NATIONAL DEFENSE AND SECURITY EDUCATION
Based on the Constitution of the Socialist Republic of Vietnam in 1992 amended and supplemented by Resolution No. 51/2001/QH10;
The National Assembly enacts the Law on National Defense and Security Education.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Law stipulates the principles, policies, basic contents, forms of national defense and security education; tasks and authorities of agencies and organizations, rights and responsibilities of citizens regarding national defense and security education.
Article 2. Applicability
1. Agencies, organizations, and Vietnamese citizens.
2. Organizations and individuals from foreign countries residing or operating within the territory of Vietnam have the responsibility to comply with the provisions of this Law and related laws on national defense and security education.
Article 3. Explanation of Terms
In this Law, the following terms shall be understood as follows:
1. National defense and security knowledge includes the system of viewpoints of the Communist Party of Vietnam, state policies and laws on national defense and security; the nation's tradition of founding and defending the country, and military skills.
2. Military skills refer to the ability to practice essential basic contents about military techniques and tactics.
Article 4. Objectives of national defense and security education
Educating citizens about national defense and security knowledge to promote patriotism, the tradition of founding and defending the country, pride and dignity in the nation, raise awareness, responsibility, and self-awareness in fulfilling national defense and security tasks, and protecting the Socialist Republic of Vietnam.
Article 5. Principles of national defense and security education
1. Adhering to the Constitution and laws of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam, and unified management by the State.
2. National defense and security education is the responsibility of the political system and the entire people, with the State playing a leading role.
3. Combining national defense and security education with political ideological education, dissemination and education on laws, and linking it with comprehensive strong foundation building.
4. Conducting all-round education with emphasis on key areas through appropriate forms; combining theory with practice, and theoretical knowledge with practical application.
5. Programs and contents of national defense and security education must be suitable for each target group and timely respond to actual situations.
6. Ensuring state secrets, planning, continuity, development, scientificity, modernity, clarity, practicality, and effectiveness.
Article 6. State policy on national defense and security education
1. The State ensures resources for national defense and security education activities, prioritizing border areas, islands, mountainous regions, remote, and far-flung areas.
2. The State encourages and creates conditions for agencies, organizations, and individuals to contribute their intellect, labor, money, and assets to national defense and security education.
3. Agencies, organizations, and individuals who achieve success in national defense and security education shall be rewarded according to the provisions of the law.
Article 7. Rights and responsibilities of citizens regarding national defense and security education
Citizens have the right and responsibility to study and research to master national defense and security knowledge. Individuals participating in national defense and security education shall enjoy benefits and policies as prescribed by law.
Article 8. National Defense and Security Education Centers
1. National Defense and Security Education Centers are educational institutions that provide and enhance national defense and security knowledge and military skills for target groups as prescribed by this Law.
2. National Defense and Security Education Centers include:
a) National Defense and Security Education Centers under military schools;
b) National Defense and Security Education Centers under higher education institutions.
3. Planning the system of National Defense and Security Education Centers must be consistent with the planning of military school systems, higher education institution networks, and meet the requirements of national defense and security education for target groups.
4. The Prime Minister approves the planning of the system and specifies the conditions for establishing National Defense and Security Education Centers.
Article 9. Prohibited Acts
1. Exploiting national defense and security education activities to propagate false information about the Party's policies and viewpoints, state laws; disclosing state secrets; promoting hostile policies, causing division among the people; infringing upon the interests of the State, rights and legitimate benefits of organizations and individuals.
2. Obstructing the implementation of national defense and security education.
3. Other acts as prescribed by law.
PART II
NATIONAL DEFENSE AND SECURITY EDUCATION IN SCHOOLS
Article 10. Elementary and Junior Secondary Schools
1. National defense and security education in elementary and junior secondary schools shall be integrated through the content of subjects in the curriculum, combined with extracurricular activities suitable for age groups.
2. Ensuring that students form initial knowledge bases about the nation's tradition of founding and defending the country, the people's armed forces; discipline awareness, spirit of unity, love for the Fatherland, and fellow citizens.
Article 11. High Schools, Vocational Colleges, and Intermediate Technical Schools
1. National defense and security education in high schools, vocational colleges, and intermediate technical schools is a compulsory subject.
2. Ensuring that students have initial knowledge about the whole-people national defense and people's security; the tradition of resisting foreign invaders of the nation, the people's armed forces, and Vietnamese military art; basic and necessary knowledge about civil defense and military skills; readiness to fulfill military service obligations to defend the Fatherland.
3. Organizing teaching and learning according to the curriculum distribution. During the academic year, based on specific conditions, coordinating with relevant agencies, organizations, and units to organize extracurricular study activities for students with appropriate content and forms.
Article 12. Vocational Colleges and Higher Education Institutions
1. National defense and security education in vocational colleges and higher education institutions is a compulsory subject.
2. Ensuring that learners have basic knowledge about the Party's viewpoints, state policies and laws on national defense and security; building the whole-people national defense and people's security, integrating the whole-people national defense system with the people's security system, building the people's armed forces; supplementing knowledge about civil defense and military skills; readiness to fulfill military service obligations to defend the Fatherland.
3. Organizing concentrated teaching and learning at the national defense and security education center or vocational college, higher education institution. In the training program, based on specific conditions, coordinating with relevant agencies, organizations, and units to organize research and extracurricular study activities for learners with appropriate content and forms.
Article 13. Schools of State Agencies, Political Organizations, and Social-Political Organizations
1. National defense and security education for learners in schools of state agencies, political organizations, and social-political organizations is a compulsory subject.
2. Ensuring that learners thoroughly understand the Party's viewpoints, state policies and laws on national defense and security; Vietnamese military art; situation and tasks of national defense and security; defense zones; civil defense; combining economy with national defense and security; integrating national defense and security with diplomacy.
3. Based on the framework curriculum of the Ministry of Defense and regulations of competent authorities, schools of political organizations develop and implement the curriculum and content of national defense and security education within their school systems.
4. Based on the framework curriculum of the Ministry of Defense, schools of state agencies and social-political organizations develop and implement the curriculum and content of national defense and security education for learners in their schools.
Chapter III
TRAINING IN NATIONAL DEFENSE AND SECURITY KNOWLEDGE
Article 14. Regarding subjects in state agencies, political organizations, and socio-political organizations
1. The training on national defense and security knowledge for subjects in state agencies, political organizations, and socio-political organizations shall be uniformly implemented throughout the country.
2. Subjects to be trained on national defense and security knowledge include:
a) Cadres, civil servants; management staff;
b) Elected representatives;
c) Managers in state-owned enterprises;
đ) Members of the Communist Party of Vietnam.
3. The program, content, form, and duration of training on national defense and security knowledge for the subjects specified in Clause 2 of this Article must be appropriate to the job standards, leadership and management positions, and task requirements.
Article 15. Regarding managers of non-state-owned enterprises and non-public service units
1. Managers of non-state-owned enterprises must participate in training on national defense and security knowledge including:
a) Enterprises with medium scale or larger;
b) Enterprises operating to serve national defense and security;
c) Enterprises operating in remote areas, border regions, islands.
2. Managers of non-public service units must participate in training on national defense and security knowledge.
3. The content of training on national defense and security knowledge for the persons specified in Clause 1 and Clause 2 of this Article focuses on the policies and laws of the State regarding national defense and security.
4. The provisions of this Article do not apply to foreign nationals.
Article 16. Regarding outstanding individuals and reputable persons in the community
1. Outstanding individuals and reputable persons in the community who are subject to training on national defense and security knowledge are religious officials, village elders, clan leaders, cultural, social, scientific, and artistic workers.
2. The People's Committee of the province, centrally governed city (hereinafter referred to as provincial level) shall take the lead and coordinate with the Vietnam Fatherland Front and relevant agencies and organizations to organize training on national defense and security knowledge for outstanding individuals and reputable persons in the community.
3. Based on the framework program of the Ministry of National Defense, guidance from authorized agencies and organizations, and local defense and security tasks, the People's Committee at the provincial level shall develop and implement programs and contents of training on national defense and security knowledge suitable for outstanding individuals and reputable persons in the community.
Article 17. Authority to convene and stipulate training bases for national defense and security knowledge
The Government shall stipulate the authority to convene and the training bases for national defense and security knowledge for the subjects specified in Articles 14, 15, and 16 of this Law.
Article 18. Benefits and rights for subjects receiving training on national defense and security knowledge
1. Subjects specified in Clause 2 of Article 14 of this Law when receiving training on national defense and security knowledge shall enjoy full salary and allowances; in cases where they are far from their place of residence, accommodation shall be arranged, transportation support provided, or travel expenses reimbursed for a round trip, and meal expenses supported by the state budget.
2. Subjects specified in Clause 1 and Clause 2 of Article 15 of this Law when receiving training on national defense and security knowledge shall enjoy full salary and allowances, transportation support provided, or travel expenses reimbursed for a round trip, and meal expenses supported by non-state-owned enterprises and non-public service units; costs for training on national defense and security knowledge and accommodation for subjects far from their place of residence shall be covered by the state budget.
3. Subjects specified in point c of Clause 1 of Article 15 and Article 16 of this Law when receiving training on national defense and security knowledge far from their place of residence shall have accommodation arranged, transportation support provided, or travel expenses reimbursed for a round trip, and meal expenses supported by the state budget.
4. Persons completing the training program on national defense and security knowledge shall be issued a certificate.
Chapter IV
DISSEMINATION OF NATIONAL DEFENSE AND SECURITY KNOWLEDGE TO THE ENTIRE POPULATION
Article 19. Contents of Popularizing National Defense and Security Knowledge
Necessary Understandings about the independence, sovereignty, unity, and territorial integrity of the country; the plots and methods of hostile forces' activities against the country; national defense and security tasks in each period; civil defense; citizens' responsibilities for building and defending the socialist Fatherland of Vietnam.
Article 20. Forms of Popularizing National Defense and Security Knowledge
1. Through spokespersons, propagandists, and mass media.
2. Through community life meetings, activities of the Vietnam Fatherland Front, mass organizations, cultural and artistic activities, physical education and sports activities, activities of grassroots cultural facilities, and traditional cultural forms.
3. Incorporating into recruitment campaigns, commemorative days, and traditional anniversaries.
4. Through the activities of agencies and organizations managing tangible and intangible cultural heritage, natural conservation areas, memorials, monuments, martyrs' cemeteries, traditional houses, museums, cultural and youth sports centers, sports clubs for national defense and security.
5. Other appropriate forms based on the actual situation of each locality and community.
Article 21. Popularizing National Defense and Security Knowledge for residents in border, island, mountainous, remote, and far-flung areas
1. Popularizing national defense and security knowledge for residents in border, island, mountainous, remote, and far-flung areas shall be carried out in accordance with Articles 19 and 20 of this Law and must meet the following requirements:
a) Linked to the task of protecting territorial sovereignty and integrity, maintaining social security and order, building peaceful and friendly borders, and combating crime in border and island areas;
b) Based on specific conditions, organizing the popularization of national defense and security knowledge for individuals with positive roles and influences among ethnic minorities, ship owners operating long-term at sea, household heads, and workers in border and island areas.
2. The State encourages organizations and individuals to voluntarily popularize national defense and security knowledge for residents in border, island, mountainous, remote, and far-flung areas in accordance with the provisions of the law, and provides educational materials on national defense and security for ethnic minority groups.
3. People's Committees at all levels shall direct military agencies at the same level to take the lead and coordinate with Border Guard, Navy, Coast Guard, and local police to organize the popularization of national defense and security knowledge for residents in border, island, mountainous, remote, and far-flung areas.
Article 22. Popularizing National Defense and Security Knowledge in Enterprises and Public Institutions
1. Managers of non-state-owned enterprises who are not required to undergo national defense and security training, employees in enterprises and public institutions shall be popularized with national defense and security knowledge in accordance with Articles 19 and 20 of this Law.
2. Managers of enterprises and public institutions have the responsibility to cooperate with competent state agencies and trade unions to organize the popularization of national defense and security knowledge for employees.
3. Provincial People's Committees shall direct military agencies, public security organs, and Legal Propaganda and Education Councils at the same level to coordinate in organizing the popularization of national defense and security knowledge for the subjects specified in Clause 1 of this Article.
CHAPTER V
TEACHERS, INSTRUCTORS, SPOKESPERSONS, PROPAGANDISTS
NATIONAL DEFENSE AND SECURITY EDUCATION
Article 23. Teachers and lecturers
1. Teachers and lecturers in national defense and security education include full-time teachers and lecturers, invited lecturers, and military and police officers seconded for this purpose.
2. Teachers and lecturers in national defense and security education must hold a bachelor's degree in national defense and security education or higher; in cases where they have a bachelor's degree or higher in another field, they must also possess a certificate of pedagogical training and a certificate of training to become teachers and lecturers in national defense and security education.
3. The Government shall specify the standard qualifications for teachers and lecturers in national defense and security education suitable for each category of national defense and security education; the time frame and roadmap for completion.
Article 24. Training, Development, Refresher Courses, Recruitment of Teachers and Lecturers
1. The training of teachers and lecturers in national defense and security education shall be regulated as follows:
a) Regular four-year specialized training in national defense and security education for candidates who have completed secondary school;
b) Two-year second-degree diploma training for candidates who already hold a bachelor's degree in another field;
c) Concentrated eighteen-month second-degree diploma training for current teachers and lecturers at high schools, vocational education institutions, and universities who already have a certificate in national defense and security education, with a minimum training period of six months.
2. Teachers and lecturers in national defense and security education shall undergo regular development and refresher courses at military forces' schools and national defense and security education centers.
3. The Government shall stipulate the conditions for universities and military forces' schools to train teachers and lecturers in national defense and security education; the Ministry of Education and Training shall decide which universities and military forces' schools meet these conditions.
The Ministry of Education and Training, relevant ministries, and provincial People's Committees shall direct subordinate educational institutions to develop plans for recruiting, training, and hiring teams of teachers and lecturers in national defense and security education from high schools to universities.
Article 25. Responsibilities and Benefits of Teachers and Lecturers
1. Teaching according to the prescribed curriculum and program for national defense and security education for each category, ensuring quality and effectiveness.
2. Teachers and lecturers in national defense and security education as specified in Clause 1 of Article 23 of this Law shall be provided with uniform allowances, except for seconded military and police officers; they shall enjoy benefits otherwise in accordance with the provisions of the law.
Article 26. Speakers
National defense and security education speakers are individuals invited by authorized agencies and organizations to participate in national defense and security knowledge enhancement programs, including:
1. Leaders of central ministries and sectors;
2. Leaders of departments, military regions, military branches, and equivalent units of the Ministry of National Defense; departments, bureaus, offices, and equivalent units of the Ministry of Public Security, and related ministries and sectors;
5. Experts and scientists.
Article 27. Propagandist
Based on the criteria prescribed by the Minister of National Defense, the Chairman of the People's Committee at the commune level shall consider and decide to recognize propagandists for national defense and security education.
Article 28. Responsibilities and benefits of reporters and propagandists
1. Accurately convey the content of national defense and security education as prescribed for each target group.
2. Fully participate in training activities organized by competent authorities to enhance knowledge and skills.
3. Be provided with necessary information and materials related to assigned tasks and powers.
4. Enjoy benefits and policies in accordance with the provisions of the law.
CHAPTER VI
FINANCING FOR NATIONAL DEFENSE AND SECURITY EDUCATION
Article 29. Sources of Funding
1. Financing for national defense and security education is guaranteed by the State and allocated annually in accordance with the provisions of the law on state budget.
2. Financing for implementing national defense and security education by enterprises and units under the State budget is regulated by this Law. This amount of funding is included in deductible expenses when determining taxable income according to the provisions of the law.
3. Other lawful revenues.
4. The Government shall provide detailed regulations on this matter.
Article 30. Contents of Expenditure
1. Recurrent expenditure.
2. Investment development expenditure.
3. Other expenditures as prescribed by law.
4. The Government shall specify the contents of expenditure for national defense and security education.
Article 31. Budget preparation, implementation, and settlement
1. Annually, ministries, ministerial-level agencies, government agencies, other central agencies, and people's committees at all levels shall be responsible for preparing, implementing, and settling the budget for national defense and security education tasks in accordance with the provisions of the law.
2. Annually, enterprises and units under the State budget shall have plans to ensure funding for the implementation of national defense and security education tasks.
Chapter VII
TASKS AND POWERS OF ORGANIZATIONS
ON NATIONAL DEFENSE AND SECURITY EDUCATION
Article 32. Contents of state management over national defense and security education
1. Issuing and organizing the implementation of normative legal documents on national defense and security education.
2. Promoting and disseminating normative legal documents on national defense and security education.
3. Specifying programs and contents; compiling, publishing, printing, and distributing textbooks, teaching materials; standards for teachers, lecturers, and propagandists; standards for material infrastructure and teaching equipment for national defense and security education; and issuing certificates for national defense and security knowledge enhancement.
4. Managing resources for the development of national defense and security education.
5. Organizing and directing the training, enhancement, and management of teachers, lecturers, and propagandists for national defense and security education.
6. Researching and applying science and technology in the field of national defense and security education.
7. International cooperation in the field of national defense and security education.
8. Inspecting, supervising, handling complaints and denunciations; summarizing, concluding, rewarding, and dealing with violations of the law on national defense and security education.
Article 33. State management agencies for national defense and security education
1. The Government shall uniformly manage state affairs on national defense and security education throughout the country.
2. The Ministry of National Defense shall take the lead and coordinate with the Ministry of Public Security and the Ministry of Education and Training to assist the Government in managing state affairs on national defense and security education.
3. Ministries and ministerial-level agencies shall coordinate with the Ministry of National Defense to manage state affairs on national defense and security education within their respective jurisdictions.
4. People's Committees at all levels shall manage state affairs on national defense and security education within their respective tasks and powers at the local level.
Article 34. Tasks and Authorities of the Ministry of National Defense
1. Issue or submit to competent authorities for issuance legal normative documents on national defense and security education within its authority.
2. Take the lead and coordinate with the Ministry of Education and Training and other ministries and agencies related to planning the system of national defense and security education centers nationwide, submitting it to the Prime Minister for consideration and decision; decide on the establishment of national defense and security education centers under military schools.
3. Take the lead and coordinate with the Ministry of Public Security, the Ministry of Education and Training, other ministries and agencies at the central level related:
a) To stipulate the framework curriculum for national defense and security education for students in state agency schools, political organizations, political-social organizations; the framework curriculum for outstanding individuals and reputable persons in the community for national defense and security knowledge enhancement; the curriculum and content for national defense and security knowledge enhancement for subjects in state agencies, political organizations, political-social organizations,, non-state-owned enterprises, non-public institutions; b) To stipulate the standards for national defense and security education propagandists;
c) To compile textbooks and materials to disseminate national defense and security knowledge suitable to the situation and tasks of building and defending the country in each period.
4. Take the lead and coordinate with ministries, agencies at the central level, government agencies, and organizations related to implement national defense and security knowledge enhancement for specified subjects according to the law; stipulate tasks and authorities for subordinate agencies, units, and military command departments regarding national defense and security education.
5. Coordinate with the Ministry of Education and Training and related ministries and agencies to train, enhance, and conduct seminars for teachers, lecturers, propagandists, management cadres, and concurrently assigned cadres
in national defense and security education; dispatch cadres to national defense and security education centers, higher education institutions, and state educational management agencies. 6. Ensure weapons, technical equipment, and specialized teaching aids for teaching and learning national defense and security education courses for educational institutions nationwide; ensure means and materials for national defense and security education for public security agencies, units, and schools assigned the task of national defense and security education.
7. Guide, inspect, review, summarize, implement commendations; handle complaints, denunciations, and violations of laws on national defense and security education within its authority.
8. Implement international cooperation in national defense and security education.
Article 35. Tasks and Authorities of the Ministry of Public Security
2. Coordinate with the Ministry of National Defense, the Ministry of Education and Training, other ministries and agencies, and government agencies at the central level to implement national defense and security education as prescribed by this Law; compile textbooks and materials for education, enhancement, and dissemination of national defense and security knowledge.
1. Issue or submit to competent authorities for issuance legal normative documents on national defense and security education within its authority.
3. Dispatch cadres to national defense and security education centers, higher education institutions, and state educational management agencies.
4. Ensure means and materials for public security agencies, units, and schools assigned the task of national defense and security education.
4. Ensure means and material resources for police agencies, units, and schools assigned the task of national defense and security education.
Article 36. Tasks and Authorities of the Ministry of Education and Training
1. Issue or submit to competent authorities for issuance legal normative documents on national defense and security education within its authority.
3. To take the lead and coordinate with the Ministry of National Defense, the Ministry of Public Security, the Central Committee of the Ho Chi Minh Communist Youth Union, ministries, ministerial-level agencies, government agencies, and central organizations related to implement national defense and security education at educational institutions within the national education system.
5. To take the lead and coordinate with the Ministry of Home Affairs, the Ministry of Finance, and related ministries and ministerial-level agencies to stipulate regulations and policies for management staff, teachers, and lecturers in national defense and security education.
6. To ensure means and materials for national defense and security education for agencies, units, and educational institutions under its jurisdiction.
7. To decide on the establishment of national defense and security education centers at higher education institutions.
1. To coordinate with the Ministry of National Defense, the Vietnam Fatherland Front Central Committee, and related agencies and organizations to guide the implementation of national defense and security knowledge enhancement for outstanding individuals and reputable persons in the community.
2. To ensure means and materials for national defense and security education for agencies, units, and educational institutions under its jurisdiction.
1. To take the lead and coordinate with the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Education and Training to stipulate curricula, contents, and organize the implementation of national defense and security education programs for students in vocational training institutions.
2. To ensure means and materials for national defense and security education for agencies, units, and vocational training institutions under its jurisdiction.
To take the lead and coordinate with the Ministry of National Defense, the Ministry of Public Security, ministries, ministerial-level agencies, government agencies, and central organizations related to guide mass media agencies in building programs and contents for disseminating national defense and security knowledge to the entire population.
Article 40. Tasks and Authorities of Ministries, Ministerial-Level Agencies, Government Agencies, and Central Organizations
1. Within their respective tasks and authorities, to coordinate with the Ministry of National Defense, the Ministry of Public Security, the Ministry of Education and Training, ministries, ministerial-level agencies, government agencies, and central organizations related to manage national defense and security education; to issue or submit to competent authorities for issuance legal documents to implement national defense and security education as prescribed by law.
2. To direct and organize the implementation of national defense and security education in conjunction with performing their own tasks.
3. To ensure means and materials for national defense and security education for agencies, units, and educational institutions under their jurisdiction.
4. To perform other tasks and authorities regarding national defense and security education as prescribed by law.
Article 41. Tasks and Authorities of People's Councils at all levels
1. Decide on the budget to ensure education in national defense and security at the local level in accordance with the provisions of the law.
2. Supervise the People's Committee at the same level and state agencies at the local level in implementing the law on education in national defense and security.
Article 42. Tasks and Authorities of People's Committees at all levels
1. Issue normative legal documents, programs, plans, and projects on education in national defense and security within their authority.
2. Direct, guide, and organize the implementation of education in national defense and security at the local level.
3. Train, instruct, and manage the team of propagandists, teachers, and lecturers in national defense and security education in the area in accordance with the provisions of the law.
4. Coordinate with the Vietnam Fatherland Front Committee at the same level and member organizations of the Front in performing their tasks and authorities regarding education in national defense and security; create conditions for organizations and individuals to effectively perform the task of education in national defense and security at the local level.
5. Inspect, check, resolve complaints and denunciations; review and summarize the implementation of the law on education in national defense and security; commend compliance with the law on education in national defense and security.
Article 43. Responsibilities of the Vietnam Fatherland Front and its Member Organizations
1. Organize the dissemination of knowledge on national defense and security to members of their organizations.
2. Coordinate with relevant agencies and organizations to promote and mobilize various strata of the population to regularly study and enhance their knowledge on national defense and security; train knowledge on national defense and security for outstanding individuals and people of influence in the community in accordance with the provisions of the law.
3. Supervise the implementation of policies and laws on education in national defense and security.
4. Mobilize organizations and individuals to participate in and support activities related to education in national defense and security.
Article 44. National Defense and Security Education Councils at all levels
2. The National Defense and Security Education Council operates on a part-time basis, with the function of coordinating inter-departmental advisory work to advise the Party and government at all levels on national defense and security education.
4. The Prime Minister decides to establish the Central National Defense and Security Education Council and the Military Zone National Defense and Security Education Council; defines the functions, tasks, and authorities of National Defense and Security Education Councils at all levels. People's Committees at all levels decide to establish National Defense and Security Education Councils at their own levels.
Article 45. Responsibilities of Heads of Agencies and Organizations
1. Direct, organize the implementation, guide, urge, and inspect subordinate agencies and organizations to implement the provisions of the law on education in national defense and security.
2. Implement the guidance on national defense and security education work from the People's Committees at the level where the agency or organization is located.
Chapter VIII
IMPLEMENTING PROVISIONS
Article 46. Effective Date
This Law shall take effect from January 1, 2014.
Article 47. Detailed regulations and guidance on implementation
The Government and competent authorities shall issue detailed regulations and provide guidance on the implementation of the provisions assigned in this Law.
This Law was passed by the National Assembly of the Socialist Republic of Vietnam, the fifth session of the XIIIth term, on June 19, 2013.
