Provincial People's Committees set specific pricesAmending and supplementing some articles of Circular No. 54/2013/TT-BGTVT dated December 16, 2013 on officers inspecting seagoing vesselsdevelopmentFor power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.

Pursuant to the Vietnam Maritime Code No. 95/2015/QH13 dated November 25, 2015;1November 25, 2015;

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Resolution A.1052 (27) of the International Maritime Organization on the Port State Control Procedure adopted in 2011;development2011;

At the proposal of the Director of the Vietnam Maritime Administration and the Head of the Legal Department;

The Minister of Transport issues this Circular amending and supplementing some articles of Circular No. 54/2013/TT-BGTVT dated December 16, 2013 on officers inspecting seagoing vessels as follows:developmentArticle 1. Amending and supplementing some articles of Circular No. 54/2013/TT-BGTVT dated December 16, 2013 of the Minister of Transport on officers inspecting seagoing vessels

1. Amending and supplementing Points b, c, and g Clause 2 Article 6 as follows:

"b) Is a Master or Chief Engineer of a seagoing vessel with a gross tonnage of 3,000 GT or main engine power of 3,000 kW or more, and has at least six months of experience in the position, or a marine surveyor, or a civil servant or officer of the Vietnam Maritime Administration or Marine Port Office engaged in maritime safety work or maritime inspection for at least five years;

c) English language proficiency at level B1 according to the Common European Framework of Reference for Languages or an international certificate such as TOEIC with a score of at least 450 points, or IELTS with a score of at least 4.5 points, or TOEFL CBT with a score of at least 133 points, or TOEFL PBT with a score of at least 450 points, or TOEFL IBT with a score of at least 45 points, or a Bachelor's degree in English;"

g) Having at least 30 inspections of Vietnamese seagoing vessels confirmed by the Director of the Marine Port Office where the training took place according to Model Appendix III issued together with this Circular."

2. Amending and supplementing Points b, c, and g Clause 2 Article 7 as follows:

“b) Is a Master or Chief Engineer of a seagoing vessel with a gross tonnage of 3,000 GT or main engine power of 3,000 kW or more, and has at least twelve months of experience in the position, or a marine surveyor, or a civil servant or officer of the Vietnam Maritime Administration or Marine Port Office engaged in maritime safety work or maritime inspection for at least seven years;

c) English language proficiency at level B2 according to the Common European Framework of Reference for Languages or an international certificate such as TOEIC with a score of at least 600 points, or IELTS with a score of at least 5.5 points, or TOEFL CBT with a score of at least 173 points, or TOEFL PBT with a score of at least 500 points, or TOEFL IBT with a score of at least 61 points, or a Bachelor's degree in English;"

“g) Having at least 45 inspections of foreign seagoing vessels confirmed by the Director of the Marine Port Office where the training took place according to Model Appendix III issued together with this Circular.”

"3. The Council is responsible for organizing new examinations for issuing, and examinations for renewing the officer’s card inspecting seagoing vessels when the card expires."

3. Amending and supplementing Clause 3 of Article 9 as follows:

"a) Reviewing the criteria specified in Article 6 (excluding Point e Clause 2) and Article 7 (excluding Point e Clause 2) of this Circular for candidates participating in new examinations for issuing the officer’s card inspecting seagoing vessels; the criteria specified in Point a and Point b Clause 1 Article 13 of this Circular for candidates participating in examinations for renewing the officer’s card inspecting seagoing vessels when the card expires;"

5. Supplementing Point c after Point b Clause 1 Article 13 as follows:

"c) Achieving the results of the officer examination for inspecting seagoing vessels organized by the Vietnam Maritime Administration."

6. Abolishing Point c Clause 2 Article 12.

Article 2. Effective Date

This Circular takes effect from December 1, 2017.
