment, pharmaceutical production, medical and pharmaceutical research, disease prevention.

4. Doctors engaged in medical and pharmaceutical research are doctors directly involved in research activities at medical and pharmaceutical research departments of specialized medical technical units or at laboratory testing and biochemical units with research functions in the healthcare sector.

5. Doctors engaged in pharmaceutical production are those doctors directly participating in one or more stages of the pharmaceutical production process (research, compounding, testing, inspection, operating machinery, packaging products, or other stages from research to product packaging) at pharmaceutical production facilities.

Article 4. Calculation of time directly engaged in medical technical work

1. During the time managing at healthcare facilities, pharmaceutical production, medical research, disease prevention and control, medical managers who still directly engage in medical technical work shall have such management time counted as direct engagement in medical technical work.

2. The working time of doctors serving in the B, C, K battlefields before April 30, 1975 shall be considered as time directly engaged in medical technical work..

3. Time directly engaged in medical technical work shall be calculated from the point when the participant meets the intermediate level qualification in medicine or pharmacy as stipulated in this Circular.

4. Time spent by doctors on study not related to professional training in medicine or pharmacy for more than twelve months in concentrated form or time taken off without pay exceeding the permitted period under policy (maternity leave, sick leave, annual leave) shall not be counted as time directly engaged in medical technical work..

5. In cases where doctors change their positions or have interruptions in their time directly engaged in medical technical work, the periods of direct engagement in medical technical work shall be accumulated.

Article 5. Principles of Awarding

1. Ensure transparency and democracy in awarding.

2. Each individual may only be awarded one of the four honors conferred by the State: Teacher Honorific Title, Doctor Honorific Title, Artist Honorific Title, or Artisan Honorific Title.

3. Doctors proposed for the awarding of the People's Doctor Honorific Title or Outstanding Doctor Honorific Title must meet the criteria specified in Article 8 of Chapter II (for People's Doctor) or Article 9 of Chapter II (for Outstanding Doctor) of this Circular and not during a period of disciplinary action from a warning or higher or being criminally prosecuted or administratively sanctioned for violations in the field of medical technical work..

Article 6. Awarding and Announcing Periods

The People's Doctor and Outstanding Doctor honorific titles are reviewed and announced every two years on the occasion of Vietnam Doctor's Day on February 27.

Article 7. State Benefits for People's Doctors and Outstanding Doctors

1. People's Doctors are awarded:

a) Badge of People's Doctor.

b) Certificate of Recognition from the President of the State.

c) A cash reward equivalent to 12.5 times the national minimum wage.

2. Outstanding Doctors are awarded:

a) Badge of Outstanding Doctor.

b) Certificate of Recognition from the President of the State.

c) A cash reward equivalent to 9.0 times the national minimum wage.

Chapter II

CRITERIA FOR AWARDS OF THE DOCTOR HONORIFIC TITLES

Article 8. Criteria for Awarding the People's Doctor Honorific Title

1. Loyalty to the Socialist Republic of Vietnam, having good moral character, dedicated to the profession, deeply caring for patients, abiding by laws, and not violating professional ethics.

2. Possessing talent and achieving outstanding results in disease prevention, treatment, development of medical science and technology, making significant contributions to the cause of protecting, caring for, and improving people's health, having a wide influence among the people, trusted and respected by patients and colleagues. Among these, the following conditions must be met:

a) Having been awarded the Outstanding Doctor title for at least six years.

b) After receiving the Outstanding Doctor title, must achieve one of the following commendations:

- Having been awarded the Labor Medal Class III or equivalent and above. Equivalent Medals apply only to doctors working in the armed forces who have been awarded the National Defense Medal Class III or Military Merit Medal Class III and above.

- Having been awarded a Commendation from the Prime Minister and at least once achieved the title of Model Worker at the Ministry or provincial level.

c) Achievements in scientific research:

Leading one of the inventions, patents, research projects, or applications of scientific and technological progress in the field of medicine or pharmacy that have been recognized and approved by the Ministry-level or provincial-level Science and Technology Council or the State within the period after being conferred the Outstanding Doctor title.

3. Time directly engaged in medical technical work:

a) Having at least twenty years of direct engagement in medical technical work.

b) For medical managers, they must have at least twenty-five years of service in the medical sector, including at least fifteen years of direct engagement in medical technical work.

Article 9. Criteria for awarding the title of Excellent Doctor

1. Loyalty to the Socialist Republic of Vietnam, having good moral character, dedicated to the profession, deeply caring for patients, abiding by laws, and not violating professional ethics.

2. Possess talent and have outstanding achievements in the profession, trusted by the people, patients, and colleagues. Among these, the following conditions must be met:

a) Has been awarded a Certificate of Merit by the Prime Minister or achieved the title of Outstanding Soldier at the grassroots level for five consecutive years and at least one Certificate of Merit from a ministry, sector, or province for professional achievements and healthcare management.

b) Achievements in scientific research fields:

- Doctors with a bachelor's degree or higher must lead an invention, patent, or scientific research project, or apply advanced science and technology recognized by the Scientific and Technological Council at the grassroots level, or serve as secretary of a scientific research project recognized by the Scientific and Technological Council at the provincial or ministerial level.

- Doctors with a college or associate degree must have technical improvements, apply advanced science and technology, or useful solutions, or participate in a scientific research project recognized by the Scientific and Technological Council at the grassroots level.

3. Time directly engaged in medical technical work:

a) Have worked directly in medical technical work in the health sector for 15 years or more.

b) For health managers, they must have worked in the health sector for 20 years or more, including at least 10 years working directly in medical technical work.

Chapter III

THE COUNCIL FOR AWARDS OF THE PEOPLE'S DOCTOR AND EXCELLENT DOCTOR TITLES AT ALL LEVELS

Article 10. Tasks, principles, and methods of operation of the Council for Awards of the People's Doctor and Excellent Doctor Titles at all levels (hereinafter referred to as the Council)

1. Duties:

a) Organize the awarding process at the grassroots, provincial, and ministerial levels ensuring quality, timeframes, and compliance with legal regulations.

b) Select and recommend to the higher-level Council lists of individuals meeting the prescribed criteria.

2. Principles:

a) The Council operates based on the principle of transparency, democracy, collective decision-making, majority voting, and secret ballot.

b) The Council at each level will not consider cases where information is not provided according to regulations, incomplete or invalid files, or files submitted beyond the deadline.

c) The higher-level Council will only consider cases recommended by the lower-level Council.

d) The lower-level Council will only recommend to the higher-level Council for consideration doctors who receive at least 90% of the trust votes from the total number of Council members as decided by the establishment decision (if Council members are absent, their opinions will be obtained through ballots).

3. Methods of operation:

a) The Council operates according to the Rules of Procedure of the Council decided by the Chairman of the Council.

b) Council meetings are valid when at least two-thirds of the total number of Council members as decided by the establishment decision attend, including the Chairman of the Council or the Deputy Chairman of the Council authorized by the Chairman of the Council.

c) All Council meetings must be recorded in the Minutes of the Council Meeting, signed by the Chairman and Secretary of the Council.

d) Each level of the Council has a Secretariat or Secretariat Team assisting in operations, decided by the person issuing the Council establishment decision.

e) The Council at each level uses the seal of the agency or unit that the Chairman of the Council is responsible for.

4. The Council for Awards of the People's Doctor and Excellent Doctor Titles is established for each awarding period and automatically dissolves after completing its tasks.

Article 11. Establishment of grassroots councils at units under the Ministry and provincial units

1. The council shall be established by the head of the unit through a decision and must have at least nine members.

2. Councils at units directly under the Ministry.

a) Composition of the council:

- The head of the unit is the Chairman of the council.

- The Chairman of the Trade Union of the unit is the Vice-Chairman of the council.

- Members of the council include deputy heads of the unit, heads of some departments, offices, divisions, workshops, and other units under the unit, and some People's Doctors, Excellent Doctors (if any).

b) Subjects eligible to participate in the council: Doctors who are currently working or have worked at the unit.

3. Expanded council of the Provincial Health Department.

a) Composition of the council:

- The Director or Deputy Director of the Provincial Health Department serves as the Chairman of the council.

- The Chairman of the Trade Union of the health sector in the province is the Vice-Chairman of the council.

- Members of the council include heads of some departments, directors of related units, some People's Doctors, Excellent Doctors (if any).

b) Subjects eligible to participate in the council:

Doctors who are currently working or have worked at the Provincial Health Department, specialized departments of the province, Family Planning Centers in districts and counties, and units under the province that do not meet the conditions for establishing a grassroots council.

4. Councils at provincial hospitals, county hospitals, district general clinics, pharmaceutical production enterprises under the province, provincial health centers; private hospitals, private pharmaceutical production enterprises located in the province (hereinafter referred to as units).

a) Composition of the council:

- The head of the unit is the Chairman of the council. - Members of the council include deputy heads of the unit, heads of some departments, offices, divisions, workshops, and other units under the unit, and some People's Doctors, Excellent Doctors (if any).

- The Chairman of the Trade Union of the unit is the Vice-Chairman of the council.

5. Councils at District Health Centers.

b) Subjects eligible to participate in the council: Doctors who are currently working or have worked at the unit.

- Members of the council include deputy heads of the unit, heads of some departments, offices, and other units under the unit, and some People's Doctors, Excellent Doctors (if any).

a) Composition of the council:

- The head of the unit is the Chairman of the council. - Members of the council include deputy heads of the unit, heads of some departments, offices, divisions, workshops, and other units under the unit, and some People's Doctors, Excellent Doctors (if any).

- The Chairman of the Trade Union of the unit is the Vice-Chairman of the council.

b) Subjects eligible to participate in the council: Doctors who are currently working or have worked at the District Health Center and Health Stations in communes under the district.

6. Councils at county and district levels where Health Stations in communes are directly under the County People's Committee.

a) Composition of the council:

- The Deputy Chairman of the county responsible for culture and society is the Chairman of the council.

- The Head of the Health Office of the county is the Vice-Chairman of the council.

- Members of the council include deputy heads of the Health Office of the county, some Heads of Health Stations in communes, and some People's Doctors, Excellent Doctors (if any).

Doctors who are currently working or have worked at the Health Office of the county and district; Health Stations in communes and wards under the county and district.

b) Subjects eligible to participate in the council:

7. Council of the Ministry of Health.

- A Deputy Minister of Health is the Chairman of the council.

a) Composition of the council:

- The Chairman of the Trade Union of the Ministry is the Vice-Chairman of the council.

- Members of the council include the Director of the Ministry's General Office, the Director of the Ministry's Inspectorate, the Director of the Personnel Organization Department, and some heads of units under the Ministry, and some People's Doctors, Excellent Doctors (if any).

Doctors who are currently working or have worked at the Ministry of Health and central units related to the Ministry that do not meet the conditions for establishing a council.

b) Subjects eligible to participate in the council:

Article 12. Councils at the Ministry level, provincial level, and centrally governed cities

1. Council at the Ministry level:

a) Ministries that establish a council at the Ministry level include the Ministry of Health and other Central Ministries/Bureaus with industry health regulations as stipulated in Clause 1, Article 14 of this Circular.

b) The council at the Ministry level must have at least nine members and is established by a decision of the Minister or Bureau Chief.

c) Composition of the council at Ministries/Bureaus with industry health includes:

- The Minister, Bureau Chief, or Deputy Minister, Deputy Bureau Chief is the Chairman of the council.

- The head of the health sector is the Vice-Chairman of the council.

- Members of the council include Deputy Ministers, Permanent Members of the Ministry's Commendation and Reward Council, the Chairman of the Trade Union of the health sector, deputy heads of the health sector, heads of some departments, offices, and health units under the health sector, and some People's Doctors, Excellent Doctors (if any).

d) Composition of the council of the Ministry of Health includes:

- The Minister or Deputy Minister is the Chairman of the council.

- Two Vice-Chairmen of the council are Deputy Ministers and the Chairman of the Trade Union of the health sector.

- Members of the council include Deputy Ministers, Permanent Members of the Ministry's Commendation and Reward Council, Directors of General Bureaus, the Director of the Ministry's Inspectorate, the Director of the Ministry's General Office, some Department Directors, Bureau Chiefs, and some People's Doctors, Excellent Doctors.

2. Council at the provincial level, centrally governed city (referred to collectively as provincial level):

a) The council must have at least nine members and is established by a decision of the Chairman of the Provincial People's Committee upon the proposal of the Provincial Health Department Director.

b) Composition of the council includes:

- The Deputy Chairman of the province responsible for culture and society is the Chairman of the council.

- The Director of the Provincial Health Department is the Vice-Chairman of the council.

- Members include leaders of the Provincial Commendation and Reward Board, Deputy Directors of the Provincial Health Department, the Chairman of the Trade Union of the health sector in the province, heads of some departments, offices, and units under the department, some Directors of provincial hospitals, and some People's Doctors, Excellent Doctors.

The national-level council must have at least nine members and is established by a decision of the Prime Minister upon the proposal of the Minister of Health. The council is tasked with reviewing and submitting to the Prime Minister for approval to the President to decide on awarding the title of People's Doctor and Excellent Doctor.

Article 13. National Council

The State Council shall have at least nine members appointed by the Prime Minister's decision based on the proposal of the Minister of Health. The Council is tasked with reviewing and submitting to the Prime Minister for submission to the President for the decision to confer the titles of People's Doctor and Outstanding Doctor.

Article 14. Establishment of Councils at Ministries and Agencies with Sectoral Health

1. Ministries and Agencies shall establish Sectoral Councils and Basic Unit Councils including: Ministry of Public Security; Ministry of National Defense; Ministry of Transport; Central Agency for Cadre Health Care. Each subordinate unit of the Ministry or Agency shall establish a Basic Unit Council; the managing Ministry or Agency shall establish a Sectoral Council. 2. Ministries and sectors with Sectoral Health not falling under the provisions of Clause 1 of this Article shall only establish Basic Unit Councils. The leadership of the Ministries and sectors shall assign the Standing Committee of the Ministry's or sector's Commendation and Reward Council to be responsible for organizing guidance, compiling results of examination and recommendations from Basic Unit Councils to submit for approval by the Ministry or sector leadership and to propose to the Ministry of Health's Sectoral Council for joint examination at the Sectoral level.

Article 15. Provisions for Organizations and Units Not Meeting Conditions to Establish Basic Unit Councils.

In cases where organizations and units do not have sufficient components or conditions to establish Basic Unit Councils, they may choose one of the following options:

1. Medical practitioners working in central-level organizations and units may participate in elections at the Ministry of Health's Organizational Council.

2. Medical practitioners working in organizations and units under provincial and district levels may participate in elections at expanded councils organized by the Provincial Health Departments.

3. Medical practitioners working in private hospitals and private pharmaceutical production enterprises may participate in elections at expanded councils organized by the Health Department where their facilities are located.

PROCEDURE FOR AWARDS OF THE TITLES OF PEOPLE'S DOCTOR AND OUTSTANDING DOCTOR

Chapter IV

Article 16. Preparation at the Basic Unit Level (Step 1)

1. The head of the basic unit organizes a joint meeting between the Party, administration, Trade Union, and Youth League of the unit to disseminate to cadres, civil servants, and employees within the unit the standards for awarding the titles of People's Doctor and Outstanding Doctor as stipulated in the Law on Encouragement and Rewards and the standards specified in this Circular.

2. The unit develops a plan for implementation and establishes a Council for awarding the title of doctor within the unit.

Article 17. Nomination for Award (Step 2)

1. After studying, discussing, and mastering the regulations on awarding the titles of doctor, the head of the basic unit informs and guides departments, offices, bureaus, centers, and stations

to nominate medical practitioners who meet the criteria within their own units to participate in the examination for the title of doctor. 2. Compile a list of nominees, accompanied by a summary of each person's achievements, and publicly display it at the unit for a minimum of seven working days.

3. For cases involving medical practitioners who have changed work units, retired medical practitioners, and medical practitioners engaged in teaching:

a) Healthcare management staff may participate in evaluations at the direct workplace before taking up management roles.

b) Retired medical practitioners may participate in evaluations at their previous workplace or at the expanded council of the Health Department in their place of residence.

c) In cases where clinical, paraclinical, and epidemic prevention and control medical practitioners are involved in practical training, they should participate in evaluations at the longest-serving practical training facility.

d) In cases where clinical, paraclinical, and epidemic prevention and control medical practitioners are involved in practical training but do not meet the conditions to establish a Basic Unit Council, they must have confirmation from the practical training facility and participate in evaluations at their current workplace or at the expanded council of the Health Department.

d) In cases where clinical teaching doctors, near-clinical teaching doctors, epidemic prevention and disease control doctors at practical training facilities do not meet the conditions to establish a grassroots council, they must have confirmation from the practical training facility and participate in evaluation at their current workplace or in an expanded council of the Department of Health.

Article 18. Organizing the Staff Conference to collect public trust votes (Step 3)

1. The unit organizing the conference (the unit conducting the election):

a) Each agency, unit, or organization constitutes one electoral unit.

b) Units with a large number of staff may organize separate conferences for each department consisting of staff with similar job characteristics. The election results of the unit will be the aggregate of the election results from subordinate conferences.

2. Eligible voters: Staff members of the unit holding at least a college degree.

3. Organizing the conference:

The conference must be conducted by secret ballot. The conference is only valid if at least two-thirds of eligible voters are present and vote. Only those doctors who receive at least two-thirds of the trust votes from all eligible voters will be proposed for consideration by the grassroots Council. The voting results must be recorded in the Minutes.

4. Announcing the election results:

The list of individuals who have received the required number of trust votes must be posted or publicly announced within the unit for at least seven working days so that staff can be informed and provide feedback. Thereafter, the Secretariat compiles the list for the unit's leadership to submit to the grassroots Council for review.

Article 19. Awarding the titles of People's Doctor and Outstanding Doctor at Councils

1. At the Grassroots Council:

a) The Council's Standing Committee compiles and sends files to Council members for study before the Council convenes. Council members carefully review the achievement reports of the doctors, compare them with the award criteria, and listen to public feedback (if any).

In cases where doctors have complaints or accusations, the head of the unit must resolve these issues before the Council convenes.

b) The Council convenes to discuss and vote by secret ballot. Only those who receive at least ninety percent of the trust votes from all Council members according to the establishment decision will be listed for submission to the higher-level Council.

c) The list of individuals who have received the required number of trust votes for nomination for the titles of People's Doctor and Outstanding Doctor must be posted or publicly announced within the unit, agency, or organization for at least seven working days.

d) After the announcement period, the Grassroots Council convenes for final review and prepares the list for submission to the higher-level Council.

2. At the Ministry or Provincial Council:

a) The Council's Standing Committee studies and reviews the files, compares them with the prescribed standards, and compiles the list for submission to the Council.

b) All Council members must review and study the list compiled by the Council's Standing Committee.

c) The Council convenes to discuss, review, and vote by secret ballot. Only those who receive at least ninety percent of the trust votes from all Council members according to the establishment decision will be listed for submission to the State-level Council.

d) All complaints and accusations must be resolved before the Ministry or Provincial Council convenes.

đ) The list of individuals who have received the required number of trust votes for nomination for the titles of People's Doctor and Outstanding Doctor must be returned to the Grassroots Council. After collecting feedback from units, the Ministry or Provincial Council conducts a final review to decide on the list for submission to the State-level Council.

Article 20. Notification of Non-qualifying Cases

All cases that have been reviewed but did not qualify or were not recommended to the higher-level Council must be notified in writing by the reviewing level with clear reasons provided to the concerned party.

Chapter V

APPLICATION PACKAGE

Article 21. Application Package

1. Personal File: (Each personal file submitted to the Ministry-level or provincial Council shall consist of three copies. The personal file shall not be bound into a booklet.)

a) A personal achievement record not exceeding five pages, typed, with a 4x6 photograph (taken within six months) affixed and stamped, and two additional unstamped photographs attached at the back, clearly stating name, unit, and position. The personal achievement record must be confirmed by the direct supervisor (signature and stamp). Information on awards received must include number, code, date, and issuing authority.

b) Research achievements must be accompanied by a certified copy of the acceptance report from the Science and Technology Council, the authorized initiative council, or the patent certificate.

c) Original confirmation from the local government (commune, ward, town) regarding compliance with laws and state policies for each medical practitioner..

2. Application Package Submitted by Lower-level Councils to Higher-level Councils: (Two copies)

a) Proposal for bestowing the title of People's Doctor.

b) Proposal for bestowing the title of Excellent Doctor.

c) List of candidates for the title of People's Doctor.

d) List of candidates for the title of Excellent Doctor.

đ) Report on the process of awarding the titles of People's Doctor and Excellent Doctor.

e) Minutes of the vote for People's Doctor.

g) Minutes of the vote for Excellent Doctor.

h) Cross-reference list of candidates for the title of People's Doctor.

i) Cross-reference list of candidates for the title of Excellent Doctor.

k) Decision establishing the lower-level Council.

3. The format of the application package for awarding the titles of People's Doctor and Excellent Doctor is specified in the Appendix attached to this Circular.

Article 22. Procedure for Submitting the Application Package

1. Units submit the application package to the grassroots Council.

2. The grassroots Council submits the application package to the Ministry-level or provincial Council.

3. The Ministry-level or provincial Council submits the application package to the State-level Council through the Ministry of Health (Permanent Office of the Ministry of Health's Competition and Reward Council).

Article 23. Timeframe for Submitting the Application Package

1. The grassroots Council must submit the application package to the Ministry-level or provincial Council no later than August 15th of the award year.

2. The Ministry-level or provincial Council must submit the application package to the State-level Council no later than October 15th of the award year.

Chapter VI

IMPLEMENTING PROVISIONS

Article 24. Effective Date

1. This Circular takes effect from August 15, 2011.

2. Circular No. 09/2007/TT-BYT dated June 6, 2007, issued by the Minister of Health, guiding the awarding of the titles of People's Doctor and Excellent Doctor, ceases to be effective from the date this Circular takes effect. Any previous regulations contrary to those in this Circular are hereby abolished.

Article 25. Revocation of Awarded Titles

Those who have been awarded the titles of People's Doctor or Excellent Doctor and subsequently violate the law and are sentenced to imprisonment will have their titles revoked according to the law.

Article 26. Responsibility for Implementation

1. Heads of agencies, units, and organizations proposing the awarding of the titles of People's Doctor and Excellent Doctor are fully responsible for the accuracy of the application packages they submit and must handle complaints and reports in accordance with the law.

2. Individuals proposing the awarding of the titles of People's Doctor and Excellent Doctor are fully responsible for the accuracy of the information they declare in the application packages.

3. The Permanent Office of the Ministry of Health's Competition and Reward Council is responsible for organizing and assisting the Minister of Health in supervising the implementation of this Circular.

4. Heads of relevant agencies and units are responsible for organizing publicity, dissemination, and implementation of this Circular to ensure that those under their management are aware and comply. During implementation, if there are any difficulties, they should promptly report to the Ministry of Health (through the Permanent Office of the Ministry of Health's Competition and Reward Council) for review, amendment, and supplementation as necessary./.
