DECISION
Regarding the approval of the adjustment of the Master Plan for Urban Construction
Urban planning for Nam Dinh city, Nam Dinh province until 2020

PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Urban Planning Management Charter issued together with Decree No. 91/CP dated August 17, 1994 of the Government;
Pursuant to Decision No. 10/1998/QĐ-TTg dated January 23, 1998 of the Prime Minister approving the Orientation of the Overall Urban Development Planning of Vietnam until 2020;
Considering the proposal of the Chairman of the People's Committee of Nam Dinh province (document number 161/VP5 dated December 4, 2000) and that of the Minister of Construction (document number 2342/BXD-KTQH dated December 19, 2000).
DECISION:
Article 1. Approving the adjustment of the General Urban Planning for Nam Dinh city, Nam Dinh province until 2020 with the following main contents:
1. Objectives:
Adjusting the General Urban Planning for Nam Dinh city to determine the position and function of Nam Dinh city as the center of development for Nam Dinh province, a central city at the regional level, in line with the orientation of the overall urban development planning of Vietnam until 2020; ensuring sustainable urban development, gradually building Nam Dinh city into a modern city, preserving and promoting national cultural traditions; serving as a basis for implementing investment projects and managing urban construction according to approved planning.
2. Scope of Research for the Adjustment of the Master Plan:
The boundary of the adjusted General Urban Planning for Nam Dinh city lies within the administrative boundaries of Nam Dinh city, including 15 inner-city wards and 7 suburban communes. The urban construction planning boundary is limited as follows:
- To the North, it borders My Loc district;
- To the South, it borders Nam Truc district;
- To the East, it borders the Red River;
- To the West, it borders Vu Ban district.
3. Nature:
Nam Dinh city is one of three central cities in the Red River Delta region; it is a central city at the regional level in terms of economy, culture, sports, education and training, science and technology, and transportation;
It is the administrative and political center, economic, cultural, and scientific and technological center of Nam Dinh province; it is the center of the textile and garment industry, mechanical assembly, and small-scale handicraft industry of the region and the province;
It has an important position regarding security and defense.
4. Population Scale:
By 2005: The population of Nam Dinh city is approximately 290,000 people, of which the inner city area is about 240,000 people;
By 2020: The population of the city is approximately 375,000 people, of which the inner city area is about 330,000 people.
5. Land Scale:
In 2005, the land for urban construction is approximately 1,500 hectares with a standard of 62.5 square meters per person, of which residential land is approximately 1,100 hectares with a standard of 45.8 square meters per person;
In 2020, the land for urban construction is approximately 2,600 hectares with a standard of 78.8 square meters per person, of which residential land is approximately 2,042 hectares with a standard of 61.9 square meters per person. After 2020, the land for urban construction will reach a standard of 100 square meters per person.
6. Land use planning and urban architectural landscape:
a) Urban development direction:
Developing and renovating the inner city area based on exploiting and utilizing unused or inefficiently used land funds; combining expansion and development of the city towards the outskirts, especially the northern and northeastern areas of the city, and the southern area of the Da River.
b) Functional zoning:
Residential areas: The total area of residential units is approximately 1,000 hectares, including:
+ Restricted development zone includes old blocks within the central urban area, bounded by the road along the northern bank of the Da River to Truong Chinh Street. In these areas, high-rise construction should be restricted to avoid overloading of infrastructure; gradually relocating some factories, workshops, warehouses causing pollution or unsuitability; reducing population, increasing land usage standards, and improving the urban environment;
+ Expansion and development zone includes communes Loc Vuong, Loc Ha to the north of the city; communes Loc Hoa, My Xa, Loc An to the west of the city and communes Nam Van, Nam Phong to the south of the city.
- Industrial zones and warehouses: The total area of industrial land is approximately 350 hectares, including:
+ Old industrial zone in the inner city: Area of 70 hectares, clean industries such as textiles, small-scale handicrafts, and fine arts;
+ Industrial zone on National Highway 10 and National Highway 21 to the northwest of the city in Loc Hoa commune: Area of 120 hectares, textile, leather, household goods, electronic assembly and production, packaging;
+ Industrial zone on National Highway 10 to the southwest of Loc An commune: Area of 85 hectares, construction materials, machinery repair, chemicals, plastics, agricultural product processing;
+ Industrial zone along the Da River: Area of 55 hectares, port warehouse, ship repair and construction, machinery;
+ Other small industrial zones: Area of 20 hectares, clean industries, small-scale handicrafts, fine arts. In the future, additional industrial zones can be expanded to the northeast and northwest of the city depending on the actual needs of each stage.
- System of centers:
+ Service center system: Non-recurring service facilities (city-level) are scattered throughout the city; recurring service facilities are arranged in conjunction with the city district and residential area center systems; daily service facilities are arranged in conjunction with residential units;
+ Administrative and political center system: Utilizing existing facilities; new facilities are arranged in the area adjacent to Dong Mac and National Highway 10;
+ Green space, park, and sports system: Park green space area of approximately 287.6 hectares based on improving and expanding the current flower gardens in the inner city such as Vi Xuyen Park, Tuc Mac Park, green clusters of flowers on Tran Hung Dao - Tran Phu street axis and forming new parks such as Tran Temple Cultural Park, Nam Da River Park, Nang Tinh Lake Park, An Trach Lake Garden, Bao Boi Lake Garden, and an ecological agricultural park in the southeast of the city in Nam Phong commune;
+ Completing the upgrade of the existing sports area with an area of 7.2 hectares;
+ Building a comprehensive regional sports center meeting international standards with an area of 77 hectares located to the west of Tradition Lake and adjacent to National Highway 10 at the bridge crossing location.
- Tourist rest, entertainment and leisure areas: Forming key tourist areas in the city, including: Historical and cultural tourism areas such as Tran Temple - Pagoda Tower, Bao Loc Temple, ancient Tuc Mac village, Vong Phu Pagoda...; eco-tourism areas on both banks of the Da River in villages with beautiful scenery, ancient villages, traditional craft villages.
- Specialized centers:
+ Establish two university and vocational college zones with regional characteristics, including: the northern zone located in the west of the Tran Temple relic area in Loc Vuong commune with an area of 29.6 hectares and the southern zone along the Da River developed based on Construction Secondary School No. 2 (Ministry of Construction) and Agricultural Technical Secondary School in Nam Phong commune with an area of 15.4 hectares. In the future, develop a regional-scale agricultural ecological research center in the southeast of the city adjacent to the Hong River;
+ Upgrade the central multi-disciplinary hospital for the region; construct a new cluster of medical facilities in the northeast serving regional and provincial levels and a medical facility cluster south of the Da River serving provincial and municipal levels; build and renovate district-level medical centers according to various levels, evenly distributed throughout the city;
- Security and defense areas: Based on areas with construction projects belonging to security and defense forces, the Ministry of Public Security and the Ministry of National Defense will plan and arrange military zones and security zones in accordance with the overall planning and requirements for ensuring national security and defense, to be submitted for consideration and decision by the Prime Minister;
- Other land areas: The green belt of the city is agricultural land surrounding the central urban area, forming a green belt, serving to protect the environment and balance the urban ecosystem; strictly manage green areas and non-construction land such as along the foot of bridges crossing rivers, non-construction land along National Highway 21 and National Highway 10;
c) Landscape architecture:
- For restricted development areas (old urban areas): Renovate and upgrade infrastructure, increase the proportion of green space, construct some high-rise buildings at suitable locations without significantly impacting the landscape and traditional cultural environment of the city; pay attention to protecting, maintaining, and enhancing cultural and historical heritage and valuable architectural works;
- For expanded development areas: Protect and develop green systems, lakes, especially Tradition Lake, Vi Xuyen Lake, and water surfaces along the Da River and canals along Route 38 to create green corridors for the city;
Develop modern urban areas with synchronized infrastructure systems; pay attention to constructing high-rise buildings in central areas and important streets, while urbanizing existing villages and hamlets in line with the overall urban planning structure;
- For suburban areas: Develop advanced agricultural areas, combining the construction of tourist and entertainment zones to meet the needs of the people;
7. Transportation and technical infrastructure planning:
a) Regarding transportation planning:
Land allocated for building the transportation system, including dynamic and static traffic, will reach an average of 18.6 square meters per person by 2020, accounting for 23.6% of the land for urban construction;
External transportation:
- Roadways:
+ National Highway 21: Expand the road surface to four lanes, with a cross-section width of 30 meters, and protective and reserve corridors each side of 10 meters;
+ National Highway 10: Upgrade to meet the standard of a first-class highway in the plains with six lanes, a cross-section width of 46 meters, and an external protective corridor of 20 meters;
+ Provincial Roads 38, 55, 12: Upgrade to meet the standard of a second-class highway in the plains;
- Railways: By 2020, maintain the current route and location of Nam Dinh Railway Station; restore cargo railway station and renovate the plaza in front of the station. After 2020, study adjusting the railway line and station to the west of the city; the current station area will be converted into a flower garden and public service facilities of the city; study the Nam Dinh - Haiphong railway line parallel to National Highway 10;
- Waterways:
+ Cargo port: Maintain the current position; renovate the wharf to ensure that ships of up to 1,000 tons can dock conveniently; capacity around 100,000 to 600,000 tons per year;
+ Passenger port: Maintain the current position; renovate and upgrade to meet the needs of passenger ship operations on both internal and external routes;
+ Study constructing a Hong River port to meet the demand for international transport when the Hai Thinh port begins operation;
- International bus terminal: Construct two new international bus terminals: the northern terminal near the intersection of National Highway 21 and National Highway 10 and the southern terminal at the junction of National Highway 21 and Provincial Road 55, each with an area of about 0.8 hectares. The current terminal will be converted into a city public transportation service management center;
Urban transportation:
- For old urban areas: Mainly retain the current direction and cross-sectional width of roads; upgrade road surfaces; construct underground facilities and sidewalks; widen sections with narrowed cross-sectional widths; supplement some roads in areas already built but with low road density or poor road quality;
- For new urban areas: The main city road network is organized in a radial pattern, and the local road network is organized in a grid pattern with intervals of 300 to 400 meters;
- Parking lots: Organize three public parking lots, each with an area of about 0.6 to 0.8 hectares, located near Tu Moc Park, near the Sports Center, and near the new city center in the south;
b) Regarding technical preparation and land:
- Site leveling: Ensure a slope of 0.1% to 0.2% for planned sites; construction site elevation for old urban areas from +2.0m to +4.0m; the lowest construction site elevation in new urban areas on the left bank of the Da River is +2.1m and on the right bank is +2.5m;
- Drainage system: In old urban areas, use a semi-separate system; in new urban areas, design a completely separate drainage system;
c) Regarding water supply:
The water supply source for the city uses surface water from the Da River. The water supply standard for daily life is 130 liters per person per day by 2005, with 85% of the urban population supplied with water; by 2020, it is 150 liters per person per day, with 100% of the urban population supplied with water;
d) Regarding electricity supply:
- Supply sources: National power grid through the 220KV substation in Tam. Existing 6KV and 35KV distribution grids will be upgraded to 22KV; use 22/0.4KV grid substations;
- Electricity supply standards by 2020: For residential use is 1,500 kWh per person per year; for concentrated industrial zones is 100 to 400 kW per hectare;
đ) Regarding wastewater treatment and environmental sanitation:
- Domestic sewage in the city, hospital sewage, and industrial sewage must be treated thoroughly before being discharged into canals and rivers.
- Major works: Constructing 2 wastewater treatment plants in Loc Hoa and Nam Van communes and 8 pumping stations.
- Constructing a solid waste storage and treatment site in Loc Hoa commune with an area of 10 hectares.
- Expanding the crematorium cemetery to an area of 7 hectares.
8. Initial planning phase:
Continue to implement ongoing projects and prepare for new investments according to the proposals of the provincial people's committee and the city of Nam Dinh people's committee; develop investment development programs and plans until 2005 and 2010 for the city, in accordance with the approved general planning structure along with appropriate mechanisms and policies.
Article 2. The People's Committee of Nam Dinh Province is responsible for approving the design files, issuing the Architectural Management Regulations and Planning Construction Regulations of the General Planning Adjustment Project for Nam Dinh City; organizing the announcement and implementation of the General Planning Adjustment for Nam Dinh City until 2020 in accordance with the provisions of the law.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
The Chairman of the People's Committee of Nam Dinh Province, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government Agencies are responsible for implementing this Decision./.
