Issuing the list of milk for children under six years old subject to price stabilization

Pursuant to the Law on Prices No. 11/2012/QH13 dated June 20, 2012;
Pursuant to the Food Safety Law No. 55/2010/QH12 dated June 17, 2010 and Decree No. 38/2012/NĐ-CP dated April 25, 2012 of the Government detailing certain provisions of the Food Safety Law;
Pursuant to Decree No. 63/2012/NĐ-CP dated August 31, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Implementing the guidance of the Prime Minister as set out in Circular No. 8119/VPCP-KTTH dated September 29, 2013 of the Government Office;
At the proposal of the Director of the Food Safety Administration;
The Minister of Health issues this Circular to promulgate the List of milk for children under six years old subject to price stabilization.
Article 1. Issuing the List of milk for children under six years old subject to price stabilization as provided for in Point h Clause 2 Article 15 of the Law on Prices, including:
1. Nutritional formula products for children up to 36 months old according to national technical standards issued by the Ministry of Health.
2. Milk and nutritional products containing animal milk in powder or liquid form that have been declared for use by children under six years old but not in accordance with the national technical standards prescribed in Clause 1 of this Article.
Article 2. The list specified in Article 1 of this Circular serves as the basis for the Ministry of Finance to manage prices in accordance with the laws on prices.
Article 3. Monthly, the National Institute of Food Control - Ministry of Health shall be responsible for announcing the detailed list of milk as specified in Article 1 of this Circular.
Article 4. The Minister, Heads of ministerial-level agencies, Chairpersons of provincial People's Committees under central cities, and related agencies and organizations are responsible for implementing this Circular.
Article 5. This Circular takes effect from November 20, 2013.
Article 6. The National Institute of Food Control - Ministry of Health shall take the lead and coordinate with related agencies and organizations to guide the implementation and organization of the execution of this Circular./.
