Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 116/2007/NĐ-CP dated July 10, 2007 of the Government on National Defense and Security Education;

Pursuant to Decision No. 81/2007/QĐ-BGDĐT dated December 24, 2007 of the Minister of Education and Training promulgating the National Defense and Security Education Program at the university and college levels;

Pursuant to Decision No. 80/2007/QĐ-BGDĐT dated December 24, 2007 of the Minister of Education and Training promulgating the National Defense and Security Education Program at the vocational college level;

Pursuant to Decision No. 79/2007/QĐ-BGDĐT dated December 24, 2007 of the Minister of Education and Training promulgating the National Defense and Security Education Program at the high school level;

At the proposal of the Director of the Department of National Defense Education; the Director of the Department of Educational Infrastructure and School Equipment, and Children's Toys,

The Minister of Education and Training DECIDES:

Article 1

To issue along with this Circular the Minimum List of Teaching Equipment for National Defense and Security Subjects in Universities, Colleges, Vocational Colleges, Secondary Schools, and General Education Schools with Multiple Levels (Including High School Level).

Article 2

This Circular shall take effect from December 28, 2009 and replace Decision No. 52/2003/QĐ-BGD&ĐT dated November 7, 2003 of the Minister of Education and Training on the issuance of the Minimum List of Teaching Equipment for National Defense Subjects in Universities, Colleges, Vocational Colleges, and Secondary Schools.

Article 3

Based on the Minimum List of Teaching Equipment for National Defense and Security Subjects in Universities, Colleges, Vocational Colleges, Secondary Schools, and General Education Schools with Multiple Levels (Including High School Level) issued along with this Circular, the heads of higher education institutions, principals of vocational colleges, directors of educational and training establishments have the responsibility to direct the procurement, use, and management of teaching equipment.

Article 4

The Head of the Office; the Director of the Department of National Defense Education; the Director of the Department of Educational Infrastructure and School Equipment, and Children's Toys; the heads of units related to the Ministry of Education and Training; the directors of universities and academies; the principals of universities, colleges, and vocational colleges; the directors of provincial education and training departments, and national defense and security education centers are responsible for implementing this Circular./.
