Resolution No. 30/2012/QH13 on Interpellation and Response to Interpellation at the Third Session of the Thirteenth National Assembly

RESOLUTION
ON QUESTIONING AND ANSWERING QUESTIONS AT THE THIRD SESSION,
NATIONAL ASSEMBLY TERM XIII

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by Resolution No. 51/2001/QH10;
Pursuant to the Law on the Supervisory Activities of the National Assembly No. 05/2003/QH11; and Resolution No. 07/2002/QH11 promulgating the Rules of Procedure of the National Assembly Sessions;
Based on the results of questioning and answering questions at the third session, National Assembly Term XIII;

RESOLUTION:

IThe National Assembly notes that the content of questioning and answering questions has focused on important issues of concern to voters nationwide and National Assembly deputies; the atmosphere of the questioning session was frank, responsible, with a high constructive spirit of debate and dialogue. Deputies asked concise and clear questions, focusing on urgent issues of concern to voters nationwide. The Deputy Prime Minister and other members of the Government closely addressed the questions of National Assembly deputies and the recommendations of voters, seriously reviewed and evaluated their performance of assigned functions and responsibilities, and took responsibility related to the areas of state administration under their jurisdiction.

On the basis of the report summarizing the opinions and recommendations of voters sent to the third session, the report on the results of supervising the resolution of voter recommendations sent to the second session, the results of questioning and answering questions, and the opinions of National Assembly deputies at this session, the National Assembly assigns the Government, the Supreme People's Court, the Supreme People's Procuracy, relevant agencies and organizations, sectors, and levels at central and local levels to focus on resolving the recommendations of voters nationwide during the implementation of the Resolutions of the National Assembly and to report to the National Assembly at the fourth session.

II. The National Assembly acknowledges some measures committed to by the Deputy Prime Minister and other members of the Government, including:

1. In the field of natural resources and environment:

- Concentrating on resolving shortcomings and limitations in state management of land, first and foremost the granting of land use rights, transfer of land use rights, land recovery; compensation policy for land clearance; planning industrial zones, urban areas; wasteful land use; ensuring that by December 31, 2013, the basic issuance of initial land use right certificates throughout the country is completed. Focusing on drafting and submitting to the National Assembly for consideration and opinion on the draft Land Law (amendment) at the fourth session of the National Assembly Term XIII;

- The Minister of Natural Resources and Environment will coordinate with the General Inspectorate of the Government and Chairpersons of People's Committees at all levels from now until December 31, 2012 to concentrate on resolving key, complex, prolonged land disputes that have attracted public attention and publicly announce the results of resolution through mass media; primarily those concerning compensation and land clearance for industrial zones and urban areas, ensuring harmonization of interests between the State, investors, and land owners whose land is being recovered;

- Developing specific programs, plans, and measures to address environmental pollution in craft villages, industrial zones, river basins, etc., creating favorable conditions for production and people's livelihood.

2. In the field of planning and investment:

- Mobilizing national resources, the whole people, the entire military, enterprises, economic sectors, striving to implement the socio-economic development plan for 2012, completing the overall objectives and main targets set out in the National Assembly's Resolution;

- Gradually perfecting and effectively implementing the Project on Reorganizing Public Investment; accelerating disbursement while strictly managing state budget investment sources, government bonds, national target program capital, ODA capital; building and perfecting the system of policies and laws on state investment in enterprises; comprehensively addressing issues related to mechanisms and policies, decentralization of management, mobilization of resources, enhancing the quality and efficiency of capital use, and resolving weaknesses in public investment;
Perfecting mechanisms and policies to encourage investment in agriculture, farmers, and rural areas, ensuring an increase in total investment in agriculture, farmers, and rural areas from the state budget and other sources;

- Perfecting the institutional framework and legal mechanisms for managing State-owned Groups and Corporations, focusing on issues such as representation of ownership; decentralization and clarification of management responsibilities between comprehensive management agencies and sectoral management ministries and State-owned Groups and Corporations; the use of state budget funds for investment by State-owned Groups and Corporations; financial supervision mechanisms for State-owned Groups and Corporations (including external and internal supervision); particularly important is the Regulation on tasks, organization, and personnel of each State-owned Group and Corporation;

Strengthening supervision, inspection, restructuring, and handling of existing problems in State-owned Groups and Corporations; determining the roadmap for divestment outside core business areas of State-owned Groups and Corporations; ensuring sustainable development of State-owned Groups and Corporations, making significant contributions to market regulation, production and business activities, and achieving high economic efficiency;
- Continuing to perfect policies and laws on the business environment, ensuring fairness and rationality, with priority given to specific regions, industries, and fields according to the policy orientation of economic development by the Party and State at different times. Accelerating administrative reform, creating a favorable environment for domestic and foreign investors;
- Reviewing and carefully conducting cost-cutting in public investment, reducing ineffective and unnecessary investment items; ensuring harmony between economic growth targets, inflation reduction, and social welfare.

3. In the field of industry and trade:

- Implementing comprehensive measures to promote production and business development; implementing prudent and flexible monetary and fiscal policies; gradually reducing credit interest rates to reasonable levels; restructuring debts and focusing on resolving bad debts; supporting enterprises in accessing credit capital, seeking consumption markets for their products, handling inventory, and stimulating overall demand in the economy;

- Establishing a competitive market with anti-monopoly measures, particularly for electricity, gasoline, diesel, coal, and agricultural production materials, ensuring sustainable development;

- Promptly reviewing the power industry planning and hydropower development planning; eliminating or suspending projects that fail social, environmental, safety, quality, and efficiency criteria. Continuing to inspect and ensure the safety of hydropower facilities. Reviewing and resolving decisively, supplementing support policies for people resettled due to hydropower projects, ensuring improved living standards and sustainable poverty reduction;

- Developing stable domestic and international markets, guiding and promoting the consumption of domestically produced goods. Struggling against commercial fraud, especially in the consumption of agricultural products. Building a harmonious and sustainable commodity market;

4. In the field of ensuring national security and social order and crime prevention:

- Completing policies and laws on crime prevention and control; intensifying efforts to popularize and educate about laws on national security and social order; strengthening crime prevention and control, particularly crimes endangering national security, corruption, drug-related offenses, and other dangerous crimes, ensuring a peaceful environment for the people and economic and social development;

- The People's Public Security force plays a core role, closely coordinating with relevant sectors, levels, localities, agencies, and organizations, continuing to consolidate the people's security posture, the mass movement for crime prevention and control, creating positive changes in preventing, blocking, and curbing various types of crimes, vices, and accidents; ensuring political security and social order;

- Building the People's Public Security force generally and specialized forces in particular to be clean, strong, and capable of fulfilling their tasks, worthy of the trust of the Party, State, and people, contributing positively to the construction and defense of the country, ensuring a peaceful life for the people;

III. The National Assembly entrusts the Standing Committee of the National Assembly to continue examining the contents questioned by National Assembly deputies at this session and other questions sent during the period between two sessions to organize questioning and answering at the Standing Committee session; the National Ethnic Council and the National Assembly Committees organize meetings to explain issues raised by the Ministers and Heads of Ministries under their jurisdiction, which are of public concern and have been questioned by National Assembly deputies; National Assembly deputies should allocate time to attend these questioning and explanation sessions, contributing to enhancing the quality and effectiveness of National Assembly activities, making state agency operations closer to the people, more transparent, and more open, and allowing voters and the people nationwide to monitor state agency activities;
This Resolution has been adopted by the National Assembly of the Socialist Republic of Vietnam, the 13th term, third session, on June 21, 2012.

The members of the Government have answered questions at the second session and this session promptly implements the contents already committed to the National Assembly and reports the results to the representatives of the National Assembly at the fourth session.

IV. The Government, the Prime Minister, the Minister of Natural Resources and Environment, the Minister of Planning and Investment, the Minister of Industry and Trade, the Minister of Public Security, other Ministers, Heads of ministerial-level agencies related to their respective duties and powers; the Supreme People's Court, the Supreme People's Procuracy, relevant agencies and organizations, Provincial People's Councils, People's Committees of centrally governed cities within their respective duties and powers are responsible for implementing this Resolution.

The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and the representatives of the National Assembly within their respective duties and powers are responsible for supervising the implementation of this Resolution.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the thirteenth session, third meeting on June 21, 2012.
