Pursuant to the Civil Aviation Law on November 27, 2024;

Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government;

At the proposal of the Chief of General Staff;

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates key air defense targets of the people; components, tasks of advisory bodies and support agencies for air defense command at all levels; organization of the people's air defense forces; surface limits of obstacles within the air defense阵地范围内的障碍物表面；确保针对防空阵地每种武器、装备和专业技术的安全标准；人民防空力量的设备目录。

Article 2. Applicability

This Circular applies to units, localities, agencies, organizations, enterprises, and individuals related to people's air defense activities.

Article 3. Explanation of Terms

In this Circular, the following terms shall be understood as follows:

1. Key target: Refers to targets or target areas with significant importance, including headquarters of Party, State, Government, and National Assembly agencies; major political, cultural, economic, national defense, and security centers; strategic areas concerning national defense and security.

2. National key project: Refers to projects with special significance, having a particularly influential impact on politics, economy, national defense, and security of the country; organized and constructed in specific areas such as political, economic, cultural centers, airports, ports, energy projects, transportation infrastructure, etc. If accidents occur or they are attacked, it will severely affect the country's economy, national defense, and security.

Chapter II

KEY AIR DEFENSE TARGETS OF THE PEOPLE

Article 4. Basis for determining key air defense targets of the people

National key air defense targets of the people; provincial-level cities directly under the central government (referred to collectively as provincial level); communes, wards, special zones (referred to collectively as commune level) are determined based on the following basis:

1. National key air defense targets of the people are the national political-administrative center where the headquarters of central agencies and social-political organizations, diplomatic agencies, international organizations, or those identified as national key targets are located.

2. Provincial-level key air defense targets of the people are places with important strategic positions regarding politics, economy, culture-society, national defense, and security, strategic directions and areas of the country, or places with key targets and national key projects of the country, military regions, and provinces.

3. Commune-level key air defense targets of the people are the political, economic, cultural-societal, national defense, and security centers of the province, where military region and provincial key projects are constructed.

Article 5. Key Civil Air Defense Targets Classification

1. National and provincial-level civil air defense key targets shall be determined in Appendix I attached to this Circular.

2. Commune-level civil air defense key targets shall be identified by the Provincial Military Command in collaboration with the police agency at the same level and relevant agencies, and advised to the People's Committee Chairman at the provincial level for consideration and decision.

3. The provincial-level military agency shall base on actual conditions, annually review and report to the competent authority to adjust and supplement commune-level civil air defense key targets in accordance with the local situation characteristics.

Article 6. Tasks of Areas with Civil Air Defense Key Targets

The Civil Air Defense Steering Committee at the provincial and commune levels with civil air defense key targets shall direct the provincial-level military agency at the same level to take the lead and collaborate in implementing civil air defense tasks as stipulated in Clause 1, Article 7 of this Circular, and have the following tasks:

1. Organize propaganda and mobilization to encourage the people to implement the Party’s policies and the State’s laws on national defense, security, and civil air defense;

2. Develop a system of civil air defense documents, plans, evacuation and dispersion plans, anti-intrusion and counter-air attack plans; regularly review and adjust them to suit local conditions;

3. Organize the construction, training, and instruction of core civil air defense forces and participate in civil air defense exercises and defensive area exercises involving civil air defense;

4. Guide and inspect the implementation of civil air defense tasks at their own level and closely coordinate with units stationed in the area during the deployment and execution of civil air defense tasks and activities;

5. Direct and guide agencies, units, and localities to perform civil air defense tasks and activities according to the provisions of the Civil Air Defense Law.

Article 7. Tasks of Areas Outside Civil Air Defense Key Targets

1. The provincial and commune-level military agencies shall take the lead and collaborate with relevant agencies to advise on the implementation of the following tasks:

a) Building, organizing, and operating civil air defense within the defensive area;

b) Developing civil air defense plans and ensuring support for the implementation of civil air defense plans;

c) Studying enemy aerial activities and proposing timely and effective countermeasures;

d) Advising on the construction, management, operation, and command of forces performing civil air defense tasks;

e) Directing and guiding subordinate agencies and units to organize training, instruction, and civil air defense exercises;

2. Be ready to deploy civil air defense tasks and activities as provincial and commune-level areas with civil air defense key targets.

3. Coordinate and cooperate with provinces with civil air defense key targets to deploy civil air defense tasks and activities according to the directives of higher-level Civil Air Defense Steering Committees.

Chapter III

COMPONENTS AND TASKS OF THE ADVISORY AND ASSISTANT AGENCIES FOR CIVIL AIR DEFENSE COMMANDERS

Article 8. Agencies providing advisory services and assistance to civil air defense commanders

1. The Air Defense Department under the Air Defense - Air Force Corps serves as the agency providing advisory services and assistance to the Ministry of National Defense, the General Staff, and the Commander of the Air Defense - Air Force Corps, and the Chief of Civil Air Defense throughout the country regarding civil air defense work.

2. The Air Defense Department of the Military Region Command serves as the agency providing advisory services and assistance to the Military Region Command and the Military Region Staff regarding civil air defense.

3. The Air Defense Department of the Hanoi Capital Command, the Air Defense Board of the Ho Chi Minh City Command, and the Air Defense Board under the Provincial Military Command serve as agencies providing advisory services and assistance to civil air defense commanders at the same level.

4. The Advisory Board under the Regional Defense Command serves as the agency providing advisory services and assistance to civil air defense commanders at the same level.

5. The Provincial Military Command serves as the agency providing advisory services and assistance to civil air defense commanders at the same level.

Article 9. Composition of agencies providing advisory services and assistance to civil air defense commanders

1. At the Ministry of National Defense and the General Staff level

a) The head of the advisory service and assistance agency is the Commander of the Air Defense - Air Force Corps and the Chief of Civil Air Defense throughout the country;

b) The deputy head of the advisory service and assistance agency is the Director of the Air Defense Department under the Air Defense Corps;

c) Members of the advisory service and assistance agency are officers from the Air Defense Department under the Air Defense Corps.

2. At the Military Region level, Hanoi Capital Command

a) The head of the advisory service and assistance agency is the Deputy Chief of Staff responsible for civil air defense;

b) The deputy head of the advisory service and assistance agency is the Head of the Air Defense Department;

c) Members of the advisory service and assistance agency are officers from the Air Defense Department.

3. At the provincial level

a) The head of the advisory service and assistance agency is the Deputy Chief of Staff responsible for civil air defense under the Ho Chi Minh City Command and the Provincial Military Command;

b) The deputy head of the advisory service and assistance agency is the Head of the Air Defense Board;

c) Members of the advisory service and assistance agency are officers from the Air Defense Board.

4. Regional Defense Command

a) The head of the advisory service and assistance agency is the Deputy Commander - Chief of Staff;

b) The deputy head of the advisory service and assistance agency is the Deputy Director of the Advisory Board;

c) Members of the advisory service and assistance agency are officers from the Advisory Board.

5. At the commune level, it is undertaken by officers from the Commune-level Military Command.

Article 10. Duties of agencies providing advisory services and assistance to civil air defense commanders

1. Duties of agencies providing advisory services and assistance to the Ministry of National Defense and the General Staff

a) Advising on coordination with ministries, sectors, and localities regarding organization and operation of civil air defense;

b) Advising and proposing to the Ministry of National Defense and the General Staff to study, consider, and decide on directions, tasks, and important issues related to civil air defense;

c) Advising on directing the building of forces, perfecting policies, programs, plans, projects, and implementing civil air defense tasks;

d) Directing, guiding, supervising, and inspecting the implementation of tasks and activities of civil air defense units, localities, agencies, and organizations according to the Civil Air Defense Law;

đ) Advising on organizing mid-term reviews, final summaries, commendations, inspections, and audits of civil air defense task implementation at the central level;

e) Compiling and reporting to the Central Civil Air Defense Steering Committee on the results of civil air defense task implementation and activities;

g) Performing other tasks assigned by competent authorities.

2. Duties of agencies providing advisory services and assistance to civil air defense commanders at the military region level and Hanoi Capital Command

a) Implementing directives from above regarding civil air defense; developing their own civil air defense plans and implementing them;

b) Advising on directing the building of forces, researching and perfecting policies, programs, plans, guidelines, measures, tasks, and solutions to organize and implement civil air defense activities in their areas;

c) Directing, guiding, supervising, and inspecting the implementation of tasks and activities of civil air defense in their regions and managed areas; taking the lead and coordinating with relevant agencies to manage unmanned aerial vehicles and other aircraft according to the law;

d) Advising on organizing propaganda and mobilizing the masses to participate in civil air defense tasks and activities;

đ) Advising on directing and organizing mid-term reviews, final summaries, commendations, inspections, audits, and resolving issues related to force building and civil air defense activities in their areas;

e) Compiling and reporting to their own Civil Air Defense Steering Committee on the results of civil air defense task implementation and activities according to regulations;

g) Performing other tasks assigned by competent authorities.

3. Duties of agencies providing advisory services and assistance to civil air defense commanders at the provincial level, regional defense command, and commune level

a) Advising on issuing directives, developing proposals, and building pilot projects on civil air defense; considering and deciding on directions and tasks of civil air defense in their locality;

b) Assisting civil air defense commanders in developing their own civil air defense plans and implementing civil air defense tasks in their locality;

c) Advising on directing the building and mobilization of civil air defense forces; organizing training, upgrading skills, and drills for civil air defense personnel participating in civil air defense tasks;

d) Advising on guiding, monitoring, urging, and inspecting agencies, organizations, individuals, and localities on the implementation of civil air defense tasks and activities, and managing unmanned aerial vehicles and other aircraft;

đ) Organizing propaganda and mobilizing the masses to participate in civil air defense activities and compliance with regulations on managing unmanned aerial vehicles and other aircraft according to the law;

e) Advising on organizing mid-term reviews, final summaries, commendations; recommending solutions to resolve complaints, reports, and violations of civil air defense laws;

g) Compiling and reporting on the results of civil air defense activities to higher-level Civil Air Defense Steering Committees according to regulations and performing other tasks assigned by competent authorities.

Chapter IV

ORGANIZATION OF CIVIL AIR DEFENSE FORCES

Section 1

 ORGANIZATIONAL SCALE OF CIVIL AIR DEFENSE FORCES

Article 11. Scale of organizing the people's air defense force at the local level

1. In peacetime, the people's air defense force at the local level shall be organized as follows:

a) Provincial level:

 - Organize at least 01 radar station or observation post for air defense, 01 machine gun platoon for air defense on a part-time basis, and 01 team to suppress unmanned aerial vehicles and other aircraft at the provincial military command;

- The air defense platoon of the provincial militia or the air defense reserve battalion under the provincial military command shall be responsible for implementation on a part-time basis;

- The self-defense artillery platoon and the air defense observation platoon under the provincial military command;

- For key provinces in terms of air defense, at least 02 observation posts for air defense shall be strengthened along the main direction, and at least 01 team to suppress unmanned aerial vehicles and other aircraft shall be added.

b) Commune level:

- Organize at least 01 air defense platoon of the commune self-defense militia, which can be carried out by the regular or mobile militia, and organize at least 01 people's air defense team in each village or equivalent unit, implemented by the local militia;

- Depending on the requirements and tasks of key communes in terms of air defense, strengthen 01 team to suppress unmanned aerial vehicles and other aircraft.

c) The broad-based people's air defense force shall register and manage at least 02 teams at the commune level and at least 02 battalions at the provincial level to be ready to perform the people's air defense mission.

2. In case of emergency in national defense or during war, apart from the core people's air defense force as stipulated in Clause 1 of this Article, the people's air defense force shall be organized as follows:

a) At the provincial level, organize at least 02 self-defense militia platoons for air defense, 01 reserve battalion for air defense, and establish 03 radar stations for air defense on important directions;

b) At the commune level, organize at least 03 air defense observation and alarm posts, which can be carried out by the regular or mobile militia, and mobilize at least 02 broad-based people's air defense teams to serve combat and mitigate consequences of enemy air raids.

3. The people's air defense force under the Regional Defense Command shall be organized according to the regulations of the provincial military command.

4. The minimum number of personnel in a team is 05 people, and in a battalion is 03 teams.

Article 12. Scale of organizing the people's air defense force within agencies and organizations

1. In peacetime:

a) The people's air defense force shall be organized in agencies and organizations where there is a military command board or according to the linked self-defense units of agencies and organizations in places without a military command board;

b) The military command board of agencies and organizations shall advise and propose to the head of their own level to decide on organizing the people's air defense force suitable to the functions, tasks, and scale of self-defense forces of their own agencies and organizations, with a minimum of 03 teams;

d) The broad-based people's air defense force of agencies and organizations shall register and manage to be ready to perform the people's air defense mission, with a minimum of 02 teams.

2. In case of emergency in national defense or during war, apart from the core people's air defense force as stipulated in Clause 1 of this Article, mobilize at least 02 broad-based people's air defense teams from cadres, civil servants, public officials, and employees of at least 01 agency or organization to carry out the people's air defense mission on a part-time basis.

Article 13. Scale of organizing civil air defense forces in enterprises

1. In peacetime, the core civil air defense force兼任执行，组织如下：

a) For enterprises that have organized their own air defense self-defense forces in accordance with the Law on Militia and Self-Defense Forces, the air defense self-defense force shall undertake to perform the tasks of civil air defense;

b) State-owned enterprises, enterprises operating in fields affecting national defense and security, playing a key role at the national level, not falling under the provisions of point a of this clause, shall organize at least two teams to concurrently perform civil air defense tasks;

c) Private enterprises, foreign-invested enterprises engaged in activities affecting national defense and security in the area where they operate must organize at least one team to concurrently perform civil air defense tasks; for other enterprises, the scale and number shall be decided based on actual conditions and requirements for ensuring the safety of civil air defense in the area;

d) Register and manage at least two broad-based civil air defense teams ready to concurrently perform civil air defense tasks.

2. In a state of emergency regarding national defense or during wartime, in addition to the core civil air defense force as stipulated in Clause 1 of this Article, enterprises shall mobilize at least two broad-based civil air defense teams from cadres, employees, and workers of the enterprise to concurrently perform civil air defense tasks.

Section 2

GRADATION OF MANAGEMENT OF CIVIL AIR DEFENSE FORCES

Article 14. Civil Air Defense Management Agencies at Various Levels

1. The civil air defense management agency is uniformly organized under the Ministry of National Defense under the direct and comprehensive guidance of the Minister of National Defense.

2. The Ground Anti-Aircraft Corps is the advisory body assisting the Ministry of National Defense in directing the management of civil air defense work at units and localities.

3. Local civil air defense management agencies are established by military regions, the Command of the Capital City of Hanoi, the Command of Ho Chi Minh City, provincial military commands, regional defense command boards, and village-level military commands.

4. Civil air defense management agencies in agencies, organizations, and enterprises are carried out by the Military Command Board of the agency, organization, or enterprise, or by the self-defense commander in places without a Military Command Board.

5. For broad-based civil air defense forces at which level they are mobilized, that level shall be responsible for management.

Article 15. Gradation of Management of Civil Air Defense Forces

1. The Command of the Capital City of Hanoi, the Command of Ho Chi Minh City, and provincial military commands manage

a) Core civil air defense forces belonging to anti-aircraft artillery militia self-defense platoons and anti-aircraft machine gun militia self-defense forces during training and operation periods;

b) Core civil air defense forces performed by local troops and specialized reserve forces concurrently;

c) Mobilized civil air defense forces from enterprises that have organized self-defense forces and mobilized civil air defense forces from agencies and organizations under departments and equivalent bodies.

2. Regional Defense Command Boards manage core civil air defense forces within their authority.

3. Village-level military commands manage

a) Core civil air defense forces as specified in point b of Clause 1 and point b of Clause 2 of Article 12 of this Circular;

b) Broad-based civil air defense forces when mobilized to perform tasks organized by their own level;

c) Militia self-defense forces organized by higher levels except during training and operation periods.

4. Military Command Boards of agencies, organizations, and enterprises, and self-defense commanders in places without Military Command Boards manage core civil air defense forces within their authority as stipulated in Articles 13 and 14 of this Circular.

Chapter V

 SURFACE LIMITATIONS OF OBSTRUCTIONS IN THE AIR DEFENSE OPERATIONAL AREA, SAFETY GUARANTEE CRITERIA FOR AIR DEFENSE

Article 16. Provisions on the surface limit of obstacles in the anti-aircraft artillery阵地范围内的障碍物表面规定

1. The surface limit of obstacles in the anti-aircraft artillery阵地范围内的障碍物表面是指为了确保防空阵地的正常活动安全，按照高度规定的物体的最大表面尺寸。

2. The area ensuring normal operation of anti-aircraft observation posts is the maximum height limit of objects that do not affect the observation capability of the anti-aircraft observation posts.

3. Obstacles within the anti-aircraft artillery阵地范围内的障碍物是指从防空阵地中心到障碍物的最小距离和障碍物相对于水平面的最大高度。

4. Provincial People's Committees, relevant agencies, and units when planning urban space, high-rise residential areas, and industrial infrastructure must comply with the Government's regulations on managing the range and height of anti-aircraft obstacles for the anti-aircraft artillery阵地范围内的障碍物。

5. Construction projects located within the influence range and adjacent to areas where anti-aircraft artillery阵地布置区域，在批准和颁发建设许可之前，必须获得越南人民军总参谋部作战局的同意文件；位于影响范围之外且与防空阵地相邻的建设项目，必须征求省级军事指挥部、地区防务指挥部以及当地防空单位指挥官的意见，以统一防空障碍物的表面限制。

Article 17. Safety criteria for anti-aircraft artillery阵地针对每种武器、装备和技术设备的规定

1. Compliance with the Government's regulations on the range and height of anti-aircraft obstacles for the anti-aircraft artillery阵地。

2. Maximizing the technical and tactical capabilities of anti-aircraft weapons, equipment, and technical devices of the anti-aircraft artillery阵地。

3. Technical parameters for evaluating safety and effectiveness when using anti-aircraft weapons, equipment, and technical devices of the anti-aircraft artillery阵地are specified in Appendix II attached to this Circular.

Chapter VI

DIRECTORY OF EQUIPMENT FOR THE PEOPLE'S ANTI-AIRCRAFT FORCES

Article 18. Directory of equipment for the people's anti-aircraft forces

1. The directory of equipment for the core of the people's anti-aircraft forces includes:

a) Various types of anti-aircraft guns, anti-aircraft machine guns, short-range anti-aircraft missiles;

b) Anti-aircraft reconnaissance equipment including: low-altitude radar, electro-optical equipment, command binoculars, telescopes, azimuth tables, terrain maps;

c) Unmanned aerial vehicles, other flying vehicles, and equipment to suppress unmanned aerial vehicles, other flying vehicles;

d) Anti-aircraft warning sirens and communication means for serving anti-aircraft warning and notification;

e) Other technical means serving command and control activities of the people's anti-aircraft forces;

f) Other types of weapons, equipment, and technical devices.

2. When mobilized, the broad-based people's anti-aircraft forces shall be equipped with technical means and mobile means suitable for assigned tasks as decided by the competent authority.

Article 19. Equipment and technical means for civil air defense facilities

1. Based on military requirements and national defense tasks, the People's Militia Military Command at the commune level, the Military Command of agencies and organizations, and core civil air defense units shall be provided with equipment, technical means, and mobile means to fulfill civil air defense tasks.

2. Core civil air defense forces shall be equipped with types of weapons, equipment, and technical equipment suitable for their organization, establishment, functions, and assigned tasks.

3. When mobilized to perform civil air defense tasks, broad civil air defense forces shall be equipped with weapons, technical means, and mobile means for training or performing tasks according to directives, orders, and plans of competent authorities.

Article 20. Authority to decide on providing equipment for civil air defense

1. The Chief of General Staff of the Vietnam People's Army decides on equipping military-use weapons for core civil air defense forces based on the organizational establishment of the Vietnam People's Army.

When carrying out training and combat readiness duties, the Commander of Military Region, the Commander of the Capital Command of Hanoi, the Commander of the Ho Chi Minh City Command, and the Head of the Military Command of the province shall decide on equipping weapons, equipment, and technical equipment for core civil air defense units to perform tasks. After completing the tasks, they must recover and store them in the weapon warehouse where they were issued.

2. Based on specific circumstances and civil air defense task requirements, the Head of the Commune People's Militia Military Command, the Head of the People's Militia Military Command, or the head of the self-defense unit of agencies, organizations, and enterprises shall propose to competent authorities to decide on strengthening technical means to perform civil air defense tasks in localities, agencies, and organizations.

Chapter VII

RESPONSIBILITIES FOR CIVIL AIR DEFENSE IMPLEMENTATION

Article 21. Responsibilities of the Military Region Command, the Capital Command of Hanoi

1. Advise the Minister of National Defense to assist the Government in fulfilling state management functions over civil air defense within their jurisdiction; advise and direct the construction of civil air defense positions in defensive operations of the Military Region and provincial defense areas, regional defense, and village-level defense combat.

2. Bear responsibility before the Minister of National Defense for the results of implementing civil air defense tasks by units and localities within their jurisdiction in accordance with the Civil Air Defense Law.

3. Advise the Minister of National Defense on defining key provinces and cities directly under the Central Government for civil air defense; guide the People's Committee of the province to determine key communes for civil air defense in accordance with the law.

4. Advise the Chairman of the Central Civil Air Defense Steering Committee on considering and deciding on tasks related to the field of civil air defense within their jurisdiction.

Article 22. Responsibilities of the Military Region Civil Air Defense Steering Committee

1. Organize the implementation of the functions and tasks of the Military Region Civil Air Defense Steering Committee in accordance with the law on civil air defense.

2. Fully and effectively implement civil air defense tasks in accordance with the Civil Air Defense Law.

3. Advise the Military Region Party Committee and Military Region Command on directing and issuing guiding documents to implement civil air defense tasks within their jurisdiction.

4. Bear responsibility before the Military Region Party Committee and Military Region Command for the results of implementing tasks and civil air defense activities of units and localities within their jurisdiction.

5. Direct, monitor, guide, urge, and inspect the results of organizing civil air defense implementation of the Military Region and subordinate Civil Air Defense Steering Committees.

6. Organize mid-term and final reviews, advise competent authorities on rewarding and handling violations in implementing civil air defense tasks; compile and report on the results of civil air defense activities in accordance with regulations.

Article 23. Responsibilities of the Provincial and Commune Civil Air Defense Steering Committee

1. Organize the implementation of the functions and tasks of their own Civil Air Defense Steering Committee and the directives of the higher-level Civil Air Defense Steering Committee.

2. Fully and effectively implement civil air defense tasks and activities in accordance with the provisions of the Civil Air Defense Law.

3. Advise the same-level Party committee and People's Council to issue directives and implement civil air defense tasks of units and localities under their jurisdiction.

4. Be responsible before the same-level Party committee and local authorities for the results of implementing civil air defense tasks of units and localities within their management area.

5. Monitor, guide, urge, and inspect the results of organizing the implementation of civil air defense tasks and activities at their level and by subordinate Civil Air Defense Steering Committees.

6. Organize mid-term and final reviews, advise competent authorities on rewarding and handling violations in the implementation of civil air defense tasks and activities; compile and report on the results of civil air defense work as prescribed.

Article 24. Responsibilities of Local Military Agencies, Regional Defense Command Boards, and Organizations and Enterprises

1. Responsibilities of the provincial-level local military agency

a) As the Standing Office of the same-level Civil Air Defense Steering Committee, it is responsible for advising the same-level People's Council to ensure conditions for operation and utilization of subordinate agencies and units to perform assigned tasks by the Civil Air Defense Steering Committee;

b) Advise and report to the same-level Party committee and People's Council to issue directives and consider decisions regarding the direction and tasks of civil air defense in the locality;

c) Advise the Civil Air Defense Steering Committee at its level to develop plans for civil air defense to be submitted to the People's Council and the Chairman of the People's Council at the same level for approval and implementation;

d) Build core civil air defense forces, organize specialized training for civil air defense for various target groups; coordinate with relevant local agencies to organize propaganda and mobilize the people to participate in civil air defense activities;

đ) Take the lead in coordinating and cooperating with agencies and organizations to resolve issues related to the organization and activities of civil air defense in the locality;

e) Be ready to perform other tasks assigned by the Civil Air Defense Steering Committee.

2. Responsibilities of the Regional Defense Command Board

a) Advise and propose to the Command of the Hanoi Capital, the Command of Ho Chi Minh City, and the provincial-level Military Command on building and implementing civil air defense tasks and activities in the managed area;

b) Build core civil air defense forces at its level according to regulations above; direct the Military Command of communes, Military Command of organizations and enterprises in the managed area to implement civil air defense tasks and activities in accordance with the law;

c) Propagate and mobilize the people to comply with laws on civil air defense and unmanned aerial vehicle management.

3. Responsibilities of the Commune Military Command

a) Assist the Civil Air Defense Steering Committee at its level in organizing civil air defense activities of the locality in accordance with the law;

b) Implement civil air defense tasks and activities in accordance with the directives and guidance of the higher-level Civil Air Defense Steering Committee;

c) Organize propaganda and mobilization of the entire population to participate in civil air defense activities;

d) Establish core civil air defense teams according to this Circular; participate in training and instructing civil air defense in accordance with the Law on Militia and Self-Defense Forces;

đ) Be ready to perform other tasks when assigned.

4. Responsibilities of the Military Command of organizations and enterprises; unit self-defense commanders where there is no Military Command of organizations and enterprises shall assist the heads of organizations and enterprises in implementing civil air defense tasks and activities in accordance with the guidance of the provincial-level local military agency.

Chapter VIII

IMPLEMENTING PROVISIONS

Article 25. Effective Date

1. This Circular takes effect from July 1, 2025.

2. Circular No. 06/2016/TT-BQP dated January 23, 2016 of the Ministry of National Defense guiding the implementation of Decree No. 74/2015/NĐ-CP dated September 9, 2015 of the Government on civil air defense and Circular No. 110/2016/TT-BQP dated August 9, 2016 of the Ministry of National Defense specifying central provinces and cities in civil air defense cease to be effective from the date this Circular takes effect.

Article 26. Responsibility for Implementation

The Chief of General Staff, heads of agencies and units, heads of organizations and localities, enterprises, and related individuals are responsible for implementing this Circular./.
