the Price Stabilization List and the List of Goods and Services Subject to Price Declaration

managed by the Ministry of Agriculture and Rural Development

Pursuant to the Price Law dated June 19, 2023;

Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Law on Prices;

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Department of Planning and Finance;

The Ministry of Agriculture and Rural Development issues this Circular regulating the economic and technical characteristics for goods and services under the Price Stabilization List and the List of Goods and Services Subject to Price Declaration managed by the Ministry of Agriculture and Rural Development.

Article 1. Scope of Regulation

This Circular regulates the economic and technical characteristics for goods and services under the Price Stabilization List and the List of Goods and Services Subject to Price Declaration managed by the Ministry of Agriculture and Rural Development.

Article 2. Applicability

Organizations and individuals engaged in trading goods and services; state agencies; other organizations related to price stabilization and declaration activities in the field of agriculture and rural development within the territory of Vietnam.

Article 3. Economic and technical characteristics for goods and services under the Price Stabilization List and the List of Goods and Services Subject to Price Declaration

1. Economic and technical characteristics for goods and services under the Price Stabilization List managed by the Ministry of Agriculture and Rural Development (specific name, detailed type) set out in Appendix I attached hereto.

2. Economic and technical characteristics for goods and services under the List of Goods and Services Subject to Price Declaration managed by the Ministry of Agriculture and Rural Development (specific name, detailed type) set out in Appendix II attached hereto.

3. Goods and services under the Price Stabilization List and the List of Goods and Services Subject to Price Declaration shall be published on the information system for agricultural and rural development goods and service prices (hereinafter referred to as the System).

Article 4. Effective date

1. This Circular takes effect from August 18, 2025.

2. Joint Circular No. 10/2015/TTLT-BNNPTNT-BTC dated March 3, 2015 of the Ministry of Agriculture and Rural Development and the Ministry of Finance guiding in detail the goods and services in the field of agriculture and rural development subject to price stabilization and declaration shall cease to be effective from the date this Circular takes effect.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. Departments: Crop Production and Plant Protection, Livestock and Veterinary Medicine, Fisheries and Fishery Inspection, Quality Control, Processing and Market Development, Cooperative Economy and Rural Development:

a) Review and update the list of organizations trading goods and services subject to price declaration managed by the Department and submit it to the Ministry of Agriculture and Rural Development for consolidation and issuance in accordance with regulations.

b) Announce the method of receiving declarations to organizations trading goods and services subject to price declaration managed by the Department and organize the receipt of price declaration documents in accordance with the law.

2. Organizations trading goods and services subject to price declaration

a) Declare prices for goods and services under the List of Goods and Services Subject to Price Declaration in accordance with the law on prices;

b) Submit electronic price declaration documents with digital signatures through the System or send price declaration documents to the Ministry of Agriculture and Rural Development (through the specialized departments specified in Clause 1, Article 5 of this Circular).

3. Department of Digital Transformation

a) Take the lead and coordinate with the Department of Planning and Finance to build the information system for goods and service prices subject to price declaration managed by the Ministry of Agriculture and Rural Development;

b) Coordinate with the Department of Planning and Finance and relevant agencies of the Ministry of Finance to connect information and share declared price data into the National Price Database in accordance with the law on prices.

4. Department of Planning and Finance

Take the lead and coordinate with relevant units to review, consolidate, and submit to the Ministry of Agriculture and Rural Development for issuance of a Circular amending and supplementing the economic and technical characteristics of goods and services under the Price Stabilization List and the List of Goods and Services Subject to Price Declaration based on practical management requirements and the needs of price market analysis and forecasting.

5. People's Committees of provinces and centrally governed cities are responsible for organizing the implementation of the receipt of price declaration documents in accordance with the law on prices to ensure convenience for organizations implementing declarations. During the implementation process, if there are difficulties or obstacles, organizations and individuals should report to the Ministry of Agriculture and Rural Development (Department of Planning and Finance) for consideration and resolution.
