REGARDING THE ABOLITION OF LEGAL DOCUMENTS WITHIN THE PRIME MINISTER'S ISSUANCE AUTHORITY IN THE FIELD OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant toThe Law on Archives dated November 11, 2011;
Pursuant to the Law on Legislative Documents dated June 22, 2015;
căn cứ Nghị địnhnumberDecision No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing one provision and measures to implement the Law on Legal Documents;numberThe Prime Minister issues this Decision to abolish certain legal documents within the Prime Minister's issuance authority in the field of agriculture and rural development.
At the proposal of the Minister of Agriculture and Rural Development;
Abolish 11 legal documents within the Prime Minister's issuance authority in the field of agriculture and rural development:
Article 1. 1. Decision No. 251/2000/QĐ-TTg dated March 22, 2000 of the Prime Minister on supplementing and amending procedures for capital payment for the implementation of the project to plant five million hectares of new forests.
2. Decision No. 141/2000/QĐ-TTg dated December 11, 2000 of the Prime Minister on investment policies and benefits for households, individuals, and communes participating in the forestry project and management of upstream protective forests in Thanh Hoa, Quang Tri, Phu Yen, and Gia Lai provinces under Credit Agreement No. 1515-VIE (SF).
3. Decision No. 28/2001/QĐ-TTg dated March 9, 2001 of the Prime Minister on amending and supplementing Decision No. 141/2000/QĐ-TTg dated December 11, 2000 on investment policies and benefits for households, individuals, and communes participating in the forestry project and management of upstream protective forests in Thanh Hoa, Quang Tri, Phu Yen, and Gia Lai provinces under Credit Agreement No. 1515-VIE (SF).
4. Decision No. 264/2003/QĐ-TTg dated December 16, 2003 of the Prime Minister on some solutions for land management and utilization in state-owned agricultural and forestry farms.
5. Decision No. 146/2005/QĐ-TTg dated June 15, 2005 of the Prime Minister on policies for reclaiming production land from agricultural and forestry farms to allocate to poor ethnic minority households.
6. Decision No. 304/2005/QĐ-TTg dated November 23, 2005 of the Prime Minister on piloting the allocation of forests and forest protection contracts to households and communities of ethnic minorities in place in the Central Highlands provinces.
7. Decision No. 57/2007/QĐ-TTg dated April 5, 2007 of the Prime Minister on amending and supplementing some provisions of Decision No. 146/2005/QĐ-TTg dated June 15, 2005 on policies for reclaiming production land from agricultural and forestry farms to allocate to poor ethnic minority households.
8. Decision No. 73/2010/QĐ-TTg dated November 16, 2010 of the Prime Minister promulgating the Regulation on Investment Management for Forestry Construction Projects.
9. Directive No. 32/2004/CT-TTg dated September 17, 2004 of the Prime Minister on some measures to prevent flash floods in mountainous provinces.
10. Directive No. 30/2005/CT-TTg dated September 26, 2005 of the Prime Minister on strengthening the management of livestock and poultry slaughter to ensure food safety.
11. Directive No. 38/2005/CT-TTg dated December 5, 2005 of the Prime Minister on reviewing and re-planning three types of forests (protective forests, special-use forests, and productive forests).
Abolish Circulars guiding certain Decisions of the Prime Minister abolished in Article 1 of this Decision:
Article 2. 1. Circular No. 47/2001/TT-BNN-CS dated April 19, 2001 of the Minister of Agriculture and Rural Development guiding the implementation of Decision No. 141/2000/QĐ-TTg dated December 11, 2000 and Decision No. 28/2001/QĐ-TTg dated March 9, 2001 of the Prime Minister "on investment policies and benefits for households, individuals, and communes participating in the forestry project and management of upstream protective forests in Thanh Hoa, Quang Tri, Phu Yen, and Gia Lai provinces under Credit Agreement No. 1515-VIE (SF)".
2. Circular No. 56/2005/TT-BNN dated September 9, 2005 of the Minister of Agriculture and Rural Development amending and supplementing some points of Circular No. 47/2001/TT-BNN-CS dated April 19, 2001 of the Ministry of Agriculture and Rural Development.
3. Circular No. 17/2006/TT-BNN dated March 14, 2006 of the Minister of Agriculture and Rural Development guiding the implementation of Decision No. 304/2005/QĐ-TTg dated November 23, 2005 of the Prime Minister.
This Decision takes effect from August 20, 2017.

Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decision.
