JOINT CIRCULAR

Guidelines for managing and using activity funds of the steering committee for the movement

"all people united to build a civilized cultural life" at all levels

Pursuant to Decision No. 235/1999/QĐ-TTg dated December 23, 1999 of the Government Chairman on the establishment of the Steering Committee for the Campaign "All People United to Build a Civilized Cultural Life";

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget.

The Ministry of Finance and the Ministry of Culture and Information jointly issue guidelines for managing and using funds to ensure the operation of the Steering Committee for the Movement "All People United to Build a Civilized Cultural Life" at all levels as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

Article 1. The Movement "All People United to Build a Civilized Cultural Life" (hereinafter referred to as the Movement) is a broad, ongoing, long-term, and profound political and socio-cultural campaign aimed at intensifying propaganda, education, and implementing cultural development tasks in the new period, closely linked with the patriotic emulation movement and the cause of industrialization and modernization of the country.

Article 2. These guidelines apply to activities of the Steering Committees for the Movement at all levels, including:

a. The Central Steering Committee and the Steering Committees of central ministries, sectors, mass organizations, and agencies.

b. Provincial Steering Committees and the Steering Committees of provincial departments, sectors, mass organizations, and agencies (hereinafter collectively referred to as the Provincial Steering Committee).

c. District Steering Committees and the Steering Committees of communes, wards, and towns (hereinafter collectively referred to as the District Steering Committee); Village Steering Committees and the Steering Committees of villages, wards, and towns (hereinafter collectively referred to as the Village Steering Committee).

Article 3. For activities implementing the Movement "All People United to Build a Civilized Cultural Life in Residential Areas" organized by the All-Vietnam Association for Patriotic Unity at various levels, financial management shall be carried out according to the provisions set forth in Circular No. 02/2002/SĐTTLT/BTC-MTTW dated January 10, 2002 of the joint issuance of the Ministry of Finance and the Standing Committee of the Central Committee of the All-Vietnam Association for Patriotic Unity guiding financial management in implementing the "Campaign for All People United to Build a Civilized Cultural Life in Residential Areas" and other campaigns initiated by the Central Committee of the All-Vietnam Association for Patriotic Unity.

The Ministry of Culture and Information is responsible for coordinating with the Standing Committee of the Central Committee of the All-Vietnam Association for Patriotic Unity to guide the implementation of the Movement, ensuring integration and effective utilization of financial resources in the implementation of the Movement.

Article 4. Activity funds for Steering Committees at all levels shall be guaranteed from the state budget based on assigned tasks, following the principle that the budget level organizing the implementation shall guarantee the funds.

a. The central budget guarantees funds for the activities of the Central Steering Committee and the Steering Committees of central ministries, sectors, mass organizations, and agencies, specifically as follows:

- Funds for the activities of the Central Steering Committee are allocated within the annual state budget estimate for cultural and information affairs of the Ministry of Culture and Information.

- Funds for the activities of the Steering Committees of central ministries, sectors, mass organizations, and agencies are allocated within the annual state budget estimate according to the appropriate type of expenditure corresponding to the nature of their activities.

b. Local budgets guarantee funds for the activities of Provincial Steering Committees, District Steering Committees, Village Steering Committees, and the Steering Committees of provincial departments, sectors, mass organizations, and agencies, specifically as follows:

- Funds for the activities of Provincial Steering Committees are allocated within the annual state budget estimate for cultural and information affairs of the Department of Culture and Information.

- Funds for the activities of District Steering Committees are guaranteed by the district budget and are allocated within the annual state budget estimate for cultural and information affairs of the District People's Committee Office.

- Funds for the activities of Village Steering Committees are guaranteed by the village budget and are allocated within the annual state budget estimate for cultural and information affairs of the Village People's Committee Office.

- Funds for the activities of the Steering Committees of provincial departments, sectors, mass organizations, and agencies are allocated within the annual state budget estimate according to the appropriate type of expenditure corresponding to the nature of their activities.

c. Agencies and units allocated funds from the state budget shall implement guidance, deployment, and implementation of the Movement, prepare budgets, comply with, and settle accounts according to the provisions of the Law on State Budget and related guiding documents.

II. SPECIFIC PROVISIONS

Article 1. Contents of expenditures for the activities of Steering Committees at all levels:

a. Contents of expenditures for the activities of the Central Steering Committee:

- Expenditures for information dissemination, propaganda, and mobilization to implement the Movement through mass media.

- Expenditures for compiling, printing, and distributing publications about the Movement.

- Expenditures for directing, surveying, and inspecting the implementation of the Movement.

- Expenditures for regular meetings, specialized seminars, and seminars to disseminate experiences in implementing the Movement.

- Expenditures for annual reviews and periodic five-year summaries.

- Expenditures for rewarding individuals and groups with outstanding achievements in the Movement.

- Expenditures for office supplies and other expenses serving the Movement (if any).

- Expenditures for organizing training sessions, vocational training, and capacity building for cadres participating in directing and implementing the Movement.

b. Contents of expenditures for the activities of Provincial and District Steering Committees:

- Expenditures for information dissemination, propaganda, and mobilization to implement the Movement within their jurisdiction.

- Expenditures for implementing the Movement within their jurisdiction.

- Expenditures for directing, surveying, and inspecting the implementation of the Movement.

- Expenditures for meetings to commend exemplary models, regular meetings, and specialized seminars to disseminate experiences in implementing the Movement.

- Expenditures for annual reviews and periodic five-year summaries at the provincial level and ten-year summaries at the district level.

- Expenditures for rewarding individuals and groups with outstanding achievements in the Movement.

- Expenditures for office supplies and other expenses serving the Movement (if any).

- Expenditures for organizing training sessions, vocational training, and capacity building for cadres participating in directing and implementing the Movement.

c. Contents of expenditures for the activities of Village Steering Committees:

- Expenditures for information dissemination and propaganda.

- Expenditures for implementing the Movement within their jurisdiction.

- Expenditures for annual reviews.

- Expenditures for rewarding individuals and groups with outstanding achievements in the Movement.

- Expenditures for office supplies and other expenses serving the Movement (if any).

d. Contents of expenditures for the activities of Steering Committees of central ministries, sectors, mass organizations, and agencies and provincial departments, sectors, mass organizations, and agencies:

- Expenditures for information dissemination and propaganda.

- Expenditures for implementing the Movement within their respective agencies and units.

- Expenditures for annual reviews and five-year summaries.

- Expenditures for rewarding groups and individuals with outstanding achievements in the Movement.

- Expenditures for office supplies and other expenses serving the Movement (if any).

2. The level of expenditure for the activities of the Steering Committee at all levels shall be implemented in accordance with current regulations. This Circular provides specific guidance as follows:

- Expenditure on travel expenses for directing, surveying, and inspecting the implementation of the movement; expenditure on summary meetings: Shall be carried out in accordance with the provisions of Circular No. 118/2004/TT-BTC dated December 8, 2004, issued by the Ministry of Finance regarding travel expenses and conference systems for administrative agencies and public service units throughout the country.

- Expenditure on translating promotional materials for the movement into ethnic languages: VND 40,000 per page, with each page containing a minimum of 300 words from the original text.

- Expenditure on printing publications and promotional materials, and promoting through mass media: Shall be carried out according to the system, norms, and unit prices applicable in the locality and must be approved by the competent authority before implementation.

- Expenditure on rewarding individuals and groups with outstanding achievements: Shall be carried out in accordance with the provisions of Decree No. 121/2005/NĐ-CP dated September 30, 2005, issued by the Government detailing and guiding the implementation of certain articles of the Law on Encouragement and Reward and the Law Amending and Supplementing Certain Articles of the Law on Encouragement and Reward.

3. Prepare the budget for the activities of the Steering Committee.

a. The budget for expenditures on the activities of the Steering Committee at all levels shall be prepared based on the tasks of each Steering Committee and in accordance with the guidance documents on coordinating the implementation of the movement between the Ministry of Culture, Sports and Tourism and the Central Committee of the Vietnam Fatherland Front, ensuring integration and effective use of financial resources in implementing the movement.

b. The Ministry of Culture, Sports and Tourism shall be responsible for preparing the budget for the activities of the central Steering Committee, consolidating it into the annual state budget for cultural and information services of the Ministry of Culture, Sports and Tourism and submitting it to the Ministry of Finance for consolidation and submission to the Government for approval by the National Assembly.

c. Ministries, sectors, mass organizations, and central agencies shall be responsible for preparing the budget for the activities of the Steering Committees of ministries, sectors, mass organizations, and central agencies, consolidating it into their own annual state budget and submitting it to the Ministry of Finance for consolidation and submission to the Government for approval by the National Assembly.

d. The Department of Culture, Sports and Tourism shall prepare the budget for the activities of the provincial Steering Committee, consolidating it into the annual state budget for cultural and information services of the Department of Culture, Sports and Tourism and submitting it to the Department of Finance for consolidation and submission to the People's Council of the province for approval by the Provincial People's Council.

đ. Departments, sectors, mass organizations, and provincial agencies shall prepare the budget for the activities of the Steering Committees of departments, sectors, mass organizations, and provincial agencies, consolidating it into their own annual state budget and submitting it to the Department of Finance for consolidation and submission to the People's Council of the province for approval by the Provincial People's Council.

e. The Office of the People's Council at the district and commune levels shall prepare the budget for the activities of the district and commune Steering Committees, consolidating it into the annual state budget for cultural and information services of the Office of the People's Council at the district and commune levels and submitting it to the People's Council for decision in accordance with the current budget management hierarchy.

4. Management, utilization, settlement, and final accounting of funds for implementing the movement.

In addition to the state budget funds guaranteed for implementing the movement, agencies and units shall increase funding for the movement based on their own budget capacity and socialized cultural resources in accordance with the regulations.

The management, utilization, settlement, and final accounting of funds for implementing the movement shall be carried out in accordance with the provisions of the State Budget Law and the guiding documents for the implementation of the State Budget Law currently in effect.

III. IMPLEMENTATION

This Circular takes effect fifteen days after its publication in the Official Gazette, replacing Circular No. 05/2001/TT-BVHTT dated February 13, 2001, issued by the Ministry of Culture, Sports and Tourism guiding the Steering Committee on planning and using state budget funds for the campaign to build and promote civilized behavior.

During the implementation process, if there are difficulties or obstacles, please promptly report them to the Ministry of Finance and the Ministry of Culture, Sports and Tourism for coordination and resolution.
