CIRCULAR
Amending and supplementing Circular No. 32/2004/TT-BTC dated April 12, 2004 of the Ministry of Finance guiding the issuance of government bonds through the State Treasury system
of the Government

Pursuant to Decree No. 141/2003/NĐ-CP dated November 20, 2003 of the Government on the issuance of government bonds, government-guaranteed bonds, and local government bonds;
The Ministry of Finance amends and supplements some articles of Circular No. 32/2004/TT-BTC dated April 12, 2004 guiding the issuance of government bonds through the State Treasury system as follows:
1. Supplementing paragraph b, item 12.1, point 12, Part II of Circular No. 32/2004/TT-BTC as follows:
"b1) Costs for issuing and settling government bonds of the State Treasury system shall be used for the following purposes:
- Purchasing, repairing, and maintaining machinery, equipment, means of work, and assets serving the issuance and settlement of government bonds;
- Purchasing office supplies serving the issuance and settlement of government bonds;
- Renting premises for the issuance and settlement of government bonds;
- Printing forms, books serving the issuance and settlement of government bonds;
- Costs for information dissemination and publicity regarding the issuance and settlement of government bonds;
- Transportation and transfer costs for seals serving the issuance of government bonds;
- Transportation and transfer costs for funds received from the issuance of government bonds and funds serving the settlement of government bonds;
- Allowances for overtime work for staff directly and indirectly involved in the issuance and settlement of government bonds;
- One-off and regular rewards for collectives and individuals within and outside the State Treasury system with outstanding achievements in the issuance of government bonds. The reward amount shall not exceed 10% of the total issuance and settlement costs;
- Costs for meetings, conferences, seminars, and training sessions on the issuance and settlement of government bonds;
- Supporting the development of long-term plans and projects for the issuance of government bonds by the State Treasury system;
- Supporting research and implementation of programs applying modern information technology in the issuance and settlement of government bonds;
- Surveying and learning experiences in the issuance of government bonds both domestically and internationally;
- Other costs related to the issuance of government bonds.
b2) Management of costs for issuing and settling government bonds:
- The State Treasury is responsible for managing and using the costs for issuing and settling government bonds according to the principles of thrift and efficiency.
- Annually, the State Treasury has the responsibility to settle accounts with the Ministry of Finance regarding the receipt and use of costs for issuing and settling government bonds in that year.
- Unspent costs for issuing and settling government bonds from the previous year may be carried over to the next year for continued use for the specified purposes.
2. This Circular takes effect fifteen days after its publication in the Official Gazette.
The General Director of the State Treasury and the heads of units under and affiliated with the Ministry of Finance have the responsibility to implement this Circular./.
