RESOLUTION
SUSPEND THE INVESTMENT POLICY FOR THE NINH THUAN NUCLEAR POWER PROJECTNINH THUAN NUCLEAR POWER PROJECT
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
On the basis of the Constitution of the Socialist Republic of Vietnam;
WHEREAS, the Atomic Energy Law No. 18/2008/QH12;
WHEREAS, Resolution No. 41/2009/QH12 dated November 25, 2009 of the National Assembly on the investment policy for the Ninh Thuan Nuclear Power Project;
After examining the Report No. 513/TTr-CP dated November 3, 2016 of the Government, the Review Report No. 18/BC-UBKHCNMT14 dated November 9, 2016 of the Science, Technology and Environment Committee of the National Assembly on suspending the implementation of the investment policy for the Ninh Thuan Nuclear Power Project, and the opinions of the National Assembly deputies;
RESOLUTION:
Article 1
Suspend the implementation of the investment policy for the Ninh Thuan Nuclear Power Project pursuant to Resolution No. 41/2009/QH12 dated November 25, 2009 of the National Assembly.
Article 2
The Government shall:
1. Implement measures within its authority to address issues related to suspending the implementation of the investment policy for the Ninh Thuan Nuclear Power Project; report to the National Assembly on the results at the fourth session in 2017.
2. Focus on developing new energy sources, renewable energy, safe and efficient energy, and environmental protection to ensure adequate power supply to meet economic and social development needs and national defense and security requirements; promote the use of energy-saving and efficient technologies; effectively utilize human resources trained in nuclear power and infrastructure investments; concentrate on propaganda and information dissemination to create social consensus.
3. Issue mechanisms, policies, and solutions for investment, support in building infrastructure, planning, restructuring production, stabilizing people's lives, and economic and social development in localities affected by the planning and implementation of the investment policy for the Ninh Thuan Nuclear Power Project.
Article 3
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and National Assembly deputies within their respective mandates shall supervise the implementation of this Resolution.
This Resolution takes effect from the date it is adopted by the National Assembly.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 14th term, second session, on November 22, 2016.
