Article 1. Issuance of the National Technical Regulation
Attached to this Circular are National Technical Regulations on Safety for Industrial Explosive Products - Non-Electric Delay Detonators Inserted into Holes.
Code: QCVN 12-20:2023/BCT.
Article 2. Effective Date
1. This Circular takes effect from July 1, 2024.
2. National Technical Regulations on Safety for Industrial Explosive Products - Non-Electric Delay Detonators Inserted into Holes, code QCVN 12-20:2023/BCT, take effect from July 1, 2024.
3. Abolish Circular No. 16/2012/TT-BCT dated June 12, 2012, issued by the Minister of Industry and Trade, concerning National Technical Regulations on Non-Electric Delay Detonators.
4. Non-Electric Delay Detonators Inserted into Holes that have been declared compliant with National Technical Regulations on Non-Electric Delay Detonators, code QCVN 07:2012/BCT, before July 1, 2024, may continue to be used within their declared shelf life.
Article 3. Implementation Organization
The Heads of the Ministry's Office, Directors of Departments: Safety and Environmental Technology, Chemicals; Heads of Science and Technology Departments; Directors of Provincial and Municipal Industry and Trade Departments under the Central Government; Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
