Guidelines for Managing and Using Operating Funds of the Steering Committee for the "All People United to Build a Cultural Life" Campaign at All Levels

Pursuant to Decision No. 235/1999/QĐ-TTg dated December 23, 1999 of the Prime Minister on the establishment of the Steering Committee for the campaign "All People United to Build a Cultural Life";

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget.

The Ministry of Finance and the Ministry of Culture and Information jointly issue guidelines for managing and using funds to ensure the operation of the Steering Committee for the "All People United to Build a Cultural Life" campaign at all levels as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

Article 1. The "All People United to Build a Cultural Life" campaign (hereinafter referred to as the campaign) is a broad, ongoing, long-term, and profound political and cultural-social movement aimed at intensifying propaganda and education, and implementing the task of developing culture in the new period, closely linked with the patriotic emulation movement and the cause of industrialization and modernization of the country.

Article 2. These guidelines apply to the activities of the Steering Committees for the campaign at all levels, including:

a. The Central Steering Committee and the Steering Committees of central ministries, sectors, mass organizations, and agencies.

b. The provincial Steering Committees (hereinafter referred to as the provincial Steering Committee) and the Steering Committees of provincial departments, sectors, mass organizations, and agencies.

c. The district Steering Committees (hereinafter referred to as the district Steering Committee); the village Steering Committees (hereinafter referred to as the village Steering Committee).

Article 3. For the activities implementing the "All People United to Build a Cultural Life in Communities" campaign organized by the Vietnam Fatherland Front Committees at all levels, financial management shall be carried out according to the provisions set forth in Circular No. 02/2002/SĐTTLT/BTC-MTTW dated January 10, 2002 of the joint issuance of the Ministry of Finance and the Standing Committee of the Central Executive Board of the Vietnam Fatherland Front, guiding financial management in implementing the "Campaign for All People United to Build a Cultural Life in Communities" and other campaigns initiated by the Central Committee of the Vietnam Fatherland Front.

The Ministry of Culture and Information is responsible for coordinating with the Central Executive Board of the Vietnam Fatherland Front to guide the implementation of the campaign, ensuring integration and effective utilization of financial resources in the implementation of the campaign.

Article 4. The operating funds of the Steering Committees for the campaign at all levels shall be guaranteed by the state budget based on the assigned tasks, following the principle that the budget level organizing the implementation shall guarantee the funds.

a. The central budget shall guarantee the operating funds for the Central Steering Committee and the Steering Committees of central ministries, sectors, mass organizations, and agencies, specifically as follows:

- The operating funds of the Central Steering Committee shall be allocated in the annual state budget estimate for cultural and information affairs of the Ministry of Culture and Information.

- The operating funds of the Steering Committees of central ministries, sectors, mass organizations, and agencies shall be allocated in the annual state budget estimate according to the appropriate type of expenditure corresponding to the nature of their activities.

b. The local budget shall guarantee the operating funds for the provincial Steering Committees, district Steering Committees, village Steering Committees, and the Steering Committees of provincial departments, sectors, mass organizations, and agencies, specifically as follows:

- The operating funds of the provincial Steering Committee shall be allocated in the annual state budget estimate for cultural and information affairs of the Provincial Department of Culture and Information.

- The operating funds of the district Steering Committee shall be guaranteed by the district budget and allocated in the annual state budget estimate for cultural and information affairs of the District People's Committee Office.

- The operating funds of the village Steering Committee shall be guaranteed by the village budget and allocated in the annual state budget estimate for cultural and information affairs of the Village People's Committee Office.

- The operating funds of the Steering Committees of provincial departments, sectors, mass organizations, and agencies shall be allocated in the annual state budget estimate according to the appropriate type of expenditure corresponding to the nature of their activities.

c. Agencies and units allocated funds from the state budget shall implement guidance, deployment of the campaign, prepare budgets, comply with, and settle accounts according to the provisions of the Law on State Budget and guiding documents for the implementation of the Law on State Budget.

II. SPECIFIC PROVISIONS

Article 1. Contents of expenditures for the operation of the Steering Committees for the campaign at all levels:

a. Contents of expenditures for the operation of the Central Steering Committee:

- Expenditure for information dissemination and propaganda to promote the campaign through mass media.

- Expenditure for compiling, printing, and distributing publications about the campaign.

- Expenditure for directing, surveying, and inspecting the implementation of the campaign.

- Expenditure for regular meetings, specialized seminars, and seminars to disseminate experiences in implementing the campaign.

- Expenditure for annual mid-year reviews and periodic five-year reviews.

- Expenditure for rewarding individuals and groups with outstanding achievements in the campaign.

- Expenditure for office supplies and other expenses serving the campaign (if any).

- Expenditure for organizing training, professional development, and capacity-building courses for cadres participating in directing and implementing the campaign.

b. Contents of expenditures for the operation of the provincial and district Steering Committees:

- Expenditure for information dissemination and propaganda to promote the campaign within their jurisdiction.

- Expenditure for implementing the campaign within their jurisdiction.

- Expenditure for directing, surveying, and inspecting the implementation of the campaign.

- Expenditure for commendation meetings of exemplary models, regular meetings, and specialized seminars to disseminate experiences in implementing the campaign.

- Expenditure for annual mid-year reviews and periodic five-year reviews at the provincial level and ten-year reviews at the district level.

- Expenditure for rewarding individuals and groups with outstanding achievements in the campaign.

- Expenditure for office supplies and other expenses serving the campaign (if any).

- Expenditure for organizing training, professional development, and capacity-building courses for cadres participating in directing and implementing the campaign.

c. Contents of expenditures for the operation of the village Steering Committees:

- Expenditure for information dissemination and propaganda.

- Expenditure for implementing the campaign within their jurisdiction.

- Expenditure for annual mid-year reviews.

- Expenditure for rewarding individuals and groups with outstanding achievements in the campaign.

- Expenditure for office supplies and other expenses serving the campaign (if any).

d. Contents of expenditures for the operation of the Steering Committees of central ministries, sectors, mass organizations, and agencies, and provincial departments, sectors, mass organizations, and agencies:

- Expenditure for information dissemination and propaganda.

- Expenditure for implementing the campaign within their respective agencies and units.

- Expenditure for annual mid-year reviews and five-year reviews.

- Expenditure for rewarding groups and individuals with outstanding achievements in the campaign.

- Expenditure for office supplies and other expenses serving the campaign (if any).

2. The level of expenditure for the activities of the Steering Committee at all levels shall be implemented in accordance with the current regulations. This Circular provides specific guidance as follows:

- Expenditure on travel expenses for directing, surveying, and inspecting the implementation of the movement; expenditure on summary meetings: Shall be carried out in accordance with the provisions of Circular No. 118/2004/TT-BTC dated December 8, 2004, of the Ministry of Finance regarding travel expenses and conference systems for administrative agencies and public service units throughout the country.

- Expenditure on translating promotional materials for the movement into ethnic languages: VND 40,000 per page, with each page containing a minimum of 300 words of the original text.

- Expenditure on printing publications and promotional materials, and promoting through mass media: Shall be carried out according to the system, norms, and unit prices applicable in the locality and must be approved by the competent authority before implementation.

- Expenditure on rewarding individuals and groups with outstanding achievements: Shall be carried out in accordance with the provisions of Decree No. 121/2005/NĐ-CP dated September 30, 2005, of the Government detailing and guiding the implementation of certain articles of the Law on Encouragement and Reward and the Law Amending and Supplementing Certain Articles of the Law on Encouragement and Reward.

3. Prepare the budget for the activities of the Steering Committee.

a. The budget for expenditures on the activities of the Steering Committee at all levels shall be prepared based on the tasks of each Steering Committee and in accordance with the guidance documents on coordinating the implementation of the movement between the Ministry of Culture, Sports and Tourism and the Central Steering Committee of the Vietnam Fatherland Front, ensuring integration and effective use of financial resources in implementing the movement.

b. The Ministry of Culture, Sports and Tourism shall be responsible for preparing the budget for the activities of the central Steering Committee, consolidating it into the annual state budget for cultural and information services of the Ministry of Culture, Sports and Tourism, and submitting it to the Ministry of Finance for consolidation and presentation to the Government for submission to the National Assembly for approval.

c. Ministries, sectors, mass organizations, and central agencies shall be responsible for preparing the budget for the activities of the Steering Committees of ministries, sectors, mass organizations, and central agencies, consolidating it into their own annual state budget, and submitting it to the Ministry of Finance for consolidation and presentation to the Government for submission to the National Assembly for approval.

d. The Department of Culture, Sports and Tourism shall prepare the budget for the activities of the provincial Steering Committee, consolidating it into the annual state budget for cultural and information services of the Department of Culture, Sports and Tourism, and submitting it to the Department of Finance for consolidation and presentation to the People's Council of the province for approval by the Provincial People's Council.

đ. Departments, sectors, mass organizations, and provincial agencies shall prepare the budget for the activities of the Steering Committees of departments, sectors, mass organizations, and provincial agencies, consolidating it into their own annual state budget, and submitting it to the Department of Finance for consolidation and presentation to the People's Council of the province for approval by the Provincial People's Council.

e. The Office of the People's Council at the district and commune levels shall prepare the budget for the activities of the district and commune Steering Committees, consolidating it into the annual state budget for cultural and information services of the Office of the People's Council at the district and commune levels, and presenting it to the People's Council for decision in accordance with the current budget management hierarchy.

4. Management, utilization, payment, and settlement of funds for implementing the movement.

In addition to the state budget funds guaranteed for implementing the movement, agencies and units shall increase funding for the movement based on their own budget capacity and socialized cultural resources in accordance with the regulations.

The management, utilization, payment, and settlement of funds for implementing the movement shall be carried out in accordance with the provisions of the State Budget Law and the guiding documents for the implementation of the State Budget Law currently in effect.

III. IMPLEMENTATION

This Circular shall take effect fifteen days from the date of publication in the Official Gazette, replacing Circular No. 05/2001/TT-BVHTT dated February 13, 2001, of the Ministry of Culture, Sports and Tourism guiding the Steering Committee on planning and using state budget funds for the movement.

During the implementation process, if there are difficulties or obstacles, please promptly report them to the Ministry of Finance and the Ministry of Culture, Sports and Tourism for coordination and resolution./.
