Regarding the staffing for the 2006-2007 academic year for preschool education, general education, continuing education, teacher training colleges, and college-level teacher training institutions,

Based on Decree No. 86/2002/NĐ-CP dated November 5, 2002, of the Government, stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Based on Decree No. 85/2003/NĐ-CP dated July 18, 2003, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

THE MINISTER OF EDUCATION AND TRAINING

Considering the proposal of the Director of the Office,

The staffing for the 2006-2007 academic year for preschool education, general education, continuing education, teacher training colleges, and college-level teacher training institutions, including the date of school opening, the date of the opening ceremony, the start and end dates of each semester, the completion date of the teaching and learning program, examination periods, graduation recognition periods, Tet holiday days, other public holidays, and summer vacation time, is specified as follows:

1. The date of school opening, the date of the opening ceremony, the start and end dates of each semester, the completion date of the teaching and learning program, and the examination and graduation recognition period:

DECISION:

Article 1. (See attached appendix at the end of the page)

2. Tet holiday days and other public holidays:

Tet holiday lasts for 7 days, with specific dates determined by the Director of the Department of Education and Training based on the specific conditions of each locality.

Teacher training schools have a Tet holiday lasting 14 days, from Monday, February 12, 2007, to Sunday, February 25, 2007.

Other public holidays are implemented according to the general regulations for civil servants, employees, and workers: New Year's Day (January 1), Reunification Day (April 30), International Labor Day (May 1), and National Day (September 2) are each observed for one day. If a holiday falls on a weekend, it will be compensated by taking the following working day off.

3. The summer vacation period for teachers in preschools, primary and secondary schools, continuing education institutions, teacher training colleges, and college-level teacher training institutions is two months.

The Chairman of the People's Committee of provinces and centrally-administered cities decides on:

1. Adjusting the staffing for the academic year of schools within their jurisdiction, in accordance with natural conditions or in cases of natural disasters, ensuring that the schedule for the national high school graduation exam and the national student excellence selection exam as stipulated in Article 1 of this Decision is maintained.

Article 2. 2. Specific dates and methods for admissions (entrance exams, merit-based admissions, or a combination of both) for the first grade of each educational level.

3. School closure and extended academic year periods in special circumstances.

The Director of the Department of Education and Training decides on:

1. The end date of the academic year;

Article 3. 2. The timing and duration of mid-term and end-of-term breaks;

3. Extracurricular activities outside regular class hours;

4. The date of vocational skill tests in general education, ensuring completion before March 30, 2007;

5. The opening ceremony date for continuing education programs following the middle school curriculum;

6. Closing schools due to natural disasters, floods, or severe weather (preschool and elementary school students will close when temperatures fall below 10°C; middle school students will close when temperatures fall below 7°C); responsible for reporting to the Ministry of Education and Training about decisions made by the provincial People's Committee regarding school closures as stipulated in Clause 3, Article 2 of this Decision;

7. Summer vacation arrangements for principals, vice-principals, and teachers under their management, ensuring that teachers get a full two-month break;

8. The duration of the Tet holiday, based on local specific conditions.⁰ The deadline for the Director of the Department of Education and Training and the Principal of the College of Education to report to the Ministry of Education and Training is as follows:⁰ 1. A quick report on the preparation conditions for the 2006-2007 academic year and the plan for the opening ceremony: before August 31, 2006;

2. An interim report on the first semester: before January 19, 2007;

3. A preliminary report evaluating the implementation of the academic year's tasks: before May 31, 2006;

Article 4. 4. A final report on the 2006-2007 academic year: before June 25, 2007;

5. A report on the results of implementing the targets for commendation and rewards for the 2006-2007 academic year: before June 25, 2007;

The Directors of the Office and the Heads of units under the Ministry of Education and Training, the Chairmen of the People's Committees of provinces and centrally-administered cities, the Directors of Departments of Education and Training, and the Principals of teacher training colleges and college-level teacher training institutions are responsible for enforcing this Decision./.

5. Report on the results of implementing the targets for commendation and reward for the 2006-2007 academic year: before June 25, 2007;

Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 6. The Chairmen of the Office, Heads of units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training, Principals of secondary teacher training colleges and college-level teacher training institutes shall be responsible for implementing this Decision./.
