||| Based on the Competition and Commendation Law 2003; the Law Amending and Supplementing Certain Provisions of the Competition and Commendation Law 2005 and the Law Amending and Supplementing Certain Provisions of the Competition and Commendation Law 2013;

||| The Minister of Labor - War Invalids and Social Affairs issues this Circular prescribing in detail and guiding the implementation of work on competition, commendation, and reward in the Labor - War Invalids and Social Affairs sector.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

||| This Circular stipulates the purpose, principles of competition and commendation; rights and obligations of individuals and collectives; organization of competition movements and standards for commendation titles and forms of rewards; authority and lines of commendation; files, procedures for examination and award ceremonies; Competition and Commendation Councils, Suggestion Councils, Science Councils at all levels; competition and reward funds; management, archiving, reporting, inspection, handling violations, and resolving complaints and denunciations regarding competition and reward activities in the Labor - War Invalids and Social Affairs sector (hereinafter referred to as the Sector).

Article 2. Applicability

||| 1. Individuals and collectives working in agencies and units under and directly subordinate to the Ministry of Labor - War Invalids and Social Affairs (hereinafter referred to as under and directly subordinate to the Ministry); Departments of Labor - War Invalids and Social Affairs of provinces and centrally governed cities (hereinafter referred to as Provincial Departments of Labor - War Invalids and Social Affairs); Labor - War Invalids and Social Affairs Offices of districts, towns, and centrally governed cities within provinces; cultural and social officers at communes, wards, and towns.

||| 2. Individuals and collectives outside the Sector who are Vietnamese citizens, overseas Vietnamese, and foreign individuals and collectives with outstanding achievements contributing to the labor cause, war invalids, and society in Vietnam.

Article 3. Principles of Competition and Reward

||| 1. Principles of competition and commendation shall be implemented according to the provisions of Clause 1, Article 6 of the Competition and Commendation Law 2003; Clause 3, Article 1 of the Law Amending and Supplementing Certain Provisions of the Competition and Commendation Law 2013; Article 3 of Decree No. 42/2010/ND-CP dated April 15, 2010 of the Government detailing the implementation of certain provisions of the Competition and Commendation Law and the Law Amending and Supplementing Certain Provisions of the Competition and Commendation Law (hereinafter referred to as Decree 42/2010/ND-CP) and Article 2 of Decree No. 65/2014/ND-CP dated July 1, 2014 of the Government detailing the implementation of certain provisions of the Law Amending and Supplementing Certain Provisions of the Competition and Commendation Law 2013 (hereinafter referred to as Decree 65/2014/ND-CP).

||| 2. The granting of commendation titles and forms of reward shall be conducted openly and democratically, proposed through a process from the grassroots level, focusing on individuals and collectives directly engaged in labor and production, with many innovations in labor, and outstanding achievements in fulfilling tasks, ensuring compliance with the specified objects, standards, and ratios.

||| 3. The Minister shall only commend and reward collectives and individuals under provincial management when launching thematic competitions.

||| 4. Ensure gender equality; take the results of administrative reform procedures as one of the criteria for annual competition and commendation for individuals and collectives.

||| 5. In one year, no more than two state-level commendation forms shall be proposed for one individual (except in cases of exceptional commendation). Cases proposing awards of Orders related to Merit Certificates of the Prime Minister shall not be proposed for consideration for five years (counted from the date of decision issuance).

||| 6. Do not consider commendation for individuals newly recruited for less than ten months; those who have taken leave for forty days or more in a year.

||| 7. The results of exceptional commendation and thematic commendation are one of the bases for considering commendation based on achievements and accomplishments.

Article 4. Benefits for individuals and collectives receiving awards

1. Individuals who are awarded commendations and other forms of recognition shall receive certificates of merit, commendation certificates, and monetary rewards or tangible items as stipulated in Articles 71, 72, 73, 74, 75, 76, and 77 of Decree No. 42/2010/NĐ-CP; they may be considered for salary advancement ahead of schedule; they shall be given priority for training, education, and capacity enhancement both domestically and internationally; and such benefits shall serve as criteria for planning and considering for appointment of cadres.

2. Collectives that are awarded commendations and other forms of recognition shall receive certificates of merit, commendation certificates, and monetary rewards or tangible items as stipulated; they have the right to retain, display, and use symbols of the awarded recognitions on official documents and materials of their units.

Article 5. Obligations of individuals and collectives receiving commendations and other forms of recognition

1. Continue to maintain and promote achievements worthy of the awarded commendations and recognitions.

2. Individuals and collectives receiving commendations or recognitions must properly manage and use awarded tangible items according to their intended purpose and regulations.

Chapter II

ORGANIZATION OF MOVEMENTS AND STANDARDS FOR AWARDS

Article 6. Competitive Movements

1. The organization of competitive movements shall be carried out in accordance with the provisions of Clause 1 and Clause 2 of Article 2 of Circular No. 07/2014/TT-BNV dated August 29, 2014, issued by the Ministry of Home Affairs guiding the implementation of certain articles of Decree No. 42/2010/NĐ-CP dated April 15, 2010, of the Government detailing the implementation of certain articles of the Law on Competitions and Awards and the Law Amending and Supplementing Certain Provisions of the Law on Competitions and Awards; Decree No. 39/2012/NĐ-CP dated April 27, 2012, of the Government amending and supplementing certain articles of Decree No. 42/2010/NĐ-CP dated April 15, 2010, of the Government; and Decree No. 65/2014/NĐ-CP dated July 1, 2014, of the Government detailing the implementation of the Law Amending and Supplementing Certain Provisions of the Law on Competitions and Awards in 2013 (hereinafter referred to as Circular No. 07/2014/TT-BNV).

2. Initiating and directing competition movements

a) The Minister of Labor, Invalids, and Social Affairs (hereinafter referred to as the Minister) shall initiate and direct competitive movements within the entire sector and across all fields under the Ministry's management. The Competition and Award Council of the Ministry (hereinafter referred to as the Council of the Ministry) shall be responsible for advising the Minister on competition content and organizing competitive movements.

b) Heads of agencies and units shall organize and direct competitive movements within their managed agencies and units. The Competition and Award Council of the unit (hereinafter referred to as the Unit Council) shall be responsible for advising the head on competition content and organizing competitive movements.

3. The content of organizing competitive movements shall be implemented in accordance with Article 7 of Decree No. 42/2010/NĐ-CP and Article 3 of Circular No. 07/2014/TT-BNV.

4. Review and summary: For thematic competitive movements initiated by the Minister nationwide, it is necessary to conduct reviews and summaries to evaluate results, draw lessons, and publicly assess to select outstanding individuals and collectives from these movements to recommend for awards by the Minister.

Article 7. Commendation Titles

1. Competition titles for individuals include:

a) "Advanced Worker";

b) "Grassroots Labor Medalist";

c) "Advanced Soldier of the Ministry";

d) "National Labor Medalist".

2. Commendation titles for collectives include:

a) "Advanced Collective";

b) "Excellent Collective";

c) "Ministry Flag of Merit";

d) "Flag of the Government".

3. The granting of commendation titles to individuals and collectives shall be conducted only once a year during the annual review.

Article 8. Title of "Advanced Worker"

1. General Standards

a) The title of "Advanced Worker" is awarded to individuals who meet the standards stipulated in Clause 6, Article 1 of the Law Amending and Supplementing Certain Provisions of the Law on Encouragement and Reward in 2013 and Article 5 of Decree 65/2014/ND-CP, wherein the completion of assigned tasks is based on the assessment and classification results of competent authorities according to the Civil Servants Law, the Public Officer Law, and related documents.

b) Achieving 70 points or more according to the scale specified in Model Number 14 issued together with the Circular.

2. Standards for individuals teaching at vocational training centers; intermediate vocational schools, higher vocational schools, and universities registered to provide vocational training (hereinafter referred to as vocational training schools).

Completing teaching tasks with high quality and achieving significant results (reaching 100% of the plan or more), specifically:

a) Having complete teaching dossier as prescribed;

b) Fully delivering the course curriculum and ensuring the teaching schedule;

c) Using appropriate and understandable teaching methods to enable students to absorb knowledge and practice skills;

d) Proficiently and effectively utilizing teaching equipment and facilities;

đ) Possessing pedagogical skills and successfully implementing education and character development for learners;

e) Participating in making teaching aids, models, and contributing to specialized classroom construction;

g) Being recognized as an excellent teacher or lecturer at the school or center level or above;

h) Student grades in subjects taught by the teacher or lecturer having 85% or more meeting requirements, including at least 30% being good or excellent;

i) Having good moral qualities; actively participating in competitive activities, not violating social evils. Specifically: Showing high responsibility towards work, being modest and simple in lifestyle, trusted and respected by colleagues and students; setting a good example in adhering to Party policies and State laws; strictly following school regulations; not engaging in social evils; demonstrating a spirit of overcoming difficulties, cooperating well with colleagues; being a positive factor in competitive activities initiated by the agency or unit or responding to provincial or Ministry-level competitive activities; actively participating in social and organizational activities and making significant contributions to building a united and strong collective;

k) Actively studying and enhancing professional qualifications, specifically: Actively studying politics, professional knowledge, foreign languages, information technology, and updating scientific and technological information to serve teaching; participating in scientific and technological research and pedagogical activities applied to teaching.

Article 9. Title of "Advanced Worker at the Grassroots Level"

1. The title of "Advanced Worker at the Grassroots Level" is awarded to individuals who meet the standards stipulated in Article 23 of the Law on Encouragement and Reward in 2003, Clause 5, Article 1 of the Law Amending and Supplementing Certain Provisions of the Law on Encouragement and Reward in 2013, and Article 4 of Decree 65/2014/ND-CP. The ratio of individuals recognized with the title of "Advanced Worker at the Grassroots Level" shall not exceed 15% of the total number of individuals recognized with the title of "Advanced Worker" in the unit.

2. Achieving 90 points or more according to the scale specified in Model Number 14 issued together with the Circular.

Article 10. The title "Outstanding Soldier at the Ministry Level"

The title "Outstanding Soldier at the Ministry Level" shall be selected from individuals who have achieved the title "Outstanding Soldier at the Grassroots Level," working at units under and directly affiliated with the Ministry, with outstanding and excellent achievements and meeting the standards prescribed in Article 22 of the Law on Encouragement and Reward 2003 and Clause 5 of Article 14 of Decree 42/2010/NĐ-CP. Alternatively, individuals who have continuously achieved the title "Outstanding Soldier at the Grassroots Level" for three consecutive years, during which they have won first place at least once in Ministry-level or provincial-level seminars or contests.

Article 11. The title "National Outstanding Soldier"

The title "National Outstanding Soldier" shall be selected from individuals who have achieved the title "Outstanding Soldier at the Grassroots Level," working at units under and directly affiliated with the Ministry, with particularly outstanding and excellent achievements and meeting the standards prescribed in Article 21 of the Law on Encouragement and Reward 2003, Clause 5 of Article 1 of the Law Amending and Supplementing Certain Provisions of the Law on Encouragement and Reward 2013, and Article 3 of Decree 65/2014/NĐ-CP. Alternatively, individuals who have continuously achieved the title "Outstanding Soldier at the Ministry Level" for two consecutive years immediately prior to the time of recommendation, during which they have won first place at least once in national, regional, or international contests or seminars.

Article 12. The title "Advanced Labor Collective"

1. General Standards

a) The title "Advanced Labor Collective" shall be awarded to collectives that meet the criteria set forth in Article 28 of the Law on Encouragement and Reward 2003, where the collective completes its assigned tasks satisfactorily, completing more than 100% of the assigned tasks, and at least 95% of the members of the collective complete their tasks satisfactorily;

b) Achieving 70 points or higher according to the point scale specified in forms 09, 10, 11, and 13 issued together with the Circular.

2. Criteria for vocational training centers and vocational schools

Implement training in accordance with objectives, ensuring quality and high efficiency, completing assigned tasks satisfactorily, specifically:

a) Completing assigned training targets regarding the structure of trades, quantity, quality of training, and graduation rates of students reaching 85% or higher, with at least 30% of students achieving good or excellent grades;

b) Strictly implementing regulations in training activities;

c) Compiling lecture outlines and textbooks for subjects; ensuring sufficient textbooks, materials, and conditions to support teaching and learning;

d) Innovating training content and methods; regularly disseminating new scientific and technological information to improve training quality;

đ) Constructing specialized classrooms, manufacturing teaching equipment and materials;

e) Organizing annual student and teacher excellence contests in a regular manner; having teachers win awards in teacher contests and students win awards in student contests at the school level or higher;

g) Building a teaching staff with adequate numbers, reasonable structures, and quality, implementing standardization of vocational teachers and lecturers, specifically: Having a high-quality teaching staff with adequate numbers and a reasonable structure; the proportion of teachers and lecturers meeting standards: At least 70% for vocational schools and at least 50% for vocational training centers; computer science: At least 75% of teachers and lecturers achieving level A or higher for vocational schools, 60% for vocational training centers, with at least 50% achieving level B or higher for vocational schools and 30% for vocational training centers; common foreign languages: At least 70% of teachers and lecturers achieving level A or higher, with at least 30% achieving level B or higher for vocational schools; at least 50% of teachers achieving level A or higher for vocational training centers; maintaining regular class observations: At least 90% of lectures meeting requirements; at least 85% of teachers participating in grassroots-level teaching contests annually, with at least 20% winning awards;

h) Applying scientific and technological advancements to teaching and linking practical training with production work, building facilities to meet training needs, specifically: Applying scientific and technological advancements to teaching; collaborating with production and service businesses and other educational institutions to link practical training with production work to enhance training quality and effectiveness; having sufficient classrooms, workshops, training sites, and technical equipment for training, which are updated annually; effectively managing and utilizing technical facilities;

i) At least 50% of individuals in the collective achieving the title "Advanced Worker"; having individuals achieving the title "Outstanding Soldier at the Grassroots Level"; no teachers or staff violating social evils or being disciplined with warnings or higher penalties;

k) Adhering well to Party policies and State laws; implementing policies and systems for teachers, staff, and students; creating a healthy educational environment, organizing school management in a regular manner, building a strong and united collective, and excelling in commendation and reward activities. Specifically: Organizing a streamlined and effective administrative structure, implementing management according to functions and responsibilities; ensuring security, order, and safety in all school activities; taking positive measures to prevent and eliminate social evils; no students violating social evils; maintaining cooperative and active participation in local community activities; organizing educational activities about the environment, population, culture, sports, and other activities; teachers and staff forming a united collective, implementing democratic regulations, improving living and working conditions for teachers and staff; living and accommodation conditions for students; conducting self-inspection at least once each academic year.

Article 13. The title "Outstanding Labor Collective"

1. General Standards

a) The title "Outstanding Labor Collective" shall be awarded to collectives meeting the criteria set forth in Article 27 of the Law on Encouragement of Competition and Reward in 2003;

b) Achieving 90 points or more according to the point scale specified in forms number 09, 10, 11, and 13 issued together with the Circular;

c) The ratio of small collectives within the unit recognized with the title "Outstanding Labor Collective" shall not exceed 40% of the total number of collectives in the unit as decided by the competent authority.

2. Criteria for vocational training centers and vocational schools

The title "Outstanding Labor Collective" shall be awarded to collectives meeting the following criteria:

a) Fulfilling training tasks in accordance with objectives, with quality, achieving high efficiency, and excellently completing assigned tasks;

b) The graduation rate of students reaching 95%, of which those with good grades reach 50%;

c) Having a high-quality teaching staff; sufficient in quantity and reasonable in structure, specifically: The proportion of teachers and lecturers meeting the standards prescribed: At least 80% for vocational schools and at least 60% for vocational training centers; computer science: at least 80% of teachers and lecturers having a level of A or higher for vocational schools and 65% for vocational training centers; among them, reaching level B from 60% or higher for vocational schools, 40% for vocational training centers; common foreign languages: at least 80% of teachers and lecturers having a level of A or higher, of which at least 40% have a level of B or higher for vocational schools; at least 60% of teachers having a level of A or higher, of which at least 20% have a level of B or higher for vocational training centers; maintaining class hours: At least 95% of lectures meeting requirements, 100% of teachers and lecturers participating in annual school-level teaching contests, of which at least 25% winning official awards, with teachers and lecturers winning awards at ministry or provincial levels;

d) Applying scientific and technological progress in teaching, practical training linked to production labor, building facilities to meet training requirements well;

đ) All individuals in the collective completing their tasks, of which at least 70% individuals receiving the title "Advanced Worker"; having individuals receiving the title "Model Worker at the Grassroots Level"; no officials, teachers, or staff members violating social evils or being disciplined with warnings or higher;

e) Adhering to Party policies and State laws; implementing policies and systems for teachers, officials, workers, and students well; building a healthy educational environment, organizing school management with discipline, building a united and strong collective.

Article 14. The Flag of Excellence of the Ministry

1. General Standards

Shall be awarded to units under and affiliated with the Ministry, Departments of Labor, Invalids, and Social Affairs with outstanding achievements leading the competition movements initiated by the Ministry, exceeding 100% of assigned targets and indicators for the year, all individuals receiving the title "Advanced Worker", all collectives receiving the title "Advanced Worker Collective", of which over 70% of small collectives receiving the title "Outstanding Labor Collective", and meeting the criteria set forth in Article 26 of the Law on Encouragement of Competition and Reward in 2003.

2. Criteria for the Flag of Excellence in the field of occupational safety and health

Awarded to enterprises that excellently complete tasks, lead competition movements, and meet the following criteria:

a) Having new measures for occupational safety and health;

b) Annually, having plans for labor protection meeting safety and health requirements, fire prevention, budgeting funds, effectively implementing plans, meeting production development requirements;

c) Having clear regulations assigning responsibilities for occupational safety and health at each level and position; having dedicated or part-time staff for labor protection work, a network of safety and health officers, an effective firefighting force;

d) Having internal rules for safety, safe production procedures, many measures, and investments to improve working conditions for workers;

đ) Implementing fully and properly labor protection regimes and regulations as prescribed by law, specifically: Compensation and allowances for work-related injuries and occupational diseases; material benefits; regular health check-ups for workers; working hours, rest periods, overtime; personal protective equipment, first aid supplies as prescribed and maintaining regular inspections to ensure effective use; occupational safety and health training, fire prevention; testing machines, equipment, materials with strict safety and health requirements; periodic statistics and reports on work-related accidents and occupational diseases; self-inspection on safety and health; reporting on safety and health work as prescribed;

e) No fatal work-related accidents or multiple injuries occurring in the enterprise during the year, no fires or explosions;

g) Ensuring a clean and beautiful environment;

h) Participating actively in occupational safety and health competition movements and National Week for Occupational Safety and Health - Fire Prevention during the year.

3. Criteria for the Flag of Excellence in the field of vocational training

Awarded to colleges and universities registered for vocational training that excellently complete tasks, lead competition movements, are exemplary in central and local vocational training work, and meet the following criteria:

a) Fulfilling training tasks in accordance with objectives, with quality, achieving high efficiency, and excellently completing assigned tasks;

b) The graduation rate of students reaching 100%, of which those with good grades reach over 70%;

c) Building a high-quality teaching staff; sufficient in quantity and balanced in structure;

d) Applying scientific and technological progress in teaching, practical training linked to production labor, building facilities to meet training requirements well;

đ) Over 95% of individuals completing their tasks well, of which at least 90% receiving the title "Advanced Worker"; having individuals receiving the title "Model Worker at the Grassroots Level"; no officials, teachers, or staff members violating social evils or being disciplined with warnings or higher;

e) Adhering well to the Party's guidelines and policies, the State's policies and laws; implementing well the policies and systems for teachers, staff, workers, employees, and students; building a healthy educational environment, organizing school management and center operations with good discipline, and fostering a united and strong collective.

Article 15. The title "Flag of Government Competition"

Shall be selected from among units under and affiliated with the Ministry that have outstanding and excellent achievements, leading the competition groups of the Ministry, having been awarded the Flag of Competition of the Ministry, and meeting the standards prescribed in Article 25 of the Law on Competition and Reward 2003, Clause 7 of Article 1 of the Law Amending and Supplementing Certain Articles of the Law on Competition and Reward 2013, Article 16 of Decree 42/2010/NĐ-CP, and Article 6 of Decree 65/2014/NĐ-CP.

Article 16. Registration for commendation titles

1. Each year, units, individuals, and collectives within units must register the commendation titles they aim to achieve during the year.

2. The competition registration of units shall be submitted to the Ministry Council before March 31 for consolidation, monitoring, guidance, and as the basis for awarding end-of-year commendation titles. The Ministry Council will not consider rewards for individuals or units that do not register for competition or submit their competition registration to the Ministry after March 31 (Form No. 01, 02 issued together with the Circular).

Article 19. Standards for National Commendations

The standards for Orders, Medals, National Honor Titles, high prestigious awards, and Certificates of Merit of the Prime Minister are implemented according to the provisions in Clause 1, 2 of Article 20; Clause 1 of Article 21; Articles 38, 39, 42, 44, 45, 46, and 47 of Decree 42/2010/NĐ-CP; Articles 7, 8, 9, 10, 11, 15, 16, 17, 22, and 23 of Decree 65/2014/NĐ-CP, and other relevant normative legal documents.

Article 20. Certificate of Merit of the Minister at the end-of-year summary

1. For Individuals

a) The Certificate of Merit given by the Ministry to individuals who meet the standards prescribed in Clause 39 of Article 1 of the Law Amending and Supplementing Certain Articles of the Law on Competition and Reward 2013, Point c of Clause 1 of Article 24 of Decree 65/2014/NĐ-CP, where the assessment of outstanding performance is based on the results of the competent authority's evaluation and classification of civil servants and public officials according to the Civil Servant Law, Public Official Law, and related documents;

b) The ratio of individuals proposed for the Certificate of Merit of the Ministry in one year shall not exceed 15% of the total number of civil servants, public officials, and employees of the unit.

2. For Collectives

a) The Certificate of Merit given by the Ministry to collectives that complete 100% of assigned tasks, including those completed ahead of schedule and of high quality, and meet the standards prescribed in Clause 39 of Article 1 of the Law Amending and Supplementing Certain Articles of the Law on Competition and Reward 2013, Clause 2 of Article 24 of Decree 65/2014/NĐ-CP;

b) In one year, the ratio of small collectives proposed for the Certificate of Merit of the Ministry shall not exceed 40% of the total number of collectives in the unit (as decided by the competent authority).

3. For collectives and individuals who received commendation forms based on their achievements and merits recognized by the State or provincial, ministerial, or central sector levels in the year, they shall not be proposed for the Certificate of Merit of the Ministry in the following year.

Article 21. Commendation by the Minister on a specific topic or for exceptional achievements

The Ministry awards commendations to individuals and groups meeting the criteria specified in Clause 39, Article 1 of the Law Amending and Supplementing Certain Provisions of the Law on Mobilization and Reward 2013, Point a and b, Clause 1, Clause 2, Article 24 of Decree 65/2025/NĐ-CP.

Article 22. Commendation by the Minister in specific fields

The Ministry awards commendations to individuals and groups who have made significant contributions or actively participated in annual mobilization campaigns initiated by the Ministry, effectively implementing policies related to labor, war invalids, and society, specifically as follows:

1. Field of occupational safety and health

a) Individuals: Strictly adhere to internal regulations, procedures, and norms regarding occupational safety and health, without any work accidents or equipment malfunctions for two consecutive years; propose plans and measures to implement regulations on occupational safety and health - fire prevention; innovate techniques to improve working conditions and prevent work-related accidents and diseases; achieve outstanding results in mobilization campaigns or make sudden achievements in occupational safety and health - fire prevention activities.

b) Groups: Fully comply with all systems (compensation, subsidies for work-related injuries and occupational diseases, material benefits, working hours, rest periods, health check-ups, personal protective equipment...), labor protection regulations, and fire prevention rules (having labor protection plans that meet requirements; having safety internal regulations and safe production procedures; having effective safety officers and firefighting forces...); not experiencing major fires or work-related accidents causing deaths or injuries for two consecutive years.

2. Field of employment and unemployment insurance

a) Individuals: Excellently complete assigned tasks and civic duties; strictly follow laws governing job placement activities or propose innovative work processes, apply scientific and technological advancements to enhance job placement effectiveness.

b) Groups: Exceed planned targets for the year; strictly follow laws governing job placement activities; propose innovative work processes creating new jobs and stable income for workers; propose solutions to increase labor productivity or achieve outstanding and sudden achievements in the field of employment.

3. Field of managing Vietnamese workers working abroad under contracts

a) Individuals and groups with outstanding achievements in sending Vietnamese workers to work abroad under contracts.

b) Individuals and groups with outstanding sudden achievements in sending Vietnamese workers to work abroad such as: Consolidating, exploiting, expanding, and developing labor markets; managing and protecting the legitimate rights and interests of workers and businesses in specialized areas.

4. Field of preventing and combating social evils

a) Individuals: Two consecutive years of excellent performance or outstanding achievements in the fields of: Preventing and combating prostitution; drug rehabilitation; post-rehabilitation management; supporting victims returning from trafficking and building healthy communities free from social evils.

b) Groups: Two consecutive years of excellent performance or outstanding achievements in the fields of: Preventing and combating prostitution; drug rehabilitation; post-rehabilitation management; supporting victims returning from trafficking and building healthy communities free from social evils.

5. Field of vocational training

a) Individuals: Outstanding achievements in organizing contests; vocational training programs or winning prizes at national self-made vocational equipment contests, nationwide vocational teacher lectures, national, ASEAN, and world skill competitions or outstanding achievements in mobilization campaigns launched by the Ministry.

b) Groups: Two consecutive years of excellent performance in assigned tasks, achieving training goals with quality and high efficiency (graduation rates, quality of teaching staff, individual performance completion rates, grassroots model worker rates... similar to provisions in Point b, c, Clause 2, Article 13 of the Circular).

Adhering well to Party guidelines, policies, and state laws; effectively implementing policies and systems for teachers, cadres, employees, and students; building a healthy educational environment, organizing school management with discipline, fostering cohesive and strong collectives.

Groups with outstanding achievements in organizing contests, training programs, or having many individuals win prizes at national self-made vocational equipment contests, nationwide vocational teacher lectures, national skill competitions, ASEAN and world skill competitions.

6. Field of war invalids and martyrs

a) For individuals and groups: Outstanding achievements recognized in mobilization campaigns "Repaying Gratitude", "Remembering the Source" or outstanding achievements in war invalids and martyrs' work.

b) For war invalids and martyrs: Overcoming difficulties to achieve outstanding achievements in labor, production, study, and work.

7. Field of social assistance

a) Individuals: Outstanding and exemplary achievements in caring for the elderly, disabled, orphans, and other vulnerable groups; contributing financially or materially to these groups for two consecutive years.

b) Local groups: Fully and promptly implementing policies and systems for social assistance recipients; reducing poverty rates by 2% annually according to national standards; timely and accurate emergency assistance; effectively implementing government and sector programs; comprehensively reporting information and data on social assistance and poverty reduction.

c) Social assistance institutions: Consistently outstanding achievements over two years in social assistance activities and poverty reduction.

8. Field of child protection and care

a) Individuals: Have outstanding achievements recognized in movements to compete for excellence in protecting and caring for children, or have sudden outstanding achievements in the field of protecting and caring for children.

b) Groups: Have exemplary and outstanding achievements for two consecutive years in activities related to protecting and caring for children.

9. Gender equality field

a) Individuals: Have outstanding or sudden achievements recognized in movements to compete for excellence in gender equality and the advancement of women.

b) Groups: Have exemplary and outstanding achievements for two consecutive years in implementing activities related to gender equality, the national strategy on gender equality, and the advancement of women.

Article 23. Criteria for Certificates of Merit issued by heads of units

1. The Certificate of Merit is a form of reward within the authority of the heads of units under and directly subordinate to the Ministry; Directors of Departments of Labor, Invalids, and Social Affairs use it to present to individuals and groups who have made significant contributions to their units and meet one of the criteria specified in Clause 42, Article 1 of the Law Amending and Supplementing Certain Articles of the Law on Competitions and Rewards 2013.

2. The presentation of Certificates of Merit by unit heads shall be conducted regularly and promptly for individuals and groups who have successfully completed tasks immediately after the end of short-term competition periods, specialized competition periods, or completion of project components, and shall be decided upon by the direct management head of the agency or unit.

Article 24. Commemorative Medal "For the Cause of Labor, War Invalids, and Social Affairs"

The Commemorative Medal "For the Cause of Labor, War Invalids, and Social Affairs" is a form of recognition by the Department of Labor, War Invalids, and Social Affairs to present to individuals both inside and outside the Department who have made significant contributions to the cause of building and developing the Department of Labor, War Invalids, and Social Affairs in Vietnam. The medal has only one class, and each individual can only be awarded once when meeting one of the specific criteria as follows:

1. For individuals within the Industry

a) Having at least 15 continuous years of service, always completing assigned tasks well, complying with Party policies and state laws; internal regulations and rules of the organization.

For individuals who have served in fields managed by the Department but in other Ministries, agencies, or organizations before transferring to work in the Department of Labor, War Invalids, and Social Affairs, that time will be combined to calculate the total service period in the Department.

Actual service time in the Department is rounded up to August 28 of the year the award is considered (excluding converted time).

Those who retired before August 1995 will not be considered for the award, except in cases where they continue to participate in work contributing to the Department after retirement (the pre-retirement service time will be added to the current service time for consideration).

b) Key officials of the Department (Ministry leaders, heads, deputy heads of units under and directly subordinate to the Ministry, directors, deputy directors of Departments of Labor, War Invalids, and Social Affairs) who have at least five continuous years of service in the Department; County-level Labor, War Invalids, and Social Affairs Division chiefs who have at least ten years of service in the Department and are being transferred to work in another sector, or are about to retire, are also eligible for the award.

2. For individuals outside the Industry

a) Having at least five continuous years (or at least one term of service for foreign individuals) closely collaborating with the Department in implementing labor-related systems and policies, resulting in significant benefits.

b) Individuals with outstanding and sudden achievements.

Chapter IV

AUTHORITY TO DECIDE ON AWARDS, NOMINATION PROCEDURES FOR RECOGNITION AND AWARDING,

 PROCEDURES FOR CONSIDERING AWARDS AND THE CEREMONY OF PRESENTATION

Article 25. Authority to Decide on Bestowal of Commendation Titles and Forms of Reward

1. The authority to decide on bestowing commendation forms of the President, Government, Prime Minister shall be implemented according to Articles 77 and 78 of the Law on Encouragement and Reward 2003.

2. The Minister of Labor, War Invalids and Social Affairs decides to bestow the Flag of Encouragement on collectives with outstanding achievements leading in encouragement movements initiated by the Ministry; the title "Ministry-level Model Worker" for individuals, the title "Outstanding Working Collective" for collectives at units under and directly under the Ministry; the title "Model Worker at the Base Level" for heads of units under and directly under the Ministry; Certificates of Merit from the Ministry for individuals and collectives, Commemorative Medals for individuals within and outside the Sector.

3. Heads of units under and directly under the Ministry with legal entity status decide to recognize titles: "Advanced Worker", "Model Worker at the Base Level", "Advanced Working Collective" and present Certificates of Merit to individuals and collectives within their unit, submit to competent authorities the titles of encouragement and forms of reward as prescribed.

Annually, heads of units under and directly under the Ministry send decisions recognizing encouragement titles and forms of reward within their authority to the Ministry Council before January 31 for the Ministry Council to monitor and manage.

4. Directors of Provincial Departments of Labor, War Invalids and Social Affairs decide to bestow encouragement titles and forms of reward on individuals and collectives within their unit, submit to competent authorities for consideration and awarding as prescribed.

Article 26. Procedures for Recognition and Awards

The level that manages organizational structure, cadres, civil servants, public officials, workers, and salary funds is responsible for rewarding or submitting to higher levels for rewarding those subjects within its management scope.

The level that initiates encouragement movements selects outstanding individuals and collectives for rewarding or recommending to competent authorities for rewarding.

In cases of rewarding within the authority of the Minister:

a) For individuals and collectives within the Sector in localities: Directors of Provincial Departments of Labor, War Invalids and Social Affairs prepare reports accompanied by meeting minutes of the Department's Council and reports on the achievements of the cases recommended for rewarding (with confirmation from the direct managing agency), sent to the Standing Committee of the Ministry's Encouragement and Reward Council (hereinafter referred to as the Standing Committee of the Ministry's Council);

b) For individuals and collectives outside the Sector in localities recommended for rewarding on specialized topics, fields annually or summarized over a phase, compiled by Directors of Provincial Departments of Labor, War Invalids and Social Affairs and sent to Departments, Bureaus, Institutes, General Departments (after obtaining opinions from the Provincial Encouragement and Reward Board); Departments, Bureaus, Institutes, General Departments are responsible for reviewing and compiling to send to the Standing Committee of the Ministry's Council for examination, submission to the Minister for examination and decision;

c) For individuals and collectives of units under and directly under the Ministry, individuals and collectives outside the Sector at the central level, the heads of Departments, General Departments, Bureaus, units under the Ministry compile files and send to the Standing Committee of the Ministry's Council for examination, submission to the Minister for examination and decision;

d) For individuals who are foreigners: Heads of related units prepare reports accompanied by summaries of achievements (Form No. 05, 06 issued together with the Circular) and lists of individuals recommended for rewarding, sent to the International Cooperation Department (Ministry of Labor, War Invalids and Social Affairs). The International Cooperation Department seeks opinions from relevant agencies, compiles and sends to the Standing Committee of the Ministry's Council for examination, submission to the Minister for examination and decision.

Article 27. Application for Awards

1. For national-level awards: Medals, various types of Orders, Certificates of Merit from the Prime Minister, Flags of Excellence from the Government, the title "National Labor Medalist"; awards based on contributions over time; titles such as "People's Doctor", "Outstanding People's Doctor", "People's Teacher", "Outstanding People's Teacher"; Ho Chi Minh Prize, State Prize shall be implemented according to the Law on Competition and Rewards, Decree 42/2010/ND-CP, Decree 39/2012/ND-CP, Decree 65/2014/ND-CP, Circular No. 07/2014/TT-BNV, and related documents.

2. For Ministry Certificates of Merit; titles such as "Flag of Excellence from the Ministry", "Excellent Labor Collective", "Ministry Labor Medalist"; Commemorative Medal "For the Cause of Labor - War Invalids and Social Affairs".

a) For Ministry Certificates of Merit for collectives and individuals, titles such as "Flag of Excellence from the Ministry", "Excellent Labor Collective", the application file includes: A report attached with a list proposing recognition or awarding and the meeting minutes of the unit Council; reports on achievements of individuals and collectives (Model 01, 02 of Decree 39/2012/ND-CP); individuals who have research topics, innovations, or new technology applications must clearly declare in their achievement report with research topic code and innovation confirmation (Model 07 issued together with the Circular).

b) For the title "Ministry Labor Medalist", the application file includes: A report from the unit attached with a list proposing recognition of the commendation title and the meeting minutes of the unit Council; individual achievement report (Model 02 of Decree 39/2012/ND-CP), confirmation of Ministry-level scientific research topics (Model 07 issued together with the Circular), innovations or new technology applications, or certificates of first, second, or third place in the Best Vocational Teacher Lectures or Self-made Teaching Equipment Contests at the Ministry or provincial level.

c) For the granting of Commemorative Medals, the application file includes: A report and meeting minutes of the unit Council proposing the grant (Model 03 issued together with the Circular); a list of short profiles (Model 06 issued together with the Circular); a summary of work history confirmed by the head of the direct unit (Model 04 issued together with the Circular).

3. For immediate awards

a) A report from the unit attached with a list proposing awards and the meeting minutes of the unit Council;

b) A summary of achievements of individuals and collectives (Model 06 of Decree 39/2012/ND-CP).

4. For specialized field awards

a) A report from the unit attached with a list proposing awards and the meeting minutes of the unit Council;

b) Reports on achievements of individuals and collectives (Model 07 or 08 of Decree 39/2012/ND-CP);

5. For retired individuals eligible for contribution-based awards under Decree 42/2010/ND-CP or Commemorative Medals as stipulated in point a, Clause 1, Article 24 of this Circular, the head of the unit where the individual worked before retirement shall prepare and submit the application file to the Ministry Council as prescribed.

6. Time for submitting application files for commendation titles and awards.

a) Titles such as "National Labor Medalist", "Ministry Labor Medalist", "Government Flag of Excellence", "Ministry Flag of Excellence", "Excellent Labor Collective"; awards such as Medals, Certificates of Merit from the Prime Minister, Ministry Certificates of Merit shall be submitted to the Ministry Council before December 10 each year;

b) For regular and immediate awards, national and Ministry-level awards when meeting the prescribed criteria, the head of the unit is responsible for preparing and submitting the application file to the Ministry Council for review and submission to the competent authority for decision.

Article 28. Procedures for assessing commendation titles and recommending reward forms

The assessment of commendations and rewards at the grassroots level shall be conducted concurrently with the annual self-assessment and work evaluation. Commendation titles proposed for individuals and groups must align with those registered at the beginning of the year and shall proceed through the following steps:

1. For individuals: Each individual within the unit must self-score according to the specific scale set forth in Model Number 14 issued together with the Circular, based on their achievements during the year, and propose a suitable commendation title and reward form.

Based on the results of the individual's self-assessment, the unit shall review, agree on the assessment method, and submit to the competent authority for granting commendation titles and reward forms.

2. For groups: The head of the unit has the responsibility to prepare a summary report on work performance, a table consolidating key indicators and tasks (Model Numbers 08, 12 issued together with the Circular), score according to the scale specified in Models 09, 10, 11, 13 issued together with the Circular, and propose a suitable commendation title and reward form for the unit. The unit shall convene a meeting, review, agree on the assessment method, and submit to the competent authority for granting the unit's commendation title and reward form.

3. Heads of units under and affiliated with the Ministry, Directors of Departments of Labor, Invalids, and Social Affairs shall recognize and recommend to the competent authority for granting commendation titles and reward forms within their jurisdiction.

Specifically, the Flag of Merit in the field of occupational safety and health and vocational training (Clause 2, Clause 3, Article 14 of the Circular) shall only be awarded during the National Action Month or at the end of the academic year.

4. For commendation titles and reward forms within the jurisdiction of the Minister: The Standing Committee of the Council at all levels shall be responsible for reviewing the files, comparing achievements with the provisions of the Law on Commendation and Reward and other relevant regulatory legal documents, and guiding according to this Circular to submit to the Council of the Ministry for examination, and to the Minister for consideration and decision.

5. For national-level reward forms: The Standing Committee of the Council of the Ministry shall review the files and submit to the Minister for examination, and to the competent authority for consideration and decision.

6. Within fifteen working days from the date of receiving complete files as prescribed, the Standing Committee of the Council of the Ministry and the units shall review the reward files and submit to the competent authority for consideration and decision.

7. Announcing the results of rewards shall be carried out in accordance with Articles 22 and 23 of Circular No. 07/2014/TT-BNV.

Article 29. Award Ceremony

1. The ceremony for presenting honorific titles and national-level rewards shall be implemented in accordance with the provisions of Government Decree No. 145/2013/NĐ-CP dated October 29, 2013, stipulating the organization of commemorative days, award presentation ceremonies, and reception of commendation forms and commendation titles; Directive No. 45-CT/TW dated July 22, 2010 of the Politburo on innovating and enhancing the effectiveness of organizing commemorative days, award presentation ceremonies, and reception of state honors and high-level commendation forms.

2. Procedure for conducting the award ceremony

a) For commendation titles and reward forms within the jurisdiction of the President: After receiving the reward decision, the head of the unit plans the reception ceremony, submits it to the Minister (through the Standing Committee of the Council of the Ministry); after obtaining the Minister's opinion, the Standing Committee of the Council of the Ministry shall coordinate to announce and present the awards.

b) For commendation titles and reward forms within the jurisdiction of the Government and the Prime Minister: After receiving the reward decision, the head of the unit shall proactively plan the announcement and presentation ceremony for individuals and groups within the unit that have been rewarded.

c) For commendation titles and reward forms within the jurisdiction of the Minister: Delegating the heads of units to organize the announcement and presentation of awards to individuals and groups within the unit.

Chapter V

INNOVATION COUNCIL, SCIENCE AND TECHNOLOGY COUNCIL,

 AND COMMENDATION AND REWARD COUNCILS AT ALL LEVELS

Article 30. Initiative Councils, Scientific Councils at all levels

Initiative Councils, Scientific Councils shall operate in accordance with the provisions of Clause 2 and Clause 3 of Article 4 of Decree No. 65/2014/NĐ-CP. In addition, the council members also include representatives from trade unions where the authors are union members.

Article 31. Commendation and Reward Councils at all levels

1. Commendation and Reward Council of the Ministry

The Minister of Labor, Invalids and Social Affairs decides to establish the Commendation and Reward Council for the Labor, Invalids and Social Affairs sector and the Commendation and Reward Council of the Ministry.

a) The composition of the Commendation and Reward Council of the Sector includes: Chairman of the Council - the Ministry's leadership responsible for commendation and reward work; Deputy Chairman of the Council - Director of the Ministry's Office; some members are heads of state management units under the Ministry. Supporting the Council are Secretaries and some specialists engaged in commendation and reward work;

b) The composition of the Commendation and Reward Council of the Ministry includes: Chairman of the Council - the Ministry's leadership responsible for commendation and reward work; Deputy Chairman of the Council - Director of the Ministry's Office; representative of the Party Committee of the Ministry's agency; Chairman of the Trade Union Committee of the Ministry's agency; Secretary of the Ho Chi Minh Communist Youth Union of the Ministry's agency; some members are heads of state management units under the Ministry. Supporting the Council are Secretaries and some specialists engaged in commendation and reward work.

2. Commendation and Reward Council of Units

Heads of units under and directly subordinate to the Ministry, Directors of Provincial Departments of Labor, Invalids and Social Affairs decide to establish the Commendation and Reward Council of Units.

The composition of the Commendation and Reward Council of Units includes: Chairman of the Council - Head of the Unit; Vice-Chairman of the Council - Chairman of the Unit's Trade Union; Deputy Chairman, Secretary of the Council - Head of the department or section or deputy head of the department in charge of commendation and reward work of the unit; Representative of the Party Committee, Youth League, administrative authority and other members decided by the Head of the Unit, the number of members of the Council must be odd.

Article 32. Principles of Operation, Duties, and Powers of Commendation and Reward Councils at all Levels

1. Commendation and Reward Councils at all levels operate collectively, ensuring the principles of centralization, democracy, and majority decision-making. In case of equal opinions among council members, the opinion of the Chairman of the Council will be taken.

2. Commendation and Reward Councils at all levels have the following duties and powers:

a) Advising the head of the unit to launch various competition movements;

b) Regularly evaluating the results of competition movements and reward work; advising on the mid-term and final reviews of competition and reward work; proposing policies and measures to promote competition movements and patriotic activities each year and during each period;

c) Advising the head of the unit to inspect and supervise competition movements, implement policies and laws on competition and reward;

d) Advising the head of the unit to issue decisions awarding titles and rewards within their authority or submitting to the competent authority for consideration of awards.

Article 33. Organization and Personnel for Competition and Reward Work

1. The Standing Body of the Council of the Ministry has the function of advising the Minister to perform the state management functions regarding competition and reward work of the sector, regularly checking the implementation of regulations on reward systems according to the Law on Competition and Reward.

2. For the Ministry's Agencies (Departments, Ministry's Office), Inspectorate, Bureaus, General Bureaus, Institutes, units under and directly subordinate to the Ministry, under and directly subordinate to General Bureaus, Bureaus, depending on specific requirements, may arrange a dedicated or part-time staff member to handle competition and reward work.

3. At Provincial Departments of Labor, Invalids and Social Affairs, depending on specific requirements, may arrange a dedicated or part-time staff member to handle competition and reward work.

Chapter VI

FUND FOR COMPETITION AND REWARD

Article 34. Sources and levels of contributions to the award and commendation fund

1. The award and commendation fund of the Ministry of Labor, Invalids and Social Affairs for the purpose of promoting competition and rewarding activities includes: the award and commendation fund of the Ministry of Labor, Invalids and Social Affairs and the award and commendation funds of units under and directly under the Ministry.

2. Annually, the Director of the Department of Planning and Finance shall be responsible for advising the Ministry to allocate sources of funding to serve the promotion and reward activities of the sector according to Clause 1 of Article 67 of Decree No. 42/2010/ND-CP; Circular No. 71/2011/TT-BTC dated May 24, 2011 of the Ministry of Finance guiding the establishment, management, and use of the award and commendation fund.

3. The Ministry of Labor, Invalids and Social Affairs encourages individuals and organizations both within and outside the sector to support and contribute to supplementing the award and commendation fund of the Ministry and the award and commendation funds of units.

Article 35. Management and use of the award and commendation fund

1. The award fund of the Ministry of Labor, Invalids and Social Affairs

a) The Office of the Ministry is responsible for organizing the implementation and managing and using the award and commendation fund of the Ministry to serve the promotion and reward activities. At the end of the year, any surplus in the award and commendation fund that has not been used will be carried forward to continue serving the promotion and reward activities in the following year;

b) The award and commendation fund of the Ministry is managed by the Office of the Ministry and is used for the following purposes:

Paying cash rewards or purchasing tangible gifts for individuals and groups being rewarded according to the principles stipulated in Article 29 of this Circular;

Expenses for making boxes and ribbons for Commemorative Medals; expenses for embroidering Departmental Flags; printing blank Certificates of Merit, blank Commemorative Medals for the Department; printing various types of certificates: Outstanding Departmental Workers, Excellent Work Groups for the Department; printing certificates for the title "Outstanding Grassroots Worker", frames for Certificates of Merit, frames for Commemorative Medals for individuals and groups under the Ministry's Agencies (Departments and the Office of the Ministry). Other expenses serving the promotion and reward activities are decided by the Minister.

2. The award and commendation fund of units

Is managed and used by units in accordance with the provisions of Decree No. 42/2010/ND-CP, Circular No. 71/2011/TT-BTC dated May 24, 2011 of the Ministry of Finance guiding financial management, implementing the system of promotion and reward, and other related legal documents.

Article 36. Principles of award payments

1. Responsibility for awarding rewards

a) The Ministry of Labor, Invalids and Social Affairs is responsible for paying awards for national honor titles, state-level commendation forms, and the Ministry-level commendation titles and forms for individuals and groups under the Ministry's Agencies (Departments and the Office of the Ministry);

b) Units with their own seals and bank accounts are responsible for paying awards to individuals and groups within their units who have been awarded by the unit head, the Minister, the Prime Minister, the Government, or the President.

2. Specific amounts of awards accompanying commendation titles and forms are implemented according to the provisions of Articles 70, 71, 72, 73, 74, 75, and 76 of Decree No. 42/2010/ND-CP and related legal documents.

3. Regarding the amount of awards accompanying commendation titles and forms, they are implemented according to the provisions of Clause 2 of Article 24 of Circular No. 07/2014/TT-BNV.

4. For commendations based on specific topics or fields: Commendations for topic or field summaries are initiated by the head responsible for that field to the competent authority for the source of commendation funds; the level of award payment is regulated by the Law on Competition and Reward, Decree No. 42/2010/ND-CP, and related legal documents.

Chapter VII

STORAGE OF RECORDS, REPORTING, INSPECTION, HANDLING VIOLATIONS AND

 RESOLUTION OF COMPLAINTS AND ACCUSATIONS REGARDING COMPETITION AND REWARD

Article 37. Archiving Competition and Reward Files

The archiving of reward files shall be carried out in accordance with the provisions of Article 23 of Circular 07/2014/TT-BNV and other state legal documents on archiving.

Article 38. Reporting on Competition and Reward Work

1. Annually, units shall summarize and evaluate competition and reward work and submit reports to the Ministry of Labor, Invalids and Social Affairs (through the Standing Committee of the Board) before December 10th.

2. When launching competitions and after each competition period, units shall organize interim summaries and final evaluations and submit reports to the Ministry of Labor, Invalids and Social Affairs (through the Standing Committee of the Board).

Article 39. Inspection of Competition and Reward Work

1. The Standing Committee of the Board shall be responsible for inspecting competition and reward work at units within the scope of the industry's field prior to, during, and after the awarding of rewards.

2. Heads of units, Directors of Provincial Departments of Labor, Invalids and Social Affairs shall be responsible for organizing inspections of competition and reward work at their own units; resolving complaints and denunciations regarding competition and reward work in accordance with the Law on Complaints and the Law on Denunciation; submitting to competent authorities for rewarding collectives and individuals under their units; or proposing that competent authorities revoke reward decisions for cases where fraud is discovered in the declaration of achievements to obtain rewards.

Article 40. Handling Violations and Resolving Complaints and Denunciations

1. The handling of violations and resolution of complaints and denunciations shall be carried out in accordance with the provisions of Articles 96, 97, and 98 of the 2003 Law on Competition and Reward; Articles 82 and 83 of Decree No. 42/2010/NĐ-CP and other relevant legal normative documents.

2. The procedures, formalities, deadlines, and documentation for resolving complaints and denunciations concerning competition and reward shall be implemented in accordance with the laws on complaints and denunciations.

Article 41. Revocation of Reward Decisions and Recovery of Reward Money and Items

The procedure for revoking reward decisions, stripping national honors, and recovering reward money and items shall be carried out in accordance with the provisions of Articles 25 and 26 of Circular 07/2014/TT-BNV.

Chapter VIII

IMPLEMENTING PROVISIONS

Article 42. Effective Date

This Circular takes effect from December 11, 2014, and replaces Circular No. 35/2011/TT-BLDTBXH dated November 28, 2011, issued by the Ministry of Labor, Invalids and Social Affairs guiding competition and reward work in the Labor, Invalids and Social Affairs sector.

Article 43. Responsibility for Implementation

1. The Chairman of the Competition and Reward Board of the Ministry, the Director of the Ministry's Office (Standing Committee of the Board), heads of agencies and units under and directly under the Ministry, and Directors of Provincial Departments of Labor, Invalids and Social Affairs are responsible for organizing the implementation of this Circular; concretizing competition standards and criteria to suit the operational situation of their agencies and units; establishing specific competition targets, encouraging the quantification of these targets into scales for accurate, fair, and objective reward assessment; organizing inspections of competition and reward work at their units.

2. Mass organizations in agencies and units need to closely coordinate with unit heads at the same level to launch and mobilize members of their organizations to respond to competition movements, organize competition activities, and ensure that competition movements achieve high effectiveness.

3. News and communication agencies of the sector have the responsibility to regularly publicize competition and reward work: Popularizing and setting examples of advanced models, good people and deeds; identifying outstanding individuals and groups in competition movements; criticizing actions violating competition and reward regulations.

During the implementation process, if there are any new issues or difficulties, units and localities are advised to report them to the Ministry of Labor, Invalids and Social Affairs for research, supplementation, and completion./.
