Regulations on quality and technical safety inspection and environmental protection for imported motor vehicles

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;

Pursuant to the Law on Product Quality dated November 21, 2007;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Law on Product Quality and Goods;

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing implementation of the Law on Trade regarding international trade activities and related agency buying and selling, processing, and transiting goods with foreign countries;

The Minister of Transport hereby promulgates the following:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

1. This Circular prescribes regulations on quality and technical safety inspection and environmental protection for various types of imported motor vehicles.

2. This Circular does not apply to:

a) Imported motorcycles and motorbikes;

b) Imported motor vehicles used for national defense and security purposes of the Ministry of National Defense and the Ministry of Public Security;

c) Imported motor vehicles for special purposes and not intended for traffic participation.

Article 2. Applicability

This Circular applies to organizations and individuals both within and outside Vietnam (hereinafter referred to as organizations and individuals) importing motor vehicles and relevant organizations and agencies managing, inspecting, and testing motor vehicles.

Article 3. Explanation of Terms

In this Circular, the following terms shall be understood as follows:

1. Motor vehicles Motor vehicles are defined as mechanical road transport vehicles (excluding motorcycles and motorbikes) as specified in standards TCVN 6211 and TCVN 7271, including chassis trucks.

2. Motor vehicles of the same type are motor vehicles of the same industrial owner, same brand, same design, same technical specifications, and same country of manufacture.

Article 4. Imported motor vehicles must comply with current regulations on types and corresponding technical standards and norms.

Article 5. The Vietnam Vehicle Inspection Agency (hereinafter referred to as the Inspection Authority) organizes and conducts quality and technical safety inspection and environmental protection (hereinafter referred to as inspection) for imported motor vehicles throughout the country.

Chapter II

REGULATIONS ON THE INSPECTION OF TECHNICAL SAFETY QUALITY AND ENVIRONMENTAL PROTECTION

Article 6. Registration dossier for inspection

1. The registration file for inspection includes the following documents:

a) Original Registration Certificate for Inspection clearly stating the frame number, engine number, and year of manufacture of the motor vehicle according to the model attached as Appendix I to this Circular;

b) Photocopies of import documents certified by the organization or individual importing, including: Commercial invoices or equivalent documents; Import Declaration Forms;

c) Photocopies of documentation introducing features and technical specifications certified by the organization or individual importing, which should include the following basic contents: Basic dimensions; Mass specifications: gross mass, payload, total mass, axle load distribution (applicable only to motor vehicles with a total mass of 15 tons or more); Basic technical specifications of the engine; Number of passengers allowed including the driver; Tire size; Introduction of main systems such as power transmission system, braking system, suspension system, steering system, lighting and signaling system, specialized equipment installed on the vehicle (if any);

For unused imported motor vehicles, in addition to the documentation introducing features and technical specifications mentioned above, the importing organization or individual must supplement the following documents:

- Original Factory Test Report issued by the manufacturer for each motor vehicle indicating the frame number, engine number (if applicable) or Quality Certificate (C/Q) issued by the manufacturer for imported motor vehicles.

- Documentation related to emissions of unused imported motor vehicles, including certified photocopies of one of the following documents provided by the importing organization or individual:

+ Emission test report issued by authorized foreign authorities for the type of motor vehicle or its engine (for heavy trucks) including results of tests conducted according to corresponding standards;

+ Certificate from an authorized foreign authority confirming that the type of motor vehicle or its engine (for heavy trucks) meets current emission requirements or higher requirements for each type of vehicle and the corresponding tests as prescribed;

+ Confirmation (or certificate) from the manufacturer for the type of motor vehicle or its engine (for heavy trucks) indicating that the type of vehicle or its engine meets current emission requirements or higher requirements for unused imported motor vehicles belonging to the following categories: Motor vehicles that have been granted Type Approval Certificates by authorities of countries applying European emission standards; Heavy trucks produced in countries not applying European emission standards but meeting those countries' requirements, which are equivalent or higher than current standards.

The use of Manufacturer's Confirmation (or certificate) for the type of motor vehicle or its engine (for heavy trucks) instead of Emission Test Reports or Certificates from foreign authorities as mentioned above shall be applicable for a period of two years from the date this Circular takes effect.

Requirements for documentation related to emissions of motor vehicles do not apply to the following objects:

+ Motor vehicles not participating in public transportation, mainly operating in mining areas, ports, airports, warehouses, factories, tourist and entertainment areas;

+ Imported motor vehicles subject to specific regulations of the Prime Minister;

+ Imported motor vehicles as non-reimbursable aid or gifts for organizations and agencies.

d) For second-hand passenger cars with less than 16 seats, in addition to the documents specified in points a, b, and c of Clause 1, Article 6 of this Circular, the importing organization or individual must supplement certified photocopies of one of the following documents provided by the importing organization or individual:

- Registration Certificate or one of the equivalent documents;

- Circulation Certificate;

- Certificate of Cancellation of Registration Certificate or Certificate of Cancellation of Circulation Certificate issued by the competent authority of the country where the vehicle was registered for circulation.

In the case where the vehicle has changed ownership multiple times before being imported to Vietnam and there is insufficient basis to determine the registration time on the Vehicle Registration Certificate or substitute documents, the importing organization or individual may supplement legal evidence showing previous registrations by relevant authorities or specialized organizations managing vehicles in exporting countries.

2. The introduction of features and technical specifications and documents related to emissions mentioned in point c, Clause 1, Article 6 of this Circular shall be exempted for motor vehicles of the same type that have been tested and issued with a Motor Vehicle Quality Safety Technical and Environmental Protection Certificate (hereinafter referred to as the Quality Certificate). However, for used motor vehicles, the introduction of features and technical specifications can be replaced by a Registration Form of Technical Specifications of Imported Motor Vehicles prepared by the importing organization or individual according to the content specified in Appendix II attached to this Circular.

3. Documents such as the Import Declaration; Registration Form of Technical Specifications of Imported Motor Vehicles; Documents related to emissions of unused motor vehicles may be submitted by the importing organization or individual prior to conducting the inspection.

Article 7. Inspection for Unused Motor Vehicles

Unused motor vehicles (including chassis vehicles) shall be inspected according to the following provisions:

1. Type approval inspection

a) This inspection method applies to unused motor vehicles produced not more than three years before the importation date, having complete files as stipulated in Article 6 of this Circular and satisfying one of the following conditions:

- The motor vehicle has been inspected under an Agreement or mutual recognition arrangement regarding standards and conformity that Vietnam has signed;

- The motor vehicle is imported by an authorized dealer of the manufacturer for sales and warranty purposes, of the same type as those already certified by the Inspection Authority.

b) Inspection Content: Checking the consistency of the vehicle types shown in the inspection registration file against those previously inspected and certified;

Inspecting the frame number and engine number of each imported vehicle of the same type as those shown in the inspection registration file.

2. Sample vehicle testing

a) This inspection method applies to unused motor vehicles not falling within the scope of Clause 1, Article 7 of this Circular and belonging to one of the following cases:

- Motor vehicles with emission-related documents but without feature and technical specification documents or the feature and technical specification documents are inconsistent with the actual imported vehicle;

- Motor vehicles of types not certified by foreign competent authorities regarding vehicle types.

b) Inspection Content: Testing one randomly selected sample vehicle of each type listed in the inspection registration file according to the items specified in current technical regulations of the Ministry of Transport concerning the quality, safety, and environmental protection of motor vehicles;

Inspecting the frame number and engine number of each imported vehicle of the same type as the sample vehicle.

3. Probability inspection

a) This method applies to each type of unused motor vehicle with complete files as stipulated, not falling within the scope of Clauses 1 and 2 of Article 7 of this Circular and belonging to one of the following cases:

- Motor vehicles certified by the Inspection Authority regarding vehicle types but belong to a category for which the Inspection Authority has grounds to prove discrepancies between technical documentation and the imported motor vehicle or the technical documentation is not sufficiently reliable for inspection purposes;

- Motor vehicles of types not certified by the Inspection Authority for issuance of the Quality Certificate;

- Motor vehicles of the same type as those certified by the Inspection Authority for issuance of the Quality Certificate but imported by organizations or individuals who are not authorized dealers of the manufacturer for sales and warranty purposes.

b) Inspection Content: Inspecting one randomly selected sample vehicle of each type listed in the inspection registration file according to general inspection items, engine inspection, brake system inspection, suspension system inspection, steering system inspection, electrical equipment inspection, lighting and signaling devices inspection as prescribed in Article 8.

Inspecting the frame number and engine number of each imported vehicle of the same type as the sample vehicle.

4. Individual vehicle inspection

a) This method applies to motor vehicles not falling within the scope of Clauses 1, 2, and 3 of Article 7 of this Circular.

b) Inspection Content: Inspecting according to general inspection items, engine inspection, brake system inspection, suspension system inspection, steering system inspection, electrical equipment inspection, lighting and signaling devices inspection as prescribed in Article 8.

5. Emission testing (excluding evaporative emissions testing)

a) This method applies to motor vehicles falling within the following categories:

- Motor vehicles without emission-related documents as stipulated in point c, Clause 1, Article 6 of this Circular;

- Motor vehicles with emission-related documents but lacking sufficient test procedures applicable to that type of vehicle as prescribed in National Technical Regulation QCVN 05: 2009/BGTVT "National Technical Regulation on Emissions of New Manufactured, Assembled, and Imported Motor Vehicles";

- Motor vehicles with structures not consistent with emission-related documents.

b) Inspection Content: Inspecting one randomly selected sample of each type of vehicle according to National Technical Regulation QCVN 05: 2009/BGTVT "National Technical Regulation on Emissions of New Manufactured, Assembled, and Imported Motor Vehicles" and testing at the Emission Testing Center for Road Motor Vehicles - Vietnam Vehicle Registration Agency or at one of the recognized emission testing facilities.

Article 8. Inspection of Used Motor Vehicles

Used motor vehicles (including cargo trucks without cargo boxes) imported and having complete documentation as prescribed in Article 6 of this Circular shall be inspected individually according to the following regulations:

1. General inspection

a) The chassis number and/or VIN number, engine number shall not be altered, tampered with, or sealed, and must match the vehicle registration inspection file;

b) The motor vehicle must be in normal operating condition, fully functional, and have a shape and structure consistent with the performance and technical specifications registered at the inspection authority (except for cargo trucks without cargo boxes);

c) The motor vehicle must have dimensions, weight, and weight distribution on axles that comply with current technical standards of the Ministry of Transport regarding the quality, safety, and environmental protection of motor vehicles.

2. Body, cabin, cargo box inspection

a) No cracks, breaks, holes, rotting, rusting, or tearing;

b) Doors open and close smoothly, do not open automatically when the vehicle is moving;

c) Windshields and windows are safety glass, correct type for the vehicle, compliant with safety regulations for passengers inside the vehicle; no cracks, chips, or discoloration;

d) Rearview mirrors are present in sufficient quantity, correct type, securely installed;

đ) Driver's seat and passenger seats are arranged according to technical documentation, securely assembled, and meet the size requirements stipulated in current technical standards of the Ministry of Transport regarding the quality, safety, and environmental protection of motor vehicles;

e) Safety belts: complete as per regulations and technical documentation of the vehicle type, securely assembled, not torn, buckles must operate smoothly and not open automatically, belt must not be jammed, the locking mechanism must hold firmly when pulled suddenly.

3. Frame inspection

No cracks, breaks, warping visible to the naked eye. No rot or rust affecting the load-bearing capacity of structures.

4. Engine inspection

a) Correct type or equivalent power rating. The engine power for each ton of total vehicle weight must reach 7.35 kW or more (this requirement does not apply to special-purpose vehicles, electric vehicles, and vehicles with a total weight of 30 tons or more). In cases where the engine power for each ton of vehicle weight does not meet the requirement, the inspection authority will adjust the payload and total vehicle weight to comply with regulations;

b) No fuel, lubricating oil, or coolant leakage in droplets;

c) The engine must start successfully within three consecutive attempts using the electric starter, each attempt not exceeding five seconds;

d) The engine must run steadily at idle speed; no unusual knocking sounds;

đ) Lubricating oil pressure and coolant temperature when the engine is running steadily must be within permissible limits;

e) The maximum allowable exhaust gas limit must comply with the following provisions:

- For vehicles equipped with forced combustion engines, four-stroke: carbon monoxide content does not exceed 3.0% volume; hydrocarbon content does not exceed 600 ppm volume;

- For vehicles equipped with forced combustion engines, two-stroke: carbon monoxide content does not exceed 3.0% volume; hydrocarbon content does not exceed 7800 ppm volume;

- For vehicles equipped with special forced combustion engines (such as Wankel engines and other special engines different from conventional piston and cylinder engines currently in use): carbon monoxide content does not exceed 3.0% volume; hydrocarbon content does not exceed 3300 ppm volume;

- For vehicles equipped with compression ignition engines: smoke density does not exceed 60% HSU;

g) Noise emitted by the vehicle when stationary must not exceed the maximum noise level allowed as stipulated in current technical standards of the Ministry of Transport regarding the quality, safety, and environmental protection of motor vehicles;

h) Engine displacement recorded according to the value shown in the performance and technical specification documentation or the engine data plate attached to the engine or manufacturer information. If the technical documentation does not show this value or there is doubt about the value shown in the technical documentation, the engine displacement is recorded based on the actual measurement of the engine displacement.

5. Transmission and drive system inspection

a) Clutch: securely installed, has free travel. Operates smoothly, engages completely, disengages decisively. No oil leakage in droplets throughout the system;

b) Gearbox, auxiliary gearbox: easy shifting, no gear lockup, no automatic gear jumping, and no oil leakage in droplets;

c) No unusual knocking sounds in the gearbox, auxiliary gearbox, main drive mechanism... during operation;

d) Drive shafts are not deformed, have no cracks or breaks;

đ) Main drive axle operates normally, has no cracks, no oil leakage in droplets;

e) Passive drive axle is not deformed, has no cracks;

g) Wheel hubs are not loose, not jammed;

h) Tires are correct according to technical documentation, sufficient quantity, not bulging, not cracked, not broken.

6. Brake system inspection

a) Complete with all parts and components according to the technical documentation of the vehicle type;

b) Oil and air lines are not cracked, worn, flattened, or leaking;

c) Pressure gauge, pressure indicator: correct type, securely installed, stable operation, no damage;

d) Foot brake:

- For hydraulic braking systems: the braking system must function after no more than two pedal presses;

- For air-braking systems: the braking system must function after pressing the brake pedal. When the brake pedal is fully depressed, the air pressure in the air tank must not be less than 5 kg/cm²;2.

đ) Hand brake: functions after being operated;

e) Trailer brake coupling, semi-trailer brake coupling: correct type, securely installed; not damaged, not leaking.

7. Steering system inspection

a) Complete with all assemblies and components according to the technical documentation of the vehicle type and operates normally and stably;

b) Steering wheel: located on the left side of the vehicle (except for types of vehicles that have been permitted by competent authorities), correct type, without cracks or breaks; The steering wheel's angular clearance must satisfy: the displacement of a point on the steering wheel rim must not exceed one-fifth of the steering wheel rim diameter;

c) Steering shaft: correct type, securely assembled, without longitudinal clearance or kingpin clearance, without cracks or breaks, not jammed when turned;

d) Steering mechanism: correct type, securely assembled, with sufficient clamping details to prevent loosening, no oil leakage, no abnormal noise during operation;

đ) Steering linkage rods: not deformed, without cracks, with sufficient clamping details to prevent loosening, without cracks or breaks, not welded together;

e) Universal joints and steering joints: securely assembled, with sufficient clamping details to prevent loosening, without clearance, no noise when turning the steering wheel, without cracks or breaks, smooth movement without jerks;

g) Steering gear housing: securely assembled, with sufficient clamping details to prevent loosening, without clearance between bushing and shaft, without cracks or breaks, not jammed when turned;

h) Power steering: correct type, securely assembled, without cracks or breaks, no dripping oil;

8. Suspension system inspection

a) Elastic components: springs, shock absorbers, torsion bars, etc., must be of the correct type, in sufficient quantity, without cracks or breaks, misalignment. There should be no wear forming ridges at the contact surfaces between spring leaves. Ensure the ground clearance of the vehicle is correct according to the technical documentation of that type of vehicle;

b) For pneumatic elastic components: no air leakage, ensure the vehicle body balance in all directions;

c) Hydraulic shock absorbers operate normally, no dripping oil;

9. Electrical equipment, lighting, and signal inspection

a) All electrical equipment of that type of vehicle must be present and function properly;

b) Horn, headlights, signal lights, wipers must meet current safety technical standards for motor vehicles in operation;

10. Special equipment structure inspection

For specialized motor vehicles, the special equipment must be complete and ensure functions appropriate to the technical documentation of that type of vehicle;

Article 9. Handling of Inspection Results

1. After inspecting motor vehicles and receiving complete files as prescribed for imported motor vehicles, the Inspection Authority will issue quality certificates for each specific case as follows:

a) Motor vehicles meeting the requirements set out in Clause 1 of Article 7, the Inspection Authority will issue a Notification of Exemption from Quality Inspection (hereinafter referred to as the Notification of Exemption from Inspection) according to the form attached as Appendix III to this Circular;

b) Motor vehicles meeting the requirements set out in Clauses 2, 3, 4 of Article 7 and Article 8 of this Circular, the Inspection Authority will issue a Quality Certificate according to the form attached as Appendix IV to this Circular;

c) Motor vehicles failing to meet the requirements after inspection and testing, the Inspection Authority will issue a Notification of Non-Conformity with Safety Technical Quality and Environmental Protection Standards for Imported Motor Vehicles according to the form attached as Appendix V to this Circular and send it to relevant agencies for handling measures;

2. The Quality Certificate or Notification of Exemption from Inspection for imported motor vehicles shall be used to process initial technical safety inspection procedures, registration of vehicles, and import procedures upon request of competent authorities;

Imported motor vehicles that have been issued a Quality Certificate or Notification of Exemption from Inspection but suffer damage during loading/unloading, transportation, or storage, causing non-compliance with vehicle quality, the Quality Certificate or Notification of Exemption from Inspection issued for such vehicles will no longer be valid;

3. Handling of certain special cases during the inspection process shall be carried out as follows:

a) In the case of used motor vehicles without technical specification introduction documents or incomplete technical content, the basic technical specifications of the vehicle shall be determined based on actual inspection and testing results;

Specifically, for imported motor vehicles with changes in some technical specifications or structures compared to the original vehicle from abroad, the importing organizations or individuals must present documents from foreign vehicle management authorities regarding the changed vehicle. The total weight of the imported motor vehicle in this case must not exceed the value stated in the documents of the foreign vehicle management authority regarding the changed vehicle;

b) For cargo vehicles with axle load distribution exceeding regulations, the carrying capacity of the imported vehicle shall be determined based on the permissible axle load calculation results according to the Ministry of Transport's regulations;

c) For specialized motor vehicles with dimensions and/or weights larger than specified limits or specialized vehicles with right-hand drive operating in narrow areas allowed for importation as stipulated in Item 5, Part II, Appendix No. 01 promulgated along with Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government, they may be inspected for importation but the quality certificate must state: This vehicle can only operate in narrow areas and must obtain permission from the competent road traffic management authority when participating in traffic;

d) In the case of imported motor vehicles damaged during transportation from the port of discharge to Vietnam, the importing organizations or individuals are allowed to complete the following assemblies: Body shell, driver's cabin, cargo box with paint scratches or localized oxidation but not infested with woodworm or perforations; Windshield, window glass cracked or broken; Lighting and signaling systems: Cracked or broken; Control relays missing; Rearview mirrors cracked or broken; Wipers damaged or malfunctioning; Battery not functioning;

đ) In the case of unused motor vehicles with dimensions exceeding current regulations being disassembled for convenient transportation to Vietnam, the Inspection Authority will only conduct import quality inspections once the vehicle has been fully reassembled.

e) In the case where a motor vehicle falls within the category required to be recalled (recall) for repair to address defects as stipulated under current regulations on recalling defective automotive products, if the vehicle manufacturer (or the official notification from the foreign vehicle management authority at the time of importing the vehicle) informs about the recall, the Inspection Authority will issue a quality certificate only after the importer provides a written commitment accompanied by a document from the manufacturer or an authorized entity confirming that the imported vehicle has completed the defect repairs and ensured safety;

g) In cases where the chassis number and/or engine number is not present or there are multiple chassis numbers and/or engine numbers without tampering or alteration, the Inspection Authority will record the specific condition of the chassis number and/or engine number in the vehicle's quality certificate;

For motor vehicles with tampered or altered chassis numbers and/or engine numbers, they will still undergo quality inspection but the quality certificate will clearly state the tampering or alteration of the chassis number and/or engine number;

When there is doubt regarding the condition of the chassis number and/or engine number of the vehicle, the Inspection Authority will request an appraisal from a specialized appraisal agency to handle the situation specifically;

h) The year of manufacture of a motor vehicle shall be determined based on the following grounds:

- According to the vehicle identification number (VIN);

- According to the chassis number of the vehicle;

- According to the manufacturer's documentation such as: catalogs, technical specification manuals, identification software, or manufacturer information;

- Information on the manufacturer's label affixed or attached to the vehicle;

- According to the year of manufacture recorded in a copy of the Vehicle Registration Certificate or the Vehicle Cancellation Certificate currently in use abroad;

For other special cases, the Inspection Authority will establish an Appraisal Board including participation from relevant technical experts to make a decision;

Article 10. Procedures for Issuing Quality Certificates for Imported Motor Vehicles for Technical Safety and Environmental Protection

1. Implementation procedures

a) The importer organization or individual shall prepare one set of registration application documents for inspection in accordance with Article 6 of this Circular and submit directly to the Inspection Authority;

b) After receiving the registration application documents for inspection, the Inspection Authority will review and compare the registration application documents with current regulations related to motor vehicles and process accordingly: If the registration application documents are incomplete according to the regulations, the Inspection Authority will guide the importer organization or individual to supplement and complete them;

If the registration application documents are complete as stipulated in Clause 1 of Article 6 of this Circular, the Inspection Authority will confirm on the Inspection Registration Certificate while agreeing with the importer organization or individual on the inspection date and location;

c) The Inspection Authority will conduct the inspection of imported motor vehicles at the agreed location with the importer organization or individual and issue a Notice of Exemption from Quality Inspection or a Quality Certificate or a Notice of Non-Conformity in accordance with Points a, b, c of Clause 1 of Article 9 of this Circular;

2. Implementation method

The importer organization or individual will submit the registration application documents for inspection directly to the Inspection Authority and receive the quality certificate after paying the prescribed fees and charges related to the inspection and issuance of the quality certificate for imported motor vehicles;

3. Time limit for resolution

a) For the examination of the registration application documents and confirmation on the Inspection Registration Certificate: within one working day;

b) For the inspection of the vehicle and issuance of the quality certificate: Within ten working days (for passenger motor vehicles under 16 seats, unused) or five working days (for other types of motor vehicles) from the completion of the vehicle inspection meeting requirements and receipt of all required documents;

Chapter III

EFFECTIVE DATE

Article 11. Effective Date

1. This Circular takes effect forty-five days from the date of issuance and revokes Decision No. 35/2005/QĐ-BGTVT dated July 21, 2005 of the Minister of Transport promulgating Regulations on the Inspection of Technical Safety and Environmental Protection Quality of Imported Motor Vehicles;

2. Quality certificates and Notices of Exemption from Inspection issued before the effective date of this Circular remain valid for use.

Chapter IV

IMPLEMENTATION

Article 12. Responsibilities of organizations and individuals importing vehicles

1. Shall be responsible for the truthfulness and accuracy of the documents provided to the Inspection Authority.

2. Ensure that imported motor vehicles remain in their original condition for the Inspection Authority to conduct inspections.

3. Implement decisions made by the Ministry of Transport when violating regulations on State inspection of the quality of imported motor vehicles.

Article 13. Responsibilities of the Inspection Authority

1. Implement this regulation while also being responsible for guiding organizations and individuals importing vehicles to ensure technical safety and environmental protection requirements for imported motor vehicles.

2. Uniformly issue and manage quality certificates.

3. Develop guidelines for inspecting the technical safety and environmental protection of various types of imported motor vehicles.

4. Collect fees related to inspections and issuance of quality certificates according to current regulations.

5. Retain records of inspections of imported motor vehicles for a period of two years.

6. Compile results of inspections of imported motor vehicle quality to report to the Ministry of Transport.

Article 14. Implementation Organization

The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, the Director of the Vietnam Motor Vehicle Inspection Agency, and Heads of related agencies, organizations, and individuals are responsible for implementing this Circular./.
