CIRCULAR
Issuing Economic and Technical Standards for Land Surveying and Evaluation
Pursuant to the Law on Land dated November 29, 2013;
Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
At the request of the Director General of the Land Administration General Department, the Planning Department Director and the Legal Affairs Department Director,
The Minister of Natural Resources and Environment issues this Circular issues Economic and Technical Standards for Land Surveying and Evaluation.
Article 1. These Economic and Technical Standards for Land Surveying and Evaluation are promulgated together with this Circular.
Article 2. Effectiveness
1. This Circular shall take effect from December 21, 2016
2. This Circular replaces the following Circulars issued by the Minister of Natural Resources and Environment: No. 28/2010/TT-BTNMT dated November 18, 2010 on Economic and Technical Standards for Soil Quality Surveying and Evaluation; No. 15/2012/TT-BTNMT dated December 26, 2012 on Economic and Technical Standards for Land Degradation Surveying; and No. 49/2013/TT-BTNMT dated December 26, 2013 amending and supplementing certain provisions of the Economic and Technical Standards for Land Degradation Surveying issued together with Circular No. 15/2012/TT-BTNMT dated December 26, 2012 of the Ministry of Natural Resources and Environment.
Article 3. Transitional Provisions
For land surveying and evaluation projects approved before the date this Circular takes effect, the following shall be implemented:
1. For workloads completed before the date this Circular takes effect, they shall be carried out according to the regulations previously issued by the Ministry of Natural Resources and Environment regarding relevant content.
2. For workloads not yet commenced, they shall be adjusted in accordance with the provisions of this Circular and submitted to the competent authority for approval.
Article 4. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, city People's Committees directly under the central government, units under the Ministry of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular.
In the course of implementation, if there are difficulties or obstacles, they are requested to report to the Ministry of Natural Resources and Environment for consideration and decision./.
